NEW BUSINESS

A. APPROVAL OF TRANSPORTATION IMPROVEMENT PROGRAM (TIP) FY2017-2020 AMENDMENTS – ASHLEE MCLAUGHLIN

BACKGROUND: The Illinois Department of Transportation and the Urbana Park District have proposed three amendments to the Transportation Improvement Program FY 2017-2020. The following describes the proposed amendments: Illinois Department of Transportation Project K005 This is a new project for microsurfacing and joint repair on I-74 from 0.56 miles west of Prospect Avenue to 0.5 miles east of US 45. The total project cost is $400,000 with 100 percent State Only funding. This project is in FY 17. Illinois Department of Revenue Project A092/A163 This is a new project for skidproofing on two segments of I-74 in Mahomet. The project budget also includes locations in McLean and Douglas Counties. The total project cost is $1,200,000 with 90 percent ($1,080,000) federal HSIP funding and 10 percent ($120,000) state match. This project is in FY 17. Urbana Park District Project UPD-17-01 This is a new project for a shared-use sidepath along Park Street in Urbana from Broadway Avenue to Church Street/McCullough Street. The project also includes preliminary engineering for a side path on Broadway Avenue. The total project cost is $538,100 with 79 percent ($426,600) in federal ITEP funds and 21 percent ($115,500) in local funds. Carle Health System is contributing $107,400 of the local funding portion with the remaining $4,100 from the Urbana Park District. This project is in FY 17. These amendments to the TIP FY 2017-2020 were approved by the CUUATS Technical Committee at its last meeting on December 7, 2016. Mayor Prussing made a motion to approve the Transportation Improvement Program (TIP) FY2017-2020 Amendments. Mr. Clark seconded. Upon vote, the motion unanimously carried.

B. TRANSPORTATION IMPROVEMENT PROGRAM (TIP) FY2017-2020 MODIFICATIONS – ASHLEE MCLAUGHLIN

BACKGROUND: The Illinois Department of Transportation has submitted four administrative modifications to the Transportation Improvement Program FY 2017-2020. The following describes the modifications:

Illinois Department of Transportation Project H062 This is an existing project for bridge replacement over the ditch west of Leverett Road in Champaign. This project changed from Advanced Construction to Current status. This project is in FY 16. Since this project is in a previous fiscal year and is no longer in Advanced Construction status, it is no longer represented in the FY 2017-2020 TIP.

Illinois Department of Transportation Project 2015 ADA-2 This is an existing project for pedestrian ramps and ADA improvements at two locations along US 150/Springfield Avenue and University Avenue. This project changed from Advanced Construction to Current status. This project is in FY 15. Since this project is in a previous fiscal year and is no longer in Advanced Construction status, it is no longer represented in the FY 2017-2020 TIP.

Illinois Department of Transportation Project CC-16-02 This is an existing project for safety improvements at the intersection of Cardinal Road and Rising Road in Champaign. This project changed from Advanced Construction to Current status. This project is in FY 17.

Illinois Department of Transportation Project 2016 ITS-1 This is an existing project for traffic surveillance that ties all Mahomet’s signals to the fiber optic network. The project budget also includes locations in Rantoul and Tuscola. The total project cost for the project increased 17 percent (from $750,000 to $875,000). In addition, the fund type has changed from a mix of federal and state funding to 100 percent State Only funds. This project is in FY 17.

C. APPROVAL OF CUUATS POLICY COMMITTEE MEETING SCHEDULE 2017 – RITA MOROCOIMA-BLACK

Ms. Morocoima-Black commented that in addition to the regular yearly schedule, there is a possibility that a special meeting will be held in January to discuss the changes to the MCORE projects. Mr. Emberton made a motion to approve the CUUATS Policy Committee Meeting Schedule 2017, Mayor Prussing seconded. Upon vote, the motion unanimously carried.

OLD BUSINESS

1. Lincoln Avenue – Jeff Blue - Stark Construction was the low bidder for the project. - The contract has been executed, and the pre-construction meeting has been scheduled for January 10. - Stark Construction will begin the project on January 11 with tree clearing. Due to habitat in the area,

the tree clearing must begin prior to April 1 as tree clearing is prohibited between the months of April and October.

- If the project stays on schedule, the completion dated is expected to be sometime in December of 2017. Olympian Drive and Lincoln Avenue will be open to traffic at the same time.

2. Multimodal Corridor Enhancement (MCORE) – Dave Clark - The bid opening was November 4 for Project 1 (City of Urbana) and Projects 2 and 3 (City of Champaign). - Project 1 was $800,000 over budget. Projects 2 and 3 were approximately $2.1 million over budget. - Discussions after the November 4 bidding included removing some parts of the projects to bring the

project costs down to within the budget. The options were presented to IDOT, but the final feedback was that the projects were to move on as awarded, which meant finding additional revenue to close the funding gaps.

- The City of Urbana has come up with a plan by working with the University of Illinois and CU-MTD to close the gap of $800,000 for Project 1.

- The City of Champaign has identified funding revenue to close the gap of $2.1 million for Projects 2 and 3.

- Bill Gray and Bryan Trigg concurred with the award of Project 1 as well as moving on with the Project 2 and Project 3 awards.

- The next step will be pre-construction conferences with the hope that the projects will begin in March. - Mr. Weibel inquired about how long the projects would take. Mr. Clark confirmed that the projects

would take two years. Mr. Gnadt commented further that the two-year completion is just for the first three out of five MCORE projects.

- Mayor Prussing commented that the Urbana City Council approved the $800,000 and the full council will vote on Monday, December 19.

3. Champaign County Rural Transit Advisory Group (RTAG) – Rita Morocoima-Black

The deviated fixed route transit service for the Village of Rantoul, provided by C-CARTS, began on November 7. The deviated fixed transit service route has three buses running from 5 a.m. to 8 a.m. and from 3 p.m. to 6 p.m. to accommodate riders going to and from work in Rantoul. C-CARTS also provides a connector bus that runs between Rantoul and Champaign-Urbana to accommodate workers that are travelling between these communities at those times. Although the new service has experienced a slow start, it is anticipated that once riders become familiar with the new service, ridership numbers will increase. There have been some changes already made based on feedback from the riders.

4. Curtis Road Corridor Study – Rita Morocoima-Black

The steering committee met on December 7. The problem statements, which is a step that must be completed as part of the grant requirements, were discussed. The committee members approved the draft problem statements, and agree to approve a final draft at the January steering committee meeting. The problem statements, along with the goals, objectives and performance measures, will be presented at a public meeting to be held in late January.

AGENCY REPORTS 1. City of Champaign – Dave Clark

- The 2016 projects have been completed. - A large drainage project is planned for 2017 in the Glen Park Drive area. - The 2017 annual maintenance projects will begin in the spring. - A bituminous overlay project will occur on Windsor Road from Interstate 57 toward Mattis Avenue. - The City of Champaign is partnering with the University of Illinois on the Pennsylvania Avenue project.

The project is expected to bid in February, and is the third of the complete street projects that the City of Champaign and the University are working on together.

- Mr. Weibel asked if the project is a curb-to-curb project on Pennsylvania Avenue. Mr. Clark stated that the project is a curb-to-curb project. However, Ms. DeLorenzo commented that it would only be Fourth Street to the city limits.

- The City of Champaign received an ITEP grant for the 2019 Bradley Avenue bridge approach project for $2 million. The project is being coordinated with the Department of Transportation.

- As a result of the concerned feedback from those residents who live in the subdivisions around Lincolnshire Fields and Glenshire areas, Kirby Avenue will be upgraded. Speed limits in the corridor will be changed to be consistent with Windsor Road, Duncan Road and Interstate 57 overpass.

- Consultants will be hired to prepare cost estimates for the bridge approaches as well as a larger complete street project from Duncan Road to Staley Road. The residents showed concern that there is not a safe way for pedestrians and bicyclists to get across the overpass.

- In addition, the residents requested that an interconnected flasher system be installed that would alert existing traffic that there is a pedestrian or bicyclist using the overpass.

