Camacho Governor Territory of Guam Governor Camacho, In our continued efforts to stop Mr. Matt Rector from furthering his agenda with the Guam Federation of Teachers, I am providing you with a copy of a letter I delivered to the Guam Federation of Teachers Executive Council this morning. I am providing this to you as matter of recourse and information that in my opinion Mr. Rector is in violation of Guam Law, and as such that violation may have an impact on all contracts being negotiated currently with the Government agencies mentioned in the complaint. In addition I am most concerned with respect to the agreement recently ratified by the faculty and now before the Board of Trustees at the Guam Community College. As you may know this is the one Government entity that has had no labor issues to speak of, and has the best of working relationships between the administration of the College and our Faculty, through our use of Interest Based Bargaining, and negotiating with the attitude of respect and honor. Should Mr. Rector be in violation of the law, his expected signature on our document could jeopardize our working relationship and how we conduct business at the College, which the ultimate effect would be upon our students. In our continued efforts to stop Mr. Matt Rector from furthering his agenda with the Guam Federation of Teachers, I am providing you with a copy of a letter I delivered to the Guam Federation of Teachers Executive Council this morning.

I am providing this to you as matter of recourse and information that in my opinion Mr. Rector is in violation of Guam Law, and as such that violation may have an impact on all contracts being negotiated currently with the Government agencies mentioned in the complaint.

In addition I am most concerned with respect to the agreement recently ratified by the faculty and now before the Board of Trustees at the Guam Community College. You need to know that should the Executive Council of the Guam Federation of Teachers not take the action requested, I will file a writ in the Courts of Guam to attempt getting a court order to have Mr. Rector cease and desist.
