Introduction

The Carroll County Career and Technology Center is located at 1229

Washington Road in Westminster, Maryland. CCCTC opened in September 1971 and

was the first school of its kind in Carroll County. The Center offers various career

opportunities to students from all of the high schools in Carroll County.

The Cosmetology program is approved by the Maryland State Board of

Cosmetologists. The first class of Cosmetology students graduated from the program

in June 1973. The program is a one and one half year program beginning with Mods 2-

4 in the second semester of the junior (11th) year and Mods 2-4 of the entire senior

(12th) year.

Welcome To Cosmetology

You are about to begin a journey that can take you many directions and that

holds the potential to make you a confident, successful professional in cosmetology.

As a cosmetologist, you will become a trusted professional, the person your clients rely

on to provide ongoing services that enable them to look and feel their best. You will

become as personally involved in your client’s lives as their physicians or dentists.

Cosmetology is a very artistic and creative career that is very rewarding.

Cosmetologists can perform hair care, skin care and nail care with a Maryland State

Cosmetology License. Other types of employment include: haircolor specialist, texture

specialist, cutting specialist, salon trainer, salon owner, distributor sales consultant,

manufacturer educator, cosmetology instructor, theatrical hairstylist, editor/writer, State

Board Inspector, platform artist, cosmetic chemist, make-up artist, retail specialist, and

wig/extension specialist.

OBJECTIVES

Provide a specific curriculum which includes the related basic sciences, fundamentals of practical application and related theory of cosmetology in accordance with the Maryland State Board of Cosmetologists.

Prepare the cosmetology student to successfully complete the State Board Licensure Examination for Cosmetologists.

Evaluate the student's progress by theoretical testing, practical demonstration and clinical performance during the school year.

Upon satisfactory completion of the Cosmetology Program the graduate will:

Be required to take the Maryland State Board of Cosmetology Examination.

Utilize basic cosmetology skills as an entry level cosmetologist.

Communicate in a professional manner with clients in order to recognize, analyze and provide

client hair, skin and nail care.

Function as an effective member in the cosmetology field following professional ethics and the

Maryland State Board rules and regulations.

Maintain and enhance their cosmetology skills through participation in continuing education

programs.

ADMISSION POLICIES

Students apply for admission to the program in their 10th grade year.

GPA, level of classes and attendance, among other things are considered for admission to the

cosmetology program.

PROGRAM COMPLETION REQUIREMENTS

In order for the instructors to sign for the student to take the state board exam the student must

achieve a satisfactory rating (70% or above). However, it is recommended that the student

maintain a 75% in both practical and theory as per the required state licensing passing score.

To meet high school graduation requirements for a Cosmetology completer program the

student must satisfactorily complete Principles and Practices of Cosmetology, Advanced

Cosmetology: Theory and Application, and Mastery of Cosmetology, follow the

recommended Cosmetology course sequence and must take the Maryland State Board of

Cosmetology Licensure Examination.

Maintain 96% or better attendance in order to obtain the 1500 required hours.

Comply with policies set forth by the Carroll County Career and Technology Center, Carroll

County Public Schools and the Cosmetology Program.

GRADING POLICY

There are four marking periods during the school year. Please check Home Access Center

(HAC) often to assess your child’s performance.

The instructors of the cosmetology program will review student progress at the end of each

marking period. Recommendation may be made at this time for withdrawal, if student is failing

either in theory or practical, or who exhibit emotional instability as determined by the faculty.

All assignments are to be turned in on time. Late assignments will receive a grade reduction of

10 points if one day late and 20 points if two days late. Assignments more than 2 days late will

not be given credit.

Grades shall be the result of a continuous evaluation of student progress in the areas of:

o Principles and Practices of Cosmetology I (Spring Semester Junior Year)

Formative: (45%)-Consist of professional development, quizzes, classwork,

hands-on practices and written assignments

Summative :( 55%) - Consist of unit tests, Hands-on practical skills in lab/clinic

setting

Final Exam: Final assessment of program competencies presented during course

o Advanced Cosmetology II: Theory and Application (Fall Semester Senior Year)

Formative: (45%)-Consist of professional development, quizzes, classwork,

hands-on practices and written assignments

Summative :( 55%) - Consist of unit tests, Hands-on practical skills in lab/clinic

Final Exam: Salon Design and Menu Project (Final Exam)

The following 5 letter grade system to indicate student achievement and performance shall be

used:

89.5-100% A Outstanding Level

79.5-89% B High Level

69.5-79% C Satisfactory Level

59.5-69% D Below Satisfactory Level

0-59% F Fails to meet curriculum standards. No credit given towards

graduation requirements.

