Census 2000: Selected Journey to Work Characteristics

INTRODUCTION This report is the third in a series of reports that present data from the 2000 Census. The reports concentrate on socio-economic and demographic changes over the past ten years at the census tract level for Gwinnett County and on the county level for the Atlanta Region (Cherokee, Clayton, Cobb, DeKalb, Douglas, Fayette, Fulton, Gwinnett, Henry, and Rockdale counties). The text summarizes and describes data depicted in the maps and tables. The purpose of these reports is to provide access to sub-county level Census data. Each report will cover various topics including population, housing, household, income and poverty status, and labor force characteristics and will be published as data processing and analyses are complete. The first report Census 2000: Selected Race and Ethnic Characteristics examines racial and ethnic changes in Gwinnett County’s population since 1990. The second report, Census 2000: Selected Income and Poverty Status Characteristics presents population and household income and poverty level status. This report - Census 2000: Selected Journey to Work Characteristics presents and analyzes data concerning place of work, means of transportation to work, travel times to work, and private vehicle occupancy. The changes in place of work and means of travel to work from 1990 to 2000 are also included. This report presents six primary areas of information for Gwinnett County: the place of work, the means of transportation to work, the travel time to work, the time leaving for work, and the occupancy levels of private vehicles by 2000 census tract, and the 1990-2000 changes in the place of work and means of transportation to work by 1990 census tract. In this report and others, selected 2000 Census data are aggregated to the 1990 census tract level. This enables comparisons between 1990 and 2000 data. Census tracts are small, somewhat permanent statistical subdivisions of a county or equivalent area. The primary purpose of census

tracts is to provide a relatively stable set of geographic units for the presentation of decennial census data. When first delineated, census tract boundaries are designed to be fairly homogeneous with respect to population, economic status, and living conditions. The spatial size of the census tracts varies widely depending on the density of area. (Summary File 1, 2000 Census of Population and Housing, Technical Documentation; U.S. Census Bureau, June 2001, p. A-11). Census tracts are split due to population growth or aggregated due to population decline. In Gwinnett County the number of census tracts increased from 45 in 1990 to 71 in 2000. Split tracts can be reformed to construct the original census tract. For example the 1990 census tract 501.01 located in the Buford area was split into the 2000 tracts of 501.03 and 501.04. To make comparisons between 1990 and 2000 for that area, the 2000 data for the two tracts must be aggregated.

JOURNEY TO WORK CHARACTERISTICS This report presents various journey to work characteristics for Gwinnett's employed labor force including place of work, means of transportation to work, travel time to work, time leaving for work and private vehicle occupancy. Journey to work data were tabulated for workers 16 years and older; that is, members of the Armed Forces and civilians who were at work during the Census reference week. The place of work of employed persons refers to the geographic location at which workers carried out their occupational activities during the reference week. Persons who worked at more than one location during the week were asked to report the one at which they worked the greatest number of hours. Persons who regularly worked in several locations each day were requested to give the address at which they began work each day. The means of transportation to work refers to the principal mode of travel or type of conveyance that the person usually used to get from home to work. Persons who used different means of transportation on different days of the week were asked to specify

Persons who used more than one means of transportation to get to work each day were asked to report the one used for the longest distance during the work trip. Travel time to work refers to the total number of minutes that it usually took the person to get from home to work during the reference week. The elapsed time includes time spent waiting for public transportation, picking up passengers in carpools and time spent in other activities related to getting to work. The time leaving home to go to work refers to the time of day that the person usually left home to go to work during the reference week. Private vehicle occupancy refers to the number of persons who usually rode to work in the vehicle during the reference week. The category "Drove Alone," includes persons who usually drove alone to work as well as persons who were driven to work by someone who then drove back home or to a non-work destination. The category "Carpooled," includes workers who reported that two or more persons usually rode to work in the vehicle.

