I have difficult news to share with you.

According to the 2014 Texas Annual Report and Data Book from the Department of Family and Protective Services (DFPS), Tarrant County had the highest number of confirmed cases of child abuse in the state. A total of 6,097 children in our community were confirmed victims of abuse and/or neglect.

This puts our county ahead of all other urban counties in Texas—more than Harris (6,070), Dallas (5,967), Bexar (5,434), and Travis (2,157) counties. Based on our total child population, 11.5 Tarrant County children per 1,000 are confirmed victims of child abuse and/or neglect.

Other statewide statistics are equally troubling: a parent was most likely the perpetrator; neglectful supervision was the most common form of confirmed abuse; a child will spend on average 22.6 months in foster care before being placed a safe, permanent home; and, over 50% of child victims were 5 years of age or younger. The numbers are daunting, but we must not be daunted.

Our county’s judges, attorneys, Child Protective Services workers, nonprofit agencies, corporations, and individuals have taken collective ownership of this problem. We’re collaborating at the highest levels and in the trenches, breaking down silos and opting for collaborative, cross-disciplinary approaches to this challenge. Our community is putting their money where their hearts are, recognizing lack of financial resources should never be the cause for a child to remain voiceless during their most traumatic time.

You are a part of this effort. Even the smallest of actions increase the momentum of a community pushing for change. Donate your time. Contribute financially. Speak up in your communities. Help us work toward a safe, permanent home for every abused and neglected child in Tarrant County. They deserve nothing less. This is your community. These are your children. Although Tarrant County ranks #1 on a heartbreaking list, it doesn’t have to stay that way. Please join us as we rise to meet the growing need of children who desperately need a voice. With sincerest gratitude,

Rebecca Farrow Executive Director CASA of Tarrant County

Agency Receives Generous Grant

CASA of Tarrant County is excited to announce the award of a competitive grant from National CASA, funded through their long-term partnership with Jewelers for Children. For the past eleven years, Jewelers for Children has funded a select number of programs each year across the country. CASA of Tarrant County was fortunate to have the opportunity to thank a local funder of Jewelers for Children, Kubes Jewelers, for their support. Kubes Jewelers, a fourth-generation family firm, offers an array of gifts, engagement rings, watches, custom designs, and estate jewelry. This exceptional national grant recognizes the urgent need to serve more children in Tarrant County and will allow CASA of Tarrant County to continue to recruit, train, and support CASA volunteers who give voices for these children in court.

CASA Executive Director Rebecca Farrow, Kathy Kubes, CASA Board Member Natalie Martin

A New Way to Support CASA Children

The 2014 statistics have been released from DFPS and the figures are staggering. Tarrant County now ranks #1 in the state of Texas for confirmed number of child abuse cases- 6,097. The epidemic of child abuse is not diminishing. The vital need for more incredible CASA volunteers increases with each day. Currently, there are over 350 foster children who need a voice advocating for them in court.

Can you help communicate the CASA mission to our community? Do you have passion to tell our story and convey the need for more volunteers? Can you spend a few hours helping with recruitment? If you are able to help manage a table/vendor booth, distribute marketing information, or speak to groups about CASA’s mission, then we can definitely USE your talents! Please contact Teddi Wiggins, Outreach Specialist, at [email protected], or call 817-877-5891 to get further information, and add your name to the CASA Ambassador list!

Legislative Update

High Priority Bills for Texas CASA Pass Out of the Senate! Both SB 1407 (the normalcy bill) and SB 125 (the Trauma Assessment Bill) were passed by the Texas Senate on Thursday, April 9! This is great news for both of these high-priority bills, especially since they are among the few bills that the Senate has passed this session. Both bills have been received by the House of Representatives. The next step will be for the House to refer the bills to a House Committee, where they will be heard and then the regular testimony and voting process will occur on the House side. If the bills also pass in the House, they will be ready to be sent to the Governor’s office to be signed into law. You can follow the progress of these bills, SB 1407 – HB 3530 | Relating to encouraging age-appropriate normalcy activities for children in the managing conservatorship of the state, and SB 125 – HB 1852 | Relating to certain assessments for children in the conservatorship of the Department of Family and Protective Services, through Texas CASA’s Bill Tracker.

