1. Background summary on climate change issues in Vietnam Climate change presents one of the greatest challenges to development. The International Panel on Climate Change (IPCC) has presented its strong international consensus that climate change is caused by human activities, in particular by the developed nations. It has also demonstrated that serious impacts of climate change will hit the world’s poorest countries and poorest people who will bear the brunt of climate change. According to the UNDP Human Development Report 2007/2008, poor rural people are highly vulnerable to climate change, as it will directly affect the assets of ecosystem (such as crops, fish, fiber, fuel, etc.) they are crucially dependent on to maintain their livelihood. Furthermore, the achievement of the Millennium Development Goals may possibly become jeopardized. But also the mid-income populations in emerging economies may be seriously affected within the coming decades through economic and social impacts of more severe floods, drought and typhoon disasters, as well as associated health impacts.

1.1 Climate Change According to observed data, during the last fifty years (1951 - 2000), annual average temperature in Vietnam increased by 0.7oC. Annual average temperature in the last four decades (from 1961 to 2000) was recorded higher than annual average value of the three previous decades. At every location, change of annual average rainfall in the last 9 decades (1911 - 2000) was not consistent with each other. There was ascending time and also descending time. In the whole country of Vietnam, the trend of rainfall change varies from region to region According to the observation in the last 50 years the average sea level has risen by about 20cm.

1.2 Climate Change Scenarios Viet Nam’s climate (typhoons, floods, storm surges and droughts) complex topography and long coastline make the country particularly vulnerable to natural disasters. Most analysis and scenarios suggest that climate change will exacerbate vulnerability, particularly in coastal regions. However, uncertainty over the precise scale and nature of impacts remains. A recent report by IMHEN estimates mean annual temperature increases for Viet Nam to 2-3oC but uncertainty still exists. Changes in precipitation are also uncertain, but general increases in rainy season are expected, as well as decreases in the dry season. This may result in increased flooding and prolonged drought may also become more likely. In recent years, typhoons with higher intensity and unusual patterns have been affecting Vietnam and - on a timescale of 50 years - sea level may rise 30 cm.

1.3. Climate Change impacts International studies have identified Vietnam – and its 85 million populations – as among the five most vulnerable countries in the Worlds in relation to the potential impacts of climate change. There are three characteristic landscapes in Vietnam: i) low-lying coastal areas (in particular the Mekong and the Red River deltas); ii) fertile but flood prone floodplains and iii) the highlands with their forests and water sources. These landscapes are complex systems of interaction between soil, water and life, the so-called ecosystems. Human is an important part of these ecosystems. The importance of healthy ecosystems is not just as natural beauty and biodiversity. They are also development assets which provide crucial goods and services for mankind: Clean water, healthy food, medicinal plants, building materials, etc. And they also provide services like erosion and sedimentation control in forests, flood retention in river valleys and low flow maintenance in wetlands. Via the expected changes of driving forces like

temperature, rainfall, storms and sea level rise, these natural systems and their assets come under increasing – and often unexpected – pressures. Forest have until recent centuries been largely untouched by man. Now they are under heavy pressure by unsustainable timber logging, and climate change may increase these pressures. Temperature increases pave the way for new invasive pests (like bark beetles in the US) and drought increases risks for extensive forest fires (like California and Greece) Agricultural lands have through millennia been used as managed ecosystems to provide food (crops and livestock) for ever increasing populations. But intensive (often irrigated) farming is heavily dependent on ample water supply (like in Australia). Nor least in the 80% of the global farmlands under rain fed conditions. Also, the productive lands in flood plains and river deltas are under increasing threats from floods, storm surges and sea level rise. And also here invasive pests and weeds raise new threats. Both coastal and inland fisheries provide an important source of protein in particular for the poorest, but changing water temperatures and hydrologic regimes may threaten the health of these vulnerable ecosystems. Sufficient and reliable water supply is a fundamental precondition for economic development in both urban and industrial sectors. Increasing drought may cause severe impact (like in Spain). But equally serous may be impacts from increasing floods (like the Elbe floods in Europe) and storm surges (like New Orleans) These natural resources impacts may have severe social impacts on people’s livelihoods (like the Murray-Darling basin in Australia and Darfur in Africa) but also direct health impacts (the recent heat waves in France may have killed 30.000 people) Also the economic sectors may become seriously affected, as seen in New Orleans as well as the flood impacts in Central Europe. So – as clearly evidences above – the impact of climate change on landscapes and population groups rises a multitude of complex and often unforeseen issues and problems.

