The Planning Board recom- mended that their decision under certain circumstances be final on matters that ord- inarily come before the com- mission for their consider- ation. Immediate objection was made by Commissioner Roy Shores that such a procedure would tie the hands ofthe commissioners at times, and as an elected body 'we res- erve the right to make «our own decisions.' Commissioner Harold Tur- ner said that ?1 though he, and the comm ssion had great respect foi the Plan- ning Board, it was a recom- mending body not a legis- lative one. Adam Hazlett, of the Plan- ning Commission explained how their group carefully investigated petitions as well as their effects on other areas concerned. He said that with five or more voting in the negative position it would expedite matters for the City Commission. He added that if the com- mission accepted the recom- mendation the planning board would operate with confid- ence in their judgement but 'as it is now, our decision can be abruptly reversed. We can do a better job if we know that a large majority decision will be upheld.' Queried by Turner about any 'abrupt' reversals, Hazlett named several in- stances when the Commission had reversed recommen- dations. Mayor Dane replied that such a procedure would be a matter of policy and the Commission would be most reluctant to sidestep their responsibilities and dec- isions were one of their duties. No Man's LandGreat cause for concern has been expressed

by many individuals lately by the trend of re-quests for industrial zoning in "no man'sland" or in the middle of nowhere as far asthe city is concerned.

Sometimes the requests seem reasonableenough and many wonder why it is not im-mediately granted. The land concerned is farfrom anything else. And shouldn't industry beremoved to outlying areas? But the point is,and it's im^irtant . . which areas?

In the long range comprehensive plan forany city experiencing rapid growth certainareas must necessarily be set aside for in-dustrial zoning. In the meantime, until thegrowth apex is reached, many clamor for in-dustrial zoning of outlying property. Usuallythe property owner gets it, but not always.

With the rapid expansion of Boca Raton, so-called "waste" areas will be choice residen-tial sites in the not too distant future. In-dustrial zoning of any sections of them wouldmore or less contaminate the whole and ittakes a wise man, or men, to recognize it.

Industry in the middle of nowhere, now, butneeded for residences later, will prove an un-

happy stumbling block to needed constructionof homes. It can only encourage other indus-trial or commercial buildings thus lowering, not raising, land values.

Planners state that the logical place forindustrial zoning is along railroad tracks toexpedite transportation problems and wherecurrent industry is located now.

Two lines of thought conflict If ALL in-dustry is confined to the present area, landprice would skyrocket and industries would bediscouraged from settling there. The betterway is a combination of the two, a designatedarea with plenty of room for expansion anduse of the present site.

The property owner whose land is far out-side the city center may have the legal rightto industrial zoning if he can show that itwould not damage land property nearby butat the same time he may be hurting his ownfuture land values.

There is no easy answer, both pro and conhave excellent arguments and both are right. It does seem, though, that the long rangeplan would reap more benefits for all concern-ed, including the owner.

Through My

WindowBy BEATRICE LANDRY

During the season there is little time for reading but whenthe pace slows down the first thing I reach for is a book. j[read like a greedy child eats candy, making up for busytimes* I've been fortunate in finding many fine books to en-joy but one of the strangest, and possibly most terrifyingone is Nevil Shute's novel, "On The Beach."

I picked it up casually, then couldn't put it down. Every-one should have a chance to read this absorbing story. Oneforgets that it is fiction and has the uneasy feeling thatmaybe it isn't It is a stirring, provocative story of nine cli-matic months in the lives of people who can foresee theirown end!

Dealing with the atomic age, it is a shattering novel, notrecommended for youngsters or the faint hearted. It could bea blue print of things to come and everyone concerned aboutthe future of the human race feels the paralyzing punch ofits characters. Reading, it is hard to remember that it is nottruth for Shute's strong story telling magic has the compul-sion of reality and as a world warning it carries a terrifyingimpact.

Reviewers say, and I agree, that it should be read by everythinking person and that if you don't read it you're not onlymissing a notable emotional experience but (also) ducking aresponsibility.

The noted author and critic, J.C. Furnas has this to sayabout it. "'On The Beach' is extremely important. I wishthat every voter and every member of every cabinet, legisla-ture and general staff in the world would read it under theinfluence of a catalytic drug making sure that every cell inhis brain soaked it in indelibly." Strong words indeed, butit is a strong book, a compelling one and really makes onewonder . . . could it . . . just could it possibly happen thatway . . .?
