1 Introduction to This Document

1.1 Scope

This document describes the cell broadcast feature of Huawei GBSS. It covers the two technologiesrelated to the cell broadcast, including standard cell broadcast and simple cell broadcast. The documentalso describes the basic information about cell broadcast messages. ()

It is assumed that users of this document are familiar with GSM basics and have a working knowledge ofGSM telecommunication.

2 Overview

The Short Message Service Cell Broadcast (SMSCB), cell broadcast service (CBS) for short, refers tothe information broadcast service for the MSs in the idle state within a specified area known as the cell

broadcast area.

The cell broadcast area may be comprised of one or more cells, or may be comprised of the entire PLMN. Individual cellbroadcast messages will be assigned their own geographical coverage areas by mutual agreement between theinformation provider and the telecom operator.

Similar to the point-to-point short message service, the cell broadcast service is a method of sending thetext message to the MS. The differences between the point-to-point short message service and the cellbroadcast service are as follows:

The point-to-point short message service sends the short message to a specified MS, whereas the cellbroadcast service broadcasts the cell broadcast message to all the MSs in the idle state within the cellbroadcast area.

The point-to-point short message service requires the response from the MS, whereas the cellbroadcast service requires no response from the MS.

The point-to-point short message service is bi-directional and can be sent by both the network and theMS, whereas the cell broadcast service is unidirectional and can only be sent by the network.

In the point-to-point short message service, the message is initiatively sent by the network; in the cellbroadcast service, the cell broadcast message is broadcast by the network on the CBCH, and the MSis scheduled to receive the message on the CBCH at a fixed time.

The cell broadcast service provides a message broadcasting mechanism in which the cell broadcastmessage is broadcast to the MSs within the cell broadcast area. The MS need not respond to the cellbroadcast message. Through this mechanism, the telecom operators can provide some feature services,

such as weather information, road traffic information, and social commonweal information, for the users.

In addition, the cell broadcast service can broadcast data for other services. When the Assisted-GPS(A-GPS) location service is performed, for example, the BSC sends the location information to the MSthrough the cell broadcast service. The cell broadcast service can also provide the Over The Air (OTA)download service. Using fewer resources, these functions of the cell broadcast service can provideinformation for the MSs, thus significantly conserving the radio resources.

To implement the cell broadcast service on the GSM network, the existing functional units on the GSMnetwork should be modified, and new network functional units should be added. The cell broadcastsystem consists of the CBE, CBC, BSC, BTS, and MS, as shown in Figure 2-1.

The CBE acts as a bridge between the source of the message and the GSM network. It is responsible forthe input, encoding, and formatting of the cell broadcast message. The CBC is the scheduling center ofthe cell broadcast service. The CBC collects the formatted cell broadcast messages from the CBE,stores them, and then transmits the messages to the specified BSC according to the schedulinginformation for the cell broadcast message. In addition, the CBC is also responsible for the managementof the cell broadcast messages being broadcast by the BSC, including the deletion of the out-datedmessage and the query of the status of the cell and of the cell broadcast message being broadcast.

The BSC is responsible for the scheduling and maintenance of the cell broadcast messages beingbroadcast. In addition, the BSC is also responsible for the maintenance of the CBCH status. The BTS isresponsible for the scheduling of the cell broadcast messages over the Um interface. The MS is

responsible for the receiving and displaying of the cell broadcast message.

To reduce the cost, increase the integration of the BSC, and improve maintainability, the BSC provides asimple cell broadcast system. The simple cell broadcast system is integrated into the BSC. You canenter the cell broadcast information through the data configuration or MML command. Then, the BSCschedules this cell broadcast information to achieve the cell broadcast function. The information type iseither text or binary command.Figure 2-2shows the structure of the simple cell broadcast system.

3 Technical Principle

To implement cell broadcast, you should configure one CBCH in the cell. The CBCH is a logical channel.It shares a physical channel with the SDCCH. Thus, the configuration mode of the CBCH can be as

follows:

SDCCH/8+CBCH: This configuration mode is generally used in cells that require non-combinedBCCH.