CASA of Tarrant County joined over 300 other CASA programs and supporters from across the state at the Capitol to speak up for children in the child welfare system. Representatives from the program traveled to Austin as part of CASA Day at the Capitol, the one day each legislative session that the CASA community assembles to bring attention to improving outcomes for children and youth in the foster care system.

The Austin American-Statesman recently released a 3-part report on child abuse deaths in Texas. Much of the information is difficult to read. It’s tough to believe this level of child abuse and neglect happen in our communities, to the children we know. The report comes after an exhaustive analysis of Department of Family and Protective Services and the current state of Child Protective Services in Texas. The article’s authors write, “In 2009, the Texas’ Legislature ordered Child Protective Services to publicly record every (child) abuse- and neglect-related death in the state – but those reports have not been thoroughly analyzed to help identify patterns to prevent future deaths until now.” Through heartbreaking stories and stunning statistics, the article details gaps in services and identifies strategies to ensure children never fall through the cracks of the child welfare system. You can be a part of the solution. Consider becoming a CASA volunteer, and join us for an Information Session to get the details.

STORY UPDATE: LIZ AND MYA

CASA VOLUNTEER HELPS BOY FIND A NEW HOME AND A NEW LIFE

REAL STORIES OFHOPE & HEALING

REGULAR PEOPLE. REMARKABLE IMPACT.

Last fall we shared CASA volunteer Liz and foster child Mya’s story. Liz worked with Mya for over seven months, ultimately helping her find a safe, loving home here in Tarrant County. When Mya entered foster care, she was struggling with serious medical issues and needed constant care. Her new family has made it their mission to get Mya the best care from physicians and therapists. In the year she has been with her new family, Mya has made tremendous strides. Watch her progress by clicking the image below.

When CASA volunteer Shelly Harvey first met Eric, he was very sick. At six years old and living in foster care, he had a progressive lung disease and required oxygen all the time. He needed a lung transplant but required a permanent home to be placed on the transplant list. With her medical background, Shelly was uniquely suited to advocate for Eric’s best interests. She provided updates on Eric’s condition and recommended that he find an adoptive home quickly, before he became too sick to get a transplant.

A nationwide adoption bulletin was issued, and a home was found in Texas. Susan and Russell Gray each saw the bulletin and both came home saying they wanted to adopt Eric. Shelly drove to their home in Bryan to ensure it would be a good fit for Eric. Eric’s new mom Susan said, “CASA was our lifeline.”Shelly was able to fill in the blanks for the family on Eric’s medical needs and history in foster care. He is now thriving in his new home. Susan says of Eric, “He was the piece of our family we didn’t know we were missing.”

Shelly was present as Eric was adopted by the Grays at National Adoption Day in 2013 and was elated to hear Eric was able to receive a lung transplant this past January. Now, says Eric, “I can play sports, and go swimming and I can go on vacations and not worry about carrying all that medical stuff.”

REGULAR PEOPLE. REMARKABLE IMPACT.

Our thanks to the Frost Bank Trust Department for their generous $20,000 grant for children’s advocacy services. The funds, awarded through the Vestal B. Sanders Charitable Foundation Trust, will fund advocate training and mentoring, and lead to more children served by the agency and its volunteers.

Frost Bank’s continued financial support makes a true and lasting impact in the lives of abused children

in Tarrant County.

Local Retailer Supports CASACASA of Tarrant County extends our sincerest gratitude to Lawrence’s Gifts, a unique shop filled with top trends right in Fort Worth, for their generous support of our agency. Frances Lawrence, the shop’s owner, said, “I’m blessed to be a part of this amazing community, and I’m just happy to be able to give back.” When you’re searching for a perfect gift for a graduation, wedding, birthday, or holiday (like Mother’s Day!), Lawrence’s is the perfect gift shop for all the special moments in your life.

CASA receives support from new real estate business model

Charitable Realty founder Lori Fowler is making an impact on the local community with each sale. A recent article in the Fort Worth Business Press described the process- “The concept, which is copyrighted and trademarked, is simple – Charitable Realty’s broker and agents will donate 10 percent of their total commission on each purchase or sale of real estate property for clients to help fund their favorite 501(c)(3) organization.” CASA of Tarrant County has been fortunate to receive two donations from Charitable Realty clients so far. With the first donation to CASA, Fowler said, “Thank you for partnering with us in an effort to make the world a better place!”

For more information on Charitable Realty’s business model and their impact on the community, visit www.charitablerealty.org.
