1. 92 Bed Complex Community Care Facility offering the following services:

• 24 hour medical and nursing care (Private pay and potentially funded care.) • Physiotherapy and rehabilitation • Recreation and spa therapy • Nutritious meals • Laundry services • Supplementary services include: Podiatry, Hairdressing, Music therapy, and

Pastoral services 2. 92 Care Beds in a Residential Setting:

Most care facilities in British Columbia are located in residential areas. A residential setting benefits our residents and their families and friends as it provides easy access for visitation within a home-like environment. Casa Mia will be considered a ‘smaller’ care home by industry standards as it is less that 125 beds. At Casa Mia our goal is to provide affordable care service in a non-institutional estate setting. Our residents will benefit from our building a smaller building sensitive to the community and embracing the existing house at Casa Mia. The economics of developing and operating a long term care facility in the West Side of Vancouver to the standard required by Vancouver Coastal Health Authority’s Licensing body and out commitment to quality care at TCG Care Group would not allow for a facility any smaller in size.

2. Designated Heritage Status for Casa Mia:

This development and re-zoning of 1920 SW Marine Drive is intended to provide for the preservation of Casa Mia as a Designated Class ‘A’ Heritage Building. Currently the building is not designated heritage.

4. Sustainable LEED Gold Design

The addition to Casa Mia will be a LEED GOLD design including such features as: • 15,000 sq. ft Green Roof • Energy efficient lighting, heating and cooling • Triple glazed windows • Sun shades • Sustainable building materials

5. Local Care for Vancouver’s Aging Population:

Vancouver Coastal Health Authority and the BC Government are depending on the private sector to develop care facilities that meet the growing need for complex care in Vancouver.

6. Local Employment: Casa Mia will employee 50+ full and part-time staff including doctors, nurses, care attendants and other services providers.

7. Impact on 'Peak Hour' Traffic will be Minor: A professional traffic study has been performed and the results indicate that the incremental traffic resulting from Care at Casa Mia will be a less than 1.5% increase during peak week-day afternoon hours and less than 0.6% during peek weekday morning hours.

Facts on Residential Care: Publicly Subsidized or Private Pay Services In BC, there are a range of care and support options for people having difficulty coping with activities of daily living because of health-related problems or a life-threatening illness available from both publicly subsidized and private pay service providers. Publicly Subsidized Home and Community Care Services: • Are accessed through the health authority; • Are accessed by the individual/representative who meets general provincial eligibility

criteria and agrees to participate in a formal assessment that is conducted by their health authority and are assessed as having needs that can be met by the services;

• Are subsidized by the Ministry of Health and administered and delivered by the health authorities and other contracted providers; and

• While individual preference for service is considered, the individual’s need as determined by a formal assessment is the primary consideration in determining which service is provided.

Private Pay Services: • Are accessed by the individual directly from the service provider; • Each individual can shop and compare for services that best meet their needs and

preferences; • All aspects of service provision are agreed to by the individual and the service provider;

and • Government does not provide any financial assistance to individuals or service

providers for the service.

Facts on Subsidized Residential Care: Services Provided Long-Term Residential Care Long-term residential care services provide 24-hour professional supervision and care in a protective, supportive environment for people who have complex care needs and can no longer be cared for in their own homes or in an assisted living residence. Long-term residential care services include: • standard accommodation; • development and maintenance of a care plan; • clinical support services such as rehabilitation and social work services as identified

in the care plan; • ongoing, planned physical, social and recreational activities, such as exercise or

music programs, crafts, games; • meals, including therapeutic diets if prescribed by a physician, and tube feeding; • meal replacements and nutrition supplements as specified in the care plan or by a

physician; • routine laundry service for bed linens, towels, washcloths, and all articles of clothing

that can be washed without special attention to the laundering process; • general hygiene supplies, including but not limited to soap, shampoo, toilet tissue,

and special products required for use with facility bathing equipment; • routine medical supplies; • incontinence management; and • any other specialized service (such as specialized dementia or palliative care) as

needed by the client that the service provider has been contracted to provide.

Long-term residential care services are for people who can no longer be cared for in their own homes or in an assisted living residence and: • have severe behavioural problems on a continuous basis; • are cognitively impaired, ranging from moderate to severe; • are physically dependent, with medical needs that require professional nursing care,

and a planned program to retain or improve functional ability; or • are clinically complex, with multiple disabilities and/or complex medical conditions

that require professional nursing care, monitoring and/or specialized skilled care.

