Leadership for the Next Generation of School Reform

In Colorado and beyond, public educators are deeply engaged in the implementation of major reforms ranging from educator effectiveness to new state standards. Initiatives like these have the potential to positively impact student learning in a significant way, and it’s critical that district and school leaders have the tools necessary to spear-head this important work. Extensive research on education leadership has converged to form a unique view of how school and district leaders can facilitate the next generation of school reform.

In his presentation, Dr. Marzano will outline five levels of school reform that, when implemented, result in a school being better positioned to meet its desired outcomes. Included are practical and specific strategies that you can immediately implement in your district. You’ll walk away with a clearer understanding of the potential of education reform and your role as a leader.

Dr. Robert Marzano is cofounder and CEO of Marzano Research Laboratory in Colorado. A leading researcher in education, he is a speaker, trainer, and author of more than 30 books and 150 articles that include Leaders of Learning, The Highly Engaged Classroom, and District Leadership That Works. His practical translations of the most current research and theory into classroom strategies are internationally known and widely practiced by both teachers and administrators. Dr. Marzano received his doctorate from the University of Washington.

Education leaders are grappling with major changes resulting from new state policy and initiatives. To successfully implement new ideas, models, and strategies in our schools and districts, the process has to be inclusive and not a top-down mandate. Learn how to facilitate lasting and authentic change through a collaborative framework that builds stakeholder engagement, common understanding, and shared purpose even in an uncertain external environment. You’ll gain knowledge about how to maximize your own capacity as a change leader and understand why fostering connections among your staff is critical to ensuring change implementation that benefits an entire organization.

Seth Kahan is a well-regarded author and consultant who specializes in change leadership. He has worked extensively with executives and CEOs of companies including the World Bank and the Peace Corps and has also worked with all employee levels of many public organizations to facilitate buy-in and traction for lasting change. In addition to his bestselling book Getting Change Right: How Leaders Transform Organizations from the Inside Out, Seth is a columnist for the Washington Post as well as Fast Company magazine’s blog “Leading Change.” He works with over 25,000 professionals each year on change leadership and management and his new book Getting Innovation Right will be released in January 2013.

Legislative and Policy Issues

Public education in Colorado is at a crossroads. National and state policies are resulting in changes to our K-12 system that offer both promise and challenges. This comprehensive session is designed to build your understanding about critical policy and funding elements that stand to impact your school and district, as well as public education across the state. The program includes a legislative update, overview of the state budget and school funding, and a panel discussion to provide context for public education trends in Colorado and other states. CASE lobbyist Elisabeth Rosen will provide a timely update on legislative activity, including 2013 legislation and a preview of what we can expect with this year’s school finance act. With so many high-stakes education initiatives currently at play in Colorado—including educator effectiveness, new standards, and possible changes to our funding model—it’s critical that we continue to leverage the CASE member voice at the state capitol and in other policy arenas.

Featured speakers include:

Kevin Welner, Ph.D is professor of education and director of the National Education Policy Center at the University of Colorado Boulder School of Education. His work examines the use of research in policymaking, the intersection between education rights litigation and educational opportunity scholarship, and the school change process associated with equity-focused reform efforts. Dr. Welner has written or edited more than eight books and eighty articles.

Dane Linn is the executive director of state policy for the College Board. Prior to this role, he was director of the Education Division at the National Governors Association Center for Best Practices (NGA Center) for 15 years where he oversaw all education-related policy research, analysis, and resource development. Dane has advised federal and state policymakers across the nation, informing policy actions and shaping legislation, and has provided counsel to three presidential administrations.

Mike Griffith serves as the senior school finance analyst for the Education Commission of the States (ECS). He has worked in the field of school finance policy for the past sixteen years and his research has focused on the condition of state budgets, the adequacy and equity of state finance formulas, and promising practices in funding programs for high-need students. Mike has appeared on NBC Nightly News, NPR, and in the New York Times.
