A Principal Designer (PD) is a qualified designer with the appropriate skills, knowledge & experience to take control of the health & safety aspects of the pre-construction phase of any project involving more than one contractor. They can be an organisation or individual (on smaller projects), appointed in writing, by the Client. Key Role: PD’s have an important role in influencing how risks to health & safety are managed throughout a project. Design decisions made during the pre-construction phase have a significant influence in ensuring the project is delivered in a way that minimises the risk to the health & safety of everyone affected by the project both during and after construction. Main Duties: Principal Designers must: Plan, manage, monitor and coordinate health & safety aspects during the pre-construction phase. Such decisions must take account of existing information including Health & Safety Files & surveys that might affect the design process throughout the project. Only one duty to the Client (unlike CDM-C under 2007 Regulations) to assist with the prepara- tion and issue of the pre-construction information (PCI) to designers and contractors prior to and following their appointment but before the commencement of construction works. Work with designers on the project to eliminate, reduce or control foreseeable health & safety risks to anyone affected by the work using the hierarchy of risk management. Liaise with the Principal Contractor keeping him informed of any risks that need to be con- trolled during the construction phase. Ensure that everyone involved in the pre-construction phase cooperates and communicates while coordinating health & safety aspects of their work. Domestic Projects: When working for a domestic Client, the PD can take on the Client’s duties provided an additional written agreement is made. In the absence of such an arrangement the client duties will be taken on by the Principal Contractor/ Contractor. Client’s CDM Advisor: In most cases the Clients will require the PD to act as CDM Advisor to assist in the discharge of their duties as there is no specific provison for this under CDM 2015 (CDM-C duties under CDM 2007) although the guidance does suggest that the Client consult their health & safety or other specialist consultant.