2. City of Urbana – Mayor Prussing

- Windsor Road is open. The consultant’s report, identifying the cause of the cracking of the concrete, should be received in the middle of December.

3. Village of Savoy – Levi Kopmann - Currently working on the budget for 2017 projects and in-house work. - Airport Road project is in the easement acquisition phase. It is hopeful that the bid will be out in the

next month in order for construction to begin in the spring. - Patching plans are in process for in-house maintenance projects next year that will include some areas

along Church Street, Curtis Road and First Street near the Airport Road projects. - Plans are being updated for the Prospect Avenue project.

4. CU-MTD - Karl Gnadt

- The garage expansion project is 97% complete. - CU-MTD is in the process of reviewing the bids for the CDL training facility east of the Administrative

facility. Some of the bids received are lower than the engineer’s estimate. The low bidder is Stark Construction.

5. Champaign County – Jeff Blue - The Rising Road/Cardinal Road intersection HSIP project is complete. - Champaign County is working on plans to redo the road from Dewey up to the north county line near

Ford County on County Road 23. The project will be a six and a half mile pavement reconstruction, shoulder widening and ditch improvements; to be bid in the spring with work to begin in the summer.

- Bids are out to replace the bridge on County Road 9 east of Ludlow. This is a $750,000 bridge replacement project.

- Champaign County is waiting on approval from IDOT for a deck replacement on the bridge on County Road 20, which is on Hensley Road near Rush Truck.

- Plans are being finalized for a deck replacement on the bridge on Spring Lake Road in Mahomet Township, over Spring Lake, to bid in the spring.

- There will be two bridge replacements on Monticello Road. One is a federal aid project; one will be a locally funded project. The plan is to do both bridge replacements at the same time so that Monticello

Road will only be shut down for one period of time during both construction projects. There will be no traffic on Monticello Road.

- There will be bridge work in Compromise Township south of 136. - The Urbana Country Club bridge guardrail project is almost complete. - The county has received notification from IDOT that they received $1 million in an HSIP grant to update

some of the guardrails across the county highways out in the rural areas. They will determine what roads have high incidents of crashes and where the guardrails are not up to specifications.

- The county is working with CUUATS staff preparing an HSIP application to install stop signs at rural unsignalized intersections. The county is looking at all of the uncontrolled intersections in the county. There are several intersections that do not have any stop signs. Once an application is received for HSIP funds, IDOT is expected to award HSIP funds in an off-cycle type of application to put up 2-way stop signs at all the uncontrolled intersections to possibly start work in the summer.

- The Lincoln Avenue project will begin soon.

6. University of Illinois at Urbana-Champaign – Stacey DeLorenzo - Stark Construction replaced all the Fourth Street cracked panels. - The University is working on finalizing the plans for the Pennsylvania Avenue project for a February

letting. - The University is in the process of reviewing the maintenance projects that were completed in 2016 so

that they can plan for the spring of 2017 maintenance projects. - CU-MTD’s board has approved CU-MTD to start contract negotiations with Zagster on a bike share

program for the community. An intergovernmental agreement is a work-in-progress between the University of Illinois and CU-MTD. The University of Illinois will be funding the project for the first four years and will provide the space. Zagster will be responsible for starting up the program. The program will include 75 bikes located in downtown Champaign-Urbana, on the University of Illinois campus and the Illinois Terminal.

7. Village of Mahomet Not present.

8. CC Regional Planning Commission - Rita Morocoima-Black - The Intelligent Transportation System (ITS) Workshop is tomorrow, December 15, from 9 a.m. to 3:30

p.m. at the Illinois Terminal. All agencies are invited to participate. - Starting in January, the CUUATS staff will move forward with the Champaign-Urbana Urbanized Area

Freight Movement Study. IDOT allocated the funding to CUUATS in the past, but due to the state budget, the funding was discontinued. However, since the budget has been put in place, the CUUATS staff has been allocated the funding again. Currently, it is a high priority at this time for the federal government to address freight. Since freight is one of the strategies included in the LRTP 2040, the staff decided to use the funding to complete an urbanized area freight movement study. As part of that the study, the CUUATS staff will develop a freight forecasting model for the community.

- Since there was some funding allocated to the rural areas, the funding will be used to update the Champaign County Highway Safety Plan. The Highway Safety Plan was developed several years ago by a consultant hired by IDOT.

Ms. Tracy commented that the federal government is funded through continued resolutions through April, and are in good shape. She was not aware of any new January initiatives.

BACKGROUND: The City of Champaign, Illinois Department of Transportation and Champaign Urbana Mass Transit District have proposed four amendments to the Transportation Improvement Program FY 2017-2020. The following describes the proposed amendments:

MCORE Project 2: CH-16-10/MTD-16-02 This is an existing project, MCORE Project #2, for Green Street from Neil Street to Fourth Street in the City of Champaign. The total project cost has increased 13 percent from $10.97 million to $12.42 million. The City of Champaign’s funding share has increased $1.45 million to make up the difference. The federal TIGER funds remain the same at $6.05 million. The funding split for this project is 49% federal funds and 51% local funds. This project is in FY 17.

A105 This is an existing state project for resurfacing and ADA improvements on Neil Street from Anthony Drive to S of Edgebrook Drive in Champaign. The total project cost has increased 53 percent from $500,000 to $765,000 with 80 percent in federal STP-Urban funds and a 20 percent state match. This project is in FY 17.

HSIP 2017-1 This is a new state project for guardrail replacement at 20 locations on I-74 and 4 locations on I-57 within the metropolitan planning area. The total project cost is $289,200 with 90 percent in federal HSIP funds and a 10 percent state match. This project is in FY 17.

MTD-18-04 This is a new MTD project to conduct a study analyzing fixed route transit service within CUMTD boundaries. The total project cost is $200,000 with 80 percent from Section 5305 federal funds and a 20 percent state match in State Planning and Research funds. This project is in FY 18.

These amendments to the TIP FY 2017-2020 were approved by the CUUATS Technical Committee at its last meeting on April 5, 2017.

RE: Transportation Improvement Program FY 2017-2020, Administrative Modifications

BACKGROUND: The City of Champaign, City of Urbana, and Illinois Department of Transportation have submitted five administrative modifications to the Transportation Improvement Program FY 2017-2020. The following describes the modifications:

MCORE Project 1: CH-16-12/UR-16-08/MTD-16-01/UI-16-04 This is an existing project, MCORE Project #1, for Green Street from Wright Street to Busey Avenue in the City of Urbana. The total project cost has increase 7 percent from $8.29 million to $8.84 with the City of Urbana, University of Illinois, and Champaign-Urbana Mass Transit District making up the difference. The federal TIGER funds remain the same at $5.54 million. The funding split for this project is 63% federal funds and 37% local funds. This project is in FY 17.

MCORE Project 3: CH-16-11/MTD-16-03 This is an existing project, MCORE Project #3, for portions of White Street and Wright Street in the City of Champaign. The total project cost has increased 7 percent from $6.69 million to $7.16 million. The City of Champaign’s funding share has increased $462,578 to make up the difference. The federal TIGER funds remain the same at $4.1 million. The funding split for this project is 57% federal funds and 43% local funds. This project is in FY 17.

UR-16-05/CC-16-01 This is an existing project for North Lincoln Avenue construction from Saline Court to Olympian Drive in Urbana. The total project cost increased 2% due to the utility cost increasing from $280,000 to $350,000. In addition, this project changed from Advanced Construction to Current status. This project is in FY 17.

H381 This is an existing state project for bridge rehabilitation over IL 10 and Illinois Central Railroad west of Champaign. This project changed from Advanced Construction to Current status. This project is in FY 15. Since this project is in a previous fiscal year and is no longer in Advanced Construction status, it is no longer represented in the FY 2017-2020 TIP.

