    AdvertisementBy Matt ColemanThe Florida State College at Jacksonville Board of Trustees has approved more than $300,000 inraises, some as high as 30 percent, for some senior administrators and professional staff members.The raises were recommended by President Steven Wallace during the college's August boardmeeting. The decision closely follows an earlier board meeting where trustees unanimously approvedan 8 percent tuition hike for students - the maximum allowed in the state budget.Florida State College spokeswoman Celine McArthur said the raises were modeled on salaries forsimilar positions at comparable schools, such as Broward College and Daytona State CD liege, in theFlorida College System. The main goal was to ensure the salaries were competitive with otherinstitutions, which is especially important for a school working through the transitional period fromcommunity to state college.McArthur said Wallace first discussed pay increases for senior administrators two years ago after herealized some of his campus leaders were underpaid in cornpartson to their regional counterparts.But the country's financial crisis and the state's tight budget led him to shelve the proposed raises.The need for the increase became even more clear earlier this year when two campus leaders tookpositions elsewhere, said Christine Arab, vice president of human resources. Arab said when theywere searching for replacement candidates, the approved salaries they posted on the job listingslagged far behind other schools.rlWe weren't competitive on a national front, and we weren't even able to meet our in-statecomparables, I,Arab said. lilt was clear that we needed to increase those salaries to attract and thenretain the best possible candidates. IIThe raises will be rolled out over the next two years. Arab said it's highly unlikely another set ofraises of this magnitude will be needed in the next five years.Don Green, executive vice president for instruction and student services, received the largest bump.His current annual salary is about $145,000, and the approved increases would boost that to$166,000 this academic year and $189,000 in 2011-2012.

    Base salary Review. February-July, 2010Florida College System

    Colleges Studied: Broward, Daytona, Hillsborough, Indian River, Miami-Dade, Palm Beach,Santa Fe, Seminole, St. Petersburg, Tallahassee, and ValenciaMethodology: Established the salary survey plan with AVP HR and HR Compensation andEvaluation Project Coordinator. Pulled data March, 2010 COBA Salary Survey to analyze foridentification of substantially similar positions reporting directly to the College President. Usedcomparable institutions in the State College System, Le., multi-campus with campus presidentsor provosts and/or in same regional area of the state, for the in itial determination of "likepositions". Where a position did not appear to be fully comparable based on position title andreporting structure, reviewed the job description on-line or discussed with the appropriate HRstaff member at the institution. Established the "rough" full range of salaries currently paid tothe incumbents of like positions. The paid range for each was then divided into quartiles andthe mid-point for each was identified. Proposed three different approaches and discussed eachwith College President using the fairness and internal equity basis. A placement rubric wasthen created. Institutions which were not comparable due to not being multi-campusorganizations, such as Tallahassee Community College and Santa Fe Community College weredropped; Miami-Dade was retained because it provided an appropriate comparable for theposition of campus president.Placement: Each Cabinet member's years of experience in the role was calculated as well astheir individual 2009-10 annual base salary and the July 1, 2010 salary, if no adjustment actionwas to be taken. The placement rubric was applied to establish the comparable salary for2010-11 at each quartile for each position, The salary adjustment amount was then calculatedas wen as the percentage increase the adjustments represented.Cabinet Review and Board Action: The rough range flndlngs will be reviewed by Cabinet onTuesday, May 18,2010 after College President review. The placement spreadsheet wasreworked throughout June and early July as noted on the final salary adjustment spreadsheet.In August, 2010, the DBOT approved 2-year senior management contracts with year oneadjustments made at the midpoint of the final range and year two adjustments approved at the3rd quartile. Thus, the July 1, 2011 adjustments wlll match the third quartile of the 2009-10comparable incumbent salaries.
