Given the limited financial resources that may be available toconstruct this bicycle facility network, a prioritization systemshould be put into place to ensure that those facilities with themost benefit will be built first. Phase II of Cross CountyConnections bicycle facility project does this.

Criterion Two: Proximity to New Jersey TRANSIT BusRoutes
The number of New Jersey TRANSIT routes within a two milebuffer of the bicycle facility was selected as a criterionbecause a bicyclist linking with a bus route has access to amuch larger geographic area for employment. All New JerseyTRANSIT buses have bicycle racks. In addition, the number
of routes is important because a bicyclist can ride along abicycle facility to an intersect point with a New JerseyTRANSIT bus, put the bicycle on the bike rack and ride to theirstop. Upon reaching their stop, the bicyclist can then take thebicycle off of the bus and ride to their destination. Therefore,the number of bus routes would help to determine the usage ofa particular bicycle facility as a commuter route. Table 3shows how the bicycle facilities were scored based on thedistance to bus routes

Criterion Three: Proximity to Business Parks
Bicycle facilities benefit from being within two miles of abusiness park because of increased proximity to employmentopportunities. If a business park is along or in proximity to abicycle facility, then the usage of the bicycle facility as acommuter route would most likely increase. When combinedwith other modes of transport, such as buses that have bicycle
racks, commuters could arrive at their employment sites bycombining different modes of transportation and incorporatethe bicycle facility into the overall transportation network.
The business parks in Atlantic County were identified usingcounty maps, field investigations, and local knowledge andexperience. The bicycle facilities were scored as shown inTable 4.

This analysis also examined the overall scores of each bicyclefacility in each municipality. The overall score is comprised ofthe individual scores of all of the existing and proposedfacilities within the municipality thus indicating the volume offacilities in the municipality; the higher the overall score, thegreater the number of facilities in the municipality. As Table 8shows, Pleasantville surpasses all other municipalities with anoverall score of 158 while the next eight municipalities range
from a score of 117 to 50. Eighty-five percent of the reportedbicycle facilities in Atlantic County are proposed.
For the purposes of this analysis, Atlantic County has beendivided into two corridors, Eastern and Western. The EasternCorridor consists of Absecon, Atlantic City, Brigantine, CorbinCity, Egg Harbor Township, Estell Manor, Galloway Township,Linwood City, Longport, Margate, Northfield City, Pleasantville,Port Republic, Somers Point, and Ventnor. The Western
Corridor consists of Buena Borough, Buena Vista Township,Egg Harbor City, Folsom Borough, Hamilton Township,Hammonton, Mullica Township, and Weymouth Township.
The Eastern and Western Corridors both share similarities interms of the attractors. Each of these corridors has NJTRANSIT bus routes, the NJT Atlantic City Rail Line Stations,attractor roads, and multiple schools located within the two
mile buffer of the bicycle facilities. They are also located closeto business parks, which increase their attractiveness ascommuter modes.

SUMMARY
Thirty-three existing and proposed bicycle facilities, out of atotal of 68 facilities, scored above the average of 12.1. Thesefacilities are located in the East and West Corridors of AtlanticCounty. As stated above, the bicycle facilities in thesecorridors were generated in close proximity to existingcommuter attractors. Based on the location and commuter
attractiveness of these facilities, Cross County Connectiondoes not believe that the primary focus is to create BicycleImprovement Areas, as was done in Cross CountyConnections Burlington and Camden Counties BicycleFacilities Report. In that Report, there were a significantnumber of existing facilities. The Bicycle Improvement Areasidentified areas lacking connectivity with public transportationin order to create a comprehensive bicycle network.
Rather, as in Cross County Connections Gloucester CountyBicycle Facility Report, Cross County Connection believes thatfunding the construction of the identified proposed facilities isthe next step. Therefore the need to assist the municipalitiesto obtain funding and complete their proposed facilities is thepriority. Cross County Connection believes that this is the nextstep in making Atlantic County attractive as an alternativecommuting location. After this is complete, then the
municipalities should focus on identifying where gaps in theirexisting bicycle facilities are and how to eliminate them.

This program promotes alternate modes of transportation.These funds are available for local projects that will result ineither the creation of a new independent bicycle facility or inmaking an existing roadway bicycle compatible.Approximately 50 projects are funded every year.

This program is available through SAFETE-LU 4 in order tosupport non-traditional transportation projects whoseobjectives support: more livable communities, enhance thetravel experience, and promote new transportation investmentpartnerships. resources, and to promote alternative modes of transportation.Bicycle and Pedestrian improvements are included among theprojects that are fundable under this program. Approximately40 projects are selected to participate in the program annually.

4A federal law that authorizes funds for Federal-aid highways,
highway safety programs, transit programs, and for other purposesincluding funding for bicycle and pedestrian projects. NJDOT usuallysolicits applications for TE funded projects in the summer or fall.
This program is available to communities that have beendesignated as Transit Villages by the State of New Jersey. Itsfocus is on projects in a community that plans and encouragesmixed-use redevelopment near passenger transportationfacilities. Transportation initiatives may include bike paths,sidewalks, streetscaping and signage.
