CONSTRUCTION/PROGRAMMANAGEMENTDEFINED

CMAAdefinesConstructionManagementasaprofessionalservicethatapplieseffectivemanagementtechniquestotheplanning,design,andconstructionofaprojectfrominceptiontocompletionforthepurposeofcontrollingtime,costandquality.ProgramManagementisthepracticeofprofessionalConstructionManagementappliedtoacapitalimprovementprogramofoneormoreprojectsfromtheprogramsinceptiontocompletion.ComprehensiveConstructionManagementservicesareusedtointegratethedifferentfacetsoftheconstructionprocessplanning,design,procurement,constructionandactivationforthepurposeofprovidingstandardizedtechnicalandmanagementexpertiseoneachproject.AprofessionalConstructionManager(CM)managestheentireprojectandprogramwithpreplanning,design,construction,closeoutandmanagementexpertisethatcanassurethebestpossibleprojectoutcomenomatterwhattypeofprojectdeliverymethodisused.

STEPSTOCERTIFICATIONApplyingfortheCertification Therearefourstepsinthecertificationprocess:

ApplicantsfortheCCMmustmeeteligibilityrequirementspriortosubmittingtheirapplication.ApplicantsmayapplytobecomeCCMcertifiedbyusingtheapplicationonlineatwww.cmaanet.org,orbymail;orbyscanningand/orfaxingtheapplicationtotheCMCI.Applicantsmustprovidephoneandemailcontactinformationtofacilitateemailinconfirmingreceiptofapplicationandanynecessaryphonecontactduringorfollowingtheapplicationorexaminationprocess.Applicationswillnotbeprocessedunlessallrequiredinformationiscompleteontheapplication,referencesarereceivedandapplicationfeeispaidinfull.Applicantswillberequiredtoprovidereferencesfromatleasttwoclients.Thesereferencesmustbeabletoconfirmtheapplicantsexperience.Applicantsmustalsosubmitaprofessionalresumealongwitheducationaldocumentation,suchasacopyofadegreeoranofficialtranscript.Ifexperienceisbeingusedinlieuoftheeducationalrequirements,additionaldocumentationwillberequired.AllapplicationsaresubjecttoauditbytheCMCIBoardofGovernors.ThoseapplicantswhomeetthecriteriawillbeadvancedtocandidacyandaretherebyapprovedtotaketheCCMexam.Onceanapplicationhasbeenadvancedtocandidacy,noticeofeligibilityissenttoKryterionTestingCentersandanemailnotificationissenttothecandidatefromCMCI.CMCIexpectstheapplicationprocess,advancementtocandidacy,andsuccessfulcompletionoftheexaminationtobecompletedinatimelymanner.Applicantsadvancedtocandidacyhaveuptooneyeartotakeandpasstheexam.Theoneyearperiodbeginsonthenotificationdateofapplicationapproval.Extensionsbeyondtheoneyeartimeperiodmaybegrantedforreasonsbeyondthecontrolofthecandidatethatadverselyimpactthecandidatesabilitytotaketheexamsuchasmedicalissues,militaryservice,etc.ThecandidatemustmakeawrittenrequestforanextensionandattachtheappropriatesupportingdocumentationverifyingthereasonfortheextensionforCMCIsreviewandapproval.





CMCI

CertificationEligibilityRequirementsEligibilityisdeterminedbasedontheinformationsuppliedbytheapplicantintheapplicationform,includingtheQualificationsMatrix,ResponsibleinCharge(RIC)Experience,EducationorGeneralconstruction/designexperience,andClientReferences.TheapplicationisfocusedonensuringthatthecriteriaspecifiedforResponsibleinChargeCMexperienceareverifiedbythereferencegivenbytheapplicant.Thiscriterionmustbemetforapplicantstobeadvancedtocandidacy.

Note: CMAAbelievesthatallparticipantsinprojectsandprogramsareresponsibleforalwaysfulfillingtheirobligationsinanethicalandprofessionalmanner,regardlessofdeliverysystemorcontractmethod.CMCIpermitsprofessionalsworkingforconstructioncontractorstositfortheCCMexamiftheirpersonalexperiencemeetstheeligibilityrequirementsandtheirownerreferencesattesttotheirRICexperienceandofcourse,theirethicalconduct.

