    3.5. The original of the Entry Form must be signed by both competitors and theirparents or guardians in the places provided on the form and presented at theEvent Registration.

    4. ENTRY FEES

    4.1. The required entry fee of 200 (net of all fees) per boat must be received onor before 21st June 2012. GBR entries may pay 170 via the UKNCCA if they wish.

    Late entries may be accepted at the discretion of the Organising Authority onpayment of an addition to the entry fee of 40 per boat.

    All entries will be acknowledged by e-mail which will include details of the bankaccount to which the Entry Fee must be paid.

    5.2. Ten (10) races are scheduled for the event with no more than three races perday.5.3. The Organisers reserve the right to change the schedule. Starting times maybe changed or races added per day to complete a full regatta. If changed, the newschedule will be posted on the Official Notice Board. If the scheduled time for thewarning signal for the first race on any day is brought forward, such notice will beposted before 20.00hrson the day before it takes effect.5.4. On the last day of racing (July 26th), no warning signal will be made after 14.00hrs.

    6. REGISTRATION, EQUIPMENT INSPECTION AND MEASUREMENT6.1. Competitors must register at the Regatta Office. At registration competitors

    will be required to produce the following:(a)The originals of the completed and signed Entry Form.(b) A valid Measurement Certificate complete with buoyancy endorsements.(c) Evidence as appropriate of membership of a qualifying Class Association, Clubor of support from a National Authority in accordance with 3.2.1 and 3.2.2(d) A copy of the insurance (see paragraph 17 below).6.2. All boats must be available for equipment inspection in the period of 21 26

    July in accordancewith a timetable and instructions which will be provided by the ICC equipmentinspection team.6.3. Subject to an exception for damage each boat may use not more than twosets of sails during the event.

    6.4. Any boat or the personal equipment of any competitor taking part in the eventmay be inspected and/or measured or weighted by the ICC equipment inspectionteam at any time.6.5. Any part of any boat may be marked by the equipment inspection team toassist the inspection.

    Removal of these markings will require re measurement of the unmarked

    equipment.6.6. Rule 64.1 is modified. For protests brought under Rule 78 the Jury may decidewhat penalty toapply.6.7. A competitor chartering a boat may use a sail number different from the hullnumber of the chartered boat provided that if a different sail number is used thesail number must be that of a Cadet that is not competing in the event.

    7. SAILING INSTRUCTIONS7.1. The Notice of Race and Sailing Instructions will be available at registration inthe Regatta Office.

    8. RACING8.1. Racing will take place in the Bay of Quiberon.8.2. Attachment A shows the location of the Carnac Yacht Club.8.3. Attachment B shows the location of the racing area is 1NM South of the

    Yacht Club.

    9. THE COURSES9.1. The format of the course will be a windward leeward 60 triangle and sausage course.9.2. The diagrams in Attachment C show the courses, including the approximateangles between legs, the order in which marks are to be passed, and the side onwhich each mark is to be left.9.3. The course to be sailed will be designated by the relevant International CodeFlag (A, B, C,or D) which is displayed at the time of the preparatory signal. If no course flag isdisplayed, the course to be sailed shall be course D.

    10. INTERNATIONAL JURY10.1. An International Jury will be appointed in accordance with Appendix N, RRS89.2(b), from which there shall be no appeal RRS 70.5.

    11. SCORING11.1. The Low Point System of RRS Appendix A will apply11.2. Ten (10) races are scheduled.11.3. Three races are required to be completed to constitute a series11.4. When fewer than 4 races have been completed, a boats series score will bethe total of her race scores.11.5. When 5 to 10 races have been completed, a boats series score will be the

    total of her race scores excluding her worst score.

    12. FORMAT OF COMPETITION12.1. The boats will race in a single fleet, unless the Organising Authority inconsultation with the ICC decide that by reason of the number of entries, thecompetition should take the form of a series of qualifying heats between groups ofboats, followed by a division of the fleet into Gold and Silver Fleets, with theoverall event winner being the first boat in the Gold Fleet. If used, details of thisalternative format will be published in the sailing instructions or in amendments tothe sailing instructions.