1.4 Responses The expected impacts will have to be addressed via responses (and no action is also a response) to mitigate the damages. The international debate on climate change have for many years been focused on mitigation and reduction of GHG emissions. However, it is fair to say that there are as even more uncertainty about the will to act on climate change, as there is in relation to specific scenarios and impacts. Most decision makers (and their researchers) hope that the worst cases will not materialize, but also put low odds on the likelihood of the most optimistic scenarios. In the case of Vietnam, this implies that there will be significant impacts over the coming 20-50 years, and that adaptation measures will become an important measure to face these challenges. Vietnamese mitigation will by itself not solve the problems.

2. Present status in relation to CC responses in Viet Nam In the previous decade, approximately 300 CC related projects have been planned, completed or are still under implementation by about 70 organizations2, often with limited strategic coordination. Also, in 2008 the Government of Viet Nam – and MONRE in particular – took an important strategic initiative by the Decision to establish the NTP: the National Target Program to Respond to Climate Change.

2.1 NTP: The National Target Program to respond to climate change. The NTP outlines the guiding principles for the effort, states the objectives and define specific tasks to be planned and implemented by all fields, sectors and localities. As such, the NTP forms the strategic framework for all climate change responses in Vietnam. The NTP has four general (or development) objectives

1. Impact assessment of climate change on sectors and regions 2. Response implementation through long- an short term action plans addressing CC 3. Development towards low-carbon economy and 4. Participation in international efforts on CC mitigation and adaptation

The eight specific objectives of NTP are to:

1. Identify extent of climate change in Vietnam and assess associated impacts on every sector, area and locality

2. Identify response measures 3. promote scientific and technological activities related to CC assessments and response options 4. Enhance organizational structure, institutional capacity and policies for response 5. Enhance public awareness, responsibility and participation; and develop human resources 6. Promote international cooperation 7. Mainstream CC into socio-economic, sectoral and local strategic plans 8. Develop and implement CC action plans in all ministries, sectors and localities

In the NTP Decision Annex, specific categories, tasks and projects are further defined, including tentative implementation budgets. This table provides a clear overview over both the relative priorities (with Action planning (and implementation), Science and technology programs and Public Awareness as key issues) and the lead implementing parties. It should be noted that institutional capacity building – a CBCC key outcome – has to be implemented in the two years 2009-10. Also, action plans – another important CBCC component -should be established by end of 2010. The NTP Steering Committee is chaired by the Prime Minister and the executive board is chaired by the Minister of MONRE, assisted by a Standing Office on NTP in MONRE.

2.2 CBCC: Strengthening national capacities to respond to climate change in Viet Nam The preparation of the CBCC project was finalized in March 2008 with the following project objectives stated:

Frameworks, mechanisms and capacities in place to inform, guide and coordinate (i) analysis of climate change related risks and formulation of CC adaptation policy responses and investment plans; and (ii) analysis of Green House Gas emissions, and formulation of investment plans and ways to change consumer behaviour for low-carbon economic development.

The project expected to achieve the following outcomes:

1. Climate change policy formulated and mainstreamed, a National Target Program to cope with Climate Change and related action plans formulated, and policy and management capacities for roll out strengthened

2. Improved knowledge base, and national research capacity strengthened to deliver analysis for evidence-based planning and policy development, and implementation of CC-related measures to support sectors and provinces in rolling out the NTP

3. Build capacities for regulation, guidance, local policy measures, and project management, and formulate concrete regulations, policy measures and investment plans for CC adaptation and GHG emissions control

4. Project management and long term technical advice The CBCC was not started until April 2009, after the decision on the NTP of December 2008. Accordingly, the project design does not account for the actual and formal details of the NTP. Therefore, the NPD has decided to use the inception phase to redesign the original project document to align it closely with the structure, tasks and deadlines of NTP and to revise the logical framework for appropriate project management, monitoring and evaluation. The general concept of technical assistance for capacity development has been maintained, the relations to the UN One Plan Outcomes 3 and 5 still applies, the indicative budget has not been significantly changed, and the implementation strategy and the management framework remain unchanged. However, in response to the delay in project start, the project duration 48 months is expected termination after 2012.

