Seit der Einführung des 4-jährigen Reformstudiums am «Technikum Winter-thur Ingenieurschule» TWI 1993-95, nach der Gründung der Fachhochschule 1997, anlässlich der Swiss Peer Review 2001/03, im Rahmen der Konzepteva-luation der Bachelorprogramme 2005 und als Höhepunkt bei der Akkreditie-rung des Masterprogramms in Architektur 2008, inkl. dessen Vorstellung bei der Europäischen Kommission in Brüssel, mussten oder durften wir das Stu-dienprogramm in Architektur diversen Gremien vorstellen. Die Kontakte mit der «European Association for Architectural Education» EAAE und den diversen Partnerhochschulen haben uns geholfen, das Profil des Angebots der Architek-turschule zu schärfen. Wir sind stolz auf dieses Programm. Auch im Rahmen der Tätigkeit als Leiter des Ressorts Lehre der ZHAW und als Direktor des De-partements Architektur, Gestaltung und Bauingenieurwessen war das Bachelor- und Masterprogramm immer wieder Thema von ausgiebigen Diskussionen.
An der Retraite 2015 des Studiengangs Architektur und der beiden Institute Urban Landscape und Konstruktives Entwerfen, am 25./26. August 2015, habe ich mir erlaubt, den Kollegen aus Lehre und Forschung, gewisse Ausschnitte aus den diversen Präsentationen wieder einmal intern vorzustellen. Nach der Tagung wurden die Folien für eine «carte blanche» vorbereitet. Sie mag dazu dienen, die Ausführungen nochmals in Gedanken durchzugehen.

Las formaciones que conducen a los diplomas , certificados y otros títulos previstos en el artículo 2 , se adquirirán mediante una enseñanza de nivel universitario referente de forma principal a la arquitectura . Esta enseñanza deberá mantener un equilibrio entre los aspectos técnicos y prácticos de la formación en arquitectura y garantizar la adquisición de:
1) la aptitud para crear proyectos arquitectónicos que satisfagan a la vez las exigencias estéticas y las técnicas ;2) un conocimiento adecuado de la historia y de las teorias de la arquitectura , así como de las artes , tecnologías yciencias humanas relacionadas ;3) un conocimiento de las bellas artes como factor de prueba que puede influir en la calidad de la concepciónarquitectónica ;4) un conocimiento adecuado de urbanismo , planificación y las técnicas aplicadas en el proceso de planificación ;5) la capacidad de comprender las relaciones entre las personas y las creaciones arquitectónicas y entre éstas y sucontorno , así como la necesidad de adornar las creaciones arquitectónicas y los espacios en función de lasnecesidades y de la escala humana ;6) la capacidad de comprender la profesión de arquitectos y su función en la sociedad , en particular elaborandoproyectos que tengan en cuenta factores sociales ;7) un conocimiento de los métodos de investigación y preparación del proyecto de construcción ;8) el conocimiento de los problemas de concepción estructural , de construcción y de ingeniería civil vinculados conlos proyectos de edificios ;9) un conocimiento adecuado de los problemas físicos y de tecnologías , así como de la función de los edificios , deforma que se dote a éstos de todos los elementos para hacerlos internamente confortables y para protegerlos de losfactores climáticos ;10) una capacidad técnica que le permita concebir edificios que cumplan las exigencias de los usuarios , respetandolos trámites impuestos con los factores del coste y las regulaciones en materia de construcción ;11) un conocimiento adecuado de las industrias , organizaciones , regulacionesy procedimientos necesarios para realizar los proyectos de edificios y paraintegrar los planos en la planificación.

In a world of specialisation it needs some calmness (Gelassenheit) not to follow the others, to stay back an say an architect is an allrounder. But to make out of architectural education a specialisation would be – in my opinion – the end of the profession.

There may well be such a thing as a Swiss-, or at least a Helvetic, architecture. It is embedded in various cultural areas that have been changing for centuries. As I have already said, the primary qualities of architecture do not develop in a linear fashion. In that sense, there is no such thing as progress. Conclusion I
Bologna brought more structure, greater transparency. It helped to define the competences the students should achieve … and more administration.
The technocrats are taking over. The administrative side is already large, and it is growing. Universities were promised autonomy within the framework of global budgets. Instead, political control is growing.
Bologna itself is not the problem. What IS a problem is a development that is new to us: important decision makers no longer do what they are meant to do, but instead delegate decisions to seeming experts who cost a lot of money and produce nothing. This (tendency is visible) applies to universities, to the profession – indeed, to entire lives.

What happens is that: The world is succumbing to an excess of legalism Everything is being seen in terms of economics The world is being measured in numbers Conformity is being imposed on the world as the price of globalisation This may sound very much like populism, but it is true.
We have tried to approach Bologna and modulisation in a simple and innovative fashion – and we have been successful in doing so.
We have, however, been unable to control an unhealthy development that has crept (come) in through the back door: namely, a steady growth in the administration that is continually encouraged by advocates of the university.
Conclusion III
The world is changing, and with it, the way architecture is produced. Medium-sized offices disappear
The world is facing an enforced conformity. International contacts should help to fight against this.
The thinking of heads of schools is increasingly dominated by the desire to check and inspect, and there is a growing infatuation (inflation of) with concepts.
But it must not be forgotten that one goes to school with people, and not with concepts.

carte blancheIdee dieser Schriftenreihe ist, persönliche Vorlieben von Mitarbeitern der Bauschule einem engeren und weiteren Publikum bekannt zu machen. Die Verantwortlichen publizieren im Rahmen einer vorgegebenen Struktur ihre Beiträge. 12 Exemplare werden als Farbkopien ausgedruckt, zwei gehen in die Bibliothek, die übrigen werden signiert und verteilt. Die Dokumentation wird dann als pdf-Datei auf dem Server öffentlich zugänglich gemacht. c.b. erscheint 4-mal im Jahr.
