FOREWORD

This EmergencySheltersBooklet hasbeenupdated to facilitate communication in timesofdisaster.

2. Thebookletagainincludesthenames,addressesandtelephonenumbersofkeyper-sonnelandagenciesinadditiontoseniorwardens,deputyseniorwardensandemer-gencywardens.Thisinformationisonlycurrentuptothetimeofprintingsinceshelterstaffmaynotbeperformingtheirsubstantiveassignmentsforonereasonoranotherduringtheperiodoftheevent.However,insuchcasesShelterWardensarerequestedtoinformtheChiefShelterWardenassoonaspossiblesothatchangesmaybedis-seminated.

3. WhileeveryeffortisbeingmadetohavethisMinistry’sannualcivilworksdoneduringtheschool’ssummervacation,itisexpectedthatsomeschoolswillbeunavailableasshelters.

4. Youareremindedthatthereareseveralnaturalandmanmadehazards,someofthempotentiallymoredestructivethanhurricanes.Theseincludeearthquakes,tidalwaves,fires, oil spills and aircraft crashes to mention only a few.

5. Sheltersarelistedintwocategories,asfollows:

Category1 - Shelterswhichmaybeusedduringahurricaneorotherhazardevent.

Category2 - Shelters which may be used if they are still in a reasonableconditionafterahazardeventordisaster.

6. Iwishtostressthatpersonsseekrefugeinsheltersattheirownrisk,asnoguarantee

canbegiventhatanybuildingwillremainstandingorbehabitableafteradevastatinghurricane,otherhazardordisaster. For thisreason, it isadvisable forpersonstoremainintheirownhousesorseekrefugeinthehomesoffriendsorrelativesorinneighbouringbuildingsconsideredtobestructurallysound.Ifyouplantoremainathome,astrongroom,preferablylocateddownstairsinthemiddleofthehouseshouldbechosen.

7. Howeverpersonsareadvisedtoprepareemergencykits incasetheyhaveto leavetheirhomes.Non-perishablefooditemsshouldbeincludedtolastforatleastthree(3) days.

8. Iwould liketotakethisopportunitytothankallpersonswhoarerenderingnationalserviceasseniorwardens,deputyseniorwardensandemergencyseniorwardensaswellasthosewhoassistwiththeworkoftheDepartmentofEmergencyManagement(DEM) as individuals, as members of District Emergency Organisations or any other agencies.

9. ThisBookletshouldbeeasilyaccessibleandkeptasaconstantcompanionincaseadisasterstrikesonsomeunexpectedoccasion.

12. SummerRepairs–Sheltersundergoingsummerorminorrepairsarenotexpectedtobeunavailableduringthehurricaneseason.

13. There are five emergency shelters with bathrooms which can be accessed by the PhysicallyChallengedusingwheelchairs:

EMERGENCY SHELTER REGULATIONS

1. TheSeniorWardenisthesupremeauthorityintheshelterand his/her decision isfinal.

2. TheEmergencyShelterWardenorotherShelterWardendesignatedbytheSeniorWar-denwillberesponsiblefortheShelterintheabsence oftheSeniorShelterWarden.

3. TheWardenisentitledtocalluponanyoccupantoftheSheltertoassistinitsoperationandeveryoccupantisexpectedtocooperatetothebestofhisorherability.

4. IfaStateofEmergencyisproclaimedatanytimeundertheEmergencyManagementAct2006-20,allpersonswithintheshelterwillbesubjecttoOrdersmadeundertheActandwillbeliableforsuchpenaltiesasmaybeimposedforfailuretocomply.

5. TheSeniorWardenandallassistantsare forbiddentoacceptresponsibility foranyitemofpersonalpropertyofanyoccupantoftheShelter.

6. TheDepartmentofEmergencyManagementwillNOTbeliableforany damage to, orlossofanypropertybelongingtoanyoccupant.

7. AnypersonwhoisseendefacingorinanywaydamagingtheShelteroranyitemofitsfurnitureorequipmentwillbeprosecuted.

8. Unseemly,indecentorunsocialbehaviorsuchastheuseofviolence,profanelanguageordrunkennesswillnotbetoleratedandwillresultin prosecution where any suchoffenceiscontrarytothelaw.