N019 This is an existing state project for resurfacing on US 45/Cunningham Avenue from the Saline Branch ditch south of Thomasboro to north of I-74 in Urbana. According to the Illinois Department of Transportation this project is currently in Advanced Construction status due to the specific apportionment or state contact ceiling being insufficient to meet project specifications. This project is in FY 17.

BACKGROUND: The Project Priority Review (PPR) Guidelines outline the process by which CUUATS evaluates and documents consistency between the local use of federal STPU funds and federal and regional transportation goals. Local agencies seeking to use STPU funds are required to submit a project application for review by CUUATS staff and the Project Priority Review working group who use a set of criteria based on federal and regional transportation goals to score each project.

The PPR working group and CUUATS staff received three project applications and utilized the 2016 Project Priority Guidelines (https://cuuats.org/tip/ppr/) to evaluate and score all three projects. After meeting on Tuesday March 28 to discuss the project applications, the PPR process, and the STPU schedule, the PPR working group recommends $3,840,000 of STPU funds be allocated to the Prospect Avenue Improvement Project in FY19 (see pages 2 and 3 for the project’s score summary and map, see page 4 for the draft updated STPU funding allocation schedule). In addition, the working group updated the PPR application schedule to better correspond with IDOT’s STPU programming schedule (outlined on page 5). The working group also updated eight of the PPR evaluation criteria for clarity (outlined on page 6).

The two other project applications were for a Kirby Avenue Complete Street project in fiscal year 2022 and a Mattis Avenue Complete Street project in fiscal year 2023. Those two projects will be saved for review during the next PPR application period in fiscal year 2019 (May – December 2018).

The STPU funding for the Prospect Avenue Improvement Project was approved by the CUUATS Technical Committee at its last meeting on April 5, 2017.

TO: CUUATS Policy Committee Members FROM: CUUATS Staff DATE: 12 April 2017 RE: Draft CUUATS Unified Technical Work Program (UTWP) FY 2018 REQUESTED ACTION: Approve Draft CUUATS UTWP FY 2018 BACKGROUND: The Fiscal Year 2018 UTWP covers the period from July 1, 2017 to June 30, 2018. CUUATS UTWP is developed to coordinate transportation and related planning activities for a continuing, cooperative, and comprehensive planning process in the urbanized area. CUUATS UTWP identifies transportation planning priorities for the Champaign-Urbana urbanized area and allocates CUUATS staff resources to particular projects. The annual planning priorities established for the UTWP FY2018 are based upon the established goals and objectives delineated in the LRTP: Sustainable Choices 2040, 2017 Illinois LRTP Goals, and the FY16 Planning Emphasis Areas (PEAs) established by the USDOT. Projects receiving federal, state and local attention over the next year include:

• Implement recommendations of the Long Range Transportation Plan (LRTP) “Sustainable Choices 2040” including completing the Curtis Road Corridor Study

• Update, display and disseminate traffic/transportation data on the online CUUATS Data Portal

• Develop the FY2017 Annual Listing of Federally Obligated Projects

• Amend (as needed) the Transportation Improvement Program FY2018-2021

• Develop the Transportation Improvement Program FY2019-2022

• Enhance and maintain the countywide CUUATS travel demand model (TDM)

For FY2018, CUUATS will be receiving $369,525 in Federal funding which is matched with local funding from the CUUATS member agencies in the amount of $92,381. 1 Introduction

The purpose of the Unified Technical Work Program (UTWP) is to provide the Champaign Urbana Urbanized Area Transportation Study (CUUATS) staff with a work allocation plan that promotes a cooperative, comprehensive, and continuing (3C) transportation planning process for the Champaign-Urbana urbanized area as required under the Federal-Aid Highway Act of 1962. All significant elements of the area-wide planning process used in developing transportation plans, programs and projects are included in this document. The UTWP also contains transportation planning support activities including those related to land use, social, economic and demographic factors, and other comprehensive planning activities. Both federally funded tasks as well as those funded entirely at state and local levels are included. The UTWP is sufficiently comprehensive to provide descriptions of the specific technical activities and funding levels necessary to carry out the CUUATS transportation planning program for Fiscal Year 2018. Development of the technical work program is the joint responsibility of the Metropolitan Planning Organization (MPO), the Illinois Department of Transportation (IDOT), and member agencies authorized to carry out transportation planning and implementation activities in the urbanized area.

The Fiscal Year 2018 UTWP covers the year from July 1, 2017 to June 30, 2018. As the federally-designated Metropolitan Planning Organization (MPO) for the region, the Champaign County Regional Planning Commission (CCRPC) must respond to the planning requirements of the Fixing America's Surface

Transportation Act or "FAST Act" adopted in December 2015. The FAST Act largely maintains the regional transportation planning programs and funding shares first advanced in ISTEA and TEA-21 and most recently in SAFETEA-LU and MAP-21. However, the FAST Act makes changes and reforms to many Federal transportation programs, including streamlining the approval processes for new transportation projects, providing new safety tools, and establishing new programs to advance critical freight projects. Similar to previous federal transportation bills, the FAST Act also requires the MPO to produce and oversee a Transportation Improvement Program (TIP), the region's short-range investment plan, which must be consistent with and serve to implement the region’s long-range transportation plan (LRTP). Furthermore, the FAST Act establishes that the TIP and LRTP must also provide for the development and integrated management of “intermodal facilities that support intercity transportation, including intercity buses and intercity bus facilities, and commuter vanpool providers.”

Consistent with past Unified Technical Work Programs, the CUUATS UTWP 2018 has been prepared to reflect the ongoing implementation of the current transportation bill Fixing America's Surface Transportation Act or "FAST Act." This law and its implementing regulations encourage MPOs to consult with State agencies that plan for tourism, introduce new planning factors - system resiliency and reliability, and reduce or mitigate storm-water impacts on surface transportation. It also requires that the LRTP include strategies

to reduce vulnerability due to natural disasters. Other important changes or new elements of the FAST Act include new freight programs and a significant streamlining of project approvals and environmental reviews. The FAST Act also renamed the Surface Transportation Program (STP) as the Surface Transportation Block Grant (STBG) program and the Transportation Alternatives Program (TAP) became a set-aside program of this block grant.

The FAST Act provides five years of funding—starting in the current Federal fiscal year, FY2016—for Federal highways and transit programs at slightly increased funding levels and uses essentially the same funding programs established in MAP-21 (including the core funding programs for bicycling and pedestrian projects). Over the five-year life of the bill, highway funding increases by 15% and transit funding increases by 18%.

In terms of Planning and Performance, the FAST Act incorporates resiliency into the planning processes; incorporates intercity buses and intercity bus facilities into statewide plans; and provides flexibility within the MPO board transit representation requirements. MPOs are also encouraged to plan for job connectivity when planning for congestion mitigation. However, no new performance measures such as connectivity, health, or equity are introduced.

Performance management increases the accountability and transparency of the Federal-aid highway program and provides for a framework to support improved investment decision making through a focus on performance outcomes for key national transportation goals.

In March 2016, FHWA published rules on safety performance measures and integration of performance management into the Highway Safety Improvement Program (HSIP). In May 2016, FHWA and the Federal Transit Administration (FTA) published a rule implementing changes to the planning process. In October 2016, FHWA published a rule on asset management plans.

On Wednesday, January 18, 2017, the Federal Highway Administration (FHWA) published in the Federal Register the final rules for the last two national performance management measure regulations. One rule establishes regulations to assess the condition and performance of bridges on the National Highway System (NHS) and of pavements on the Interstate and non-

Interstate NHS. The other establishes regulations to assess the performance of the National Highway System (NHS), Freight Movement on the Interstate System, and the Congestion Mitigation and Air Quality Improvement (CMAQ) Program. This final rule establishes the process for State DOTs and MPOs to use to establish and report targets and the process that FHWA will use to assess the progress State DOTs have made in achieving targets. Both rules have been issued to implement performance provisions established by the Moving Ahead for Progress in the 21st Century Act (MAP-21) and the Fixing America's Surface Transportation (FAST) Act.

