CENTRAL INDIANA REGIONAL DEVELOPMENT AUTHORITY 2015 REPORT The Central Indiana Regional Development Authority (CIRDA) was formed in 2015 to compete for the Regional Cies grant. The board of CIRDA consists of representave from municipalies throughout the region, and staff support is provided by the Indianapolis Metropolitan Planning Organizaon. In 2015, CIRDA successfully submied its Regional Cies applicaon, considered bylaws, and established governance. Although Central Indiana was not named as a recipient of the Regional Cies grant, CIRDA is looking to the future and working to determine its role in the region. RED LINE BUS RAPID TRANSIT 16 TECH REGIONAL TRAILS + BIKEWAYS OVERVIEW Regional Cies: In 2015, the Indiana Economic Development Corporaon held a grant compeon to promote projects throughout the state that catalyze populaon growth through regional collaboraon, quality of place, and strategic financial parterships. CIRDA submied a regional development plan to the Indiana Economic Development Corporaon requesng the consideraon of three key projects for Central Indiana. Although Central Indiana was not selected as a grant recipient, regional and local agencies are working to realize these projects. The ‘Red Line’ is a 35-mile Bus Rapid Transit (BRT) line that will run from Wesield and Carmel through Indianapolis to Greenwood. Proposed as the naon’s first BRT line using fully-electric vehicles, the Red Line plan has already aracted naonal aenon, federal planning funds, and regional consensus (the intensive five- year Indy Connect transit input campaign). The route serves a diverse urban populaon and fast-growing suburbs, with access to major employers like Eli Lilly and Company, Indiana University Health, Rolls-Royce and others, college campuses (IUPUI, Butler, Ivy Tech, UIndy) and cultural desnaons, greatly enhancing the connecon between workforce, jobs, and lifestyle amenies. 16 Tech is a future innovaon district ideally located adjacent to one of the largest concentraons of research clusters in the City’s urban core. 16 Tech provides the greatest opportunity to ignite innovaon, job growth, and overall economic development at significant scale in Indianapolis. The master plan stresses density and proximity of people and places, creang an intenonal environment for talent to collaborate, share resources and knowledge and unleash creavity and innovaon. It will be home to a combinaon of flexible research space, will have ample public space, a mix of housing opportunies, and retail and office space. It also will infuse new life into the surrounding neighborhoods offering residents new job opportunies, training programs and investment in the local community. Central Indiana’s trails and bikeways have generated local enthusiasm and economic benefits with naonal aenon – starng with the Monon Trail, now stretching more than 18 miles and enhancing residenal property values by an average of $13,000+ in its corridor. The 8-mile-long Indianapolis Cultural Trail has also created significant ‘buzz’ as a cung-edge urban amenity; a recent IU Public Policy Instute study esmated that the total value of property along the Trail has risen more than $1 billion since construcon began in 2008, with the majority of businesses along the route reporng more customers and increased profits. Connued investment in trails and bikeways will advance the naonal narrave of Indy as a pedestrian- and bicycle-friendly community, enhance the region’s quality of life appeal and expand direct economic benefits to more businesses and neighborhoods served by this growing network.

Consideration of Bylaws: The Central Indiana Regional Development Authority, or CIRDA, needs adopted bylaws to comply with state statute. Staff to CIRDA drafted bylaws based on the statutory requirements outlined in Indiana Code Title 36, Article 7.6 Regional Development Authority. Members are considering bylaws and we anticipate adoption in the first half of 2016.

2015 Meetings: The Central Indiana Regional Development Authority met three times after its formation in 2015 and approved two resolutions. The resolutions authorized the adoption and submission of the regional development plan.
