1.1 Organizational Background

Center for Peace and Development (CPD) is an

independent registered under “Directorate of

Social Welfare” (Reg: No. DSW-1209. 29th January

2003) non-government and non-profit civil society

organization based in Baluchistan. CPD was

established in 2002 by a group of human rights and

peace activists of Balochistan who were working

with different national and international

development organizations. They felt the need of an

organization which promotes the peace, human

rights education and sustainable development in

the province. CPD was formally registered in

January 2003. The organization initiated peace and

human rights education with different youth groups

in Quetta city. It has now become the largest rights-

based organization of the province working in 17

districts of Balochistan.

CPD started its work from a one-room office and

two volunteers in 2003, and it now has a head office

and three regional offices with a total strength of 70

professional staff members. CPD has operational

and management systems supported by a number

of policies and procedures including HR policy,

gender policy, and procedures, code of conduct,

financial policy and procedures, hiring and

termination policy, leave policy, procurement

policy, etc. CPD is operating to achieve its goal,

vision and mission by utilizing its human, financial

and capital resources.

Governance and Management CPD is governed by its BoD, which comprises educationists, development professionals,

human rights activists, media professionals and NGO managers. The total number of

directors is twelve with two females and 10 males.

The Executive Director, who is assisted by Program Managers and other senior managers,

heads CPD. A detailed Organogram of CPD outlining its structure at both national and

regional levels is provided in Annexure II.

Thematic Areas

CPD has specific package of activities to cover the emerging issues in the particular socio-

economic and political context of Pakistan. Currently, CPD core areas are promoting peace,

democracy, governance and human rights educating in Balochistan and Sind province. In

addition, CPD has a component of services delivery in natural resource management,

health and education, gender and social mobilization are the crosscutting themes. The core

thematic areas of the CPD are as under;

Outreach CPD has covered seventeen districts of Balochistan and implemented different projects

with the partnership of National and International organizations. CPD also implemented

the relief and rehabilitation projects in earthquake affected areas of Ziarat and flood

affected areas of Jaffarabad, Naseerabad, Loralai, Harnai, Musakhail, Zhob and Sherani

districts to address the food, health, livelihood and education needs of the disaster effected

population. Now the new thematic area of disaster response is also included in the

thematic areas of the organization to address the basic human rights of effected

population.

Legal Status: Centre for Peace and development Balochistan is Registered under the

Voluntary Social Welfare Agencies (Registration & Control ordinance 1961 wide

Registration No. DSW-1209 dated 29/1/2003.

Human Resources CPD has clear HR policies and procedures. It is an equal opportunity employer with staff

Women Action for Better Workplaces in district Quetta

The primary focus of the programme is on developing new and strengthening existing

relationships between rights-holders and duty-bearers, to facilitate women workers’ voices

to be channeled into administrative, regulatory and legislative reforms, enabling improved

workplaces. These approaches will deliver increased value for donor’s money and ensure

sustainable women’s voice and accountability in Pakistan. The WABW will support, among

other outputs, the following:

Formation and facilitation of cross-sector women worker alliance in Quetta district.

Training of 800 women workers from cross-sectors on rights and related themes;

Gender Audit Report – a thorough gender audit of existing policy and legislative framework on the rights and entitlements of women workers;

Legislative Recommendations Report – based on gender audit of laws and policies a recommendation report generated for improved policy and legislative framework at the provincial level;

Advocacy and Media campaigns to raise awareness regarding women workers’ rights and key areas for reform;

Women’s monitoring for safe workplaces and engagement with employers and decision-makers 20 employers engaged and informed on better workplaces and around 20 workplaces are monitored for their compliance to rules and laws on women workers;

Support vulnerable population of Hazara community toward improved life with dignity.

The Project is about economic empowerment of vulnerable hazara community through

enhancing their skills and reducing poverty of Hazara community in district Quetta. The skill

enhancement will build their capacity to acquire basic necessities on a sustainable basis

with passion and dignity. CPD proposing a project with the concept of turning hazara

community into entrepreneurs so they will be economically empowered and can both feed

and educate their children and similarly overcome the vulnerability of victim families by

providing Training on Garments Making and sewing and also sewing machine provision to

each of 400 targeted women for their income generation and defensible survival. Around

400 women, aged 18 to 45, will be benefit from this project which involves of a wide-

ranging entrepreneurship advancement and economic empowerment program that

supports poorest women and orphan girls in 2 Hazara settlements of Quetta district

(Murriabad & Hazara town). This project will open new opportunities for poorest women

and girls to earn new entrepreneurship skills and be self-governing and self-reliant. The

proposed project not only benefits 400 direct beneficiaries but also benefit almost 3200

indirect beneficiaries (the dependents of 400 targeted poor women).

