Central Luzon’s Economy
Grows by 7.1%
The Philippine Statistics Authority Regional Statistical Services Office (PSA-RSSO) III reported the 7.1 percent growth economic performance of the region in 2018 on 25 April 2019 at SACOP Ephatha, Brgy. Maimpis, City of San Fernando, Pampanga. PSA RSSO III Regional Director Edgardo G. Pare announced that Industry remained to be the major driver of the economy of the region which contributed 48.6 percent to its total economy in 2018 followed by Services and Agriculture, Hunting, Forestry, and Fishing (AHFF) with 37.6 percent and 13.8 percent shares, respectively. National Economic and Development Authority (NEDA) III Regional Director Leon M. Dacanay Jr. delivered the implications of the economic performance of the region. He highlighted that though it grew at a slower rate, the region still sustained its significant share to the Gross Domestic Product (GDP) of the country, which is third among the regions with the highest share to the total GDP of 6.2 percent. The annual reporting of the Gross Regional Domestic Product (GRDP) was simultaneously done by 17 regions every last Thursday of April at exactly 10:00am.

All About
Customers’ Satisfaction Improves
by 6.8 Percentage Points The Customer Satisfaction Rating in June 2019
was recorded at 80.8 percent, a 6.8 percentage points
increase from 74.0 percent in June 2018. The pattern of
the observations for the year 2019 is the same with that
of last year - increasing from first quarter to second
quarter. The first two quarters of the year are
considered as peak season in securing Civil Registry
Documents (CRD).
Most of the respondents said that they were satisfied with the services provided by the outlet. Specifically, 42.2 percent and 29.5 percent were satisfied and very satisfied, respectively. Moreover, approximately one in every two respondents was satisfied with the outlet’s employees service while two in every five respondents chose the very satisfied option. The outcome regarding the satisfaction on the policies/signs is relatively positive given that only 2.1 percent and 0.7 percent said that they were dissatisfied and very dissatisfied, respectively. Furthermore, 36.3 percent of the respondents were very satisfied with the facilities provided by the outlet and 45.3 percent said that they were satisfied. Also, most of the respondents (52.7 percent) chose the satisfied option regarding the overall contentedness they felt when they visited the outlet. In addition, 28.1 percent of the clients ticked the very satisfied option.

CRS Volume of Transactions
Drops by 33.41% The Civil Registry System Outlet in San
Fernando, Pampanga is one of the biggest PSA Serbilis
Outlets in the country in terms of volume of transaction .
The outlet is processing about 5,000 transactions and
accommodating more than 1,000 public clients on a
daily average.
The months of April, May, and June or the second
quarter of every year is considered peak period due to
notable increase in the volume of transactions during the
said quarter.
For the second quarter of 2019, the volume of
transactions dropped by 34.41 percent from 398,996
transactions during the same period in 2018. The
recorded decrease was brought about by the
unprecedented network failures, transferring the
processing of some BREQS clients to Zambales Outlet,
and the implementation of first 1,000 cut-off during the
said period.
Moreover, April has been recorded to be the most
lenient month every second quarter during the past four
years contributing only 27.52 percent of the total
transactions.

CL-RSC Holds Q2 2019 Quarterly Meeting
The second quarter meeting of the Central Luzon-Regional Statistics Committee (CL-RSC) was conducted last 11 June 2019 at NEDA III Conference Room, DMGC, Maimpis, City of San Fernando, Pampanga. Official Poverty Statistics
In line with the release of the Highlights of the 2018 First Semester Official Poverty Statistics, PSA RSSO III spearheaded a data dissemination forum on 11 June 2019 at NEDA III Conference Room, DMGC, Maimpis, City of San Fernando Pampanga. Regional Director Edgardo G. Pare presented the data on poverty focusing in Central Luzon (CL) and its seven provinces. According to the report, 7.8 percent of the families in the region were poor during the first semester of 2018. Poverty incidence among the population was observed the highest at 21.4 percent in both provinces of Aurora and Zambales.
Moreover, the food threshold in the region was valued at Php1,511 on the average to meet the monthly basic food needs wherein 3.2 percent of Filipinos in CL were found to be below the food threshold. The said data dissemination forum coincided with the second quarter 2019 meeting of the Central Luzon - Regional Statistics Committee which was attended by the members of the committee.