The FHWA is required to establish performance measures to assess performance in 12 areas generalized as follows:

The latest rulemaking (January 18, 2017) is the second of three that establishes performance measures for State DOTs and MPOs to use to carry out Federal-aid highway programs and to assess performance in each of these 12 areas.

MPO HistoryThe transportation planning process began with congressional approval of the Federal-Aid Highway Act on October 23, 1962. This legislation requires that in urbanized areas (defined a s areas w ith a p opulation o f 5 0,000 or more), programs for Federal-Aid Highway projects approved after July 1, 1965 must be based on a “...continuing and comprehensive transportation planning process carried out cooperatively by states and local communities.” This required “three-C” planning process established the basis for metropolitan transportation planning as implemented today.

As a result of the 1962 Act, a new official body, t he Champaign-Urbana Urbanized Area Transportation Study (CUUATS) was created in 1965 to build upon this planning effort and administer the region’s three-C transportation planning process. In order to assure that comprehensive regional planning efforts were achieved and to avoid duplication of efforts, in March 1974, the Governor of the State of Illinois designated the Champaign County Regional Planning Commission (CCRPC) as the Metropolitan Planning Organization (MPO) for the Champaign-Urbana urbanized area.

The Champaign County Regional Planning Commission’s Chief Executive Officer (CEO) serves as the CEO of the Champaign-Urbana area MPO. CCRPC administers the staff for CUUATS, and to avoid any duplication of efforts, it has recognized CUUATS as its own transportation planning entity. In March 1979, a Memorandum of Agreement was signed by all member agencies of CUUATS, “...for the purpose of documenting the framework of a continuing, cooperative and comprehensive transportation planning process that results in plans and programs consistent with the comprehensively planned development of the Champaign-Urbana urbanized area.” In June 2001, a new Agreement was endorsed by all participating CUUATS member agencies. Then, in December 2011, an updated Agreement was validated by all CUUATS member agencies. The 2011 Agreement delineates responsibilities and actions between CUUATS and the CCRPC as well as the composition, roles, and responsibilities of the MPO Policy and Technical Committees.

In 2002 and 2012, the Villages of Bondville and Tolono respectively, were included as part of the CUUATS urbanized area, which made them eligible to be CUUATS member agencies. However, to date, neither has joined.

CUUATS Urbanized AreaThe CUUATS urbanized area covers approximately 47 square miles and contains a population of more than 145,000 which includes Champaign, Urbana, Savoy, Bondville and Tolono. From 2000 to 2010, the municipalities in the Champaign-Urbana urbanized area, for which CUUATS serves as MPO, experienced a growth in population of approximately 24,631 inhabitants as can be seen on the Table below.

Population and employment projections along with spatial analysis data for the urbanized area suggest continued growth, which increases pressure on existing roadways and public transportation services. CUUATS staff developed new performance measures for the LRTP 2040: Sustainable Choices based on the targets set in the LRTP 2035 and reported annually in the LRTP Report Cards, new federal and state performance measures’ guidance, and input received from CUUATS member agencies and the general public when developing the LRTP 2040: Sustainable Choices.

CUUATS Organizational StructureCUUATS operates under the principal direction of two committees: the Policy Committee and the Technical Committee. In its organizational structure, the Technical Committee acts as a working committee under the direction of the Policy Committee.

CUUATS Technical Committee

The CUUATS Technical Committee consists of staff from all CUUATS participating agencies. It performs analyses and makes recommendations concerning transportation issues to the Policy Committee for their approval. CUUATS Technical Committee membership is composed of representatives of the following agencies:

This committee assumes the decision-making authority for CUUATS and establishes policies that guide and form the transportation planning process. The committee has a variety of responsibilities, which range from approving the annual TIP to establishing the metropolitan planning boundary for the urbanized area.

CUUATS Staff

The professional time and services for transportation planning in this cooperative effort are provided through a composite approach. It consists of CUUATS staff housed in the Champaign County Regional Planning Commission, as well as staff from IDOT and other member agencies. The day-to-day operations of the agency are performed by CUUATS staff, with technical expertise in transportation systems planning and other related areas. CUUATS staff, in conjunction with CUUATS member agencies, collects, analyzes, and evaluates demographic, land use, and transportation data to determine the transportation system requirements of the urbanized area. The staff also prepares materials for use at Technical and Policy Committee meetings and other meetings. The professional staff members participate in all CUUATS meetings and provide expertise as needed. In addition, they represent the agency at other meetings of importance to planning activities within the region.The current staff positions are:

CUUATS FundingTransportation planning funds that support the unified technical work program scope are received from three primary sources. They are:

1. Federal Highway Administration (PL Funds)2. Federal Transit Administration (Section 5303 Funds)3. CUUATS member agencies (Local Match-subject to funding)

Approximately $369,525 of federal funding will be available for transportation planning in the region in Fiscal Year 2018. The majority of funds are authorized by 23 USC 104(f), Metropolitan Planning (PL) funds, and Section 8 (metropolitan planning) of the Federal Transit Act (1998). The required 20% local match ($92,381) is provided by Champaign County, the City of Champaign, the City of Urbana, the University of Illinois, and the Village of Savoy. 3 CUUATS Unified Technical Work Program (UTWP)

PurposeCUUATS Unified Technical Work Program (UTWP) is developed to coordinate transportation and related planning activities for a continuing, cooperative, and comprehensive planning process. This Unified Technical Work Program describes the transportation planning efforts in the Champaign-Urbana urbanized area for the period of July 1, 2017 to June 30, 2018 by identifying transportation planning priorities for the Champaign-Urbana urbanized area, allocating CUUATS staff resources to particular projects, defining the functional and financial responsibilities of participating agencies that are involved in the urban transportation planning process, and serving as a management tool for the participating entities.

Tasks are encompassed by major areas of activity or programs in which Champaign County, the Champaign-Urbana Mass Transit District, the Cities of Champaign and Urbana, the Illinois Department of Transportation, the University of Illinois, the Village of Savoy, the Champaign County Regional Planning Commission, and CUUATS staff will participate. Work performed by CUUATS staff is outlined in each work task

The FY2018 Unified Technical Work Program was developed in accordance with the planning requirements of the Fixing America's Surface Transportation

Act or "FAST Act" signed into law in December 2015. FAST Act represents the first long-term comprehensive surface transportation legislation since the Safe Accountable Flexible Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU) Act in 2005. The FAST Act provides a moderate increase in funding compared to MAP-21 due to $70 billion in general fund (GF) transfers to the Highway Trust Fund (HTF).

The FAST Act SummaryThe Surface Transportation Program (STP), one of the core Federal-aid Highway Program categories, is renamed the Surface Transportation Block Grant Program (STBGP). The STBGP is sub-allocated based on population in a graduated manner, increasing one percent per year from 51 percent of total STBGP dollars in 2016 to 55 percent by 2020.

The Transportation Alternatives Program (TAP) is folded into STBGP and renamed as an “STBGP Set-aside,” funded at $835 million in the first two years and $850 million in the last three. In addition, up to 50 percent of the sub-allocated portion of the STBGP Set-aside could be transferred for broader STBGP eligibilities. The optional Recreational Trails eligibility remains the same.

The bill places major emphasis on freight investments by creating a new National Multimodal Freight Network (NMFN) and establishing a National Highway Freight Program (NHFP) as part of the core Federal-aid Highway Program structure. In addition, a new discretionary grant program entitled the Nationally Significant Freight and Highway Projects (NSFHP) was established.

The bill improves the process for carrying planning level decisions forward into the NEPA process and expands the decisions that may be carried forward. However, it also requires the concurrence of cooperating agencies if the planning product is “necessary for a cooperating agency to issue a permit, review, or approval for the project.”

The bill adds the AASHTO Highway Safety Manual and the Urban Street Design Guide by the National Association of City Transportation Officials (NACTO) to the list of resources to be utilized for design criteria development. Local entities that are direct recipients of Federal dollars are allowed to use a design publication that is different than one used by their State DOT.