Missed Work- It is the student’s responsibility to request missed work upon returning to

school/classroom. The student will have the number of days equal to the number of days

absent to turn in completed missed work.

Course Title: Principles and Practice of Cosmetology (Need to acquire approximately 500+

hours)

Course Description: This course provides and introduction to the field of cosmetology. Students

develop and practice basic skills in cosmetology; develop broad understanding of the variety of career

options available to a licensed cosmetologist; and learn how science and math is a fundamental

aspect of the practice of cosmetology.

Course Title: Mastery of Cosmetology

(completion of 1,500 hours and take the licensing exam * Less days are accountable during

the senior student’s 4th Quarter –due to the fact that the seniors do not attend the last two

weeks of school )

Course Description: This course provides students the opportunity to further refine and apply skills

that support all aspects of the cosmetology industry. It will assist in preparing students to obtain

employment and advance in the field of cosmetology upon passing the State Board of

Cosmetologists’ licensing examination.

Upon completion of this course students will able to:

Explore job market and employment opportunities.(Chapter 24, The Salon Business)

Apply fundamentals of small business management. (Chapter 24, The Salon Business)

Explain and demonstrate the skills necessary for transition from school to a professional setting. (Chapter 25, Seeking Employment)

Complete a senior capstone project/portfolio.

Licensing exam: students are required to take the Maryland State Board of Cosmetologists’ Licensing

Exam administered by PSI.

MATERIALS NEEDED FOR COSMETOLOGY:

The student is required to have all necessary materials listed below in order to participate in the

cosmetology program.

Cosmetology Kit (Which includes all necessary materials and equipment needed) The cost for this kit is $496.63 + Tax

Milady’s Standard Book of Cosmetology (Included in Kit/Price)

Pens, pencils and highlighters

One 3 inch binder

Pack of loose-leaf paper and a spiral notebook

One box of Gallon size Ziploc bags

Deodorant

Uniform (At least one, two are recommended)

All leather white or black shoes and socks (Closed toe and Heel)

A positive attitude

ATTENDANCE

Each student must participate in a minimum 1,500 hours.

All parents are required to call the Tech Center at 751-3669 between 7:30 and 9:00 a.m. on each day the student will not be able to attend. Faxing a note to 410-751- 3677 or sending an e-mail to [email protected] is also acceptable.

A written note signed by the parents or guardian must be presented the day following the absence, if no other form of communication was made.

Good attendance is expected. Unlawful absences, frequent absences, or extended absences will be reviewed by the instructors to evaluate the student's progress. Any student with excessive unexcused absences is subject to be placed on an Attendance Contract.

Students are responsible for requesting missed work and completing it in a satisfactory manner, within the time frame specified.

Instructors are not able to stay after school for students to make up extra hours. A few extra events are available to obtain extra hours but are not guaranteed (Open House-October, Cut-A-thon-March and State Skills USA Competition-April).

Students will be expected to participate in Mandatory State Board Preparation & Practice Days, Mandatory Packing and Unpacking the kit days and must take the Maryland State Board of Cosmetology Exam.

Six hours are awarded daily to students that are present the entire CCCTC/Cosmetology school day. Students that are late/leave early will be docked missed time. Students that visit the nurse for more than 20 minutes will be docked time. Students that are sent out of the classroom for disciplinary reasons will also be docked time as well. Instructors truthfully fill out the hours your student completes on the Maryland Cosmetology Examination Eligibility Registration Form. (see example below)

CLINICAL EXPERIENCE

When assigned partners, student must sit as model throughout entire assigned operations.

Students are eligible for clinical experience after successfully completing 350 hours

Clinical sessions usually occur on Wednesday, Thursday, and Friday, 9:45-1:45pm

If a student fails to meet clinical standards or works in an unprofessional or unsafe/unsanitary manner the student will be removed from the clinical area and placed on a manikin until infractions have been corrected to the instructor’s satisfaction.

Doctors, dentists, college visits and additional appointments should be scheduled after regular school hours.

"1,000 HOUR LETTER" /CAREER CONNECTIONS POLICY

The student must have at least a "B" average in the Cosmetology Program.

The student must be passing all courses at the home school.

Maintain 94% attendance while attending the Career and Technology Center (both years).

Successfully complete 1,000 hours in the classroom/clinic. Student competencies achieved according to PAC standards. Teacher recommendation.

Complete all necessary Career Connections paperwork.

All required equipment and supplies as per kit check list must be on Tech Center premises during class hours.

Salon has a senior cosmetologist present, appropriate insurance and various other CCPS stipulations.

The 1,000 hour letter is only in effect if the above policy is met. Failure to comply with policy will result in the withdrawal of letter and loss of job.