3. Project Overview

3.1 Context and issues As described above, the NTP provides the overall development and collaboration framework for the CBCC project. More specifically the NTP defines a number of responsible Ministries, sectors, provinces and related organizations3 and assign 9 tasks for the period 2009-15:

1. Assessment of climate change extent and impacts in Viet Nam 2. Identification of measures to respond to climate change 3. Development of a science and technology program on climate change 4. Strengthening the capacities of organizations, institutions and policies on climate change 5. Awareness raising and human resources development 6. Enhancement of international cooperation 7. Mainstreaming climate change issues into socio-economic, sectoral and local development

strategies, plans and planning 8. Development of action plans of Ministries, sectors and localities to respond to climate change 9. Develop and implement projects of the program

A total budget of 1965 billion VND are allocated for the period 2009-2015, in addition to budgets to implement action plans of Ministries, sectors and localities. The implementation of the NTP will represent a huge and complex challenge to the capacity of the implementing parties and in particular to MONRE and the SO of NTP because:

• The political and public attention is increasing rapidly, • Many issues are new – and in some case uncertain and contested – • Many responses involve complex international agreements • The need for cross-sectoral and inter-disciplinary collaboration is evident.

In this context, it will be the key role and challenge for the CBCC project to assist and support MONRE and other key implementers at both national and provincial level in developing the human, institutional and technical capacities to handle these challenges. By doing so, the specific outputs and activities of CBCC must be closely and transparently linked to the NTP objectives and tasks

3.2 Development Goal The Development goal is identical with the key objective of the NTP is:

To minimize the vulnerability of the populations and landscapes of Viet Nam through appropriate measures of adaptation and mitigation

This goal can only be achieved via a long-term effort in a combination of national and international mitigation and adaptation measures. The overall responsibility to provide – and adjust - the guiding principles, strategies and action plans will be with the Vietnamese national and provincial Government. But public awareness, mobilization and involvement will be a must, as well as support from an innovative research sector and a socially responsible private sector.

3.3 Project Objectives In accordance with the framework of the original ProDoc, the project objectives are defines as:

To facilitate effective NTP implementation by strengthening the capacity of the implementing parties in the following areas: 1. Climate change policy and action plans formulated and CC incorporated in

relevant programmes/policies, in particular related to NTP tasks III 6, 7, 8 and 9 • Mainstreaming of CC issues into socio-economic, sectoral and local development

strategies, plans and planning. • Strengthen the capacities of organizations, institutions to develop policies and strategies

on climate change • Development of action plans of Ministries, sectors and localities to respond to climate

change • Development and implement pilot projects of the NTP • Enhancement of international cooperation

2. Knowledge and research capacity enhanced for CC vulnerability, adaptation and GHG mitigation assessment, in particular related to NTP Tasks III 1, 2, 3 and 5 • Assessment of climate change extent and impacts in Viet Nam • Identification of measures to respond to climate change • Development of a science and technology program on climate change • Awareness raising and human resources development

3. Capacities strengthened for policy development and implementation of response measures for CC adaptation and GHG emissions control, in particular related to NTP tasks III 4

• Strengthen the capacities of organizations and institutions to develop legal documents and mechanisms to respond to climate change

As such, CBCC by itself become a “NTP task” in MONRE and MARD under section III.5: Awareness raising and human resources development. And its particular elements are specifically linked to the respective sections of NTP Chapter III: Tasks and solutions. It shall be emphasized that the Project Objectives imply that CBCC is a “service provider” of “Capacity Building Packages” to the implementing parties of the NTP. It will be the responsibility of the particular “Ministries, sectors and localities” to allocate financial as well as human resources for the actual implementation of their specific NTP tasks. And it will be the responsibility of the CBCC to respond to requests for support within the budgetary priorities established in the annual and quarterly CBCC work plans

3.4 Expected outcomes Each of the three project objectives will provide number of expected outcomes, defined as general themes for CBCC focus and prioritization. These outcomes also serve as guidelines for the actual NTP implementation efforts of the various implementing partners.

The expected outcomes are:

3.5 Expected Output and Indicative Activities Due to the inherent uncertainties in the activities and capacity development needs of the NTP implementing parties, the project output will be defined as a number of (tentative) Capacity Development Packages. In the annual and quarterly work plans, the activities under the CBP’s will be determined in a dialogue with the specific target groups and defined in a number of “Support Services Agreement” (SSA’s) An indicative outline of the Capacity Building Package is presented below.

