2. Minutes from the April 28, 2016 meeting ACTION: By consensus, the April 28, 2016 meeting minutes were accepted as written.

3. Public Comment

There were no public comments.

4. Consent Calendar

Phil Warnock, Community and Economic Development Director and staff of the CWACT advised that the ACT received four requests for letters of support for Federal Lands Access Program (FLAP) applications. Warnock briefly reviewed the following applications:

Five Rivers Road Overlay – Lincoln County

North River Drive Roadway Improvements – Linn County

South Fork Road Improvement Planning Project – Oregon Cascades West COG

US20 Slope Stabilization Slide Repair – Oregon Department of Transportation

ACTION: Members’ consensus was for the CWACT Chair to sign letters of support for the four application requests.

5. Hwy 20 Albany to Corvallis Safety Study

Scott Mansur with DKS gave a presentation on the Hwy 20 Albany to Corvallis Safety Study. Mansur noted that the number one goal of the project is to look at low cost systemic and hot-spot safety improvements along Hwy 20. The study limits extend from the Corvallis city limits to Springhill Road in North Albany. Previously identified safety concerns include; Independence Highway, Granger Avenue, segment near Garland Nursery, Merloy Avenue and surrounding segment, and Conifer Boulevard to Pilkington Avenue. Independence Highway and Granger Avenue are considered among the highest crash locations in the State. Recommendations for these two intersections were made in 2012 and will be considered in this study. DKS conducted traffic counts and data collection during the existing conditions phase of the project. Mansur reviewed the findings noting that high traffic volume and speeds are a major safety concern. Average speeds reach up to 62 mph between Independence Highway and Granger Avenue while the posted speed is 55 mph. Independence Highway and Granger Avenue are considered substandard operation intersections. Also, three of the intersections along the corridor have had fatal crashes from 2010 to 2014. Mansur moved on to briefly review the recommended improvements for the highway.

Next steps for the project include meetings of the Stakeholder Committee, revising recommendations based on findings and presenting revised recommendations to the public. The US20 Highway Safety Study is expected to be completed in August of 2016.

6. Transportation Safety Action Plan Nancy Murphy, TSAP Project Manager and Walt McAllister with ODOT’s Transportation Safety Division gave a presentation of the Transportation Safety Action Plan (TSAP). TSAP is one of several statewide transportation mode and topic plans that further define and implement the Oregon Transportation Plan’s (OTP) goals, policies, strategies, and key initiatives. Murphy noted that the TSAP’s vision is no deaths or life-changing injuries on Oregon’s transportation system by 2035. Murphy reviewed the stakeholder outreach steps which include interviews with key ODOT personnel, twelve statewide meetings, online surveys, statewide emails to interested parties, meetings of the Policy Advisory Committee and Internal Coordination Committee as well as public review of the final draft plan. Murphy also reviewed the plan goals; Safety Culture, Infrastructure, Healthy/Livable Communities, Technology, Collaborate and Communicate, and Strategic Investment. Although there is no specific crash data to support the following observation, it was noted that distracted driving is the number one safety concern. McAllister advised that while distracted driving is the number one safety concern, speeding is also a major issue. He stated that infrastructure improvements and culture changes may be able to aid with speeding. McAllister gave an overview of preliminary emphasis areas including infrastructure, vulnerable users, risky behaviors, and improved systems. The TSAP is currently in its public review process until August 1, 2016. The Oregon Transportation Safety Committee will discuss the plan and the public input received at its August meetings, with expected adoption of the final plan by the Oregon Transportation Commission in October.

7. Hwy 34 Cable Barrier Project Frannie Brindle, ODOT Region 2 Manager gave a presentation on the Hwy 34 Cable Barrier Project. The project is being funded by HB5005 with a total of $3 million for barrier from Corvallis to I-5. East of I-5, the project will be funded by Linn County. The final product will include barrier segments from Oakville Road to Olson Road, Seven Mile Lane to Goltra Road, stripping and signage at Colorado Lake Drive and a turn restriction at Columbus Street. There were many considerations to take into account when coming up with the location of the final product such as out of direction travel, emergency service response, access, approaches and property rights, maintenance, drainage and repair costs. Brindle moved on to review the public outreach approach for the project.

Engage General Public Currently, funds from HB5005 have been added to ODOT’s STIP. Centerline rumble strips have been placed as of May, 2016. Design work for the project began earlier this year with a final design to be completed in the summer of 2017. It is expected for the project to go out to bid in 2017.

8. Bikeshare Program Over the past few years the Oregon Cascades West Council of Governments’ (OCWCOG) Non-Emergent Medical Transportation Brokerage program has incurred cost savings. InterCommunity Health Network Coordinated Care Organization decided to reinvest those funds back towards transportation services and has provided funding for a Corvallis bikeshare pilot program. The program will target Medicaid clients and will be open to the public. Sponsors will help sustain and grow the system. This program will be a community health benefit that is affordable and provide reliable access to medical care, education and is available for personal trips. It will tie in to the Corvallis Transit System by siting stations near transit stops and is expected to have a positive economic development impact.

OCWCOG has partnered with bikeshare vendor Zagster for this program. Zagster provides bike sharing for communities, businesses and institutions. They design, build, and operate bike share programs for many communities around the Country. The system will launch the last week of June. The six initial station locations are; Downtown Transit Center, Chintimini Senior Center/Benton County Health Department, Samaritan Square/SamFit/LBCC Benton Center, Lincoln Health Center in South Corvallis, and Oregon State Credit Union on 9th Street. It will start with 33 bikes and two adult trikes in the system; the trikes allow people to carry more cargo and provide access for riders with balance issues. The program will provide local mechanic support for the bicycles, 24/7 rider support, insurance coverage and easy check out. Bicycles will be able to be returned at any of the bikeshare locations. There is a $25 annual membership for this service; monthly membership is $10 and a 3-day pass is available for $5. Bicycles can be checked out in two hour increments at no additional cost. Fees are included for use of over two hours

and there is a $30 fee for not returning within 24 hours. Medicaid clients will be able to get a free membership code by calling their local Brokerage, Cascades West RideLine; bikes can be checked out by phone app or text.

9. ConnectOregon VI Update Chair Jaramillo reported that the CWACT TAC recommended five projects to the full Commission at its April 28 meeting. The CWACT full Commission forwarded those projects for review to the ConnectOregon VI Final Review Committee. The Final Review Committee met on Tuesday, June 14 and prioritized 75 multimodal projects from around the state, providing recommendations for funding from the $45 million provided by the legislature. Three of the projects in the CWACT area made it within the available funds. Those projects are the City of Newport, Newport Communication Ground-Link and AWOS update; City of Corvallis, Rehabilitate Runway 9-27, Install Perimeter Fence; and Port of Toledo, Boatyard Environmental Work Building. The Oregon Transportation Commission (OTC) will hold a public hearing on the recommendations at its July 21 meeting in Salem and make a final decision at its August 18-19 meeting.