9. NosmokingofanykindwillbeallowedinanEmergencyShelter.

10. Theconsumptionof alcohol or otheralcoholic beverages is strictly forbidden in anEmergencyShelter.

11. No firearms will be allowed in an Emergency Shelter.

12. NooffensiveweaponswillbeallowedinanEmergencyShelter.

OneofthemostimportanttoolsforemergencypreparednessistheDisasterSupplyKit.Listedbelowarethemostimportantitems.Stockuptodayandreplenishasnecessary,especiallyatthe beginning of the Hurricane Season (June 1):• Two-weekssupplyofprescriptionmedicines.

• Two-weekssupplyofnon-perishable/specialdietaryfoods.

• Drinkingwaterincontainers:1galperperson/perdayfortwoweeks.

• Flashlightsandbatteriesforeachmemberofthefamily.

• Portable radio and (7 sets) batteries.

• FirstAidbookandkitincludingbandages,antiseptic,tape,compresses,nonaspirinpainreliever,anti-diarrheamedication.

• Two coolers (one to keep food and one for ice).

• Plastictarpforroof/windowrepair,screening,tools,nails,etc.

Protecting your PetsPetownersareresponsiblefortheprotectionoftheirpetsduringdisasterevents.Ifyouplantoevacuate,planforyourpetaswell.Petsarenotallowedinpublicemergencyshelterssoitisadvisabletomakepriorarrangementstoshelterpets.Ifyougotofriendsorrelatives,andif it is OK to take your pets; also take your Pet Survival Kit as well. Emergency Sheltering

Oneoftherealitiesofemergenciesanddisastersofallkindsisthatpeoplemaybeforcedtoleave their homes; firstly, because of the threat of a hazard impact or secondly, their homes mayhavebeendestroyedordamagedextensivelybytheevent.Shelterisabasichumanneed.Inadditiontowater,food,healthandpersonalcare,shelteriscrucialtosurvivalinanemergencyordisaster.Inadditiontosurvival,goodshelterpromotesthemaintenanceofhealthandsafeguardsthepopulationfromthepotentialnegativeimpactsofexposuretothephysicalenvironment.However,emergencysheltersarenotexpectedtobecomepermanenthomesforevacuatedpersons.Sheltersarestructurallysoundbuildings,insafelocationsthataredesignatedintheplanningstagesofDisasterManagementProgrammestohousevictimsofanemergencyordisasterandtoprovidefortheirimmediateneeds.Theperiodofoccupationatthesefacilitiesisusuallyaverybriefoneextendingnotmorethanafewdays,butmaybelengtheneddependingontheseverityofimpactontheaffectedcommunity.Shelteringinanationalemergencysheltershouldbeyourlastresort.Personsshouldalwaysmake prior arrangements to seek shelter at a family or friend first – it would be much more

comfortable.However,ifyouhavetoevacuatetoapublicshelter,youshouldfollowtheguide-linesbelow:• Beawareofemergencyshelterslocatedinyourarea.Thisinformationcanbehadfrom

yourZonalCommitteeortheDepartmentofDisasterManagement.

• Do not attempt to seek refuge in a shelter unless notified by authorities that it has been officially opened.

• Listenforevacuationadviceandleavepromptlywhenadvisedbyauthoritiestodoso.

• Recognizethatapublicshelter’sprimaryfunctionistoproviderefuge,thatis,aroofoveryourhead.Foodandblanketsmaynotalwaysbeavailable.

• Pets,weapons,alcoholicbeveragesandnarcoticswillNOTbeallowedinashelter.Cir-cumstancesmayalsorequireabanoncigaretteorcigarsmoking.

• Ifatallpossible,makearrangementstostaywithafriend.Whereveryougo,takeprovi-sionswithyou.Rememberyouarenotjustaguestbutashelteree.Helpothersintheshelterinanywayyoucan.

