Bonifacio Water Corporation is undergoing a complete transformation for human and industrial effluents to be disposed of without danger to human health or unacceptable damage to the natural environment and potable water to its consumer.
BONIFACIO WATER CORPORATION is heavily investing in the
modernization and development of its facilities. Partnering with ARUP
and M.E Sicat Construction, the construction of a world-class
Centralized Sewage Treatment Plant Facility ensure BWC’s continued
ability to provide superior wastewater treatment.
BONIFACIO WATER CORPORATION was previously granted with
Environmental Compliance Certificate by Environmental Management
Bureau. Its existing facility is located at 50th Corner 31st
Street,Pamayanang Diego Silang, Ususan, Taguig City.

The firm then decided to Increase the capacity of sewage treatment
plant to cater the growing demand of their customers.
With this, the facility is on the process of amending its existing ECC to
include all the future development in compliance with Philippine
Environmental Impact Assessment (EIA) P.D. 1586.
The location of the project is primarily ideal since facilities discharging wastewater happen to be operating adjacent to the project site.

ENVIRONMENTAL IMPACT STATEMENT (EIS) WORKSCOPE
1. Methodology for Data Gathering
Primary data (pertinent project information) has been provided by the project proponent while secondary data has been compiled by conducting researches on different government agencies and other resources available. Pertinent project information is gathered by the EIA Team including actual observation on the current operation of the project. In the preparation of this EIS study, both primary and secondary data were used.
2. Secondary Data Gathered & Sources
Secondary data were obtained through extensive research work with different agencies of the government & private including PAGASA, DENR-EMB, and the City Government of Taguig.
3. Primary/ Baseline Data
Primary data were obtained through actual site inspection and data provided by the project proponent. The following are the methodology used in gathering information and data about the environmental setting and receiving environment of the project site:
a. Survey/ ocular inspection of the project site and its surroundings were done to identify the
adjacent industries/ activities within the 100 meter radius and the receiving environment.
b. The proponent was interviewed regarding operation of the project and requested other information/ technical data to complete this study.
c. Conduct research to the different government agencies concerned such as the Department of Environment and Natural Resources/ EMB, CPDO of Taguig and other reference were also used to complete this EIS study.
The EIA process aims to prepare an EIS document and the following scope of work:
Prepare the description of the project;
Prepare a description of existing environmental profile of the project site;
Identify impacts in the activities/ operation of the project;
Evaluate environmental performances in the protection and mitigation measures to eliminate/ minimize adverse impacts of the project and the enhancement to maximize positive impacts; and
Evaluate performance in environmental management and monitoring.

General Approach
The EIA study involves four (4) distinct steps:
a. Scoping
The Consultant conducted a scoping meeting with the Proponent to identify environmental issues associated with the project. The project information will be collected and discussed with the Proponent to consider all environmental concerns and project requirements in data collection phase.
b. Data and Reports Collection Phase This involves the collection of primary data and other related secondary information that will be used for the performances evaluation of the past and present mitigation and enhancement measures to address adverse environment impact in the area and will be the key inputs to EIS. Data will be collected using standard methods.
c. Environmental Performances Assessment The impacts of the existing project activities to the environment will be assessed during the Environmental Performances Assessment. Both beneficial and adverse impacts of the project to the environment will be discussed and will assess the efficacy of the current environmental management measures to mitigate significant adverse impacts and enhancement measures.
d. Impact Management Plan The Impact Management Plan (IMP) will be established for the identified performance assessment. Environmental management will be integrated in the over-all project activities consisting of impact management plan, environmental monitoring plan and accountability framework.
Key Activities
The key activities to be conducted in accomplishing the objectives of the EIA study include the following tasks:
Task 1: Data Collection and Characterization of the Existing Environment
All available secondary data which are related to the project will be collected and reviewed. The base map illustrating the location of the project will serve as initial background information on the environmental situation of the existing project. This activity will also involve the characterization of the present environmental condition which will serve as the main input to the impact assessment and preparation of the impact management and monitoring plans.

