The aim of the Carefully to Carry Advisory Committee is “To reduce claims through contemporaneous advice to Members through the most efficient means available.” UK P&I CLUB IS MANAGED BY THOMAS MILLER Carefully to Carry Advisory Committee The first report of the Association’s Advisory Committee on Cargo Claims was issued in 1961 and it has now grown to a publication containing over 50 informative, up-to-date and concise reports.The Carefully to Carry Advisory Committee, which is composed of the UK Club’s preferred surveyors, concentrates on keeping the Carefully to Carry manual a market leader by constantly updating reports and adding new and topical stowage advice. The Committee comprises of many cargo experts, each with their own specialist field, covering areas such as: Stowage of coal, sugar, steel, refrigerated goods and containers Tanker terminal, refinery and chemical plants Oil pollution Hazardous cargo issues “The carrier shall properly and carefully load, handle, stow, carry, keep, care for and discharge goods carried.” Hague Rules,Article III, Rule 2 Crude oil, petroleum products, LPG, petro- chemicals, fine chemicals and chemical gases Lashing and securing of cargoes Vegetable oils, agricultural products, heavy-lifts and break bulk Fires and explosions. Experience has shown that cargo claims could be reduced if greater care was shown by following some of the general principles of the safe carriage of cargo: Vessels being suitable for the particular cargoes and staffed by efficient personnel Cargo presented for shipment in a suitable condition for transport by sea and adequately packaged when necessary Proper stowage and care of cargo during the voyage, particular attention being paid to dunnaging, securing and ventilation Supervision of cargo handling by stevedores Proper tallying of cargo Efficient security measures for guarding cargo whilst in the custody of the shipowner. Craig joined Thomas Miller in2009 after having worked as a deck officer in theMerchant Navy serving on general cargo, ro ro,specialised cable and ROV vessels. Craig also has adegree in maritime business and logistics fromPlymouth University. Prior to joining ThomasMiller, Craig worked in the operationsdepartment of one of the worlds largest steeltrading companies. Craig handles the day-to-dayactivities of the Carefully to Carry Committee.

A master mariner on general andcontainer vessels, Jim has worked as a marine co-ordinator and cargo care manager. His specialistknowledge is in the container trade, in particularcontainer securing systems, collapsed containerstow analysis, stowage planning of container ships,packing of freight containers and the stowage ofdangerous goods. He has attended a number ofmajor container ship casualties involvinggrounding, capsizing, explosions, fire andcollapsed stows.

A master mariner who served ongeneral cargo, dry bulk and refrigerated cargo/passenger vessels, John has spent over forty yearspractising as a consulting marine surveyor onbehalf of the Government, P&I, legal, underwriterand commercial clients. He undertakesappointments on all technical aspects of shippingincluding dry and refrigerated cargoes,charterparty disputes, collisions, personal injury,project cargo, risk assessment, loss prevention,speed and consumption disputes, design andplanning of marine structures and appointmentsas a marine arbitrator.

Kai is a science graduate with aMaster’s degree and doctorate in sugar chemistrywho has had much of his work published inscientific publications. He joined Jarrett Kirman& Willems in 1989 and became partner in 1993.Since becoming a marine consultant he hasworked on a wide variety of vessel types and hasspecialist expertise and experience in the carriageof many products, e.g. grains, fishmeal, seed cake,sugar, fertiliser, chemical and refrigerated goods.

Karl is a master mariner, whojoined Thomas Miller in 1986 from a leading firmof marine consultants in London. Having spentseveral years handling claims, Karl is now LossPrevention Director responsible for the Club’sactivities. He is Chairman of the Carefully toCarry Advisory Committee.

Jan studied law at the Universityof Hamburg with an emphasis on internationalmaritime and trade law. Since 1999 he has beenworking with the Hamburg based P&Icorrespondent Claas W Brons. As senior claimsexecutive he handles a variety of cases each year.Apart from dealing with general cargo matters,with a special emphasis on containerised cargo,Jan has also gained experience in all kinds ofother incidents including collisions, stowaways,oil pollution and Marpol infringements.

Keith worked in marineinsurance claims and qualified as ACII beforejoining the surveying company E.L Johnson’sSons & Mowat in 1970, becoming partner in 1989.He has widespread cargo surveying experience inthe UK and overseas, in many areas includingcoffee, fruit and cocoa.