Before You Leave

• Besureyourfamilyiswellfedbeforeyoutakethemtothehomeofafriendortoapublicshelter.

• Fillasmanycontainersaspossiblewithwaterandstoreinrefrigerator.Fillbathtubandwashing machine with water. (You may need this supply when you return.)

• Shutoffwaterandelectricityattheirmainswitches.Donottouchanyelectricalequip-mentunlessitisinadryareaoryouarestandingonapieceofdrywoodwithrubberfootwearandgloves.

• Shutoffvalveonpropanegastank.Leaveoutsideandanchorsecurely.

• Lockwindowsanddoors

• Bringpetsinsideifyouremainathome.

• Have plenty of newspaper for sanitary purposes. Feed pets moist or canned food topreservewater.

• Ifyoudecidetoevacuate,remembershelterswillnottakepets.Ifpossible,arrangetoleaveyourpetswithafriendorreleasepetinsidehouse.Donotleaveanypetoutsideortiedupduringahurricane.Leaveplentyofwater.Removetoilettanklidandraisetoiletseatsopetcandrink.Bracebathroomdoortostayopen.

• Takesmallvaluablesandthefollowingimportantpapersbuttravellight:Driver’slicenseor other identification, bankbook/cards, insurance policies, property inventory and pho-tos,devicetoconveyspecialmedicalinformation.ShelterManagerswillnotberespon-sibleforthestorageofvaluableitems.

When You Leave• Leaveearly,indaylightifpossible.

• Avoid already flooded areas. Do not attempt to cross any stretch of floodwaters on foot ifthewaterisaboveyourknees.

• Do not drive where water is over roads. Under those floodwaters, the road could already bewashedaway. Therisingwaterscould liftyourcarandcarry itaway...andnoonecoulddoanythingtohelpyou.

• Drive carefully; do not travel farther than necessary. Roads may be jammed or blocked.

• Take extra precautions if you are told to evacuate at night. Night darkness hides the flood dangers. If you suddenly find yourself driving through floodwaters and your car stalls, get out immediately and climb to higher ground. A stranded auto could become a coffin.

• Whenyouhavefoundasaferefuge,stayput!Manypeoplehavelosttheirlivestryingtogofromoneplacetoanother.

• Registereachmemberofyourgroupassoonasyouentertheshelter.

• If conflicts arise between shelter occupants, the shelter manager will decide the course ofaction.

• Rememberkeepingtheshelterfacilitycleanandsanitaryiseveryone’sresponsibility. Items To Take To An Emergency Shelter:•Pillows,blankets,sleepingbagsorairmattresses.

• Extraclothing,shoes,eyeglasses,etc.

• Tropicalstorm:Tropicalcyclonewithwindsof39to74mph.

• Tropical Wave: A kink or bend in the normally straight flow of surface air in the tropics whichformsalowpressuretrough,orpressureboundary,andshowersandthunder-storms.Candevelopintoatropicalcyclone.

• Tropicalcyclone:Alow-pressureweathersysteminwhichthecentralcoreiswarmerthan the surrounding atmosphere. The term “tropical cyclone” is also used in the Indian Oceanandaround theCoralSeaoffnortheasternAustralia todescribestormscalled“hurricanes” and “typhoons” in other areas.

• Tropicaldepression:Atropicalcyclonewithmaximumsustainedwindsnearthesurfaceoflessthan39mph.

• Hurricane:Atropicalcyclonewithwindsof74mphormore.Normallyappliedtosuchstorms in the Atlantic Basin and the Pacific Ocean east of the International Date Line.

• Tropical Storm Alert: Tropical storm conditions (34-73 mph) are expected within 48 hours.

• Stormsurge:Thedomeofwaterthatbuildsupasahurricanemovesoverwater.Asthis water comes ashore with the storm, it causes flooding that is usually a hurricane’s biggestkiller.

• Eye:Thelowpressurecenterofatropicalcyclone.Windsarenormallycalmandsome-timestheskyclears.

• Eyewall:Theringofthunderstormsthatsurroundsastorm’seye.Theheaviestrain,strongestwindsandworstturbulencearenormallyintheeyewall.