BCCH+CCCH+SDCCH/4+CBCH: This configuration mode is generally used in cells that requirecombined BCCH.

To configure SDCCH/8+CBCH, setCHTYPEto SDCCH+CBCH; to configureBCCH+CCCH+SDCCH/4+CBCH, setCHTYPEto BCCH+CBCH.

Before settingCHTYPEto SDCCH+CBCH, you should also setBSAGBLKSRESto a value other than zero. If

BSAGBLKSRESis set to zero, the MS need stop listening to the PCH in order to receive the cell broadcast message on

the CBCH. This act, however, may lead to the missing of the paging message on the PCH if there is a paging message forthe MS. IfBSAGBLKSRESis set to a value other than zero, the MS can receive the cell broadcast message on theCBCH during the scheduling period of the AGCH, and thus the MS does not miss any paging message. You need not setBSAGBLKSRESto a value other than zero before settingCHTYPEto BCCH+CBCH.

The SDCCH+CBCH can only be configured on a timeslot from TS0 to TS3 of the carrier. The BCCH+CBCH can only beconfigured on TS0 of the carrier.

If the CBCH is configured on a timeslot that joins in FH, a maximum of only 32 frequencies configured on this timeslot canjoin in FH due to the restriction of the coding scheme.

The MS can obtain the information about the CBCH configured in the cell from System Information 4broadcast on the BCCH. Then, the MS can receive the cell broadcast message on the specified CBCHat a fixed time.

The BSC sends a cell broadcast message to the BTS through the SMS BROADCAST COMMANDmessage. The BTS, then, fragments the message into four and broadcasts them one by one over theUm interface on the CBCH, as shown inFigure 3-1.

To decrease the power consumption of the MS, the Discontinuous Reception (DRX) function isintroduced in the cell broadcast service. After the DRX function is enabled, the BSC always sends a

scheduling message before sending the formal cell broadcast message. The scheduling messagedescribes the message to be broadcast on the CBCH. Depending on the scheduling message received,the MS determines the cell broadcast message in which the MS is interested and the specific time toreceive it. The MS does not receive the cell broadcast message in which the MS is not interested. Toenable the DRX function, you should first setDRXENtoYes. Then, the CBC can send the scheduling

message through the SET DRX primitive.

The simple cell broadcast service does not support the DRX function.

4 Cell Broadcast Messages

Cell broadcast messages are comprised of pages. A cell broadcast message may contain up to 15pages. Each page is comprised of 82 octets.

The number of characters contained in each page of the cell broadcast message depends on the codingscheme adopted.

When the cell broadcast message adopts the 7-bit coding scheme, a page of the cell broadcastmessage may contain up to 93 English characters.

When the cell broadcast message adopts the UCS-2 coding scheme, a page of the cell broadcastmessage may contain up to 41 characters as each character takes up two octets.

The coding scheme is broadcast to the MS through the cell broadcast message.

The cell broadcast message uses the Message Identifier to indicate the different sources of the message,such as the weather information and A-GPS location information. The MS can subscribe to the cell

broadcast message of a particular Message Identifier. The subscription information is stored on theSubscriber Identity Module (SIM). For the cost-free cell broadcast messages, users can configurewhether to receive them on the MS. The charging cell broadcast messages, however, should be set onthe SIM by the telecom operator after the signing of the service subscription agreement.

When broadcasting the cell broadcast message, the BTS incorporates the Message Identifier to the firstfragment of the cell broadcast message. The MS, after receiving the first fragment, extracts the MessageIdentifier and compares it with that in the subscription information stored on the SIM. If the MessageIdentifier is the same as that in the subscription information, it indicates that the user subscribes to themessage. In this case, the MS continues to receive the other three fragments.

During cell broadcast, a cell broadcast message is repeatedly broadcast over the Um interface to ensurethat the MS that recently camps on the cell can receive the message. The repeated broadcast of a cell

broadcast message, however, causes the MS camping on the cell to receive the cell broadcast messagefor multiple times. To prevent this situation, the Serial Number is used in the cell broadcast message.The MS determines whether a cell broadcast message is a new message based on the Serial Number ofthe message. If the cell broadcast message is the same as the one the MS received, the MS will notreceive this cell broadcast message. The Serial Number is also carried in the first fragment of the cellbroadcast message.

