1 Dugong Center
1. The existence of Dugong Center has many benefits, such as as education for the community as well as promotion, that provides income on site.
1. Location of Dugong Center establishment in Pangudang, Malang Rapat (Agro, Trikora), Berakit, Busung, Air Klubi, Teluk Bakau (South Bintan)
1. (local government expenditure allocation) APBD 2018: putting Dugong Center into budget revision.
1. the obligations are in the hands of the province and cooperate with the district
1. The formation of pokdarwis which held last year implying thatThe Pokdarwas will be involved in the dugong center. But there has been no cooperation with the resort yet.
1. Official submission to the government does not yet exist.
1. The idea is to use the village fund of 1 billion
1. Dugong focus on dugong and its habitat which is seagrass. Because without seagrass, dugong can not be found.
2 Dugong Bycatch
1. Based on information from the informants in Malang Village Rapat, the net that can catch dugong must be wider than 4 inch. Generally size> 4 inch is used to catch fish with size above 1 kg.
1. Solution: time and location of dugong appearance is planned to be further socialized to the community (fishermen). Socialization that aimed to educate fishermen of their net choosing with the size below 4 inch at a certain time and location.

1. UMRAH will hold a procurement tool to detect the presence of dugong. So the times and location of the appearance of dugong can easily be known
2. LEV Tool. The weakness of this tool, it triggers headache because the sonar released by the tool
3. Cooperation with local UMRAH - DKP related to monitoring.
3
Difficult to find in its original habitat
1. In Bintan, there Is no wild dugong has ever been seen, except the ones which are caught.
2. There is a recommendation of using sonar to identify the existence of dugong. however, sonar is also have a weakness, since sonar can also detects large objects, not only dugong, such as whales.
4
Society has not been involved in dugong conservation
1. It Is a strategic issue, because in general conservation activities do not generate income
2. However, there is an alternate solution is possible which is a compensation. But this is not even an option.
3. The only Possible solution is we provide awareness to the community about the benefits of dugong in terms of tourism. For example bringing tourists to the location of dugong. Marine tourism.
4. This issue is also behind the idea of forming a dugong center.
5 Tar waste
1. Still occur until now, even reaching to the edge of the beach.
2. Mantang, Berakit, Malang Meeting, Pangudang are all affected . The coast that survive is Busung.
3. It is an international issue but not yet handled properly. Because the victims are all marine biota.
6 Busung Airport establishment
1. Built for Lagoi. Made especially for tourism needs.
2. Part of project from provincial agencies
3. In accordance with Bintan RTRW, but not in accordance with RZ Bintan.
4. This year's zonation plan will be updated.
5. It needs data of sea waves as they relate to sedimentation.
6. Data of sea waves can be requested to BIG.
7. Geospatial Information Agency (BIG) already has a detailed waves for Batam.
8. Actually RZ has been finished, but it turns out there is a new regulation being released so that the RZ must be changed accordingly
7 Port in Berakit
1. It's been finished, but not yet operating
2. There is a siltation at the port and surrounding location.
3. When the dredging process, local people who normally see dugong in the location says there is no dugong can be seen after dredging has been done

Impact of Law no. 23 which eliminates the authority of the district government regarding conservation, protection, monitoring and utilization is very unfortunate.
This issue needs to be guarded by a very clear set of derivative rules, such as whether there are delegated tasks and whether they will impact the budget?
Weak law enforcement, so the existing regulations are less effective in implementation
Increased public awareness, increased oversight, law enforcement, rewards to the local champion community (eg Pak One in Alor), making good sights, local champion community cadre, and socialization.