Place of Work Table 1 presents 1970 through 2000 place of work data for Gwinnett County’s employed labor force while Table 2 contains the place of residence of persons holding jobs located in Gwinnett County for 1970 through 2000. Table 3 contains 2000 place of work data for Gwinnett County's census tracts and municipalities and for the other counties in the Atlanta Region and surrounding area. Table 4 lists the changes in the location of work between 1990 and 2000 in Gwinnett County by 1990 census tract. Figure 1 shows the 2000 proportion of the labor force that worked in their county of residence for selected Georgia counties, the Atlanta Region, Georgia, and the United States. In 2000, 58.5% of Georgia’s labor force worked in the county in which they lived. In comparison, 52% of the Atlanta Region's employed labor force worked in the counties of their residence. The suburban, bedroom communities of Paulding, Henry, Barrow, and Cherokee counties had the smallest proportion of persons working in their

county of residence – 35% or less. Figure 1

Hall County had the largest percentage of resident workers, 71% revealing the City of Gainesville's role as a major employment center in northeast Georgia. Fulton County had the largest proportion of resident workers in the Atlanta Region. Sixty-nine percent of the employed residents of Fulton County worked in the county demonstrating the county’s position as a major employment center in the Atlanta Region. Map 1 and Map 2 present 2000 place of work data for Gwinnett County by census tract. In 2000, 54.6% of Gwinnett's labor force worked in the county. In comparison, only 35% of Gwinnett's labor force worked in the county in 1980 increasing to 47% by 1990. Clearly Gwinnett County has changed during the past two decades from primarily a suburban, bedroom community to a significant regional employment center. The smallest proportions of Gwinnett County residents working within the county were primarily found in the census tracts bordering DeKalb and Fulton counties in the Norcross, Peachtree Corners, Berkeley Lake, Lilburn, Mountain Park and Stone Mountain areas. The proportion of residents in these census tracts that worked in Gwinnett County was

Census tract 503.15 adjacent to DeKalb and Fulton counties in Peachtree Corners had Gwinnett's smallest resident worker proportion – 33.2%. In contrast, census tracts located in Sugar Hill, Buford, Lawrenceville, Hog Mountain, Dacula and Harbins had the largest proportions of residents that worked in Gwinnett. The percentage of residents in these areas that worked in Gwinnett was 65% or greater. Census tract 505.20 in Lawrenceville had the largest proportion of residents that worked in the county – 84.2%. The spatial relationship between work and residence in Gwinnett is clear. The smallest proportions of residents that worked in Gwinnett were in the census tracts adjacent to Fulton and DeKalb counties. The proportions increased through the central section of the county with the largest percent of residents working in the county found in the more suburban and rural eastern areas of Gwinnett.

Transportation to Work Table 5 presents the 2000 means of transportation to work data by census tract for Gwinnett County while Table 6 includes the changes in the means of transportation to work between 1990 and 2000 by 1990 census tract. In 2000, driving alone was the primary means of transportation to work in the Atlanta Region – 76.4% of the employed workers in the Atlanta Region drove alone to work. Driving alone to work was followed by carpooling with 13.5%, public transit at 4.3%, walking with 1.3% and other means accounting for 1% of the employed workers in the Atlanta Region. Lastly, 3.6% of the employed labor force worked at home. At 79.7%, the percent of persons driving to work alone was slightly higher in Gwinnett County. Other means of transportation to work proportions in the county included carpooled at 14.1%, and public transit, walked, and other means all at less than 1%. The proportion of Gwinnett’s labor force that worked at home was 3.8%.

Drove Alone Figure 2 shows the proportion of workers that drove alone to work in 2000 by county. The vast majority of the counties had a larger proportion of persons that drove alone to work than the Atlanta Region and Georgia at 76.4% and 77.5% respectively. Fayette, Paulding, and Henry counties had the largest proportion of persons that drove alone to work - 83% or more. In comparison, Fulton County and DeKalb County had the smallest proportion of persons that drove alone to work in the area - 71.4% and 70.5% respectively, Figure 2

The large proportion of workers in the Atlanta area that drove alone to work can be attributed to many factors including varying work schedules, non-work related trips including child delivery and pickup, the privacy, comfort and safety of a private vehicle, the relatively inexpensive costs of fuel and parking, and the lack of transit options as the number of suburban home to suburban employment center trips increase. Map 3 presents the proportion of Gwinnett County's workers that drove alone to work by census tract. In 2000, 79.7% of Gwinnett's labor force drove alone to work. The census tracts distinguished by the

Census 2000: Selected Journey to Work Characteristics darkest shade had proportions of persons driving alone to work ranging from 80% to 87.5%. These census tracts included Peachtree Corners, Berkeley Lake, Duluth, Suwanee, Dacula, Harbins, Loganville, Grayson, Centerville, Five Forks and Mountain Park. Census tract 504.25 located in Lilburn accounted for the largest proportion – 87.5% of the workers in this area drove alone to work. Census tracts that had the smallest proportions of persons driving alone to work were concentrated in the Norcross area both east and west of I-85. The proportion of persons driving to work alone in these census tracts was 70% or less. Census tract 503.06 located in Norcross had Gwinnett's smallest percentage – 53.1%.