Thefirststepintheapplicationprocessistocompletetheeligibilityformoftheapplication.Theapplicantmustacknowledgethatheorshehastherequisite48monthsexperienceasbeingResponsibleinCharge(RIC).ResponsibleInChargeTheBoardofGovernorshasdefinedResponsibleInCharge(RIC)asfollows:Thecandidatesexperiencemustberecognizedduringprojectexecutionasakeypartofaprojectdeliveryteam.ThecandidatemusthavehadsufficientaccountabilitytoassuredirectresponsibilityforthesupervisionoftheConstructionManagementstaff,forprojectdecisionmaking,thedeliveryofConstructionManagementservicesandcommunicationwithandcoordinationoftheotherprojectparticipants,specificallyowners,designprofessionals,consultants,suppliers,vendorsandcontractors.

The48monthsRICexperienceinthesevendomainsofknowledgeandskills,verifiedthroughreferences,arenecessaryfortheapplicanttomoveforwardtocompletingtheapplication.

EducationalRequirementsTheBoardofGovernorsdoesnotrequireformaleducation;however,adegreemaybeusedinplaceofprofessionalexperiencetoaccompanyyourRICexperience.Ifyouchoosetouseyourundergraduateorgraduatedegreeinplaceofprofessionalexperience,thefollowingareconsideredQualifyingCMdegreesthatareacceptable:constructionmanagement,constructionscience/technology,civilengineering,industrialengineering,mechanicalengineering,electricalengineering,chemicalengineering,architecturalengineering,andarchitecture.CMCIacceptsdegreesfrompostsecondaryinstitutionsaccreditedbyorganizationsrecognizedbytheCouncilforHigherEducationAccreditation(CHEA).Ifyouholdandwishtoapplycreditforadegreefromaforeigncountry,itmustbeauthenticatedbyanapprovedForeignDegreeEquivalencyEvaluationcompany.TheCMCIpolicyonevaluatinginternationalacademiccredentialsislocatedontheCMAAwebsite.ApplicationReviewandAcceptanceProcessOnceCMCIreceivestheapplicationandprocessingfee,staffwillreviewtheentirepacketforcompletenessandadequacy.Ifthereisanymissingmaterialorinformationintheapplication,adetailedstatusreportwillbeemailedtotheapplicant.OncealltherequiredsupportinginformationhasbeenproperlysubmittedtoCMCI,theInstitutewillsendouttheverificationformstobefilledoutbytheapplicantsclientreferences.AftertheCMCIofficehasreceivedalltheclientverificationformsfromthereferences,theyarereviewedbystafftoensuretheinformationmatchestheapplication.Aftertheapplicationisreceivedwiththerequiredandsupportingdocumentation,meetingalleligibilityrequirementsandthepaymenthasbeenapproved,anadvancementtocandidacyemailwillbesenttotheapplicant,providingauniqueCMCIIDnumberandtestinginstructions.ApplicationProceduresCCMapplicationsmaybefilledoutonline,printedandmailed,scannedandemailed,orfaxedalongwithrequireddocumentationandpaymentasnotedontheapplication.Allsignaturesmustbesubmittedbytheapplicantandstatementsintheapplicationagreedto,asprovidedintheCCMapplication.Alongwithmeetingtheeligibilityrequirements,CCMcandidatesarerequiredtoagreetotheConditionsandConductagreementsasnotedintheCCMApplication.Applicationsmayberejectedforanumberofreasonsincluding:incompleteapplication;unsatisfactoryreferencesorlackofreferenceresponse(s);eligibilitycriterianotsatisfied;applicationfeepaymentsoutstanding.Aletterofexplanationwillbeemailedtotheapplicantifhis/herapplicationisrejected.Instructionsforinitiatinganappealorarequestforclarificationbytheapplicant,willbeincludedwiththereportspecifyingreasonsfornonadvancement.Pleasebesuretoincludeallrequireddocumentationwithyourapplicationtoavoiddenialand/ordelay.





