I have written about this before where I ask everyone to be mindful to not display a cell phone in public. Our recent cases involve a person usually walking alone either looking at or talking on their phone. They are either struck from behind or the suspect will grab the phone out of the hand of the victim and run off. When I speak with the community about this crime, I offer ways to avoid from becoming a victim. Here are some things to consider: 1. When in public, act as if you do not have a phone. In other words, never bring it out of your pocket. (This includes not having on headphones). 2. Safeguard your Cell Phone

I am starting to see a slight uptick in the amountof phones taken by individuals. I have writtenabout this before where I ask everyone to bemindful to not display a cell phone in public. Ourrecent cases involve a person usually walkingalone either looking at or talking on their phone.They are either struck from behind or the suspectwill grab the phone out of the hand of the victimand run off.

When I speak with the community about this crime, Ioffer ways to avoid from becoming a victim. Hereare some things to consider:

1. When in public, act as if you do not have a phone. In other words, never bring itout of your pocket. (This includes not having on headphones).

2. While keeping your phone in your pocket, keep an eye on your surroundings,who is around you and what activity is happening on the street.

3. If you have to make a call, check your email or send a text, briefly step out ofthe public view and use your phone.

4. When using the 311 app, take a photo quickly and send the 311 informationwhen out of the public view.

5. The exception to all of these considerations is in an emergency when you haveto call 911 and there is no time to wait!

Featured Officer and Citizen of the Month.

Over a year ago, when my friend and peer, Captain Jason Cherniss, was theCommanding Officer of Tenderloin Station, he had this idea to feature an Officerand Citizen each month in his newsletter. I thought this to be a brilliant way to notonly feature the officers who patrol your neighborhood, but to also compliment thegreat partnerships we have with our community.

So, beginning this month (November 2015), we will be featuring our Officer andCitizen of the month. In today’s newsletter, we are starting with North Beach FootBeat Officer Kevin Worrell. We will add our Citizen of the Month next week!

Women on Patrol for 40 Years

On Tuesday, November 10, 2015, the Department celebrated 40 years of women police officers in theSan Francisco Police Department. Although dating back to the early 1900’s, women were employed bythe Department in various capacities, they didn’t become police officers until the first Academy Class(126th) began in 1975. We celebrated this significant milestone by taking a historic photograph in theRotunda at City Hall which was followed by a reception. It was a beautiful event in which I was honoredto attend. Enclosed are the Central Station Officers who attended the event. One of the women featuredis Lieutenant Molly Pengel. Lt. Pengel is our daywatch Lieutenant and comes from a long line of policeofficers as her sister, Retired Deputy Chief Mindy Pengel was in the first class in 1975. Lt. Pengel hastwo sisters in the Department, Lt. Miriam Pengel and Sergeant Maura Pengel. Their father was a PoliceInspector as well. Their family dates back nearly 70 years in the SFPD.

Definitions

Robbery – Robbery is the taking of property from another by using force or by using fear.

Assault – An assault is an unlawful attempt, coupled with the present ability, to commit a violent injuryon another person.

Battery - (Misdemeanor battery) is any willful and unlawful touching of another.(Felony battery) is the use of force or violence upon the person of another that causes

serious bodily injury.

*Assault is when a person swings their arm and battery is when that arm makes contact withanother person.

Aggravated Assault – Assault upon another person with a deadly weapon or instrument other than afirearm or by any means of force likely to produce great bodily injury.

Burglary – The intent upon entry into a property to commit grand theft, petty theft, or any felony.

Grant Theft – Grand theft is theft committed when the value of the money, labor, or property takenexceeds $950.

Petty Theft – Theft where the value of the property taken is less than $950.

An unknown suspect approached the victim and asked for the time.When the victim took out his cell phone to check the time, thesuspect grabbed the victim’s cell phone. The victim held on to thecell phone and struggled with the suspect. The victim was able tohold on to the cell phone and the suspect fled away.

Each month Central Police Station features one of its officers in an

effort to learn more about the men and women who police our

neighborhood. This month, we interviewed Officer Kevin Worrell, a

13-year member of Central Police Station.

Officer Kevin Worrell was born in Redwood City, CA and grew up in South San Francisco, CA.Officer Worrell attended Mills High School where he was an avid softball player and waterpolo player. He later attended the College of San Mateo.

On 09/18/2000, Officer Worrell entered the San Francisco Police Academy as a member ofthe 198th recruit class, to follow in his Grandfather’s footsteps. After graduating from the SanFrancisco Police Academy, Officer Worrell went to Mission Station for his field training. Aftercompleting his field training, Officer Worrell went to Ingleside Station for his probation station.When Officer Worrell’s probation period was over, he received the wonderful news that hewas going to Central Station for his permanent station. Some Officers wait 6-8 years to get toCentral Station, Officer Worrell felt like he had hit the jackpot!

Officer Worrell has really enjoyed his time here at Central Station. Not only is he a greatasset to our station but to our entire department. Officer Worrell is the North Beach foot beatofficer and you can often see him walking around the neighborhood with his big friendly smile.Officer Worrell is also the Commissioner of the San Francisco Police Department SoftballLeague.

Two of my childhood friends became addicted to methamphetamine and I despised it. So Iwanted to be a Police Officer so I could make a difference and make people aware of the lifechanging affects of drugs.

3. What is your favorite part about being a Police Officer in the Central?

Living the dream of walking the North Beach Foot Beat, it was my dream job from the moment Icame to Central 13 years ago.
