Patron’s Message

As a Voluntary Welfare Organisation, Care Corner has been dynamic in its approach to meeting the needs of the Singaporean community since its inception in 1981, expanding its centres and adjusting its programmes in response to the changing needs of the community they serve.

During this economic downturn, Care Corner continues to play a significant role in helping those affected, and the resulting rise in financial and family challenges.

Despite the increase in cases, I am pleased to note that the centres have not compromised on their service delivery.

I wish to commend, as well as encourage the team at Care Corner in their continued efforts to serve the community.

Chairman’s Message

It has been heartening to note that in response to the economic downturn, the Government has taken great pains in ensuring that even more help is available to those who desperately need it. By tapping on the country’s coffers, there is now more financial assistance for the needy, as well as for the social service sector through additional grants.

In taking stock of the operations across Care Corner for FY08/09, I am pleased to note that we have indeed benefited from the support and recognition by the Ministry of Community Development, Youth and Sports (MCYS), as well as the National Council of Social Service (NCSS). There is now recognition of the challenges and difficulties that all social workers face, in the course of conducting their work in attending to the needs of the community. The need to focus more attention on investing in supervision to further improve the standard of the social service profession has also been noted.

This economic crisis has seen our cases increase by leaps and bounds. Accordingly, our Centres have tried their level best to add headcount to cope with the significant increase. We have not been very successful, as the shortage of qualified and experienced social workers is a national phenomenon. However, I am pleased to report we have not compromised on the quality of our service and are taking the increased workload in our stride. In this regard, I would like to pay compliments to our employees who sometimes work well beyond midnight to clear their work.

With the added focus of Enhanced Information and Referral, plus the need for more networking with grassroots and other agencies, our Centre Heads have put in concerted efforts in ensuring that our Centres are well connected, and that the community is aware that help is available to them through Care Corner’s wide range of services.

In recognition of our work with the elderly located in Toa Payoh, I am happy to note that MCYS has kindly awarded us void deck sites to build three more seniors activity centres over the next few years.

In closing, I wish to thank our Patron, Mr Gan Kim Yong, Minister for Manpower for his on-going support towards Care Corner since its inception twenty-seven years ago. I would also like to thank the respective Members of Parliament for our Admiralty, Queenstown, Toa Payoh and Woodlands Family Service Centres; the MCYS, NCSS, Community Development Councils, grassroots leaders, our many supporters, donors, volunteers, and fellow social service providers, in our journey of meeting the various needs of those around us.

CEO’s Message

It seems only a short moment ago when we were preparing for our Finan-cial Year (FY) 2007/08 Annual Report. And now we are presenting our report for FY2008/09! At press time of this report, we will be well into the new FY of 2009/10.

FY2008/09 saw us meeting challenges of the increased caseloads at all our centres, due to the ‘Financial Tsunami’ of 2008. I do believe Singapore is on the way out of the Crisis, though many families would still be recovering from its after effect.

We were encouraged by the positive responses made by our Govern-ment towards those affected by the financial crisis. It has indeed helped us in handling the increased workload.

We would like to acknowledge the National Council of Social Service and Ministry of Community Development, Youth and Sports, for their support and many new initiatives introduced; North West Community Develop-ment Councils (CDC); South West CDC; Central CDC; Town Councils that worked closely with our centres; donors from various corporations; individual donors, our volunteers who gave their times selflessly, rain or shine; our team of committed co-workers; our Patron Mr Gan Kim Yong, Minister for Manpower; directors and members of our Management Committees who ‘journeyed’ with us with their participation, advice, and their prayers, and the several new members who joined our Management Committee during the year.

To our co-workers both colleagues and volunteers, a special thank you for your passion, your hard work, and the family spirit displayed all these years, especially the difficult year of this report. I am greatly honoured to be on the same team together with you.

Of course we must remember the wonderful God we have, on top of showering us with His eternal Love, continues to bless us in all areas of activities. In the FY 08/09, we were grateful to God for blessing us with the new Crossroad Youth Centre in Admiralty:, which started operations in July 2008. We began running programs in Potong Pasir through our temporary office in Toa Payoh reaching out to many senior citizens even though we could not secure a facility in the area. We were excited too when we became a partner of Teck Ghee Youth Centre towards the end of 2008.