4. PROJECT IMPLEMENTATION STRATEGY

4.1 Overall strategic approach Climate change will impact most sectors of Viet Nam’s economy and therefore response to climate change requires a coordinated multi-sector approach. The GoV’s plans for a NTP to respond to this challenge, which indeed takes a multi-sector approach and will work at different levels by supporting policy analysis, changes to planning systems, capacity development as well as investment projects. UNDP support will align closely with the NTP specifically with the responsibilities and mandates of two of the most important ministries to address the challenges, MONRE and MARD The project indirectly supports cooperation and coordination between these ministries, through joint and complementary activities. The core activities are strategy and action plan formulation, research on CC impacts and adaptation as well as GHG mitigation opportunities; and capacities in policy formulation, research and formulation of concrete policy measures and investment plans. The project will also directly address the multi-sector nature of the issue by involving a wide range of stakeholders in for example learning on of financing opportunities for addressing the twin sides of the problem - of vulnerabilities for the impacts of climate change and the need to start addressing the causes. The project will play a leading role in drawing lessons learned from other countries and projects to feed into DRR policy and institutional development. This project will work closely on research and action planning and also capacity building with a UNDP project led by MARD on Disaster Risk reduction, under MARD’s Standing Office of the Central Committee for Flood and Storm Control and a project implemented by MPI. It is expected that information will be shared and project will coordinate closely with the two projects. The project is firmly based in the One UN initiative and the results link directly to key outputs of the One Plan, as highlighted in section II. This will also be achieved through close collaboration with the relevant UN organizations represented in Viet Nam through so called Program Coordination Groups. Closely related projects under the framework of the One Plan aim to support policy and strategy formulation, including a UNDP project with MPI that supports the preparation of the Social Economic development Strategy and Plan (for 2011 onwards). Collaboration will also be sought with other projects and UN organizations and their national partners in all aspects including M&E and reporting of results. This commitment to collaboration relates also the wider UN effort to harmonize programs.

4.2 Strategic approach to address cross-sectoral issues

Gender equality

The project will pay particular attention to gender equality aspects as women are especially vulnerable to climate change (HDR 2007/2008). The project will do this e.g. by reviewing best practices for policy development and analysis of support needed for women who are highly vulnerable to the climate change. Research activities, including those related to CC impacts and to low carbon energy provision to the poor will include gender experts. UNDP will thus support the Government to analyze and identify gender-specific impacts of CCA and GHG mitigation. The project will also ensure improved participation of men and women in environmental decision making by encouraging women to participate in project activities. Specifically, women will be included in the training sessions for government officials. According to UNDP NEX guidelines, all project activities (fellowships, trainings and study tours) needs to target at least 30 % participation of women. These targets are in line with UNDP’s Gender Equality Strategy 2008-2011.

Coordination between MONRE and other implementing agencies (Responsible Parties - RPs)

MONRE is mandated to lead and coordinate formulation and implementation of the CC-NTP, and is responsible for: (i) overall coordination, management, monitoring and reporting, (ii) development of the policy framework and regulation, (iii) development of guidelines for preparation of sectoral and provincial climate change action plans and for mainstreaming CC into national and sectoral and provincial strategies and plans; and (iv) awareness raising. In this capacity MONRE will work with all relevant sector ministries and local authorities. To implement specific components of this project, MONRE will work closely with MARD and PPCs of three target provinces to ensure coherence and synergies between activities, timely planning and implementation and M&E of activities responsible for by each RP.

5. PROJECT IMPLEMENTATION ARRANGEMENTS The project will follow the National Execution (NEX) modality with procedures set out in the Provisional Guidelines for Project Management (PGPM; October 2005), to be replaced by the Harmonized Program & Project Management Guidelines (HPPMG) that are under preparation.

Government Agency/National Implementing Partner (NIP) MONRE will be the NIP and thus be accountable to the Government and UNDP for ensuring (a) the substantive quality of the project, (b) the effective use of both national and UNDP resources allocated to it, (c) the availability and timeliness of national contributions to support project implementation and (d) the proper coordination among all project stakeholders, particularly national parties.

Project Focal Point MONRE has two agencies with the mandates relating to CC:

- The Viet Nam Institute of Meteorology, Hydrology and Environment (IMHEN) is a functional organization for science under MONRE with a mandate for research and development of science and technology on meteorology, hydrology, oceanography and water resources. IMHEN undertakes research and analysis that provides a scientific foundation for the formulation of development strategy, law and policy.

- MONRE has just upgraded its Hydrometeorology Department to the Climate Change and Hydrometeorology Agency (CCHA), which will be responsible for “state management”, including policy development on CC as a host of for example the focal points fro the UNFCCC and the CDM.

