PREFACE-PRE FACIO This report presents statistics from the 1960 Census

of Population on the number of inhabitants and the char­acteristics of the population of Puerto Rico. Legal pro­vision for this census, wnich was conducted as of April 1, 1960, was made in the Act of Congress of August 31, 1954 (amended August 1957), which codified Title 13 United States Code. Comparable statistics from earlier 'censuses are also presented in this report.

The major portion of the information from the 1960 Census of Population is contained in Volume I, Character­istics of the Population. A description of the other final reports of the 1960 Population Census appears on pages V and VI. Volume I, of which this report is a part, consists of Part A and the 57 numbered parts listed on page VI. The parts for the United States, each of the 50 States, the District of Columbia, and Puerto Rico are bound in 53 individual books; the 4 parts for Guam, the Virgin Islands of the United States, American Samoa, and the Canal Zone are bound in a single book.

The detailed tables presented 'in each numbered part of Volume I were originally published in four separate reports. Those reports (which correspond to chapters A, B, C, and D in this book) were identified by the following series designations and titles: PC(l)-A, Number of In­habitants; PC{l) -B, General Population Characteristics; PC(l)-C, General Social and Economic Characteristics; and PC(l)-D, Detailed Characteristics. (For Guam, Virgin Islands, American Samoa, and Canal Zone, the material nor­mally contained in the PC(l)-B, C, and D reports was in­cluded in PC(l)-B.)

Part A of Volume I is a compendium of the 57 series PC(l)-A reports. It presents, in a single book, for 1i~ brary and other reference use, the 1960 Census population counts for States and their component areas.

Este informe presenta estadlsticas del Censo de Po­blacion de 1960 sobre el nlimero de habitantes y las carac­terlsticas de la poblacion de Puerto Rico. La autorizacion legal para este censo que se 1evanto e1 lQ de abril de 1960, proviene de la Ley del Congreso aprobada e1 31 de agosto de 1954 (enmendada en agosto de 1957), que estable­cia el Titulo 13 del Codigo de los Estados Unidos. En este informe se presentan tambien estadisticas comparables de censos anteriores.

Gran parte de la informacion obtenida del Censo de Poblacion de 1960 aparece en el Volumen I, Caracteristicas de la Poblacion. En las paginas V y VI se presenta una des­cripci6n de los demas informes finales del Censo de Pobla­cion de 1960. El Volumen I, del cual este informe forma parte, consiste de la Parte A y de las 57 partes numeradas listadas en la pagina VI. INFORMES FINALES DEL CENSO DE POBLACION DE 1960

The final reports of the 1960 Population CeIlffil:S are arranged in three volumes and a joint Population-Housing series of census tract reports. The 1960 Population Cen­sus publication program aloo includes preliminary, advance" and supplementar.y reports, certain evaluation, procedural, and administrative reports, and graphic summaries. After publication, copies of all reports are available for exam­ination or purchase at aqy U.S. 'Department of Commerce Field Office.

Certain t,ypes of unpublished statistics are available for the cost of preparing a copy of the data. Also, under certain conditions, special tabulations of the 1960 Census data can be prepared on a reimbursable basis. In addition" there are available for purchase magnetic tapes and punch­cards containing 1960 Census information on the character­istics of a one-in-a-thousand and a one-in-ten-thousand sample of the population of the United States (not avail­able for Puerto Rico). Confidentiality of the information" as required by law, has been maintained by the omission o£ certain identification items. Volume II (Series PC(2) reports). Subject Reports. Each report in this volume concentrates on a particular subject. Detailed information and cross-relationships are generaLLy provided on a national and regional level; in a few reports data for States or standard metropOlitan sta­tistical areas' are also shown. Among the characteristics covered are ethnic origin and race , fertility, families, migr~tion, education, employment, unemployment, occupa­tion, industry, and income. There is also a report on the geographic distribution and characteristics of inmates of institutions.

Volume III (Series PC(3) reports). Selected Area Reports. Three of the reports in this volume present se­lected characteristics of the population (1) for State economic areas, (2) for standard metropolitan statistical. areas, and (3) according to the size of place where the individual resided. A fourth report provides data on the social and economic characteristics of Americans overseas.

Series PHC(l). Census Tract Reports. These reports present information on both population and housing sub­jects. There is one report for each of 180 tracted areas in the United States and Puerto Rico. The population sub­jects include age" race, marital status, country of origin of the foreign stock, relationship to bead of household, school enrollment, years of school completed, place of residence in 1955, emplqyment status, occupation group, industry group, place of work, means of transportation to work, and income of families, as well as certain charac­teristics of the nonwhite papulation in selected tracts. The housing subjects include tenure, color of head of household, vacanc.y status, condition and plumbing fa­cilities, number of rooms, number of bathrooms, number of hOusing units in structure, year structure built, basement, . heating equipment, number of persons in unit"

(This series is the same as the tract reports listed in the publication pro­gram for the 1960 Census of Housing.)