Appendix 6. Note from the 4th day of seminar
Opening remarks Director of KKHL dan Director of CT WWF-Indonesia, Moderator: Veda Santiadji (WWF-ID) Director KKHL: Communication is communicated to let the public to know, consciously, and change their behavior Through a communication strategy. Communication strategies are different across the four locations. As pilot sites these four locations could be a pilot for replication of activities at other locations. Director CT-WWF: God does not create any creature without any benefit to human life. Hence, there is indeed a Positive impact of dugongs and seagrasses on the economy of local communities. Humans must care about nature, because human ignorance is the cause of the extinction of living things. Explenation Session of communication and advocacy strategies of each group National Dugong is very dependent on the seagrass, as their food. Seagrass beds support sustainable fisheries activities, as they are an important ecosystem for other biota life cycles. Public attention to seagrass is still less than coral reefs. Seagrass is still unknown to its role by local communities despite having an important role in the waters. Indonesian seagrass database website is needed so that the public anywhere can easily access the seagrass data. Question: Adi WWF Central Kalimantan: the target audience does not understand with the media presented, then how the coastal communities in the dugong location, not the national community implement monev? Answer: Udi-LIPI: coastal community is a highlight, but the delivery in the mass media for the community throughout Indonesia. Monev: the standard does not exist at the national level. KLHK already has its own monev standard for other species so it can be adopted. How to know the level of public understanding can be through a questionnaire or FGD. Syakib- PRL public relations (PR): Coastal communities as the spearhead in these four storefronts. Monev as T0 can be done with a simple questionnaire, there are at least 5 storefronts. Hepi -DKP Kobar: How to coordinate between law enforcers? Dugong case incident in Kobar, shows that there is no clear autorithy to handle such things, hence it is very important to create a clear mechanism on responsibility, operational mechanism and coordination at the field is it supposed to be in the hand of forestry police, or , so it needs to be sharpened again the form of coordination and how it operates in the field. Are forestry police or fisheries PPNS (fisheries autorithies)? Answer: Udi-LIPI: we Can adopt from KLHK, the conflict management task force for dugong, formed under the authority of the governor.
99
Syakib – PR of PRL: For illegal fishing there is already a task force formed, however it still needs coordination between mechanism agencies for dugong handling tasks. SIEJ: Journalists who still don’t know about dugong and seagrass issues need to be given workshop and field trip. Workshop for debriefing and then field trip to dugong locations. So that journalists understand andcan write and share it the target readers. Adi-WWF Central Kalimantan: The target audience for a better national group is the national community, the four sites can perform their duties in their respective regions while nationally running the program as well. Miss Scuba (Mrs. Lia): The needs of Young people that are equipped with understanding of dugong, so information will be easily spread through socmed. Bintan Bintan will be developed as a tourist city. The impact of dugong on Bintan people through ecotourism. Question: BPSPL Makassar: In Bintan there is still a dugong hunt based on request. Why is this issues is not regarded as one of the strategic issue? And regarding Tourism destination to see dugong, is Bintan has planned ways and rules that support dugong tourism? Vitchy-Marine Buddies: Does Bintan already have a specific plan to involve students because students have the ability to advance the tourism potential of a region or provide awareness through socmed, is there a special stratsetgi about it? Tutus- WWF Indonesia: There is an issue related to catching bycacth in Bintan, does this need to be prioritized first instead of community based tourism activities? Answer: DKP Prov Riau: dugong hunt because of the demand of a resort with a high price. But there has never been an official report from pokmaswas on dugong hunting however we do have prevention act which is involving the community / pokmaswas. Dugong tourism: dugong wacthing etc, but so far dugong has never been found naturally in its habitat, the appearance of dugong is mainly because it was accidentially catched by fishermen(bycacth), in the future Bintan wants to be like Alor. Dugong center is not only limited as a location that provides information about dugong, but all the creativity of the community is also accommodated, and scientific information about dugong in Bintan. The campuses in Bintan are now only focusing in seagrass, but there has not been much research on dugongs. TRISMASDES itself is actually focused on seagrass in Bintan. There is also a very low effort or strategy to invite students to get involved, but the locations where dugong can be found are visited by many students from Singapore, but we still do not know what form of cooperation in the future. Maybe we can make dugong as a tourist icon in Bintan.