MONRE assigned IMHEN to be the Project Focal Point who will be the lead organisation in the present project, acting for MONRE and working with various departments, offices and institutes in MONRE, MARD and selected provinces. The Project Focal Point will serve as the main responsible party and will be responsible for day-to-day management and implementation of the project. This includes mobilizing all national and international inputs to support project implementation; organizing and monitoring project activities in accordance with the agreed work plan; and on a quarterly basis reporting to MONRE and UNDP on the progress as well as financial status of the project.

5.1 Diagram of organizational structure The project implementation structure will be as explained below and shown in the diagram:

5.2 Executive Board OF NTP The Executive Board (EB) of NTP will be chaired by the Minister of MONRE and will provide overall supervision and guidance for implementation of project. The EB will meet every six-month and more ad-hoc as deemed necessary. (Refer to TOR of the EB).

5.3 Project Management Unit in MONRE MONRE assigned a Director of IMHEN to be the National Project Director (NPD). The NPD is accountable to MONRE for the use of project resources and to deliver on outcomes. Specifically the NPD will be responsible for overall management and implementation of the project, especially through managing a project management unit (PMU). The Project Management Unit (PMU) in MONRE will be responsible for the following.

• Prepare an inception report including detailed work plan and identification of target provinces.

• Support the Project Executive Board and the National Steering Committee and translate their guidance into day-to-day project coordination and management.

• Provide technical support to MONRE, MARD and provincial authorities for implementation efforts to achieve the project outcomes.

• Mobilize technical assistance in support of the achievement of outcomes • Undertake project monitoring, budget management, detailed work planning (annual, quarterly),

and fulfilling report needs to government and international donors The PMU will be hosted by the Project Focal Point, and will comprise of the following positions:

5.4 Other participating agencies (Responsible Parties – RPs) MARD and provincial authorities, and other partners including contractors and international experts are called other implementing agencies or (other) Responsible Parties (RPs), which are all essential to the success of this project. There will be a number of contractors (or consortia between international and national institutions) that will be mobilized in accordance with the UNDP standard procurement process or government bidding law/ standard process agreed upon by UNDP and the NIP. Detailed tendering packages for SSA will be prepared in collaboration with the relevant NTP implementing parties during each quarterly project planning phase, pointers to which are included in Annex 2. Pilot/demonstration projects will be initiated towards the end of the second year. Implementation arrangements for these pilot/demonstration projects will be designed in accordance with specific needs.

5.5 The CC-project Team in MARD MARD will assign a Component Director with responsibilities for the MARD results, and is accountable for the use of project resources and to deliver those results. The Component Team in MARD will work closely with MONRE and will be responsible for:

• Mobilizing research partners. • Coordinating sectoral level analysis and implementation • Working with technical assistance at the sector. • Undertake component monitoring and detailed (annual, quarterly) work planning and reporting

to UNDP and PMU concerning the MARD component, with assistance from the PMU • Reporting on sectoral issues to MARD, the NPD/Project Management Unit, and UNDP.

The Component Team in MARD will comprise of the following positions:

• A National Technical Advisor • A Coordinator/Interpreter • An Accountant/Administrator

Office of the Project Component in MARD is expected to be within the MARD Standing Office of the Steering Committee for Climate Change Mitigation and Adaptation.

5.6 Provincial task forces and Provincial Project Offices The proposed project provinces are Can Tho, Binh Thuan and Binh Dinh, which will be confirmed during the inception phase, as will implementation arrangements in each of the 3 provinces. The selected provinces will be the same as those selected under the MARD-led DRR project that is referred to above. At the province level task forces will be created and coordinated by the local Departments of Natural Resources and Environment (DONREs). The Provincial People’s Committees (PPCs) of the three project provinces will sign Letters of Agreement with the NPD to establish this collaboration. PPCs will assign DONREs to take charge of implementation and a Senior official to be the focal point in liaising with the NPD. In each province, a Provincial Project Office (PPO) will be established to support the activities. The provincial task forces will be responsible for:

• Mobilizing local field-research capacities. • Coordinating provincial level analysis and implementation • Working with technical assistance at the provincial, district and commune level. • Working with the MONRE-PMU on detailed (annual, quarterly) work planning concerning

provincial activities • Reporting on provincial level activities to the Provincial People’s Committees, NPD/Project

Management Unit and UNDP. The project will supply one Technical Support Officer based in each province and some logistical support to the PPOs. The technical PMU staff will be responsible for on-the-job training, to ensure the successful implementation of the project activities and their sustainability.