Task 2: Impact Assessment
An essential starting point for proper environmental management of project activities is the fundamental knowledge of environmental consequences of such activities. These consequences can be categorized in terms of environmental pollution, environmental problems due to project location, environmental problems relating to planning and design of facilities and environmental problems relating to installation and operations and etc. Physical pollution problems are normally the negative effects of development projects. These problems stem from its physical properties, such as noise, smoke emissions, dust and suspended solids in water. Physical pollution is the most obvious negative environmental effect of industrial activities that may affect beneficial uses of the resource. Occupational health and safety planning is also of paramount importance in the installation and operation phase of the project.
Task 3: Environmental Management Plan
The environmental management plan (EMP) provides for various measures to ensure that the project will not cause undue adverse impacts on the environment and vice versa and truly contribute to social and economic development of the country. The EMP contains the following:
Impact Management Plan – Measures that would minimize, mitigate or compensate
the adverse impact of major significance and importance and enhance beneficial or positive impacts.
Environmental Monitoring Plan – Deals with monitoring of residual impacts, i.e., those impacts that could not be mitigated or reduced. Contains a discussion of the residual impacts predicted, indicators or parameters for these impacts, methodology for monitoring and guidelines for evaluation of these indicators or parameters.
Task 4: Preparation of the EIS Document
The results of the environmental site characterization, impact assessment and development of mitigating/ enhancement measures will be written into an EIS document. The EIS document will follow the outline prescribed in DENR-EMB’s Revised Procedural Manual (RPM) of Administrative Order (DAO) No. 2003-30 which includes the salient feature of evaluating the impacts of the existing project and considers the significant beneficial impact to the affected areas.

2.1 Public Participation
The proponent secured shall Barangay Clearance in accordance with the decision of the Barangay
Council and its constituents. This clearance shall be granted in favour of the proponents proposed
project and that there’s neither objection nor opposing party recorded upon the issuance of
aforementioned subject.
In addition, the project proponent will prepare materials such as brochures/leaflet containing
project description to inform the public on the nature of the on-going project. These materials will
be distributed in coordination with barangay officials and the proponent. An updated signage and
warning signs will be made visible around the project’s premises to inform the public, commuters
and transport groups on the status of the project before, during and after the construction. Traffic
advisory will also be disseminated by the proponent before the commencement of the project
construction, to warn the public possible traffic in the area and suggest alternate routes

The Land
Land
The site is located in Barangay Ususan and is 700-meter West of the Taguig River a tributary of Pasig River , and North West of Laguna de Bay . According to Google Earth, the site has an elevation of about 7.62 meter above the ground Presently, the Land use classification of the project site is Specialized Zone based on the City Planning and Development office of Taguig City and with the Comprehensive Land Use Plan of the City of Taguig .The dominant establishments in the barangay include retail stores and groceries, from input stores, business and personal services. The project doesn’t alter the land classification of the area since the Bonifacio Water Corporation is classified as Socialized Housing Zone
The Water
Water Quality
The body of water near the project site is Taguig River East of the Site and on the Laguna de bay West. Significant impact on the quality of water near the project site which will be addressed by proper waste water management and treatment system. The proposed project will not contribute in the flooding of the Barangay because it will be constructed with well-engineered drainage system which will allow normal flow of flood/ storm water during rainy days. Bonifacio Water Corporation expected discharge will come from domestic sources only. However, the company will construct its own Sewage Treatment Plant (STP) to treat wastewater which will be discharge in Taguig River.
The Air
Air Quality
No major source emission within the area aside from the few vehicles passing along 50th street . For the proposed expansion project, projected impact on the quality of air will be mitigated by proper maintenance of generator set. Regular maintenance of clients vehicles and trucks within the project site shall also be required and monitored regularly Regular Emission testing and Ambient Air Monitoring be required to monitor the condition of the air quality within the project site.

ECOSYSTEM ENVIRONMENTAL QUALITY STATUS
Noise
DENR Standard for Noise Quality ranges from 50 to 75 dBa depending on the classification of the area. Typical sources of noise emission are the vehicles coming in and out of the facility. No major source of noise emitting equipment that will be used in project operation. Work hour during construction will be limited during the daytime.
The People
Employment
Bonifacio Water Corporation project enhances the waste management system in Taguig City. It will also contributes to the income of the city by paying regular taxes. The proponent also solve problem such as unemployment in the host area.
Tax Revenue Increase economic growth in local government of Taguig
Impacts Management Plan focuses on the identified and possible impacts of the project throughout its
implementation.