100
Mr. One-Alor: The key actor is in the community itself. Therefore helping each other to make society better and more committed as well as protecting the sea for our children and grandchildren(future generations). Adi-WWF Central Kalimantan: The number of dugong populations is not known, however it can be managed by utilizing local universities in Central Kalimantan assisted by students who conducted a research. From a hunter's point of view, the Sampan people are known as hunters, this that we need to know is that how many hunters are there in the community? Where they Can also be identified as one of the target audiences in Bintan. As for bycacth, why dugong can be caught by a net?( accidentally) This is a problem that we need to take into consideration and address more. Kotawaringin Barat The identified dugong hunter is 1 expert and 4 of his men. Dugong hunting incidents in August and October 2015, resulted 3 dugongs found, and The hunter was taken for a further interview with the local apparatus. So it is clear that Target audiences are the hunters in order to prevent recurrence of hunting cases at Kobar. question: BPSPL Makassar: Are there other alternative fishing tools so that the fishermen do not use the lampara dasar that can damage seagrass beds? BPSPL Denpasar: Involve institutions as agents of change. How to turn a hunter into a non hunter, because it takes time. answer: There is a program from the local government about the replacement of fishing gear, some people have been willing to replace the their. As mpa, we will be developing a dugong based tourism in Kobar. Mr Syahrian, Kades (head of village)in Teluk Bogam former dugong hunter, will serve as dugong ambassador in Kobar. Alor 2 Dugongs has been found around Sikka Island, before that Alor has become a tourist destination therefore It needs a regulation that governs the dugong marine tourism in Alor.fortunately, In the last 20 years there have been no cases of dugong catch. Communications media for the community as the main target, the family gathering event, because the strong family / tribal ties in Alor, with various language tribes in Alor. Alor Bahari Festival, where the festival is conducted is not at dugong location. Syukur Laut Mali is a public thanksgiving to show gratitude for the results obtained from the sea. question: Syakib-PR of PRL: A strong coastal development program at Sendang Biru,we can also learn about how to limit the number of people when viewing dugong, and maintaining coastal cleanliness. Example: the amount of food brought are being noted through the data on entry (check list) and was checked the amount of food waste at the time of exit. Travelers subject to sanctions if there is possible implication that they left their garbage behind. BPSPL Pontianak: How to keep the tour so that id does not disturb dugong itself answer:
101
Tutus-WWF: Encourage tourism with education related to dugong and other mega fauna, such as information center with documentations of those mega fauna. Pak One-Alor: The length of time for travelers to see dugong in waters is limited/ not long, there is only one person who was also being accompanied by the guide down to the sea, and the only one who can interact with dugong is only limited to myself. SJIE: I have Never been to Alor before, for journalists it is interesting to see how to interact with dugong, where Dugong is a very interesting as an object to see, not just coral reefs. Marine buddies: It needs a strong regulation to arrange the time of the tour, because mostly when we are talking about an interesting phenomenon its not last long (in indonesia) Pak SBL: There is no dugong interaction gueideline yet so it is necessary to make that guideline (there is a shark whale tourism interaction guide available) Tolitoli there is a release of dugong into the wild however the need of creating local laws regarding dugong and seagrass protection question: Hepy-Kobar: Water area regulation mechanism is now lies within the provincial government autorithy, is it possible for local (kabupaten) autorithy to create a local regulation regarding dugong be it about the environment or its ecosystem. Ari-WWF Kalteng: Advise: we need ecoturism assessment. There is no one that brought up the problem of environment contamination. “dugong is not for pet” to prevent captivity case to happen in the future. Suraji-KKHL: Under Law 23 the authority of marine water management under provincial authority. KP No.9 in 2016. Kepmen KP No.61 year 2016. Supplement 3 EKP3K: conservation management unit (Permen 30 Tahun 2010) SBL-KKHL: The regulation related to marine law becomes the authority of the province. But if related to capture fishery there is still authority of local government, especially traditional fishery. Kelompok Bintan: The issue of tar / oil pollution at sea is not included because it is not our authority, this is the domain of the provincial government. The polluted are the international water. Syakib-PRL Humas: Need a taskforce to overcome pollution at sea Closing Pak Syamsul Bahri Lubis (Kasubdit Pelitahati):
102
If the program we’ve created are being specified more so that we can identify which activity is being funded by related institution. Especially due to the sea area maintenance autorithy is in the hand of provincial autorithy, so it is necessary to have a coordination and communication for dugong conservation activities. From all sectors involved in communication strategy this can be a possible action for funding, from central government there is DSCP but it takes local commitment to implement the activities especially from what has been arranged from this workshop. We do hope that this meeting can bring great impact, in terms of communication and commitment from every party attend.