There are no significant changes to the performance-based planning process established in MAP-21. This includes no new national-level performance measures beyond what is currently being developed through the Federal rule-making process.

The FAST Act expands the scope of the planning process to include addressing resiliency and reliability as well as enhancing travel and tourism within the transportation system. Also, it encourages consideration of intermodal facilities that support intercity buses as part of metropolitan and statewide planning processes.

The FAST Act includes new provisions to enable the USDOT to better support the State DOTs, MPOs, and FHWA in the collection and management of data for performance-based planning and programming. This includes data analysis activities related to:

• Vehicle Probe Data (e.g., the National Performance Management Research Data Set)

• Household Travel Behavior Data (e.g., National Household Travel Survey)

• Travel Demand Model Data (e.g., 4-step model to improve data collection technique and analysis tools)

• Improved Travel Demand Models• Performance Management Prediction Tools (e.g., new

tools to predict future transportation performance)

The FAST Act removes current law eligibility which allows use of HSIP funds for non-infrastructure safety programs, such as education and enforcement activities. Overall HSIP funding is maintained at the current baseline levels of funding, which includes modest inflationary growth.

Similar to SAFETEA-LU, the FAST Act once again authorizes new competitive grant programs for bus and bus facilities. The FAST Act creates mechanisms to pool resources for transit providers by enabling cooperative procurements and leasing for small urban and rural systems.

FHWA and FTA Planning Emphasis Areas for Federal Fiscal Year 2016In 2014, the Federal Highway Administration (FHWA) and Federal Transit Administration (FTA) sent a letter to the Executive Directors of the Metropolitan Planning Organizations (MPO) and the heads of the State Departments of Transportation (State DOT) encouraging them to give priority to the following emphasis areas in their UTWPs and statewide planning and research programs: MAP-21 Implementation, Regional Models of Cooperation, and Ladders of Opportunity. These three priorities are included in Secretary Foxx's strategic objectives for the Surface Transportation Program. The FHWA and FTA continue to request State DOTs and MPOs reiterate and emphasize these planning emphasis areas in their respective planning work programs. They are also directing the FHWA and FTA field offices to continue to work with State DOTs and MPOs to identify tasks that advance these U.S. Department of Transportation priorities.

MAP-21 ImplementationTransition to Performance-based Planning and Programming – The FHWA and FTA encourage MPOs to further develop their performance management approach to transportation planning and programming. Performance-based planning and programming includes using transportation performance measures, setting targets, reporting performance, and programming transportation investments directed toward the achievement of transportation system performance outcomes. Appropriate UTWP work tasks could include working with local planning partners to identify how to implement performance-based planning provisions such as collecting performance data, selecting and reporting performance targets for the metropolitan area, and reporting actual system performance related to those targets. The MPOs might also explore the option to use scenario planning to develop their metropolitan transportation plan.

Regional Models of CooperationEnsure a Regional Approach to Transportation Planning by Promoting Cooperation and Coordination across Transit Agency, MPO and State Boundaries - To improve the effectiveness of transportation decision-making, the FHWA and FTA encourage MPOs and providers of public transportation to think beyond traditional borders and adopt a coordinated approach to transportation planning. A coordinated approach supports common goals and capitalizes on opportunities related to project delivery, congestion management, safety, freight, livability, and commerce across boundaries. Improved multi-jurisdictional coordination by State DOTs, MPOs, providers of public transportation, and rural planning organizations (RPO) can reduce project delivery times and enhance the efficient use of resources, particularly in urbanized areas that are served by multiple MPOs. The MPOs can revisit their metropolitan area planning agreements to ensure that there are effective processes for cross-jurisdictional communication among State DOTs, MPOs, and providers of public transportation to improve collaboration, policy implementation, technology use, and performance management.

Ladders of OpportunityAccess to Essential Services - The FHWA and FTA encourage MPOs and providers of public transportation, as part of the transportation planning process, to identify transportation connectivity gaps in accessing essential

services. Essential services include employment, health care, schools/education, and recreation. Suggested UTWP work tasks include developing and implementing analytical methods to identify gaps in the connectivity of the transportation system and developing infrastructure and operational solutions that provide the public, especially the traditionally underserved populations, with adequate access to essential services. Other effective work tasks could include: evaluating the effectiveness of public participation plans for engaging transportation disadvantaged communities in the transportation decision-making process; updating the Section 5310 Coordinated Human Service Public Transportation Plans; assessing the safety and condition of pedestrian and bicycle facilities; and evaluating compliance with Americans with Disabilities Act, particularly around schools, concentrations of disadvantaged populations, social services, medical, and transit facilities.

2017 State of Illinois Long Range Transportation Plan (LRTP) Goals In 2016, as one of the first efforts to engage citizens ahead of the 2017 LRTP, IDOT asked Illinois residents to prioritize the following six goals of the plan:

1. Safety: Ensure the highest standards in safety across the state’s transportation system.

2. Economic Growth: Improve Illinois’ economy by providing transportation infrastructure that allow for the efficient movement of people and goods.

3. Access: Support all modes of transportation to improve accessibility and safety by improving connections between all modes of transportation.

4. Livability: Enhance quality of life across the state by ensuring that transportation investments advance local goals, provide multimodal options and preserve the environment.

5. Stewardship: Safeguard existing funding and increase revenues to support system maintenance, modernization and strategic growth of Illinois’ transportation system.

6. Resilience: Proactively plan and invest in the state’s transportation system to ensure that its infrastructure is prepared to sustain extreme weather events.

Champaign-Urbana LRTP: Sustainable Choices 2040 Adopted GoalsThe UTWP 2018 will guide transportation planning activities in a performance-based approach toward implementing the adopted goals and objectives established in the LRTP: Sustainable Choices 2040.

Safety and SecurityThe Champaign-Urbana area will maintain, preserve and operate its existing transportation system in a safe and secure usable state to provide safe, efficient, and reliable movement of people, goods, and services in the short term, and in the long term, achieve the state’s goal of zero deaths and disabling injuries.

Resilient EconomyThe Champaign-Urbana area will have a resilient economy by supporting existing and emerging local as well as global business development and job creation, fostering quality educational options for all income levels, continuing to invest in forward-looking infrastructure like fiber connectivity, establishing strong inter-regional transportation options like bullet trains, and promoting inter-municipal coordination that creates and maintains a high standard of living and quality of life for all.

Multimodal ConnectivityThe Champaign-Urbana area will aim to increase accessibility, connectivity, and mobility of people and freight to all areas of the region through the use of an interconnected multimodal system of transportation that is cost-effective for people, businesses, and institutions that will increase the efficiency of the transportation system by allowing freedom of choice in all modes of transportation including active modes whenever possible.

Accessibility and AffordabilityThe Champaign-Urbana area will address issues of equity as well as segregation in its diverse communities in the area of transportation.

Healthy NeighborhoodsThe Champaign-Urbana area will promote healthy communities and improve overall residential quality of life by strengthening existing neighborhoods and housing developments, evaluating and expanding active transportation infrastructure, and promoting energy conservation and environmental quality.

Balanced DevelopmentThe Champaign-Urbana area will support diverse and environmentally responsible types of development without encouraging sprawl or sacrificing important historical structures or new business opportunities by reinvigorating downtown areas, fostering more mixed use development, and protecting and preserving neighborhoods and business districts that contain historic structures.

CUUATS has already identified specific performance measures in the LRTP to assess progress toward achieving these goals, and is awaiting further direction and guidance at the federal and state level in the form of final rulemakings and establishment of state performance targets so that CUUATS can establish consistent performance targets to assess progress in achieving established goals.

The Implementation of the “LRTP: Sustainable Choices 2040” will focus on increasing the mobility and accessibility of area residents and the connectivity of the entire transportation system in order to create a more efficient travel network. The LRTP 2040 has an overall mission to offer sustainable transportation choices within the region that will help balance the economic, environmental, and social aspects of urban growth and development. A multi-modal approach was used in the preparation of the LRTP: Sustainable Choices 2040 with the intention of creating transportation improvements which focus on active modes of transportation such as walking, biking, and transit. The implementation of the LRTP: Sustainable Choices 2040 also involves data collection for the purpose of measuring performance-based indicators to track progress made toward the goals and objectives recommended in this document.

