Regional Programs of Study
The window is now open for submitting applications for regional programs of
study to be implementation in the 2021-2022 school year. You may submit an
application if there are occupations that are in-demand, high-wage, and high-skill
within your region that are currently not included in an approved statewide
or regional program of study. If you are interested in submitting an application, you
are required to send a letter of intent to the TEA. Email your intent to apply to Les
Hudson at [email protected]. Please include the following information:
Name of the regional program of study
CTE courses sequence
Occupations used to justify the regional program of study.
The deadline for submitting your intent to apply is November 16, 2020.

House Bill 3 Reimbursements
The deadline to submit information for reimbursement of IBC's has been extended
to November 2, 2020. More information is found on the website.
The form to request TSIA reimbursement has closed. TEA will process all requests
for final reimbursement allocations.

TEA - UGG Webinar
On August 13, the federal Office of Management and Budget (OMB) published in the Federal Register an extensive document revising the Uniform Grants Guidance (UGG).
These administrative, cost, and audit regulations apply to your Perkins V programs, as well as all other federal grant activities.
These revisions to the UGG will be incorporated into EDGAR, and will have a July 1, 2021 effective date for Perkins expenditures.

The TEA is using the 2020 innovative course application process to encourage CTE stakeholders to create courses in gap areas to facilitate availability for the 2021 – 2022 school year.

Purpose of the new CTE Program Monitoring
The CTE program review is designed to:
• identify areas within a CTE program where improvements are needed and to support LEAs in implementing a high-quality CTE program.
• to provide Technical Assistance to LEAs in order to strengthen the CTE programs offered to their students and to ensure the CTE programs are being implemented in accordance with Perkins legislation.

(1.F.1) provides guidance for CTE teacher certification through state and local alternative routes
(1.F.2) offers an induction process for CTE teachers
(1.F.3) establishes retention policies for CTE teachers

1. CTE teachers
2. Campus administrators
3. CTE administrators
4. Specialized instructional support personnel and paraprofessionals
5. Career guidance and academic counselors

Recruitment and Counseling of Students
Evidence the LEA:
(2.A.3) has policies and procedures on the active recruitment of students, including students in special populations, into CTE programs
(2.A.5) provides career exploration and career development activities through an organized, systematic framework designed to aid students, including in the middle grades, before enrolling and while participating in a career and technical education program, in making informed plans and decisions about future education and career opportunities and programs of study
(2.A.6) provides information on approved programs of study and career pathways to include career exploration, work-based learning opportunities, early college high schools, and dual or concurrent enrollment program opportunities to students in special populations and parents in an understandable language (native language where appropriate)
Student Performance
Evidence the LEA:
(6.A.1) develops and implements strategies to address indicators below 90% of the
statewide target as reported on the PS 3350 of the Perkins V Local Application, using
disaggregated data including:
1. the underperformance of CTE Learners in comparison to non-CTE
Learners on federal accountability measures
2. the underperformance of students in special populations in the CTE
program in comparison to CTE Learners on federal accountability
measures
3. the underperformance of CTE Learners from different genders, races,
and ethnicities in comparison to CTE Learners on federal accountability
measures
(6.A.2) develops and implements strategies to address the lowest performance
indicator as reported on the PS 3350 of the Perkins V Local Application
Size, Scope, and Quality
Evidence the LEA:
(7.A.1) Size offers the required number of programs of study based upon high school enrollment numbers
(7.A.2) Scope includes the following in CTE programs:
· rigorous academic and technical standards, including employability skills
· opportunities for students to earn industry-recognized credentials
· opportunities for students to participate in work-based learning experiences
· connections of secondary to postsecondary coursework
(7.A.3) Quality
provides sufficient opportunity to meet or exceed performance targets under the Perkins V Act, including providing support for students in special populations enrolled in CTE programs and providing procedures to continuously improve CTE programs