Carpooled Figure 3 shows the percent of workers that carpooled to work in 2000 by county. Generally outlying Atlanta metro area counties including Spalding, Barrow, Hall, Butts, Rockdale, Jackson, Walton, and Bartow had the largest proportion of persons that carpooled to work. These counties had carpooling proportions greater than the state average of 14.5%. The larger proportion of carpoolers in these counties may be attributed to the higher cost of commuting the longer distances to employment centers in Fulton, DeKalb, Cobb and Gwinnett counties. Sharing the commuting costs may offset the relatively high costs of fuel, vehicle maintenance and parking associated with the greater distances. However, DeKalb and Clayton counties - both centrally located in the Atlanta metropolitan area also had a large proportion of carpoolers – 15.4% and 18.2% respectively. The large proportion of persons carpooling in these counties may be attributed to a variety of reasons including ready access to high occupancy vehicle lanes, lower household incomes that may necessitate the sharing of commuting expenses, the encouragement of carpooling by federal, state, and local government, educational and other major employers, and a conscious effort by many persons to help reduce the area’s traffic congestion and air quality problems.

Map 4 shows the proportion of Gwinnett County’s workers that carpooled to work in 2000. Countywide, 14.1% of Gwinnett’s workers carpooled to work in 2000 with the largest proportion of carpoolers concentrated in the Norcross area. The proportion of persons that carpooled to work was over 30% in the areas on the map highlighted by the darkest shade. With over 2,400 persons or 41.2%, census tract 503.12 had Gwinnett’s largest proportion of persons that carpooled to work. Several other census tracts in the Norcross, Buford and Lawrenceville areas had proportions of workers carpooling to work ranging from 20% to 30%. Surprisingly the majority of the census tracts in Gwinnett County had a 10% or greater proportion of workers carpooling to work.

Public Transit Figure 4 shows the percent of workers that used public transit as a means of transportation to work in 2000 by county. In 2000, 4.3% of the workers in the Atlanta Region used public transit as a means of transportation to work. The largest proportions of

Census 2000: Selected Journey to Work Characteristics persons using transit were in Fulton County and DeKalb County – 9.3% and 8.2% respectively. The relatively widespread availability of transit in Fulton and DeKalb counties, MARTA's radial route orientation to central-city employment centers versus dispersed suburban employment areas, and the dependency on public transit of many persons with no other means of transportation may have accounted for the larger proportion of transit users in Fulton and DeKalb counties. It should be noted that the percent of workers using public transit is probably higher since the Census asks for the means of transportation used for the longest portion of the work trip. Many persons from outlying counties may commute to rail stations and use transit to complete their journey to work. However since the longest portion of the trip was conducted in the car, the respondent would have answered, "drove alone" on the Census questionnaire. Figure 4

Map 5 presents the share of Gwinnett County's labor force that used public transit to work by census tract in 2000. Overall, the percentage of transit users in Gwinnett was very low - less than 1% in 2000. Clearly the largest proportions of transit users were found in the census tracts located in the southwest

section of the county. The largest proportion of transit users was in census tract 503.15 where 4.8% of the workers used transit. Other areas with a measurable number of transit users included Norcross, Berkeley Lake, Peachtree Corners, Duluth, Lilburn, and Lawrenceville where the share of transit users ranged from 1.2% to 3.6%. Generally the means of transportation to work in Gwinnett County was influenced by the proximity to transit, distance to employment centers, and household income levels. For instance, the largest percent of workers that drove alone to work were in census tracts that also had high household incomes including Peachtree Corners, Chattahoochee River, Berkeley Lake, and Mountain Park. Areas with smaller household incomes including census tracts in Buford, Lawrenceville and Norcross had larger proportions of carpoolers. Gwinnett's largest share of transit users lived in southwest Gwinnett adjacent to Fulton and DeKalb counties. Lower household incomes and availability of public transit to workers in these tracts may be responsible for the area's relatively large share of transit users.