The Curtis Road Corridor Study will identify proposed infrastructure improvements that facilitates mobility within and between the surrounding jurisdictions as well as supports and protects the disparate surrounding land uses, including the world-renowned University of Illinois agricultural research and educational fields known as the South Farms.

CUUATS staff will continue to collect new data and update the online CUUATS Data Portal as a repository of information for the Champaign-Urbana urbanized area where people can search for transportation data and it will display and disseminate traffic/transportation data.

MAP-21 required that "...an Annual Listing of Federally Obligated Projects, including investments in pedestrian walkways and bicycle transportation facilities, for which federal funds have been obligated in the preceding year be published or otherwise made available by the cooperative effort of the State, transit operator, and metropolitan planning organization for public review. The listing shall be consistent with the funding categories identified in each metropolitan transportation improvement program (TIP)." This provision is intended to increase the transparency of government spending on transportation projects and strategies in metropolitan areas to State and local officials, as well as to the public at large. Realizing this objective involves

promoting accuracy and responsiveness in financial planning and adopting a proactive approach to sharing information with the public in a meaningful way, at an appropriate time, and in a user-friendly format.

The Transportation Improvement Program (TIP) FY2018-2021 will be amended as necessary during fiscal year 2018. Up-to-date information on project amendments and modifications in the TIP are made available on the CCRPC/ CUUATS website. During the year, administrative modifications and amendments will likely need to be made to the TIP FY 2018-2021 to revise funding information or reflect changes in priorities or the introduction of new project elements. Such modifications and amendments will follow the procedures adopted by CUUATS and explained in the TIP document.

The Transportation Improvement Program (TIP) FY2019-2022 will be prepared with the assistance of and in cooperation with the CUUATS member agencies and other implementing agencies in the region, including the Illinois Department Of Transportation, local government agencies, the Champaign-Urbana Mass Transit District (CU-MTD), and other public transit operators. The TIP must be approved by the CUUATS Technical and CUUATS Policy Committees, and is required as a condition for all federal funding assistance for transportation improvements within the Champaign-Urbana Metropolitan Planning Area. TIP documentation also includes projects contained in the member agencies’ Capital Improvement Plans (CIPs). Citizens, affected public agencies, private providers of transportation, freight shippers, users of public transit, and all other interested parties will be given an opportunity to review and comment on the TIP FY 2019-2022 during a 30-day public comment period as well as any subsequent amendments to the TIP as they are proposed. To facilitate public review, the TIP document is accessible online at the CUUATS website and in hard copy at the public libraries and the CCRPC office.

Based on the difficulties of using the Landuse Evolution and Impact Assessment Model (LEAM) model for the development of the scenarios for the LRTP: Sustainable Choices 2040, CUUATS staff will be working on developing a land use model for the region using the UrbanSim Land Use Model.

The CUUATS Travel Demand Model (TDM) is a tool that forecasts travel characteristics for the Champaign-Urbana Urbanized Area as well as for Champaign County. The CUUATS TDM will be updated in order to be used to forecast traffic volumes for evaluating existing conditions and evaluating alternative scenarios for any corridor study and as part of the development of the new LRTP.

CUUATS will continue to maintain and enhance the integrated suite of CUUATS modeling tools designed to analyze impacts of policy and investment decisions on land use, transportation, environment, economy, affordability, population health, and livability at different levels (county, urbanized area, traffic analysis zones, and neighborhoods). This suite of tools includes several components, all dependent to some degree on the results produced by the land use and travel demand models. The Motor Vehicles Emissions Simulator (MOVES) Model provides mobile source emissions analyses at various scales and time frames based on projected changes in travel behavior and changes in the transportation network. The MOVES model is integrated with the Land Use and CUUATS Travel Demand models to develop estimates of transportation-related GHG and other emissions, and analyze impact of projects and plans on the level of emissions. The Social Costs of Alternative Land Development Scenarios (SCALDS) model provides monetary and non-monetary cost estimates for transportation, infrastructure, water, and energy usage in alternative development scenarios.

Develop a Sustainable Neighborhoods Toolkit that will integrate LAMA, HIA, TFG, and other models to allow planners to evaluate neighborhood-level impacts on mobility, accessibility, and health.As part of the recent Long Range Transportation Plan: Sustainable Choices 2040, CUUATS staff developed the Local Accessibility and Mobility Analysis (LAMA) and Health Impact Assessment (HIA).1 In addition, CUUATS staff developed Transit Facility Guidelines (TFG), including an inventory of transit facilities and recommendations for better serving the community. These tools draw on localized data -including health records, public comments, and built-

environment factors - to evaluate the impact of the transportation system on mobility, accessibility, and health at the neighborhood level. While LAMA and HIA offer a useful snapshot of these indicators, they are not well-integrated with other CUUATS models and data such as the Travel Demand Model (TDM), Land-use Evolution and Assessment Model (LEAM), Emissions Analysis Tool (EAT) and Transit Facility Guidelines (TFG). In addition, LAMA, HIA and TFG can only evaluate existing conditions, and their results are based on a specific set of priorities embedded in the analysis. The vision for the Sustainable Neighborhoods process is to create an integrated suite of tools and resources that builds on LAMA, HIA, TFG, and other CUUATS models and data to enhance planning at the neighborhood level. This suite will bring together a wide variety of transportation factors, including mobility via the transit, bicycle, pedestrian, and street networks; accessibility of common destinations; travel behavior and affordability; health impacts of transportation choices; transit facility and service information; region-wide land use and travel patterns; and greenhouse gas emissions. The resulting tools and resources will allow planners and members of the public to more effectively plan for healthy neighborhoods connected by a multimodal transportation system.

CUUATS staff will keep updated the sidewalk inventory and condition assessment for the Champaign-Urbana urbanized area. CUUATS staff will collect new data on those areas where pedestrian infrastructure improvements have occurred in the last year and will add it to the comprehensive public sidewalk inventory and condition assessment for the urbanized area. CUUATS staff also will continue to work on supporting the Campus Area Transportation Study (CATS) agencies on implementing the recommendations of the Champaign-Urbana Multimodal Corridor Enhancement (M-CORE) project. This project will expand mobility choices and increase user access to employers, education, healthcare, and other services along five core transit corridors in the University District. CUUATS staff will collect and analyze traffic data regarding bike and pedestrian counts/trips at twelve specific

locations on the five corridors of the M-CORE project to evaluate project impacts as part of the three performance measures established for this project through the TIGER VI Grant.

The Implementation of the 2014 Champaign County Greenways and Trails Plan will focus on executing the recommendations and implementation strategies from the plan that will manifest the county’s desire to create a bikeable, walkable, environmentally-aware, and active community.

CUUATS staff will work with local bicycle groups, the C-U SRTS Project, the local school districts and other advocacy groups to support education and encouragement activities for bicyclists and pedestrians of all ages, especially primary and secondary school students. CUUATS staff will collaborate and participate in the following events: Bike to Work Day, Bike to School Day, bike rodeos, Light the Night, and Walk ‘n’ Roll to School Day.

CUUATS staff will continue to facilitate the Illinois Model Users Group (IL-MUG) by providing training and technical assistance for MPOs to improve and develop their travel demand models, particularly the Peoria-Pekin Urban Area Transportation Study and DeKalb-Sycamore Area Transportation Study MPOs. The purpose of the IL-MUG is to promote the use of travel demand modeling as part of the regional transportation planning process for small and medium sized MPOs in Illinois.