The conduct of Q1 2019 Regional Data Review (RDR) of agriculture-based surveys in Central Luzon has been more comprehensive with the presence of Central Office (CO) officials including ANS Divina Grace Del Prado, CSS Ermina Tepora, SvSS Josephine Albino, and SrSS Precious Sumabat on 16 April 2019 at PSA RSSO III Training Room. The visit of CO officials primarily aimed to personally observe the conduct of RDR in the region since CL has been considered as top producer of various agricultural commodities of the country. Moreover, CL’s regional and provincial focal persons took advantage of the opportunity to raise the concerns and issues that are frequently being encountered from the enumeration period up to the data review and validation which was answered by CO officials. Some of the issues that were raised included the rebasing of the survey designs, budgetary requirements, bugs in the processing systems, and other future plans and developments that will improve the process of data review. The first part of RDR was held on 04-05 April 2019 which focused on Fisheries and Other Crops while on the other hand, part 2 was conducted on 15-17 April 2019 which concentrated on Livestock and Poultry, Cereals, and Farm Price.

PSA CL Goes to Phil. Rice Research Institute
In accordance with the mandate of PSA to
generate the volume of palay production on a quarterly
basis, PSA Central Luzon team paid a study visit to the
Philippine Rice Research Institute on 24 May 2019 at
PhilRice Central Experiment Station Maligaya, Science
City of Muñoz, Nueva Ecija.
Regional and provincial focal persons for cereals
together with CSSs and Regional Director Edgardo G.
Pare personally toured the facilities of PhilRice and
attended a lecture on the following: rice production,
factors affecting yield, farming practices, and seed varie-
ties and qualities.
The said learning session activity primarily aimed
to equip the technical staff of PSA both in the regional
and provincial offices with the proper knowledge and
deeper understanding on the production of palay. Also,
this is expected to further enhance the overall conduct of
surveys on palay including its data processing and
validation.

PSA: Partnering for Change and Development
Tha annual Brigada Eskwela which signifies the
opening of another school year was supported by PSA
RSSO III staff last 25 May 2019 at San Vicente Pilot
School for Philippine Craftsman, City of San Fernando,
Pampanga.
With the vision of providing and ensuring a place
conducive for learning, the regional staff of PSA
performed a clean-up drive together with the teachers
and non-teaching personnel of the said school. The
office also donated cleaning materials such as doormats,
trash bins, water buckets, dustpans, and broomsticks.
This year’s Brigada Eskwela bears the theme:
“Matatag na Bayan Para sa Maunlad na Paaralan”.

City of San Fernando Commemorates
Philippines’ Independence
Long live the Philippines’ independence!
This was exclaimed by the participants of the
Civic Military Parade during the commemoration of
121st Independence Day on 12 June 2019 by the City of
San Fernando.
Participants from different government agencies,
private organizations, and academes proudly walk the
parade of independence that commenced at the City hall
of San Fernando and ended at the Heroes Hall.
The activity became extra special with the parade
of different floats crafted by the participating agencies.
Each float showcased symbolisms that represented the
journey of the Philippines in its conquest towards
independence.
The annual activity is being organized by the
local government unit of the City of San Fernando. This
year’s celebration of Independence Day carries the
theme: “Tapang ng Bayan, Malasakit sa Mamamayan”.

CL Bags Major and Minor Awards on PSA Awards
PSA Central Luzon successfully bagged various
awards during the 2018 PSA Awards Night held on
21 June 2019 at Heritage Hotel, Pasay City.
PSA Awards is an annual activity of the agency
aimed to recognize the hard work of its field offices in
different categories including Civil Registration
Services (CRS), Financial, Human Resource and
Administrative Service (FHRAS), Statistical Operations
(SO), Statistical Planning and Coordination (SPC),
Statistical Frameworks and Indicators System (SFIS),
Partnership and Linkages (PL), Information
Dissemination (ID), Top Five Best Regional Statistical
Services Offices (RSSOs), and Top 15 Best Provincial
Statistical Offices (PSOs).
The regional office was awarded with three
awards which included First Place in SFIS, Second
Place in SO, and Second Place in FHRAS.
In the same manner, the provincial offices of the
region also reaped the fruits of their labor. PSA
Zambales was recognized as Fourth Best PSO, Fourth
Place in SPC, and Fourth Place in PL.
Meanwhile, PSA Pampanga secured the Eleventh
Spot for Best PSO and Fourth Place in SPC. The
province of Tarlac also managed to enter the Ninth
Place for best PSO. Also, PSO Bulacan was recognized
as the Best Province in the category of SPC.
Nonetheless, the overall rankings of RSSO and its
seven provinces improved in 2018 as manifested by the
set of the awards received.