    13. CREW AND EQUIPMENT LIMITATIONS

    13.1. Helms shall not be replaced during the event, except with the writtenpermission of the Jury.13.2. A crew may not be replaced during the event except as permitted under 13.5below.13.3. A helm may only use one hull during the event.13.4. A boat shall use no more than two sets of sails (which have been stamped),one mast, one centreboard and one rudder during the event, except with thewritten permission of the Jury.13.5. The permission of the Jury will not be given under 13.2 and 13.4 if itconsiders that any proposed substitution of crew, boat, or equipment is notnecessary for the boat concerned to remain reasonably competitive or is intended

    to give a boat or helm a competitive advantage.In particular:

    (a). In the case of a proposed substitution of a crew, permission will not be givenexcept in the case of injury, illness or a circumstance which was unforeseen at thetime of registration.(b). In the case of any boat or its equipment, permission will not be given unlessthe Jury considers that the boat or equipment which it is proposed should be

    replaced has been damaged, lost or destroyed either accidentally or through nofault of the helm or crew concerned.13.6. A boat that has been chartered or borrowed for the event may use a sailnumber different from that of the boat provided that (i) if a different sail number isused for the sail number used must be that of a Cadet that is not competing in theevent and (ii) the Race Officer is informed in writing at or before registration.

    14. SUPPORT BOATS14.1. All coach and spectator boats are required to register at the Regatta Office.

    The registration fee is 100 per boat and has to be paid at the Regatta Office. Theregistration form is available from the Regatta Office.14.2. An exclusion zone for all coach and spectator boats will be operated during

    racing.14.3. Coach and spectator boats will be required to display their national flags.14.4. The Sailing Instructions will provide what penalties may be applied to boatsassociated with coach or spectator boats that infringe the requirements applyingto them.14.5. The Organising Authority will provide adequate safety cover for sailors.However, in exceptional circumstances the Safety Officer on the water mayrequest the assistance of coach and spectator boats. To facilitate this, eachNational Cadet Association must register with the Regatta Office before themorning launch, the details of those members ribs afloat each day that are able toassist in rescue if requested. The Regatta Office will issue a time schedule andinstructions for the crews.

    15. BERTHING15.1. Boats shall be kept in their assigned places in the boat park.

    16. RADIO COMMUNICATION16.1. Except in an emergency, a boat shall neither make radio transmissions whileracing nor receive radio communications not available to all boats. This restrictionalso applies to mobile telephones.

    17. DISCLAIMER OF LIABILITY17.1. Competitors participate in the regatta entirely at their own risk. See rule 4 of

    the RRS, Decision to Race. The organizing authority will not accept any liabilityfor material damage or personal injury or death sustained in conjunction with orprior to, during, or after the regatta. In addition to this the following is applicable:17.2. A boat is entirely responsible for her own safety, whether afloat or ashore,and nothing, whether in the Notice of Race or the Sailing Instructions or anywhereelse, reduces this responsibility. In this paragraph and the following paragraphs,wherever the context so permits, boat includes the helm and crew and theirparents or guardians.17.3 It is for the boat to decide whether she is fit to sail in the conditions in whichshe will find herself. By launching or going to sea, the boat confirms that she is fitfor those conditions and that her crew is competent to sail and compete in them.17.4 Nothing done or omitted to be done by the organizers can reduce theresponsibility of the boat nor will make the organizers responsible for any loss,damage, death or personal injury, however it may have occurred, as a result of the

    boat taking part in the racing or other parts of the event. The organizersencompass everyone helping to run the events and their associated activities,afloat or ashore, and include the Organising Authority, the Race Committee, theRace Officer, patrol boats and beach masters.17.5 The provision of rescue boats does not relieve the boat of its responsibilities.