We are constantly reminded of our God who loves us, and whose name amongst many, includes Wonderful Counsellor! Care Corner exists to help our fellow Singaporeans, who are one way or another in need of help. That is the vision of our founding members and it remains so - that we will reach out to those in need. May I challenge those who have the same burden to join us as co-workers, members of our Management Committee, volunteers, or donors.

The Care Corner Bursary Fund, initiated in February 2008, provides financial subsidy assistance to children enrolled at Care Corner childcare and student care centres. Subsidies are given to needy children who have problems with programme fees - including enrichment programmes and outings, purchasing uniforms, or books.

There are plans to extend the coverage of this Fund to cover emergency medical aid and babysitting care where needed.

In FY08/09, a total of 15 children have benefited from this Bursary Fund.

English Seed Programme, which is an enrichment class for P1 & P2 students’ English

*MAXPLORER IT is locally developed Information Technology (IT) Programme by edConnect Pte Ltd which fo-cuses on providing quality services and solutions for teachers and children.

The software is developed by a team of pre-school specialists to ensure that it is developmentally appropriate and allows children to learn at their own pace.

With an objective of wanting to nurture thinking, creative and independent learners through IT, children are guided through fun-filled interactive activities in order to build a sound foundation in IT education.

In FY 08/09, over 30 children have benefited from this programme at Care Corner Child Development Centre (Admiralty). Among them, 11 children were receiving the Care Corner Bursary. The children really enjoyed the one hour computer class which is conducted once a week.

In FY08/09, we administered to a total of 32 information & referral cases, of which 19 cases required home visits, counselling, casework and assessments to be done.

The Ministry of Community Development, Youth and Sports (MCYS) began referring mandated family violence cases to this Programme since December 2008, which saw us managing 5 cases. To create awareness and to empower the public to seek help if they are in a family violence situation, an outreach talk cum skit was conducted for seniors, providing them important pointers for keeping safe.

CARE CORNER SOCIAL CARE (POTONG PASIR)

Community Outreach

In December 2008, we celebrated the Christmas Festive with a special Christmas Event that was attended by about 400 residents from the Potong Pasir area. Stage performances with free pop-corns and candy floss were enjoyed by the residents. High tea was also provided at a nearby restaurant.

It was an exciting year of breakthrough as we saw more youth programmes being set up in Potong Pasir. The Care Corner Social Care (Potong Pasir) Bursary Scheme for Saint Andrew’s Village was successfully implemented after many rounds of consultations and meetings with the school personnel from the Primary School, Secondary School and Junior college.

In addition, our cyber wellness assembly talk was held successfully at Saint Andrew’s Junior College. Commented Mr Sia Lai Chai, HOD, Education Technology St. Andrew’s Junior College:

“Our students have learnt important values concerning healthy cyber usage and how to prevent cyber addiction”.

We also conducted an after school program for students organised by a church in the estate. The students enjoyed our group activities and craft work which helped them learn more about friendships and good family values.

Our senior programme was well received since we began operations in April 2008. To-date, we have a total of 43 elders who signed up for our weekly early morning brisk-walking exercises. Rapport among the seniors and staff was built over coffee after the brisk-walking exercises and monthly birthday celebrations.

A flower arrangement course and two outings were also organised for the seniors to enhance bonding among them and to inculcate the value of lifelong learning.

Games, food and life empowering stories were also shared to the seniors during the mid-autumn festival and Chinese New Year celebration and it is also a time for them to socialise with each other.

The Company is in full compliance with the Code of Governance.

During the financial year, transactions with related parties on terms agreed between the parties were as follows:

4. MANAGEMENT OF CONFLICT OF INTEREST

There are no paid staff on the Company’s Board.

Board members are required to disclose to the Board:

i) any interest that he may have, whether directly or indirectly, in any contracts or business transactions of whatever nature that the Company may enter into or in any organisations that the Company has dealings with or is considering dealing with (whether as a joint venture partner or otherwise); and

ii) any personal interest accruing to him as one of the Company’s supplier, user of services or beneficiary.

The affected board member may not vote on the issue that was the subject matter of the disclosure nor participate in discussions relating to the same save that he may provide explanation or clarification of his interest in the said issue if this should be required by the Board. The minutes of for this particular meeting will clearly document the disclosure made as well as the basis for arriving at the final decision in relation to the issue at stake.
