• European Defence Equipment Market
• The European Security and Defence Policy (ESDP) triggered new business models for European ASD
equipment makers, setting new mission concepts and interoperability requirements;
• The EU ruled toward the creation of several European Agencies, in order to set and implement common
European policies on different domains, fostering the sharing of common Systems & Platforms and defining
clear procurement procedures;
• European agencies (ESA, EMSA, EDA, EUMETSAT, Eurocontrol, ...) gave the opportunity for Portuguese
Technology SMEs to prosper, developing new skills and partnering with some of Europe’s biggest companies;
• European countries joined forces to develop common platforms strengthening European Industry ties and
promoting the surge of regional clusters within Europe;
• New business models are being implemented between National Governments, Armed Forces and European
Industry, in order to rationalize public spending without jeopardizing the equipments availability;
• Governments/Armed Forces/Industry partnerships are fostering the surge of an Integrated European
Supply Chain leveraging Europe’s export capabilities and promoting private jobs creation;
• ESDP led to the surge of a consolidation trend across European ASD Industry creating multinational
companies capable to compete elsewhere in the world, employing people from all of Europe.

Highly complex, electronic defence systems need ongoing logistic support throughout their entire lifetime of 20
years or more. This support must ensure optimal performance of a system, enabling it to meet its operational
requirements, which may change over the system´s life time.
Equally important, logistic support must be efficient and cost-effective - whether it be training, documentation,
routine maintenance or system updates.

• PT attractiveness for Industry, Investors & skilled HR
• There are no empty spaces in Defence ... and Portugal needs to assure its
strategic positioning within a descentralized European Maritime Policy;
• To guarantee our ownership and access rights to the richness of our sea bed
floor, Portugal has to be capable to fulfil it with its Presence;
• We need to assure our Naval and Aerial full operational capability, or others will take our position:
• regarding the North Atlantic Maritime Security;
• executing specific missions, monitoring and assuring Search & Rescue operations within the territories under
our responsibility (up to 4Mil.m2)
• Our capability to provide a secure and stable environment may be the right formula to attract foreign
investment to explore our extended Continental Platform and to create a truly Sea Economy;
• People and long-term political connections already exist:
• know-how at Military Education Institutions (Instituto de Estudos Superiores Militares, Academia Militar,
Instituto Hidrográfico, Instituto Geográfico do Exército e Academia da Força Aérea, ...);
• availability of high number of well educated technology students & SMEs;
• easy access to CPLP countries – Atlantic Triangle PT-ANG-BR;
• A well defined strategy to support the country’s long term objectives will turn Portugal into an attractive
destination for the Aerospace and Defence Industry’s players.