PERSONAL HYGIENE AND ETHICS

Each student is required to purchase at least one designated uniform, two are recommended. Uniform pant bottoms must be kept clean and hemmed if necessary if dragging on the floor. Uniforms must be properly laundered and maintained. No hoodies. Black cardigans/sweaters ONLY!

All-black closed leather work shoes with black socks or all-white closed leather work shoes with white socks are required. Shoes must be kept clean.

Long hair must be worn away from the face during clinical practices.

Acceptable personal hygiene, good grooming and manners are required.

Excessive jewelry will not be permitted to be worn.

Gossip and criticism of fellow students will not permitted.

STUDY AND TEST-TAKING RESPONSIBILITIES

Due to the vast theory background required for Cosmetology, each student must develop appropriate study habits.

Students must avoid the “cram-information” method the night prior to a test. All tests will be announced several days in advance.

Responsible test-taking methods must be developed by each student to enable the graduate to pass the Maryland State Board of Cosmetologist Licensure Examination. Faculty will assist all students in interpreting directions and validation. Once the test paper is handed-in to the instructors, any omitted items, missing items or incorrect writing of answers will be considered as incorrect responses.

The Career and Technology Support Team (CTST) is available to all students who may be having problems with theory and/or testing. The support team can be a valuable tool to the successful completion of this course.

SAFETY RULES-- PREVENT ACCIDENTS -- BE ALERT!!

No horseplay - Example: Do not spray one another with the water bottles. Wipe up spills immediately. Read all labels before using any product. Carefully measure all chemicals. Wear rubber gloves when using chemicals. Wear goggles and gloves when handling barbicide. Never smell chemicals. Report all accidents and injuries. Be sure electrical equipment is in good repair. Disconnect electrical appliances when you are finished using them. Do not handle electrical equipment with wet hands. Be sure to check for any skin or scalp disorders before serving clients. Protect the client at all times. Practice all rules of sanitation and decontamination. Keep work area clean and uncluttered. Know fire drill procedure. Know and obey State Board rules and regulations. Discard all unused materials. Dispose of used razor blades properly - DO NOT THROW IN TRASH CAN Failure to comply with the State Board rules and regulations may lead to disciplinary action

including removal from the program.

CLASSROOM/SHOP RULES

Kits, textbook and class notebook must be available at all times.

Student kits must contain all necessary supplies at all times and lost or broken supplies or equipment must be replaced.

Each student is responsible for the cleanliness of his/her own work area/station, kit, desk, locker area and uniform.

Students are required to assist in general shop maintenance. Daily shop duties will be assigned weekly and must be completed before dismissal.

ELECTRONIC DEVICE POLICY

The following are rules and procedures that students will follow in the classroom or clinic areas:

The school and teachers are not liable for loss, damage, theft of any devices. There will be no

trouble shooting advice of any type and charging must be done at home.

The use of devices during testing will not be allowed and considered cheating and appropriate

disciplinary actions will be applied as well as “0 credit”.

Device use will be allowed during lunch, break times and at the teacher’s discretion.

If the students are at lunch on the clinic side or classroom side, they must not have the device

out and be focused solely on eating and getting back to the client.

At no time are students be taking pictures of any type IN THE LOCKER ROOM OR

BATHROOM. Disciplinary actions will be taken if filming or photographing takes place.

Electronic devices will NOT be allowed to be on stations or out in the clinic areas unless

photographs are being taken for portfolio purposes. At that time, the students MUST ask

permission from not only the teacher, but surrounding students or the client(s) involved.

Please be aware that chemicals are used in the clinic area and students may not want to put

the device in their smock or uniform pocket during these times. Example: hair gets in the

pockets and sticks in the device or color gets on it in the pocket.

Silence the audible notification sounds and volume of the device during the school day.

Do not allow other students to use your phone/device.

Students that do not have access to their own device will be allowed to use our laptops to use

as part of instruction.

Students that do not have an electronic device to use for photographing their portfolio work

should purchase a disposable camera and store in their locker.

Students will not be allowed to have their phones out during field trips or special cosmetology

events.

All of the above procedures are subject to change to promote the most professional learning

atmosphere at all times.

If any of the above rules, guidelines, the Acceptable Use Policy or teacher direction is violated,

disciplinary action shall be taken and an administrator will be contacted.

In order to abide by a given policy, it is mandatory that a person know that policy. Each student

enrolled in Carroll County Career and Technology Center Cosmetology Program will be responsible

for adhering to all policies, both at the home school and at CCCTC.

It is strongly recommended that parents and guardians read the Cosmetology

Syllabus/Handbook in order to foster a better school-community relationship. Questions, by students
