Introduction Castle Ward is made up of five distinct areas of Leicester. The whole of the city centre bounded by the ring road, Clarendon Park, the New Walk area, around the old football ground around Walnut Street and a section of South Highfields.

The Castle Ward of Leicester has the highest population of students and houses of multi occupancy (HMOs) than any other area of Leicester. Both universities are based in the Castle Ward, the majority of student blocks have been purpose built in the area, 10,339 properties in the area makes up 30.45% of all the properties that are available for students. The next highest population are the transient community, many who live in Houses of Multi Occupancy (HMOs), made up of single people or couples largely under the age of 25 years old. The City Centre area is made up of theatres, retail, shopping centres, businesses, and leisure facilities. Many Cafés, restaurants, pubs and takeaways are based in the centre. Leicester, like other cities, has seen a growth in the number of bars and pubs in the city centre, with problems of litter, crime, noise and disturbance that cause issues at night. ‘The universities and their students have a very positive impact on the local economy, boosting Leicester’s national and international profile, providing local companies with skilled graduates and seasonal/part-time workers and purchasing local goods and services. The construction and occupation of student accommodation also creates employment and supports local business, and often delivers physical regeneration on disused sites and buildings. High concentrations of students in a particular area potentially has negative impacts which can substantially change the nature of a neighbourhood and can increase the demand and pressure on some services (e.g. open space, parking), reduce demand in other services (e.g. schools), and potentially create late night noise and environmental nuisance. In recent years, serious concerns have been raised by residents about the concentration of students in traditional residential neighbourhoods both through purpose built accommodation and through the cumulative impact of shared housing on some streets’. These are similar issues for the transient community coming into the city to live and work.

Bringing different communities in the ward together

Creating a sense of community, identity and pride

Integrating people who are only here for a short time

Greening the area by using under used green space

Providing more activities for young people and older people, that contribute to personal and social wellbeing

Consultation A consultation took place in the Castle Ward with residents to find out what people want, and what was important to them. People in the area, were asked to find out what they wanted in the area, and to find out want mattered to them The consultation included questionnaires (32 were completed), others were asked face to face, the findings were as follows: The St Andrews Tenants and Residents Association (TARA) consultation found the two main priorities for the residents in the area included

1) Anti-Social Behaviour in the area 2) Graffiti & Vandalism

The Centre project found that the 2 priorities for their clients were:

1) Homelessness, and problems with housing 2) Welfare and Benefit changes that are coming into effect from April 2013

The St Andrews Play Association consultation found:

1) That a majority of people wanted more activities for children in the area 2) Improvements to the park in the area 3) More community events

All of the results from the consultation still meet the priorities in the area.

Funding Available in Castle Ward:

Castle Ward Funding

Ward Meetings where the public have the opportunity to meet councillors and council

partners and to shape the services provided in their community. Each ward has been

allocated a yearly budget of around £17,000 which can be used in support of

projects that bring benefits to that ward.

Near Neighbours Programme

The idea is to bring people together who are near neighbours in communities that

are diverse, so they can get to know each other better, build relationships as people

and collaborate together on initiatives that improve the local community they live in.

Award amounts range from £250-£5000.

Near Neighbours has two key objectives:

1. Social interaction - to develop positive relationships in multi-faith areas i.e. to help people from different faiths get to know and understand each other better.

2. Social action - to encourage people of different faiths, or no faith, to come together for initiatives that improve their local neighborhood.

Community First Funding:

Community First consists of the Neighbourhood Match Fund small grants programme for up to £2,500 to the Castle ward. The Neighbourhood Match Fund will use the £30m fund to encourage people in

deprived communities to give their time and expertise to local projects, to raise

money and help make their local area a better place to live.
