History and Background Established in 1973 as RCA American Communications, SES AMERICOM is a leader in

global satellite communications services

Introduced first three-axis stabilized spacecraft and the concept of in-orbit spares

Established both a cable and radio programming neighborhood in the early 1980s

In 1986 became part of the GE Capital family of businesses

In 1985, instrumental in enabling NBC to become the world’s first broadcast television network to use Ku-band satellites

In 1996, co-developed the A2100 satellites – the industry’s most reliable communications platform – and launched the first 36 MHz Ku-band service for the digital broadcast market

Expanded into the enterprise networks and data communications industries in 1994 with the acquisition of Spacenet

In 2004 SES AMERICOM acquires Verestar Inc.

In 2006 SES Global acquires New SKIES Satellites, Inc.

Acquired by SES GLOBAL in 2001

What qualifies as a Disaster?

“An occurrence causing widespread destruction and distress, a catastrophe” Natural Disaster

- Hurricane, Flood, Tornado, Earthquake

“May 22, 2006: A press statement issued by NOAA today indicates that this season will have 13 to 16 named storms, with 8 to 10 becoming hurricanes, of which 4 to 6 could be major hurricanes of Category 3 strength or higher.” By DDM, BVI

What are the effects of a Disaster? In the Carrier world:

Outages other than momentary or occasional- Router resets, faulty wiring, client-side user errors

Equipment failure- Switch/router failure, “Bad” blades

Line cut or cable failure- Local construction accidents, submarine cable failures

Sustained Power outage- Local or regional outage in excess of on-site backup ability

Traditional Remedies Outages other than momentary or occasional

- Local troubleshooting by client; escalation to call center(Time to resolution: 1-2 hours)

Equipment failure- Escalation to call center; site visit by carrier

(Time to resolution: 2-48 hours) Line cut or cable failure

- Physical construction by local carrier or cable repair boat launch(Time to resolution: 24-72 hours)

Sustained power outage- Continuous delivery of diesel fuel; wait for power company

action(Time to resolution: 12-72 hours)

Natural Disaster- Site relocation or partial/total reconstruction

(Time to resolution: 24 hours - 5 days)

Why set up a backup system ?

“In 2005 the Atlantic Hurricane season contained a record 28 storms, including 15 hurricanes”, By DDM, BVI, May 22, 2006.

Risk Summary for Caribbean Carriers

• Last Mile/Client Site is Weakest Link

• Disasters and Fiber cuts are greatest risks.

• Fiber diversity is useless if PoP suffers outage

• No current solutions for last mile backup

Page 9: Caribbean-Solutions@ses-americom.com Emergency Management & Disaster Recovery Diego Paldao, Director Latin America & Caribbean

Are there any Solutions?

Double-build last mile fiber to each client High additional capital expense for Carriers

Overlay last mile with microwave or similar Moderate to high capital expense for Carriers Subject to wind damage

Install low cost fee-for-use satellite backup terminals Low capital cost for carriers Backs up last mile, PoP and submarine cable in a single

connection

How can we prepare?

• Satellite: Evaluate various technologies (Eg: DVB, SCPC, TDM/TDMA) and determine which solution that is best for your requirement and location.

• Supplier: select a satellite communications provider that can provide a turn-key solution.

• Installation: assure antenna system and service are operational Antenna dish installation should allow for simple removal and re-attachment prior to

and after storm. Emergency electrical supply

• Testing: Establish a testing schedule with provider and remote sites to assure system is ready for use.

• 12-24 hours prior to storm arrival, re-test system and store the antenna’s dish.
