Insertable b layer : add a new 4th layer near to the beam pipe
new project structure defined (PL: G.Darbo, TC: H.Pernegger) 2009 write TDR, editors K.Einsweiler, M.Capeans 2010-11 start procurement install during shutdown 2013/14 (8 months)
Upgrade the steel beam pipe to an Aluminum one (or Be or Al-Be), in order to reduce activation (ALARA) and backgrounds in the muon spectrometer. Need R&D … just starting R.Veness section
Improve various shielding elements (a new shielding on the end cap toroid, new moderator wall between UX15 and USA15). Need design and implementation plans
Install in the muon spectrometer a new ring (EE chambers) …. Starting now, should be done by 2011.

Phase I
Upgrade the CSC region in the muon small wheel with new/more detectors … might be rebuild JD wheel too …. Steel under discussion
Rebuild LAr low voltage PS …. Probably already in 2010
Rebuild a new ID evaporative cooling plant (external) …. Starting now
Consolidate many infrastructure components (no single point of failure, fix bugs, optimize maintenance, ….)
Upgrade and optimize the opening/closing scenari (ALARA, time, safety, risks, …)
Optimize/upgrade TAS shielding/aperture to couple with the new triplets (large aperture) …. This is a major activity

Phase I
Shutdown of 8 months in winter 2013/14 as earliest date
It depends how much statistics we have cumulated by then (integrated luminosity, final energy) ….
It might be too optimistic … we might not want to stop collecting statistics … physics will guide us
Beam protection (collimation) has to follow
We do not know yet which interventions are due on the various detector components due to failure …. We have to be open and adapt to the events ….
Probably from 2011 ALARA will be our main concern for any intervention/upgrade …. We need to develop a new culture!

Phase II when, why?
Physics will tell us
We know that the inner most detectors will age at ~500 fb-1 … so we need to plan a new generation of detectors
We know that the TRT will have occupancy problems above L > 2* 1034
In 2017/18 several of our technologies will be old (electronics, computing,..)
The main driver in the process is the ID ….. We will need a new one in any case to run after 2019-2020.

How do we guide the process?
Concept of a central project office: Provide central services (CAD library, drawings validation and
distribution, schedule, review process, mechanics and electronics coordination, … )
Define, execute common tasks (installation, services layout and installation, logistic, transports, clean rooms, ….)
Support common procurements, common tests benches or assembly tools, …
Centralize R&D and the implementation of key infrastructure like power, cooling, beam pipe, ..…
Overview the R&D and prototyping and components production in the outside institutions, steer the writing and definition of the MOU process
Centralize all ALARA/RP issues and provide effective solution for it at the design and execution level
2009/2010 we will write a LOI and we will slowly start to organize a new project structure
Helping in defining the role of CERN as host institution and as research partner (probably more oriented in the phase of preassembly on the surface and strong participant in the PO)04/20/23
In practice
PO exists since few years, now we are reorganize it PO is deeply involved in the LOI, TDR process PO organizes monthly general meetings across the collaboration PO organizes design reviews and schedules PO provides key engineering manpower distributed in the various
working groups, provides coordination in WGs where the project structure is still not defined
PO overview directly activities related to cooling, service layouts, installation and de-installation procedures, ALARA, shielding, micro electronics, ….
CERN provides already fey key engineers/physicists imbedded in various working groups/structures (ID overall mechanics, IBL mechanics integration, IBL TC, LAr mechanical integration, Overall electronics integration, ALARA/RP, LOI/TDR editors, ….) …. Some of these people are part of the existing TCn, other ATLAS/CERN detector group, other PH support groups.

In practice
We are creating WGs, systems, project structures and we overview their operation and functioning …. We will now use the LOI/MOU to better define all mandates and structures
We are trying to provide to the collaboration common tools, working methods and a correct sharing of information
~ 8-10 CERN FTE are today active on the upgrade project (my estimation!)
We try very hard to bring coherence into the process, bringing in all partners in the running process, avoiding divergence

Phase II field of activity
Inner Detector : define layout, design, components strategy (staves, front end electronics, …), central mechanical and electronics integration, prototyping, production and assembly organization, installation/qualification process, new cooling plants, we power strategy. We aim for a completely new ID by 2018
Calorimeters : new front/ back end electronics, new LV PS. LAr forward might need full redesign or new readout implementation, new cryo cooling, probably we will need to open and act on the endcap cryostats in situ. All to be ready for the long shutdown
Muon spectrometer : new trigger chambers in the forwards region, one additional trigger layer in the barrel too, new gas strategy, new readout electronics. All this is still not fully defined …. We are just starting the discussion process inside the collaboration … we hope the installation process can be distributed for installation outside the main peak
Trigger/DAQ : we might need a ID LVL1 trigger, DAQ will evolve with time and with the new requirements coming from the detector
Shieldings : all shieldings will need to be revised and probably the forward one re-designed to couple with a factor 10 more BG. Probably Be pipe in the entire detector.04/20/23
What we can do together (personal view) ?
Work in a coherent way inside the project definition, be part of the overall process
Avoid to single out CERN as a special research group, with specific mandate defined by various independent CERN actors. Accept the concept that CERN adapts to the collaboration needs and find its specific place inside the collaboration topology
Bring resources inside the PO and help in steering the process
Avoid the concept of common project across CERN. It has never worked out. If is necessary we will define it with you (cooling, micro electronics,….)
Lets try to single out few key activities of preassembly, integration where we will need at CERN central facilities (ID assembly on the surface, IBL integration on the surface, …..), insert this work in the collaboration reasoning at the MOU level. Avoid to have CERN competing with outside institutions. Avoid to build components, concentrate on assembly and final qualification tests
Do at CERN work which is not likely to happen outside CERN. Build up specific competences as Host Lab04/20/23