5.7 Coordination with donors The Climate Change Adaptation Working Group under the ISGE/MONRE and the National Disaster Mitigation Partnership (NDMP) based in MARD will provide the key forums through which coordination and consultation with ongoing CC work will be achieved. UNDP-Viet Nam has played a central role in both these mechanisms over the past years.

5.8 Financial management mechanism MONRE will maintain overall accountability for the proper financial management of inputs, both directly managed by MONRE, and delegated to other participating agencies (Responsible Parties – RPs), as per the NEX guidelines. With support from the Project Management Unit, MARD will formulate its component detailed annual and quarterly work plans and component-financial reports; and MONRE will be responsible for the financial report of its own activities and consolidate financial reports submitted to it from provinces and other RPs (as regulated in the Letter of Agreements or sub-contracts). MONRE and MARD will thus report to the UNDP on the use of project resources as per the NEX guidelines. The Project Management Unit will be responsible for ensuring that an annual NEX audit of the project is carried out in line with guidance from UNDP/GACA. MONRE will be held accountable to follow up on recommendations by auditors.

5.9 Public Information and Advocacy The Government and UNDP have an obligation to inform their stakeholders of the benefits and impacts of UNDP-funded assistance activities. Public information and policy advocacy is a key aspect of this project. This project is central in the UNDP assistance in the field of CC, and will publish reports and initiate high level workshops and policy advocacy events.

5.10 UNDP Support UNDP will provide audits, management costs (Implementation Support for UNDP services) as well as GMS for co-financing If MONRE requires from the UNDP CO any of the types of support services as stipulated in UN/UNDP project management guidelines4, they will be expected to send to the UNDP CO requests for such support services, together with specific TORs, specifications and/or other instructions based on which the UNDP CO will directly access funds to undertake its implementation support duties and recover service costs (“ISS”), in line with relevant provisions in UN/UNDP project provisional guideline5.

5.11 Monitoring & Evaluation MONRE will be responsible for M&E, following generally agreed procedures in project management guidelines, using measurable indicators to monitor the project’s quality of implementation, progress and contribution to outcomes. The main M&E principles that will be adopted by UNDP and MONRE are that M&E should be: (a) continuous, (b) involve partners in the central and local GoV agencies responsible for implementation and others (e.g. from civil society), (c) focus on progress towards outcomes and use indicators, (d) provide the basis for results-oriented reports, evaluations – if applicable, and (e) use a mix of tools – e.g. a balance of regular visits, analysis of reports, and participation of people at different levels. The project monitoring framework in Annex 3 provides the basis for monitoring of the results and provides the main guidance for overall monitoring and evaluation (M&E) by MONRE, the UNDP and other concerned agencies (including GACA) under the auspices of the overall monitoring of progress in achieving Outcome 3 and 5 of the UN One Plan. The project is subject to various types of regular review, i.e. an annual review (preferably together with other projects under the Outcome 3 and 5 of the UN One Plan), quarterly progress reports, regular site visits, and ad hoc reviews if so required, also by specific Donors of the project. The PMU/MONRE will be responsible to prepare reports and circulated to the project parties before reviews and circulate notes following the review meetings to enable proper follow-up. MONRE will consolidate progress from RPs and provide quarterly progress and financial reports to the UNDP utilising a consistent format agreed between the UNDP and GoV. The project is subject to a terminal outcome evaluation toward the end of the project (primo 2012). In addition, it will be subject to ad-hoc reviews if problems arise during implementation. It may also be assessed by thematic studies in conjunction with related projects in order to learn lessons that will feed into continued programming and policy advice. The main assumptions/risks for each outcome are detailed in the Output Monitoring Framework in Annex 3 and Section 6.2, and need consideration by MONRE in regular progress monitoring as well as the mid-term review and final evaluation.

6. OTHER CONSIDERATIONS

6.1 Sustainability Close alignment with the National Target Program to cope with Climate Change will contribute significantly to institutional sustainability. Analysis and methodological development during the early stage of the project should ensure that target provinces and selected sectors are able to learn, adapt and (if appropriate) replicate this approach to develop and implement locally-appropriate provincial and sectoral adaptation frameworks. Key features of the design that optimize the likelihood of future replicability and post-project sustainability are a) up-front analysis of policy and institutional frameworks and intervention options, b) up-front development of analytical and planning frameworks that could be easily adapted by other provinces and sectors; and c) close harmonization with the design, piloting and implementation plans for the NTP. NTP development has been requested by the Prime Minister and therefore this project will have strong government support at both central and local levels provided this is indeed closely aligned with general-national, sectoral and provincial efforts to address climate change adaptation.