Private Vehicle Occupancy Table 7 presents 2000 private vehicle occupancy data for the Atlanta Region, selected Georgia counties and Gwinnett County census tracts. Within the Atlanta Region, 85% of the workers that used a private vehicle as a means of transportation to work drove alone while the remaining 15% of workers carpooled. Of the Atlanta Region’s workers that carpooled, the vast majority - 72.2% drove to work in a two-person carpool. The remaining 27.8% of carpoolers drove to work in a more than two-person carpool. In Gwinnett County 15% of the workers that drove to work participated in carpools. Two-person carpools accounted for 70% of these workers while three and four or more person carpools comprised 16.6% and 13.2% respectively of the remaining workers. Despite the relatively low countywide percent of carpoolers in Gwinnett, some small areas of the county had significant proportions of workers that carpooled. For example, census tracts 503.06 and

Census 2000: Selected Journey to Work Characteristics 503.12 in Norcross had the largest proportion of carpoolers in Gwinnett – 42.8% and 43.6% respectively of the workers in these tracts that drove to work participated in carpools.

Travel Time to Work Figure 5 shows the average travel time to work in 2000 for Georgia, the Atlanta Region and other counties in the Atlanta area. In 2000 the average travel time to work in the Atlanta Region was 31 minutes. Outlying metro counties including Paulding, Barrow, Cherokee, Forsyth, Henry, and Walton Douglas had the longest commutes averaging 33 minutes or more while the shortest average commuting times were in Hall and Spalding counties - 27 minutes or less. Gwinnett County residents had an average travel time of 32 minutes. All of the counties in the Atlanta area except Hall County had average commuting times greater than the 26-minute national average and excluding Hall and Spalding all of the counties also had longer commuting times than the state average of 28 minutes. Table 8 presents 2000 travel time to work data for Georgia, the Atlanta Region, other counties in the Atlanta area, and by census tract for Gwinnett

County. Clarke County had the largest proportion of workers that traveled less than 15 minutes to work - almost half of their residents. Paulding County in contrast had the largest percent of commuters that traveled over one hour to work - 22%. Overall the 15 to 30 minutes travel time category contained the largest proportion of commuters in the Atlanta Region - 33% very similar to the state and national proportions of 35% and 36% respectively. The 15 to 30 minutes travel time category also accounted for the largest share of Gwinnett's commuters - 29%. Only 13% of Gwinnett's workers traveled more than one hour to work, which was slightly higher than the Atlanta Region proportion of 11.3. Map 6 shows the average travel to work time in minutes for Gwinnett residents in 2000. Countywide Gwinnett workers had an average commute of 32 minutes in 2000. Census tracts where the resident workers had the smallest average commutes – 22 to 26 minutes were primarily located in Peachtree Corners with a few areas dispersed around Duluth, Buford, and Lawrenceville. Conversely, the longest average commute times were found in census tracts located in the Harbins, Grayson, Loganville, Centerville, and Stone Mountain areas of Southeast and Southwest Gwinnett with a few tracts with longer average commute times scattered throughout Sugar Hill, Lawrenceville, and Lilburn. Despite the increase in the number of Gwinnett residents working within the county, the average travel time to work in Gwinnett has grown appreciably from the 26 minute average in 1990. The longer average travel time may be attributed to many factors including the significant population and employment growth in the county and Atlanta Region during the 1990s. As Gwinnett has become more of a regional employment center, more persons from outlying counties now travel to the county for work. This considerable growth and Gwinnett’s continued development as an employment destination have created additional trips and accompanying traffic congestion – thus longer commute times. In addition, the continued development of the more rural eastern areas of Gwinnett County may have contributed to the increase since these areas are spatially farther from regional and county