CMCI

CMCIIDNumbersEachapplicantwillreceiveauniqueCMCIIDnumberoncetheapplicationhasbeenreceived.ThisIDnumberstayswiththeapplicantthroughouttheexaminationprocessandasaCertifiedConstructionManager.ApplicantsshouldkeepthisIDnumberinasafeplace.RequestforExaminationCMCIwillsendtheExamRegistrationFormtothecandidatetobefilledoutforschedulingtheexamination.OncethecandidatesubmitstheExamRegistrationForm,CMCIwillschedulethecandidateforthedate(s)selectedattheTestCenterindicatedontheform.CMCIofferstheCCMexamanytimeaTestCenterhasavailability.ThecandidatemaychoosethreedateswithinthecalendaryearandCMCIwilltrytoaccommodatethosedatesintheorderlistedontheform. Oncetheformandfeehavebeensubmitted,thecandidatewillberegisteredbyCMCIfortheexam.Aftertheexamdateandlocationhavebeenscheduled,thecandidatemaycanceltheexamappointmentupto72hoursbeforetheexam,withnofee,bycontactingtheCMCIofficeduringbusinesshours.Ifthecandidateneedstocanceltheexamappointmentwithin72hours,therewillbea$100cancelationfeepayabletoCMCI.





CMCI

ProfessionalTestingCentersandLocationsCMCIexamsareadministeredthroughtheprofessionaltestingcompany,whichprovidesstateofthearttestingcentersandservicesintheUnitedStatesandinternationally.AllCCMexamsarecomputerbasedtests(CBTs).Thetestingcentersincorporatestateoftheartsecurityandprofessionallydesignedtestingenvironments.

Applicantsarestronglyencouragedtoensuretheyknowtheexactlocationoftheexamsite,andtotraveltothesitepriortotheexamdatetopreventgettinglostandarrivinglate.Inaddition,allowsufficienttraveltimetoallowforunforeseencircumstances.Plantoarriveatleast30minutesbeforeyourappointment.Noshowsorlatearrivals(whichareconsiderednoshows)willNOTbeadmittedandwillresultinanadditionalfeeandarequirementtorescheduleasdescribedunderNoShowsorLateforAppointment.ExamAppointmentSchedulingandReschedulingProcessAcandidatesapprovalinformationissentfromCMCItothetestingcenteratthetimetheeligibilityapproval(advancementtocandidacy)emailissenttothecandidate.ThecandidatewillthencontactCMCIwiththreedatesthatareacceptableforthecandidatetotaketheexamination.CandidateswhoareapprovedfortestinghaveaoneyearwindowfromthedatetheywerenotifiedbyCMCIthattheirapplicationwasapproved.Tochangetheoriginalexamcenterappointment,ortopostponeorreschedulethetestingappointmentdateortime,thecandidatemustsucharequesttoCMCIinwritingorbyemail.Candidatesmustrescheduleorpostponeexamappointmentsnolaterthan72hourspriortothetestingappointmenttoavoidadditionalfees.NoShowsorLateforAppointmentPoliciesCandidateswhoarelateordonotarriveforthetestingappointment,orwhodonotcancelorrescheduletheirtestingappointmentasdescribedintheRequesttoTestsection,willberequiredtoreapplyandreschedulethetestingappointmentthroughCMCI.CandidatesmustcompleteandsubmitareinstatementapplicationalongwiththereinstatementfeepaymentstoCMCI,whichfeeincludesthetestingcenterseatfee.CertainextenuatingcircumstancesmaybeappealedtotheDirectorofCertificationatCMCItoavoidfeesorreapplying.Examplesincludedisasterresultinginanofficiallydeclaredlocalstateofemergency,deathofanimmediatefamilymemberwithin14calendardayspriortotheexamdate(copyofdeathcertificateorobituarymustbeprovidedforconsiderationofthe

cancellationandreschedulingfeetobewaived),orsuddenillnessorinjury.Adoctorsverificationmayberequired.RetestingCandidateswhodonotpasstheCCMexammayretaketheexamtwoadditionaltimes,withaminimumwaitingperiodof45daysbetweeneachexam.Thisperiodallowstheapplicanttimetoadequatelypreparefortheretestandpreventsoverexposuretotheexam.Candidatesmustcompleteallattemptsattheexamwithinoneyearfrombeingapprovedtotaketheexam.Afterthreeunsuccessfulattemptsattheexam,theindividualmustwaitaperiodofoneyearfromthelastexamattemptandrestarttheapplicationprocess.Candidatesmustmeetalleligibilityrequirementsineffectatthetimeofanysubsequentapplication.