5 Standard Cell Broadcast

WhenSpprtCBis set to Support Standard Cell Broadcast, the BSC provides the standard cell

broadcast service. In this case, you should specify the CBC information for the connection between the

BSC and the CBC. The CBC information to be specified includesCONNTYPE,BSCIP,BSCPORT,BSCGATEWAYIP,CBCITFPARA ,CBCIP,CBCPORT,andMASK.Among them,CBCITFPARA is usedfor interface adaptation when the BSC is connected to the CBC of a different vendor. (GBFD-113601Short Message Service Cell Broadcast (TS23))

A functional BSC is connected to the CBC. Then, the BSC starts to process the primitives sent from theCBC. The main tasks performed by the BSC are as follows:

Schedules a cell broadcast message or broadcasts a cell broadcast message to the specified cell asindicated by the Write-Replace primitive.

Deletes the cell broadcast messages that are being processed or that have been processed by theBSC as indicated by the Kill primitive.

Responds to the cell status query primitive and message status query primitive from the CBC.

Responds to the SET DRX primitive, and generates and broadcasts the scheduling messages.

Informs the CBC of the cell status after the status of a cell is changed.

Deletes the cell broadcast message that is being broadcast in a cell as indicated by the Resetprimitive.

The standard cell broadcast service is able to collect and schedule a great number of cell broadcastmessages. Thus, the standard cell broadcast service is recommended.

6 Simple Cell Broadcast

The simple cell broadcast provides the simple cell broadcast service without the CBC system. Thebroadcast information includes the cell name, weather information, and social commonweal information.

To enable the simple cell broadcast service, you should setSpprtCBto SPPRTSIMPLE(SupportSimple CB). (GBFD-113602 Simplified Cell Broadcast)

The simple cell broadcast message type is text and binary

The simple cell broadcast provides two types of functions: cell name broadcast and cell broadcast.

The cell name broadcast enables the BSC to send a one-page-long text message to the MSs in a cellunder the BSC. The text message contains the cell name. Thus, when a roaming MS enters a new cellwhere the simple cell broadcast function is enabled, the MS can obtain and display the cell name. Thisfunction equates to the simple location service. The BSC will keep sending the one-page-long message,but MS users can disable this function on the MS to stop the receiving of this message. To enable thecell name broadcast function, you should first setSUPPORTCELLBROADCASTtoYesand thenspecify parameters such asBROADCASTCONTENT(this parameter is set to the cell name by default),GS,CHANID,SCHEME,andINT.

You can also run the ADD GSMSCBcommand to send a cell broadcast message to the BSC. In addition, you can run the DSP GSMSCB command to query the cell broadcast messages saved in acell; you can also run the RMV GSMSCB command to stop the broadcast of a cell broadcast message.

The simple cell broadcast cannot be used with the cell broadcast provided by the CBC. They aremutually exclusive.

The simple cell broadcast provides only simple cell broadcast services. The standard cell broadcastsystem is recommended for the dynamic information that is frequently changed.

BCCH (BCH)+3TCH

The BCCHs in a cell need tobe configured according tothe number of channels inthe cell and the pagingcapacity in the location area.

The main and combinedBCCHs shall always beconfigured in timeslot 0. Anextended BCCH can beconfigured only in timeslot 2,

4, or 6. If an extendedBCCH is configured, theCCCH parameter in thesystem message data needsto be configuredaccordingly. For example, ifan extended BCCH isconfigured in timeslot 2, theCCCH parameter in thesystem message data needsto be configured as twouncombined CCCHs.

To enable cell broadcast in acell, add a CBCH to a cellthat is about to support cellbroadcasting during radiochannel configuration. In thecase of SDCCH/8+CBCHcell broadcast, set thisparameter toSDCCH_CBCH. You canchange a TCH intoSDCCH+CBCH or the