Philippe served on dry cargo,reefer, ferries and tanker vessels up to the positionof chief mate. He specialises in the carriage of drycargoes and steel products, damage assessmentand loss prevention, with most of his timeinvolved in consultancy work in connection withthe carriage of steel products.

Chris joined Burgoynes in 1972following completion of his PhD studies onfactors influencing the risk of the accidentalignition of naval fuels. Since then he has beencontinuously engaged in the scientificinvestigation of fires, explosions and hazardouschemical incidents worldwide, in both land andmarine environments.

Marine investigations have involved all types ofvessel, including passenger ships, VLCCs,chemical tankers, general cargo and bulk carriers,container ships, dredgers and pipe laying barges.Incidents investigated include those resultingfrom engine room and accommodation fires andexplosions and missile strikes. Marine cargoincidents dealt with include those involving crudeoil and other petroleum products, LPG, chemicals,pesticides and containerised cargoes. Chris hasprovided technical support and advice to assist inthe resolution of live cargo fires. He also providedadvice in connection with hazardous cargo issues

and cargo quality and contamination disputesinvolving oils and refined petrochemicals,chemical products and bulk cargoes.

David is a Chartered Chemist,a director of CWA and a case manager in theCWA Oil and Chemical Department, responsiblefor the performance and management of a widevariety of tanker, terminal, refinery and chemicalplant investigation and surveys concerned withcargo quality control, contamination incidentsand related claims handling; including lossmitigation aspects involving the ultimatere-processing and/or salvage sale of contaminatedcargoes.

David provides expert technical advice covering:crude oil; petroleum products; LPG;petrochemicals; fine chemicals and allied materialsincluding edible oils and chemical gases; oil/cargospill studies, and; environmental impactinvestigations. He is also an expert witness who hashad work published in many publications.

David JonesDirector/Case manager– CWA International

A cargo surveyor with over thirtyyears in the industry, Peter’s main work is in thefield of cargo/cargo-related surveys for insurers.He covers a wide range of cargoes withspecialities including raw materials such as steel,wool, fibres and yarns together withcontainerised cargoes. Consultancy workincludes damage to cargo, assessment of securingarrangements, packing issues and personal injury.

Kees VelgersdijkCorrespondent– Dutch P&I Services bv

Hendrik is a doctor of law whojoined Langlois & Co in 1971. He is now head ofthe Ghent office, which services ports such asOstend, Ghent and Zeebrugge, where he hasgained great experience and expertise with P&Iclaims, e.g. cargo claims (fruit, forest products,bulk and liquid), defence cases, stowaways and oilpollution. His experience has been enhanced byan appointment to the Bench as a part-time judgeof the maritime division of the GhentCommercial Court.

Kees has a background ofcommercial activities, planning and claims for atank storage department, along with shipmanagement experience, prior to becoming acorrespondent in 1978. Kees deals with manytypes of claims, e.g. cargo claims and shortages,stowaway cases and oil spills.

Kees has served on the Committee for many yearsand brings a vast knowledge of claims trends andpatterns from the continent.

A master mariner on LPG andLNG carriers, David is a founder director ofAssociated Petroleum Consultants Limited, aconsultancy covering all litigation aspects ofloading, transport and discharge of crude oils,products, chemicals and LPG/LNG.

David specialises in LPG, LNG and chemical gasquantity & quality disputes. He has attended anumber of major LPG casualties worldwide andhas extensive experience as the attending expertin both arbitration and High Court LPG/chemical gas litigation proceedings.

Jaap van der WeesManager– Van Ameyde Marine, Flushing

Jaap is in the possession of amaster mariners and engineers license and sailedfor nine years mainly on tankers.

A senior surveyor with Van Ameyde Marine since1987, he has a vast experience in surveying allkinds of dry and liquid cargoes and technicalsurveys. He has attended several salvage andwreck removal operations and is trained for CDIand ISM audits.

A master mariner withexperience of general, refrigerated and containercargoes and supply vessels, John is an expert inmany fields. He joined Brookes Bell in 1981 as asurveyor and became a partner of the UK firm ofBrookes Bell & Co in 1984.

John has extensive survey experience withgeneral commodities, e.g. foodstuffs, logs,hazardous goods, liquid bulk and heavy-liftcargoes. In the consultancy field, he providesadvice on matters of navigation and seamanship,has conducted investigations of casualties,including groundings both offshore and inpilotage waters and port and berth safety etc.