• Knot:Ameasureofspeed.Itisonenauticalmileperhour.Neverreferto“knotsperhour” unless you want to describe acceleration. A nautical mile is one minute of one degreeoflongitudeandisslightlylongerthantheordinary,orstatute,mileusedintheUnitedStates.Toconvertnauticalmilestomilesorknotstomilesperhour,multiplyby1.15.Toconvertmilestonauticalmilesormilesperhourtoknots,divideby1.15.

Millibar: A metric measurement of air pressure.

Barometric Pressure: is defined as atmospheric pressure i.e. the force exerted on a surface ofunitareacausedbytheweightoftheaircolumnabove,normallyat1013.2millibarsatsealevel.Itindicatesthepresenceandmovementofweatherpatternsandaffectsmanyphysicalmeasurements.

North Atlantic Basin (sometimes called just the “Atlantic Basin): The Atlantic Ocean north of the equator,theCaribbeanSea,andtheGulfofMexico.

Things To Do At The Start Of The Hurricane Season

• DONOTattempttocutbranchesortreesthatmayfallonthewires.

• DONOTpackrefrigeratororfreezerwithlotsofperishablefoods.

• HaveonhandsimpleFirst-Aidsupplies.

• Stockupon4-5dayssupplyoffoodthatdoesnotneedcookingorrefrigeration.

• Open flame lamps and candles create a possible fire hazard. Use flashlights or battery poweredlamps.

• Besureyouhaveadequateinsurancecoverage.

• Checkyourroofannuallyforloosescrewsornailsanddamagedroofsheeting.RepairandreplaceaccordingtothelocalBuildingCode.

• ForyourBusiness-takethenecessaryprecautions.Ifastormthreatens,secureyourbuilding.Coverwindowsandcoverandmoveequipment/furnituretoasecurearea.

• ALWAYS protect your data with backup files. If dependent on data processing, consider storageatanalternatesite.Also,makeprovisionsforalternatecommunicationsandpower.

What To Do When A Hurricane Watch Is Given

STORM WARNING FLAG• Listenforweatherupdatesonthelocalradioandtelevisionstations.Don’ttrustru-

mours,andstaytunedtothelatestinformation.

• Checkyourdisastersupplieskit.Obtainanyneededitems.

• Refill prescriptions. Maintain at least a two-week supply during the hurricane season.

• Clear yard of potential flying debris. E.g. patio furniture, potted plants, bicycles and trashcans.

• Cleancontainersfordrinkingwaterandyourbathtubforstoringcleanwater.Planonthreegallonsperperson,perdayforalluses.

• Protectyourwindowsandglassdoors.Ifshuttershavenotbeeninstalled,youmayalso

• Leave the swimming pool filled and super-chlorinated. (cover the filtration system)

• Getcash.BanksandATMwillnotbeinoperationwithoutelectricityandfewstoreswillbeabletoacceptcreditcardsorpersonalchecks.

• Always have some form of personal identification on your person – ID card, Driver’s LicenceorPassport.

When The Hurricane Warning Is Given

HURRICANE WARNING FLAGS• Listen to the advice of local officials, and leave if they tell you to do so.

• Completepreparationactivities.Makesureyourwindowsareprotectedandhomese-cured.

• Ifyouarenotadvisedtoevacuate,stayindoors,andawayfromwindows.

• Checkyourdisastersupplieskit.Also,makesureyouhaveatleastatwo-weeksupplyofnon-perishablefoods.

• Duringthestorm,stayinsideandawayfromwindows,skylightsandglassdoors.Findasafeareainyourhome-aninterior,reinforcedroom,closetorbathroomonthelowerfloor.

• Wait for official word that the danger is over. Don’t be fooled by the storm’s calm “eye”. Be aware that the “eye” of the storm/hurricane is deceptive; it is not over. The worstpartofthehurricaneoccursoncethe“eye’passesoverandthewindsblowfromthe opposite direction. Trees, shrubs, buildings and other objects damaged by the first windscanbefurtherdestroyedbythesecondwinds.