DESCRIPTION OF SCHEDULES--DESCRIPCION DE LOS CUESTIONARIOS

Illustrative examples of the 1960 Census enumera~ion scbedules are show.n on the following pages. Two versions are presented here, the Spanish version actually used in the Census and an English translation.

The Advance Census Report was distributed by the mail carriers to each household prior to enumeration. The form (reproduced here on page LXVI) was to be filled in and held for the enumerator. The form consisted of an intro­ductory letter on.the front page, inqulrles cover~g each member of the household on the inside page, and questions regarding the housing unit on the back page.

The 100-percent schedule was filled in by the enumer­ator at the time of his visit. The information was ob­tained from the Advance Census Report and, as necessary, by interview and observation.

The 25-percent sample schedule was completed by the enumerator in every fourth household (and in group quar­ters as described elseWhere in this report) by interview and observation. This schedule" was in the form of a 16-page booklet, including a cover page (reproduced here on page LXXII), two facing pages of hOUSing items (reproduced in 1960 Housing Census Final Report HC(1)-53), and two facing pages of population items for each of six persons (one set of which is reproduced here on page LXXIV).

The Advance Census Report and the 100-percent sched­ules shown here, 60PH-6PR and 60PH-2PR, are those used in Mayagiiez, Ponce, and San Juan. For the rest of Puerto Rico, forms 60PH-5PR and 60PH-1PR were used. The two sets differed only with respect to certain housing items.

Antes de la enumeracion los carteros distri buyeron un Cuestionario Pre1irninar del Censo a cada hogar situado en las rutas de distribucion postal. La forma (reproducida en la pagina LXVIII) era para ser contestada y retenida para entregar al enumerador. La forma consist!a de una cartaintroductoria en 1a primera pagina, preguntas para todos los miembros del hogar censal en 1apagina interior, y preguntas sobre 1a vivienda en la pagina final.

E1 Cuestionario Prelirninar del Censo y el cuestiona­rio de 100 por ciento que se muestran aqu!, 60PH-6PR y 60PH-2PR, se usaron en Mayagliez, Ponce y San Juan. Para e~ resto de Puerto Rico se'usaron las formas 60PH-5PR y 60PH-1PR. Los dos juegos de formas difieren solamente con, respecto a las preguntas de vivienda.

This Govemmenr reporr fonn is for you to fill out before th~ Census Taker calls to take the 1960 Census of Population and Housing. The enclosed example will serve as a guide to help you put down the required answers for each member of YOIlr household.

If you will have· the fonn. ready for the Census Taker by April I, you can help speed up· the Census and reduce costs. In order to make the results mor .. accurate, you are asked to consult other members of your household, if necessary;. to get the dates of biidi and other facts. Any visitors who· stayed overnight in your home on Thursday, March 31, 1960,· should be listed in Section C of the report.

As provided in the Constitution. of the Commonwealth of Puerto Rico, the 1960 Census count will be used in the revision of the senatorial and representative districts for Puerto Rico. The infonnation which you will give will also help Government and business in developing their plans, which may affect all of us.

In one out of every four homes, extra questions will be asked. That home is picked by chance, so th·at no one knows in advance whether it wiU be yours or your neighbor's. When the Census Taker comes, he will tell you if your household has been chosen.

The information that you are .required to furnish is held confidential by law. Your Census report cannot be used for purposes of taxation, investigation, or regulation.

Este cuestlonario gubemamentai es para que usted 10 Hene antes de que el enumerador Ie visite )ara tomar el CenSo de Poblaci~n y Viviendas de 1960 .. El ejemplo que se induye Ie servira como gui'a y Ie ayudam a contestar.las preguntas requeridas de cada miembro de su familia.

Si usted ha llenado esea fo.nna y la tiene lista para enttegar al enumerador del Censo para el 11:2 de abril, Ud. ayudara a acelerar el Censo y a reducir los gastos del mismo. De manera que los resultados sean miOs exactos, se Ie pide que consulte a los demas miembras ·de su familia, si es necesario, para aootar feebas de oacimiento yottos datos. Cuaiquier visita queipasilla noche del jueves 31 de marzo de 1960 eo su casa debe anotarse en la seccioo C de este cuestionario.

La Constituci~n del Estado Libre Asociado de Puerto Rico provee para que el Censode 1960 sea usado en Is revisi6n de los distritos senatoriales y representativos de Puerto Rico. La infonnaci'-;-n que usted provea tambi€n, ayudar". al gobiemo, tanto como·a la empresa privada, a desarrollar sus planes,que a su vez pueden afectarnos a todos.