    17.6. The fact that the Race Committee conducts inspections of a boat does notreduce the responsibilities of the boat set out in these conditions.17.7. The Race Committee may hold a boat ashore, or require a boat to go ashoreat any time when afloat, whether racing or not, if it considers that:a) The boat, the equipment or the clothing of helm and/or crew, orb) The physical condition of the helm and/or crew is not adequate for theconditions. Such boats will be scored DNC, DNS or DNF as appropriate.

    18. MEDIA RELEASES AND IMAGE RIGHTS:18.1. As part of the entry process, both parents and competitors will be required tosign a declaration accepting the following media release and waiver of rights:Competitors on the competing Cadets grant, at no cost to the organisers the

    absolute right and permission to use their name, voice, likeness, biographicalmaterial as well as representations of the boats in any media (being television,print and internet media),including video footage, for the sole purposes ofadvertising, promotion, reporting and disseminating information regarding the2012 International Cadet Class European Championship and the competitorsparticipation in the races.

    19. INSURANCE19.1. Each participating boat shall be insured with valid third party liability insurance with a minimum cover of 1,500,000 (1.5 million euro) per event or theequivalent.

    21. REGATTA OFFICE21.1. The Regatta Office in the Carnac Yacht Club will be open for registration fromSaturday 21st July 2012 at 09.30 hrs -17.00hrs.

    22. PRIZES22.1 Prizes will be awarded to the first seven European helms and crews overall.

    However should the fleet be split into Gold and Silver, prizes will be awarded to thefirst seven European helms and crews in the Gold Fleet and the first threeEuropean helms and crews in the Silver Fleet.22.2 A prize will be awarded to the first non-European entry.22.3 A daily prize will be awarded to the first three helms and crews calculated onthe combined results of that day. If the fleet is split a daily prize will be awarded tothe first three helms and crews for Gold and Silver calculated on the combinedresults of that day.

    The courses are as set out below.

    The marks are to be rounded in the order specified in writing, with p indicating that the mark is to be

    left to port and s indicating that it is to be left to starboard.

    The diagrams indicate the approximate relationships of the marks, but are not to scale and both the

    angles of the legs and the relative lengths of the legs may differ from those shown.

    When there is a gate, boats shall sail between the gate marks from the direction of the previous markand round either gate mark. The gate marks will not necessarily be square to the wind or equidistant

    from the preceding or succeeding mark.

    The finishing boat may or may not be the same boat as the committee boat used to start the race.

    FFVoile Prescriptions to RRS 2009 2012 applying to foreign

    competitors

    RRS 64.3 (*) :Jury may ask the parties to the protest, prior to checkingprocedures, a deposit covering the cost of checking arising from a measurement

    protest.

    RRS 68 (*) :Any claim for damages arising from an incident involving a boat boundby the RRS shall be subject to the appropriate courts and will not be consideredby the jury.

    RRS 70. 5 (*) :In such circumstances, the written approval of the FFVoile shall be

    received before publishing the notice of race and shall be posted on the official

    notice board during the competition.

    RCV 86.3 (*) : An organizing authority wishing to change a rule listed in RRS 86.1

    in order to develop or test new rules shall beforehand submit the changes to the

    FFVoile, in order to obtain its written approval and shall report the results to

    FFVoile after the regatta. The authorization of the FFVoile shall be mentioned in

    the notice of race, in the sailing instructions, and shall be posted on the official

    notice board during the regatta.

    RRS 88 (*): Prescriptions of the FFVoile shall be neither changed nor deleted in

    the sailing instructions, except for competitions for which an international jury has

    been appointed. In such case, the prescriptions marked with an asterisk (*) shall

    be neither changed nor deleted in the sailing instructions. (The official translation

    of the prescriptions, downloadable on the FFVoile website www.ffvoile.org, shall

    be the only translation used to comply with RRS 90.2(b)).

    RRS 91 (*) :The appointment of an international jury meeting the requirements of Appendix N is

    subject

    to prior written approval of the FFVoile. Such notice of approval shall be posted on the official n
