1. ISSUE

The Program Evaluation Committee is making recommendations to City

4. BACKGROUND

4.1. The City of Revelstoke advertised for applications to the CBT Affected

Areas and Community Initiatives Program.

4.2. The applications were reviewed by the Project Evaluation Committee

5. FINANCIAL IMPLICATIONS

5.1. The funding for this program is received from CBT. The City of

Revelstoke receives 5% of the total program funds as a fee for

administering the program.

5.2. A summary of the funding received for the last 15 years since the

program’s inception is attached.

6. DISCUSSION

6.1. There were 38 applications submitted to the Program this year.

6.2. It is a very difficult task to review the various proposals, and the Program

Evaluation Committee selected by City Council and the Regional District

Area B Director again did an excellent job of evaluating the proposals on

behalf of local government and the community.

6.3. A summary of the evaluation process is attached.

8. RECOMMENDATION AND OPTIONS

8.1. Recommendations:

THAT City Council approve the funding allocations from the CBT

Affected Areas and Local Initiatives Program for 2013, as

recommended by the Program Evaluation Committee.

THAT City Council write a letter to the members of the Program

Evaluation Committee thanking them for their work in evaluating the

projects.

8.2 Option 1: Council could decide not to approve or to amend the

recommendations.

FUNDING RECOMMENDATIONS & EVALUATION SUMMARY

2013 Project Submissions:

Number of Applications Received: 38

Total Funding Requested: $531,806

Funding Available for 2013: $341,461 as per attached calculation

Public Review of Projects:

On Monday, March 4 approximately 160 people attended the Public Presentation meeting.

At the end of the meeting the attendees were invited to indicate their support for 10 projects.

143 voting forms were received. The food bank received the highest level of support at 79 votes.

Project Evaluations:

The Evaluation Team of John Simms, Linda Chell, Adelheid Bender, Pam Doyle and Edna-Mae

Johnson met the following day to complete the evaluation process. Lynda Lafleur, our

Community Liaison with the Columbia Basin Trust, also attended as an observer.

2013 Project Funding Recommendations:

The Evaluation Team recommends funding for the 38 project applications in the amount of

$341,461 as per the attached funding recommendation summary.