CUUATS staff will update the Champaign County Strategic Highway Safety Plan with the goal of reducing the number of severe and fatal crashes on the local system. CUUATS staff will convene the CUUATS Safety Committee which includes representatives from a wide range of safety stakeholders, including IDOT, CUUATS member jurisdiction planning and engineering staff, law enforcement, justice, and public health representatives. The core activity of the CUUATS Safety Committee is to work and advise CUUATS staff on safety, and provide regional planning recommendations from the safety perspective. This involves coordination between CUUATS staff, the committee, and those staff and consultants working on the Illinois Strategic Highway Safety Plan. The committee also facilitates exchange of information among safety stakeholders, and is a means of keeping each other informed

about ongoing activities and best practices. Staff compiles regional safety data, identifies regional problems, a nd coordinates c ommunication and collaboration with other technical activities under the guidance of the committee.

CUUATS staff will develop the Traffic C rash Facts f or Champaign-Urbana and Selected Crash Intersection Locations (SCIL) 2011-2015 report which summarizes traffic c rash patterns i n t he C hampaign U rbana urbanized area over a five year t ime p eriod a nd i dentifies an d analyzes th ose intersections that had an inordinately high number of crashes in the Champaign-Urbana area, and proposed recommended improvements for those intersections.

CUUATS staff will work on implementing the strategies delineated in the 2017 Human Services Transportation Plan (HSTP) for the Champaign-Urbana urbanized area by working with transportation providers and human service agencies. The HSTP identifies t ransit (Section 5 307), Paratransit, and Human Service Transportation (Section 5310) needs, gaps, and barriers for older adults, individuals with disabilities, and individuals or families with low incomes. CUUATS staff will work with all stakeholders involved to update the HSTP and develop a coordinated plan to provide strategies that will help address all issues identified.

CUUATS staff will continue to facilitate the Champaign County Rural Transit Advisory Group (RTAG), a subcommittee of the Champaign County Board who provides direction regarding transit service in rural Champaign County. Additionally, staff will continue to provide compliance oversight, technical planning assistance, and performance measure analysis for the Champaign County’s rural public transit system funded by Section 5311, which is currently operated by CUMTD per an intergovernmental agreement.

Assistance to local agency members in the areas of grant applications, safety studies and implementation, travel forecasting, traffic studies, traffic impact analyses, traffic simulation, access management, corridor analyses, and other areas of transportation planning and engineering that contribute to a comprehensive metropolitan transportation planning process will continue to represent a significant portion o f t he CUUATS Work Program.

Public InvolvementIn all transportation planning processes, the input of residents and other interested parties are crucial to successful planning and project prioritization. The unique responsibility of regional transportation planners is to represent the needs and desires of the collective urbanized area without losing sight of the social, physical, and economic differences that exist within the urbanized area. To integrate local and regional issues, CUUATS staff uses a variety of innovative methods and analyses to capture the mobility needs and desires of the diverse individuals and neighborhoods that make up the Champaign-Urbana urbanized area.

CUUATS staff utilizes a variety of techniques to inform the public about CUUATS work products, gather input regarding specific plans, and raise awareness about the local transportation system. These techniques are loosely grouped under the categories of Connecting with People, Gathering Input, and Communication Tools. Table 1 summarizes which techniques CUUATS staff have used in different planning processes since the previous Public Participation Plan was approved in 2007.

TASK 310 - Data Development and Maintenance

Objective

CUUATS staff collects and maintains a comprehensive set of traffic, demographic, land use, and Geographic Information Systems (GIS) data in order to effectively perform the transportation planning functions required by federal and state laws. This database is essential to determine existing as well as future transportation conditions. The purpose of this element is to continue to improve the CUUATS database. Data development and maintenance functions are those that support short range and long range planning, including population, employment, income and housing information, crash records, traffic counts, land use and development data, and transportation characteristics data.

Previous Work (July 1, 2016 – June 30, 2017)

a. Collected pedestrian and bicyclist data at 12 key locations on the roadway segments within the Multimodal Corridor Enhancement (MCORE) project locations.

b. Fulfilled data requests from University of Illinois students, member agency colleagues, and public citizens.

c. Completed the process of migrating GIS data from the old file-based structure into project geodatabases.

d. Completed setting up the online CUUATS data portal using ArcGIS Online. The portal displays datasets, generates maps and charts that present transportation information, socio-economic, environmental and other data. Published and updated a total number of 43 datasets, including traffic crashes (1980-2014), traffic counts (1991-2016), active/alternative transportation facility locations (2003-2016), transit commute time estimates (2015-2016), municipal building permits (2015-2016), completed transportation construction locations (2015-2016), as well as demographic datasets (2015-2016).

e. Published and updated ArcGIS web maps (2015-2016) used in the Annual LRTP Report Card website with links for downloads in the CUUATS Data Portal.

f. Posted and updated tabular data (2015-2016) on performance measures on the Annual LRTP Report Card website.

g. Collected travel data along major corridors during peak hours.h. Collected and analyzed additional sidewalk network data based on the

2016 construction locations provided by the local agencies.i. Developed the Sidewalk Explorer Web App that can be used to view the

baseline and current scores for each of the variables in the sidewalk inventory and assessment and allow you to zoom in on the map to view scores and photos (if available) for individual features.

j. Updated and formatted data from member agencies and partnering entities that was used in the CUUATS Data Portal, including average daily traffic counts (IDOT), traffic crashes (IDOT), completed transportation construction projects (City of Champaign, City of Urbana, IDOT), newly issued residential building permits (City of Champaign, City of Urbana, Village of Savoy), as well as affordable housing locations (Champaign County Housing Authorities).

TASK 320 Long Range Planning and Programming

Objective

CUUATS is responsible for developing and coordinating the implementation of a long-range transportation strategy for the urbanized area. Long-range planning functions support needs or requirements that affect long-term planning performance, or refine issues identified in the “Long Range Transportation Plan: Sustainable Choices 2040.” Also, included in this task is all work related to developing and updating the TIP in accordance with federal guidelines as they pertain to project selection criteria and public involvement. Amendments to the TIP are made, either at the request of IDOT, CUUATS agency members, or other agencies that are part of the transportation planning process. Administrative modifications are also made as requested. This task also includes developing the Annual Listing of Obligated Projects for which Federal funds are obligated in the preceding year. .

Previous Work (July 1, 2016 – June 30, 2017)

TASK 330 – Short Range Planning

Objective

CUUATS must continually fulfill various state and federal requirements in support of regional and local projects. Short-range planning functions are those which address near-term needs or requirements. This type of planning is usually referred to as transportation systems management (TSM), which typically focuses on topics such as safety studies, traffic signal warrant studies, traffic improvements, and service analysis. Also, as part of this program element, CUUATS staff prepares a variety of grant applications and review grant applications for submission.

Previous Work (July 1, 2016 – June 30, 2017)

a. Hosted the second meeting for the update of the C-U Urbanized Area HSTP Update.

b. Completed and submitted to U.S. EPA a Technical Assistance Grant for Greenhouse Gas Planning and Travel Efficiency Assessment to evaluate travel efficiency strategies in Champaign County.

c. Reviewed, scored and provided comments on all 2016 ITEP applications submitted for funding within the Champaign-Urbana Metropolitan Planning Area.

d. Prepared an HSIP application for installing stop signs at several intersections in rural Champaign County.

e. Hosted Bike or Walk to Brookens events in May and September.f. Completed travel time study during peak hours

along major corridors in the urbanized area.

TASK 350 – Special Studies

Objective

An emphasis of CUUATS’ Unified Technical Work Program (UTWP) is to provide continued technical support to all CUUATS member agencies in carrying out detailed transportation studies. CUUATS frequently serves as an added resource to the various municipalities, the County, the University of Illinois, and the Illinois Department of Transportation (IDOT) by conducting and/or participating in a wide range of planning and technical projects referred to as Special Studies. Projects range from administration of ongoing major studies and support of detailed intersection evaluations to local traffic impact evaluation. Providing support to transportation agencies is critical in the planning, operation, and maintenance of a comprehensive regional transportation system. CUUATS staff is available to provide technical support to maintain and improve transportation planning and to process critical day-to-day information often not available at the local level.