Census 2000: Selected Journey to Work Characteristics employment centers and are underserved by major transportation facilities. Map 7 depicts the proportion of Gwinnett's residents that traveled 30 minutes or less to work while Map 8 shows the percent of workers in Gwinnett with commuting times of more than 30 minutes by census tract. Countywide 46.9% of Gwinnett’s workers had travel times less than 30 minutes while the remaining 53.1% had travel times over 30 minutes. The largest proportions of workers with a travel to work time average of 30 minutes or less were found in the census tracts located primarily in Peachtree Corners and Norcross with a few tracts dispersed in Duluth, Buford, and Lawrenceville. The proportion of workers in these census tracts that had commuting times less than 30 minutes ranged from 56% to 64.9%. Workers in the Suwanee, Sugar Hill, Snellville, Loganville, Centerville and Stone Mountain areas reported the longest commuting times. The proportion of residents in these census tracts that had commuting times of 30 minutes or more ranged from 60% to 68.3%. Travel times to work are generally determined by many factors including distance, leave time, transportation mode, transportation facilities, and traffic congestion. Obviously, workers living in Southwest Gwinnett have shorter average travel to work times because they are closer to employment centers in Gwinnett, Fulton and DeKalb counties and have better access to transportation facilities including I-285, Peachtree Industrial Boulevard, I-85, U.S. Highway 29 and U.S. Highway 78. Workers living in the Snellville, Grayson, Loganville and Dacula areas have farther to travel to local and regional employment centers and access to transportation facilities is more limited.

Time Leaving Home to Work Table 9 presents 2000 time leaving home to work data for the Atlanta Region, Georgia, and census tracts in Gwinnett County. In the Atlanta Region, 11.2% of the workers left home to work from between 6:30 a.m. and 6:59 a.m., 16.9% left from

between 7:00 a.m. and 7:30 a.m., and 14.7% left from 7:30 a.m. to 7:59 a.m. Combined, these three categories accounted for the largest number and proportion of workers in the Atlanta Region. In Gwinnett County the proportion of workers with later leaving times were greater in the census tracts located in the southwest portion of the county while earlier leaving times were more prevalent in the eastern and southeastern areas of Gwinnett. For instance, only 6.6% of the workers in census tract 503.13 located in Norcross left for work from between 6:30 a.m. and 6:59 a.m. while 18.1% of the workers that lived in tract 505.09 located east of Lawrenceville left during this time period. Longer distances to local and regional employment centers, lack of access to transportation facilities, anticipated traffic congestion, and occupations that required earlier starting times for many residents contributed to the differences in the leaving time proportions between workers in the southwest and eastern areas of Gwinnett.

SUMMARY

The journey to work characteristics of Gwinnett County's employed labor force underwent notable changes during the 1990s. One major change included the substantial growth in the proportion of Gwinnett's labor force that worked within the county. The proportion of Gwinnett's labor force working in the county increased from 47% in 1990 to 55% by 2000 substantiating Gwinnett's evolving economic role from a suburban, bedroom community to a major regional employment center. The means by which commuters traveled to work also changed significantly during the 1990s. Driving alone was the primary means of transportation to work in Gwinnett County in 2000 when 79.7% of its employed workers drove alone to work. This proportion had decreased from 84.1% in 1990. Along with Clayton and DeKalb counties, this was the largest percentage decline in the Atlanta Region. The proportion of carpoolers in Gwinnett increased during the 1990s from 11.4% to 14.1% while

Census 2000: Selected Journey to Work Characteristics Gwinnett's share of transit users remained relatively unchanged at less than 1%. The average travel time to work in Gwinnett has increased from 26 to 32 minutes since 1990. In 2000, the shortest average travel to work times were reported by workers living in census tracts located adjacent to DeKalb and Fulton counties in Southwest Gwinnett while the longest commuting times were reported by workers living in the Dacula, Snellville, Grayson, and Loganville areas. With shorter commuting distances, the proportion of workers with later leaving times for work were greater in Southwest Gwinnett while earlier leaving times were more prevalent in the eastern and southeastern areas of the county. In 2000, 14% of Gwinnett's workers participated in carpools and the vast majority of these workers commuted in a two-person carpool. Despite the relatively low overall percent of carpoolers in Gwinnett, some small areas of the county had proportions of workers that carpooled greater than 25%. The journey to work characteristics of Gwinnett's employed labor force varied throughout the county. Distances to local and regional employment centers, access to transportation facilities, the occupations of many residents, and average household incomes contributed to the differences in means of transportation, commuting times, leaving times, and number of persons per private vehicle among workers living in the southwest, central, and eastern areas of Gwinnett County.
