    BallycastlMaryThere has been considerable local interest in this location since it changed ownership recently. Fences havebeen erected along the road edge and generally there has been concern from ramblers and one local actiongroup of their concern that this area would physically be banned from local use, prohibiting access to walkers,etc.Iwould see the process of abandonment as a waste of Roads Service valuable resources, particularly foryour section, given the anticipated local objection. Considerable consultation with sister agencies would berequired, including NIEA, Planning Service, Tourist Board, Moyle District Council, and much more I suspectMuch publicity would also follow given the depth of feeling about the loss of amenity, etc.The road is not causing us in Section any maintenance grief and I have no issue with it being retained as apublic road.I suggest, you respond negatively and see where it goes from here. I'm led to believe Frazer Homes haveacquired this site and propose to close off the entire area under their ownership, thereby preventing anypublic access beyond a cut off point at their western boundary.RegardsJohn

Traffic Safety and ControlIn carrying out the approved work no unnecessary obstruction or delay shall be caused to traffic, either vehicukor pedestrian using the road and adequate accommodation adjoining the road shall be provided for vehiclewaiting' to load/unload or otherwise using the road for any purpose relating to any such works. You shall padue regard to the safety and control of all road users and the additional particular needs of disabled and visuallimpaired persons. Restrictions may also be required in the times and method of working to cater for high t raffiflows or other situations identified by the Department. You shall comply with any such restrictions.

    4. All obstructions and excavations shall be marked, signed and guarded and during the hours of darkness shall blighted and guarded tltroughout the duration of the works in accordance with HSMO publication Traffic SignManual Chapter 8 ''Traffic Safety Measures for Road Works"

    5. No works shall be carried out or materials deposited on the road before the site has been adequately protecte,with signs and barriers as required by the said traffic Signs Manual and by hoardings where necessary.6. All necessary steps shall be taken to ensure that no unnecessary damage is.caused to the caniageway kerbstone:or footways by either you or any other person, and if such damage does occur you shall be liable for the cost 0'the reinstatement.     Dear Ms EaglesonRE.:- Carrickmore Road, Ballycastle - Request for AbandonmentYour original letter dated 04 December 2009 with enclosed maps refers.As you are aware Carrickmore Road is a public road which is 'enjoyed' as accesstowards other land to the east of No. 40; as well as recreational walkers, etc.Throughout the year there are a considerable number of motorists that drive andpark along the stretch of road that you have requested to be abandoned as it is anideal spot to view Rathlin Island; Ballycastle sea front and strand as well as the seaand wild life.A copy of your request i.e. to abandon a stretch of Carrickmore Road leading toMarconi's cottage was referred to our senior management team recently for theirconsideration. Roads Service sees no public advantage in progressing this requestas initial enquiries show local opposition to such a proposal including objection fromMoyle District Council.In the mid '90s a similar but much smaller scale proposal failed for the same reasonsas noted above.

    Hi Mary,I received your letter today, many thanks for your reply. Unfortunately for us it didn't bring the news that wehad hoped for.I tried calling your office, but you are on leave until Monday. I was hoping to chat through the possibility of theabandonment being reconsidered; but on a much smaller scale. Please see attached sketch of revised extentof abandonment. The attached proposal is to leave more of the road adopted and to abandon the road for theremaining c.95.5m onwards. For all proposals; tt is intended that a pedestrian route will be accessible at alltimes during and after construction works, thus maintaining access to the shore and lands beyond MarconiCottage itself.Please review the attached with a view to reconsider our application. Please also note that our client is verykeen to achieve some level of privacy and moreover security to his property. Therefore would be open to anysuggestions you may have, e.g. a compromise such as only abandoning the last 30-40-50-60m say, Allsuggestions of some sort of middle ground would we most welcome,