TASK 360 – Transportation Information System

Objective

To continue updating the CUUATS Travel Demand Model (TDM) to enhance its travel forecasting capabilities with greater reliability and utilize this tool along with ArcGIS and the other CUUATS models for regional system level transportation analyses.

Previous Work (July 1, 2016 – June 30, 2017)

a. Updated the transit network in CUUATS travel demand model. b. Updated centroid locations and connections for a few TAZs based on

developments within those TAZs.c. Reviewed link capacity based on presence of two-

way left turn lanes for specific links.

Work Tasks

The following tasks are associated with this work element:a. Evaluate trends in travel conditions on major roadways within the

urbanized area, such as: changes in average daily traffic (ADT), levels of service, vehicle operating speeds, and crash rates.

b. Support regional planning efforts using the CUUATS Travel Demand Model.

c. Apply the CUUATS Travel Demand Model in support of design and development of federally funded projects and plans.

d. Conduct research on Land Use Models available that might fit better with Champaign-Urbana’s geography scale.

e. Collect data and start developing a land use model.f. Conduct literature review for updating the current mode choice step of

the CUUATS travel demand model. g. Update and enhance the existing mode choice component of the

CUUATS TDM.h. Identify and select the most appropriate methodology to incorporate

EXHIBIT VAccounting Narrative FY 2018CUUATS funds are administered by the CCRPC system description that follows:

Separate accounts (departments) have been established in a general ledger. The account records identify the receipt and expenditure of funds for each grant, refer to subsidiary records and/or documentation that support the entry, and provide accurate and current financial reporting information.

Costs within the accounting system are classified into the following groups:

1. Direct labor costs.2. Non-labor costs directly related to a specific program.3. Indirect costs (both labor and non-labor.)

Direct labor hours are charged to the specific general ledger account and work elements within that account based upon actual work hours spent. Work elements of the UTWP are numerically coded and are utilized in preparing staff timesheets. The payroll computer printout accumulates staff names, hours and cost for each work element within the transportation planning grant account. Non-labor costs are those incurred as being directly related to a specific program e.g., Transportation. Typical non-labor costs directly chargeable to the appropriate grant programs include:

a. Costs of goods acquired, consumed or expended specifically for the purpose of the grant; i.e., postage;

b. Services and contractual items specifically related to the grant program, i.e., photocopying expense.

These costs are chargeable to the appropriate grant program based on source documentation maintained by the accounting system evidencing the nature and purpose of the charges (e.g., long distance telephone logs, postage logsheets, photocopying logsheets). Once charged to the transportation program these costs will be distributed to the various program work elements according to the proportion of direct salaries charged to each work element during the period.

The indirect costs (labor and non-labor) are those incurred which cannot be directly associated with the transportation program. These costs are charged to an administrative/overhead account. A statement of actual indirect charges and the final indirect cost rate for the period ended 12/31/16 will be submitted upon receipt of the audit. The indirect cost rate utilized in the budget is a projection based upon anticipated activity, as well as historical experience. The rate is subject to revision based on final audit. The indirect costs are determined by applying the provisional rate to the total direct labor cost for each individual work task. The resulting amounts are billed and reported under work program tasks.

The accounting system has established guidelines related to the methodology for classifying certain costs as direct or indirect. Each item of cost is treated consistently either as a direct or an indirect cost. Definitions and methodology related to direct and indirect costs are derived from federal circular A-87.

Note: Based on CUUATS Policy approval on February 10, 2016; CUUATS member agencies agree to pay CUUATS data hosting fee for each fiscal year to the Champaign County GIS Consortium (CCGISC). As a result of this new fee, CUUATS agency fees were increased 5% for FY2017. For FY2018, CUUATS data hosting fee is $3,964. CUUATS data hosting fee for FY2017 was $2,415.

Note: Data hosting costs are derived from software and hardware costs based on the estimated percent of server usage. The percent of server usage is determined from the estimated size of CUUATS GIS data divided by the total database instance size. BACKGROUND: The Annual Report Card for the Long Range Transportation Plan (LRTP): Sustainable Choices 2040, includes information and data corresponding to the performance measures established for each LRTP 2040 Planning Pillar: Safety and Security, Resilient Economy, Multimodal Connectivity, Accessibility and Affordability, Healthy Neighborhoods, and Balanced Development. The goal of the annual report cards is to help CUUATS and CUUATS Member Agencies track the progress toward achieving the goals and objectives established in the LRTP. Beginning last year, the LRTP Report Card was reconfigured to be hosted online to in a way that allows the data to be better integrated with the CUUATS Open Data Portal. SummaryThe Long Range Transportation Plan (LRTP) is a federally mandated document developed under regional collaboration and consensus, which de⺤nes a vision for the region’s transportation systems and services overa 25 year period. Champaign Urbana Urbanized Area Transportation Study (CUUATS), is the transportation entity of the Champaign County Regional Planning Commission, which is the Metropolitan PlanningOrganization responsible for carrying out the LRTP in the Champaign-Urbana Urbanized Area.

Due to its signi⺤cant in�uence on the regional transportation system, the LRTP includes performance measures to track progress toward the completion of LRTP goals and objectives over time. According to the U.S.Environmental Protection Agency, well-developed performance measures will enable decision-makers to quickly “observe the e暜ects of a proposed transportation plan, or monitor trends in transportation systemperformance over time.”

The 2016 performance measures are organized by the LRTP’s six planning pillars: Safety and Security, Resilient Economy, Multimodal Economy, Accessibility and A暜ordability, Healthy Neighborhoods, and BalancedDevelopment. Performance measures containing comparable data were assigned with a Positive, Neutral, or Negative rating depending on the trend, which is symbolized by a radial symbol. The ratings for the Safetyand Security Performance Measures are generally based on the 5-year rolling average, however there are some cases where there is an increase or decrease in the absolute number that doesn’t match an increase ordecrease in the 5-year rolling average which often results in a Neutral rating.

RE: Sidewalk Network Inventory and Assessment Web App

BACKGROUND: The Sidewalk Network Inventory and Assessment report, which was approved in February 2016, included data on urbanized area sidewalks, curb ramps, crosswalks, and pedestrian signals collected during 2014 and 2015. During the summer of 2016, CUUATS staff collected and analyzed additional sidewalk network data based on the 2015 construction locations provided by the local agencies. The results of the analysis showed increased compliance scores for curb ramps and pedestrian signals compared to the baseline data. Crosswalk compliance scores remained stable compared to the baseline data due to limited crosswalk construction. These trends match the expected shift toward increased compliance with PROWAG standards. Sidewalk compliance scores, however, fell when compared to the baseline data. The top score tier (scores greater than 90) decreased from 8.3 percent of total sidewalk length to 7.9 percent, while the bottom score tier (scores of 60 or less) increased by nearly one percent. The vast majority of the change in scores can be attributed to decreased scores for vertical fault size. Some portion of the decrease in vertical fault scores may represent actual increases in vertical faults due to freezing and thawing, tree root upheaval, and other environmental factors. However, the size of the shift and the patterns observed in individual sidewalk features suggest that much of the change may instead be related to the data collection procedures. CUUATS staff reconvened the project working group to review the 2016 data collection results and to discuss possible changes to the sidewalk vertical fault data collection process. Because of the cost of alternative data collection methods, such as sidewalk profiling, the working group recommended continuing the current visual assessment of fault size and decreasing the frequency with which the sidewalk compliance results are reported. A larger reporting window increases the chances that the actual improvements in sidewalk compliance could overcome the sources of error and variability inherent in the visual assessment process. Sidewalk Explorer Web App To display the results of the Sidewalk Network Inventory and Assessment, CUUATS staff developed the Sidewalk Explorer web app (https://sidewalks.cuuats.org). The app allows members of the public to browse the aggregated scores from the Sidewalk Network Inventory and Assessment report on an interactive map and to view scores for individual sidewalk network features. The app also displays changes in the condition and ADA compliance scores between the baseline and current datasets in order to document progress toward a more accessible sidewalk network.