Supporting Transparency, Accountability and electoral processes in Pakistan

Supporting Transparency, Accountability and electoral processes in Pakistan is a five-year

project with the financial support of DFID and Netherland Embassy through The Asia

Foundation Islamabad. CPD is implementing this project in 16 districts of Balochistan to

promote the transparency and make elected representative accountable to the

constituents and promote democratic governance in the province.

Empowering clients and sensitizing providers to increase uptake of Maternal and

neonatal health care services: Design a social accountability model for implementation

in Balochistan Pakistan

Balochistan Pakistan is project CPD is implementing in two districts of Balochistan including

Nushki and Loralai with the financial support of Research and Advocacy Fund Islamabad

Improving the health status of children and Mother

Improving the health status of children and mother in six union councils of district Quetta

and Qila Abdullah is the project of CPD funded by Save the Children UK, the main activities,

formation of Village health committees, Situation Analysis and KAP survey on MNCH issues

in Balochistan, Strengthening MNCH service delivery at FLCF, provision of services at

BHU/RHC, revitalization of primary healthcare facilities with required essential medical

equipments, supplies and services, Support DOH in provision of Immunization service

delivery and cold chain maintenance at primary facilities, mobilization of community to

support MNCH initiatives; formation of village health committees, formation of

community-based alert evacuation system, health fair at UC, refresher training of LHWs on

IMNCI, promotion of exclusive breast feeding and lactation management, nutritional

surveillance and growth monitoring, refresher training of HCWs (MO,FMO,LHV) on

Communication skills, IMNCI, Malnutrition management and Neonatal Resuscitation,

policy dialogue with stakeholders and policy-makers on school health promotion,

supporting MOH in policy formulation and devising implementation strategies through

advocacy based on action research on inadequately-addressed health issues in MNCH

Promoting Integrated Management of Land resource to combat land degradation

through introducing high yielding low delta crops in district Pishin

To combat land degradation and alleviate poverty through community Mobilization,

introduction of low delta and high commercial value crops with micro irrigation in Surkhab,

District Pishin is the project of CPD funded by UNDP (SLMP). The main activities,

Preparation of participatory land use plans, Community Mobilization, Conducting need

assessment, Introducing minor irrigation models, Introducing low delta and high yielding

crops, Capacity building training workshops, Introducing Soil erosion control measures.

Establishment of Participatory Support System:

To protect juniper forest in Zarghoon Valley was dedicated to protect natural resources

particularly juniper forest, which is one of heritage in the province. CPD sensitize Zarghoon

area and surrounding communities for adoption of environment friendly resource use

patterns, Under the programme, CPD has formed ten community Based Organization in

Zarghoon Valley build their capacity and promote the forest related means of livelihood of

mountainous communities of Zarghoon Including built the schemes of water conservation

and water supply, train the community representatives on health and Hygiene, Agriculture

and live stock, arranged free medial camps, conduct hygiene sessions with women groups.

We can end violence against women was an initiative of CPD as part of Regional campaign

of Oxfam GB, CPD has identified 200 change makers in five districts of Balochistan including

Jaffarabad, Naseerabad, Jahl Magsi, Sibi and Bolan and build their capacity to act as change

maker to end violence against women in Balochistan and arranged the change makers

assembly in the province.

Advocacy And Dissemenation Campaign On Gender Based Violence (Gbv)

Advocacy and dissemination campaign on Gender Base violence was CPD project in Six

districts of Balochistan including Quetta, Sibi, Naseerabad, Jafferabad, Nushki and Loralai

district with the support of United State Agency for International Development (USAID)

under gender equity program (GEP) The general objectives were:

Enhancing gender equity by expanding women’s access to justice and women’s

human rights.

Increasing women’s empowerment by expanding knowledge of their rights and

opportunities to exercise their rights in the workplace, community, and home.

Combating Gender Based Violence (GBV)

Strengthening the capacity of Pakistani organizations that advocate for gender

equity, women’s empowerment and the elimination of GBV.

