OVERVIEW OF THE REHABILITATION TRAINING PROGRAM Established in 1954, the Rehabilitation Training Program is one of the oldest existing federal training grant assistance programs. The program has substantially revised its emphasis and the scope of its coverage over the years in response to developments affecting the delivery of quality rehabilitation services. The Rehabilitation Training Program's purpose is to: a. Increase the supply of qualified personnel available for employment in the public

rehabilitation program, which includes the state-federal program of vocational rehabilitation, federally funded independent living centers, and providers of services to state agencies and independent living centers and programs.

b. Maintain and upgrade basic skills and knowledge of personnel employed in the public

rehabilitation program. Rehabilitation training grants are awarded to ensure that skilled workers are available to provide the broad scope of services required by clients of the state-federal programs of vocational rehabilitation, supported employment, and independent living. Such services are provided by state vocational rehabilitation agencies and public and private nonprofit organizations through service arrangements with state vocational rehabilitation agencies. Current grant programs under the Rehabilitation Training Program include the following: 1. Rehabilitation Long-Term Training This program provides funds primarily to academic institutions in areas of personnel shortages related to the public rehabilitation program. Funded projects must provide training leading to an academic degree or academic certificate (including residency programs in rehabilitation medicine). The institutions receiving funds under this program are required to use a minimum of 75 percent of the grant money for scholarships to students. Students who receive these scholarships are required to “pay back” two years of service in the public rehabilitation program for each academic year of support. 2. State Vocational Rehabilitation Unit In-service Training This program is designed to support special projects for training state vocational rehabilitation agency personnel in program areas essential to the effective management of the agency's programs of vocational rehabilitation, supported employment, and independent living services. Training may also address skill areas that will enable personnel to improve their ability to provide rehabilitation services to individuals with severe disabilities. As these grants support “internal” training of state agencies, they are not included in this catalog. 3. Technical Assistance and Continuing Education Program (TACE) Three continuing education grants are made to institutions to conduct the Institute on Rehabilitation Issues, a program that provides the vocational rehabilitation (VR) field with useful and timely information on relevant VR topics.

The Technical Assistance and Continuing Education (TACE) grants were formally known as Rehabilitation Continuing Education Programs (RCEPs). 4. Rehabilitation Short-Term Training This program supports special seminars, institutes, workshops, and other short-term courses in technical matters relating to the delivery of vocational, medical, social, and psychological rehabilitation services. Projects under this program are announced in the Federal Register in areas of special national or regional significance to the delivery of rehabilitation services. Projects funded under this category can be found in the “Special Programs” section of this catalog. 5. Training of Interpreters for Deaf Individuals The Training of Interpreters for Deaf Individuals Program is designed to assist in providing a sufficient number of skilled interpreters to meet the needs of deaf individuals. Individuals are trained in public and private agencies, schools and other institutions to become interpreters and to ensure the maintenance of skills necessary to provide skilled manual and/or oral interpreting. The grants in this catalog have been arranged by training area (e.g., Long-Term Training, Special Programs). Within the area of Long-Term Training, grants are arranged by specialty field (e.g., Rehabilitation Counseling, Rehabilitation Technology). Within a given specialty field, grants are listed according to grant number.

SPECIAL INFORMATION FOR STUDENTS SEEKING SCHOLARSHIPS RSA long- term training grants provide funding to colleges and universities to help them provide scholarships to students interested in pursuing careers in rehabilitation. Students interested in one of these scholarships should apply directly to the college or university programs identified in the Long-Term Training Projects chapter of this catalog. Only long-term training grants provide scholarships. You should contact the project director listed in the description. The Rehabilitation Services Administration (RSA) neither provides application forms nor becomes involved in the selection of recipients of the scholarships. Students who receive scholarships under this program are required to work (at full pay) within the public rehabilitation program after graduation. Locations include state vocational rehabilitation agencies or agencies or organizations that have service arrangements with state vocational rehabilitation agencies or federally funded centers for independent living. The student is expected to work two years in such settings for every year of full-time scholarship support. Although this is the primary condition a student must meet, there are also other conditions. Scholarship terms and agreements should be discussed with the college or university prior to applying for a scholarship. Students interested in seeking RSA scholarships should contact the director of the project in which they are interested.

LONG-TERM TRAINING PROJECTS Rehabilitation Counseling – Masters Program

These grants help colleges and universities provide scholarships to students interested in pursuing careers in rehabilitation counseling. The rehabilitation counselor assists people with physical, emotional or mental disabilities to become independent or remain self-sufficient employed citizens. This might include interviewing, individual assessment, evaluation of medical and psychological reports, vocational guidance, job placement services, and counseling and guidance for personal adjustment. The rehabilitation counselor also works with individuals and organizations to address and eliminate environmental and social barriers for people with disabilities. LONG-TERM TRAINING PROJECTS Vocational Evaluation and Work Adjustment

These grants help colleges and universities provide scholarships to students interested in pursuing careers in vocational evaluation or work adjustment. Vocational evaluation is a comprehensive process of vocational exploration and assessment designed to assist individuals in identifying their vocational options. The vocational evaluator must have an understanding of a variety of physical and mental disabilities and above average communication skills. Evaluators are responsible for selecting, administering and interpreting a wide assortment of evaluation instruments including psychometric tests, commercial work sample systems, and situational assessments. Work adjustment specialists provide services focusing on the development and implementation of systematic, individualized treatment/training programs for persons with disabilities. Adjustment specialists must possess skills in behavior change techniques, individual and group counseling, instructional techniques, job development, job placement and community integration.