ApplicationExpiration/CandidacyDurationApplicantsadvancedtocandidacyareplacedinactivestatusandhaveuptooneyeartotakeandpasstheexam.Theoneyeartimeperiodbeginsontheformalnotificationdateofadvancementtocandidacy.Extensionsofactivestatusbeyondtheoneyeartimeperiodmaybegrantedforreasonsbeyondthecontrolofthecandidatethatadverselyimpactthecandidatesabilitytotaketheexamsuchasamedicalcondition,deploymentformilitaryservice,etc.ThecandidatemustmakeawrittenrequestforanextensionandattachappropriatesupportingdocumentationverifyingthereasonfortheextensionforCMCIsreviewandapproval.ExpiredApplicationProcessing(Reapplication)CandidateswhodonottakeandpasstheexamwithintherequiredoneyeartimeperiodordidnotreceiveanextensionfromCMCIwillbeplacedintoasuspendedstatus.Acandidatemayremaininsuspendedstatusforuptofouryearsfollowingthecommencementofsuspendedstatus.Tochangefromsuspendedstatustoactivestatus,thequalificationcriteriaforcandidacymusthaveremainedunchangedfromthetimeofsubmissionoftheoriginalapplication.Inaddition,candidatesmust: Paythefullapplicationfeeatthetimeoftherequestforreactivation. VerifythatthesuspendedapplicationmeetsallcurrentRICRequirementswithout

modification. ObtainCMCIapproval.

Anycandidateinsuspendedstatuswhodoesnotreactivateandpasstheexamwithinfouryearsoftheformalnotificationdateofadvancementtocandidacywillberequiredtosubmitanewapplicationandallrequiredfees.

Note:ThedocumentationrequiredtoretaketheexamisanewExamRegistrationFormalongwitha$125retestingfee.RequestsforretestswithoutproperretestdocumentationwillnotbeprocesseduntilallrequireddocumentationhasbeenreceivedbyCMCI.

RecertificationpointscanbeearnedanytimeafterthedateappearingontheindividualsCCMcertificate.

Nopointsmaycarryoverfromone3yearperiodtothenextoramongcategories. Recertificationformswillbesentapproximately30dayspriortobeingdue. Recertificationformsareduebytheendofthemonthbeforetheanniversarymonth. Recertificationformsmaybesubmittedoncetheatleast25renewalpoints,3year

Section II: Basic Eligibility Certification requires 48 months of Responsible-in-Charge (RIC) experience. Certification also requires either general design/construction experience or formal education or a combination of both. Qualifying formal education means a CM related degree. CM related degrees are limited to the following disciplines: Construction Management, architecture, engineering and construction science and the college awarding the degree must be accredited through ABET/ACCE/NAAB (see following paragraph). Section IV: Verification of Experience Requirements Using the experience matrix below, please list the projects, one per matrix, where you have had RIC experience and check all the functions/roles and phases you have experience during that project. List the project title and the total number of months that you worked on the project. There are six (6) project functions/roles and five (5) project phases in the matrix below. You must have a cumulative total of 48 months of RIC experience. This experience must have included some experience in each of the fifteen (15) identified boxes (functions/roles and phases), in the matrix below.

Each of the fifteen (15) following experience boxes must be verified by a project client/owner (a reference for you). A minimum of two (2) different project clients/owners (references) must be submitted to verify all the required RIC experience for at least 48 months.

You are required to submit the reference(s) email address and name in order for the project to be able to be counted toward your required 48 months of RIC experience. You must include a reference for each experience matrix filled out, with a minimum of one reference per project. If you are only using one project for all of your experience, you must submit two references for that one project.

CMCI recognizes that applicants may have additional experience within the verification matrix. However, CMCI only requires the available fifteen (15) boxes within the matrix to demonstrate your 48 months of RIC experience.

Note:Regarding verification of experience: In serving as a reference for the applicant, the reference understands that he/she is attesting to the applicant's experience in the specific areas as listed below. In some cases, an exception may be made if a project owner is not available. Your direct client supervisor or an active Certified Construction Manager (CCM) may be substituted to verify the related experience.

Note: Experience sections below are based upon the candidate having at least the minimum experience and proficiency necessary to meet the experience requirements. Parameters defining the minimum experience are provided in the applicant handbook under the Responsible-In-Charge section.