Facts on Subsidized Residential Care: Funding The cost for publicly subsidized long-term residential care services One pays up to 80% of your after tax income on a monthly basis to cover the cost of housing and hospitality services including meals, routine laundry and housekeeping, subject to a minimum and maximum monthly rate. The monthly client rate for long-term residential care services is determined as follows:

A. If income is less than $19,500 (Formula A): • annual after tax income less $3,900 ($325 multiplied by 12), divided by 12.

B. If income is equal to or greater than $19,500 (Formula B): • annual after tax income multiplied by 80%, divided by 12.

Minimum monthly rate is $958.90 per month. (Adjusted annually based on changes to the Old Age Security/Guaranteed Income Supplement.) Maximum monthly rate is $3,059.00 per month. (Adjusted annually based on CPI changes.) Hardship Allowance: If your assessed monthly rate would cause you or your family serious financial hardship, you may be eligible for a reduced rate. Serious financial hardship means that payment of the assessed monthly rate would result in you or your spouse (if applicable) being unable to pay for:

• adequate food; • monthly mortgage/rent; • sufficient home heat; • prescribed medication; or • other required prescribed health care services.

Facts on Subsidized Residential Care: Eligibility . What are the long-term residential care eligibility criteria? In addition to the general eligibility criteria for home and community care services, to be eligible for residential care services you: • have been assessed as having 24-hour professional nursing supervision and care needs

that cannot be adequately met in your home or by housing and health services; • are at significant risk by remaining in your current living environment, and the degree

of risk is not manageable within available community resources and services; • have an urgent need for residential care services; • have been investigated and treated for medical causes of disability and dependency

that may have been remedial; • have a caregiver living with unacceptable risk to their well-being, no longer able to

provide care and support, or there is no caregiver available; • will accept the first appropriate bed where your preferred facility or location could not

be accommodated on admission; • have consented to admission to the facility, and agreed to occupy the bed within 48

hours of notification of the availability of the bed, unless alternate arrangements are approved by your health authority; and

• have agreed to pay your assessed rate and any additional optional charges for services, programs or supplies that are not included as a benefit but are offered by the service provider.

TCG Care Group (“The Care Group”)offers high quality residential care services to complex care clients throughout the Lower Mainland and Vancouver Island. We offer full time professional nursing care and assisted living. Our services include assisted living, extended care, intermediate care, convalescent care or transitional care, respite care and adult day care programs.

The Care Group is a British Columbia based private company that owns and operates six care facilities. The facilities include: Lakeshore Care Center; The Madison; Sherwood Crescent Manor; Point Grey Private Hospital; Braddan Private Hospital; and, Qualicum Manor. The three Principals of TCG Care Group are Lynn Aarvold RN, Maureen McIntosh RN, and Roy McIntosh CA.

We work in collaboration with Fraser Health Authority, Vancouver Coastal Health Authority and Vancouver Island Health Authority to provide government subsidized residential care to seniors .

TCG Care Group’s Management bring significant experience required to deliver successful outcome for our residents. TCG’s principals are Lynn Aarvold RN, Maureen McIntosh RN, and Roy McIntosh FCA. Lynn Aarvold and Maureen McIntosh have more than 50 years of combined experience in owning and operating multi-level residential care homes in British Columbia. Roy McIntosh is a senior financial professional with significant experience raising financing and managing complex projects. As seasoned nurses Lynn and Maureen bring a unique and compassionate approach to the operation of residential care centers. This is evidenced by the results that they have Lynn Aarvold, RN Lynn has worked in the Ministry of Health in a variety of different positions such as Long Term Care Assessor and Inspector of Private Hospitals. The experience gained in her previous positions was instrumental in the development and growth of TCG Care Group. Within the companies she has held various positions such as Director of Care and Administrator. Maureen McIntosh, RN Maureen is the Administrator of Braddan Private Hospital and Qualicum Manor. She has in the past held the Director of Care role of Sherwood Crescent Manor, Braddan Private Hospital and Point Grey Private Hospital. Prior to starting TCG she was the Director of Care for Inglewood Care Centre and Willingdon Care Centre. Prior to that she worked in acute care in a variety of specialties. Roy McIntosh, FCA Roy is a Fellow Chartered Accountant. Roy was a Partner with KPMG LLP for over 25 years working in Vancouver, Halifax and Belgium. Roy more recently has focused his work on financial and project management and development. He acted as the Financial Manager in the development of the Richmond Olympic Oval. Further he was a pivotal member of the team that developed the UBC Boathouse on the South Arm of the Fraser River. He oversees all of the financial aspects of the development for all of the TCG Care Group.