Capacity Building of Political Parties, office Bearers

Capacity building of political parties office bearers on 18th constitutional amendment and

its post impact, implication and role of political parties was another project of CPD in which

65 representatives of 11 political parties of Balochistan was trained.

Sexual and Reproductive Health Education of Youth:

CPD is educating youth in Quetta on Sexual Reproductive Health. For this CPD has formed

5 groups (3 for male and other 2 for female) representing 7 union counsels of Quetta. In

these groups, 134 youth are participating in project activities. CPD has formed a project

advisory group to steer project in the right direction. These groups through orientation and

sensitization sessions are coming up with their issues and concerns that will be shortly

published in the form of a booklet. CPD is arranging training for these groups on different

aspects of SRH so that they became aware SRH issues and solution to address those.

Mainstreaming Religious Minority Rights in Pakistan:

CPD has implemented the project in 5 districts each in Sindh and Balochistan (total 10

districts). European Commission is funding partner of the project. The overall objective of

the project was to mainstream the issues and concerns of religious minorities in the

national political agenda and create an enabling environment in which religious minorities,

media, civil society and policy makers can discuss structure of discrimination against

religious minorities.

The second phase of the project was implemented with the financial support of The Asia

Foundation Islamabad in 12 districts of Balochistan and Sind to achieve the objective, build

the capacity of human and women rights activists, media personals and political parties

cadres on National and International human rights tools including, Universal declaration of

human rights, CEDAW, Convention of the rights of minorities, Constitutional provisions of

basic human rights

Currently implementing the project for religious minority Rights in district Quetta with the

partnership of The Asia Foundation Islamabad for further two years.

Community Policing Project:

CPD has implemented this project in Quetta and Ziarat districts of Balochistan with financial

support from the Asia Foundation. The project is working to bring more involvement of

citizens in managing law and order situation and controlling crimes in the district. This is

being done through establishing and promoting constitutional bodies like Public Safety

Commission, Musaliha Anjuman, and Community Police Liasoning Committees. The project

is also promoting alternative dispute resolution mechanism at the grass root level to speed

up resolution of conflicts and disputes at the community level.

Balochistan Democratic Forum:

BDF is a platform for the civil society including politicians to discuss and suggests actions

that promote democracy and democratic norms in the Province. BDF arranges dialogues

and seminars on important issues and opportunities that arise from time to time on

different occasions at the provincial and district levels. A steering committee comprising

intellectuals, civil society members and social and political activists manages proceeds of

the forum. Proceedings of dialogues and discussions are duly printed and widely

distributed.

Promoting Democratic Processes

CPD has implemented voter education project in district Jaffarabad, Naseerabad, Bolan and

Jahl Magsi, to mobilize the common people to register them as voter and participate in

electoral process of the country. Election Observation as part of free and fair election

network FAFEN, Civic Education with youth in five districts of Balochistan currently in

process of implementing Constituency Relation project in eight national assembly

constituencies of Balochistan, Parliamentary Watch project in Balochistan provincial

Assembly and Women voters mobilization in four districts of Balochistan including Quetta,

Pishin, Ziarat and Loralai.

Reducing Sectarian Violence and Promoting Social Harmony

CPD has implemented this project in five districts of Balochistan (Quetta .Loralai. Sibi.

Naseerabad and Jaffarabad). Under the project, CPD had formed five district & one

provincial peace forums consisting of representatives from different walks of life including

religious clergy of different sects and religions elected representatives, government

officials, media people and civil society organizations. Conducting dialogues, workshops

and seminars for capacity building and awareness is rising.

Emergency/Disaster Response in Balochistan

Centre for Peace and development (CPD) with the partnership of World food Programme,

Give 2 Asia and local philanthropists are working in seven districts of Balochistan to provide

relief to 6000 households from August 2010; Districts includes Naseerabad, Jaffarabad,

Loralai, Zhob, Qila Saifullah, Harnai and Musakhail districts of Balochistan.

Early Recovery

CPD is implementing for early recovery of flood affected households in Naseerabad through

Food for work and school nutrition programme with the partnership of World food

programme. The main focus is rehabilitation of agriculture and communication

infrastructure and mobilizing parents and children to back join schools.

Research/Survey: CPD has expertise in conducting research and survey in the field of Development so far the following major studies have been conducted for various organizations.
