CO2 Capture 1AC ------------------------- The United States is second in the world in CO2 emissions, and no surprise China is first. It is estimated that the U.S. emits 20.2% of the world wide emissions. In this day in age 20.2% is a very substantial amount of emissions from the United States. In the past few years our country has tried to create bills and policies that restrict and or prohibit the people of the U.S.. And greater far they lower our standard of living through ruining our economy and costing the tax payers billions which then results in normal  American families not having enough money to afford to live. There is a problem in our status quo and My partner Brianna Lynch and I Mallory Davis plan to fix this problem. We are: Resolved: That the United States Federal Government should significantly reform it's environmental policy. For clarification in the round we would like to give these definitions. 1. Signi ficant ly- (American Heritage Dictionary, 4 th Edition) Having or lik ely to have a major effect. 2. Ref orm- (wordnetweb.prince ton.edu/perl/webwn) Make changes for improvement in order to remove abuse and injustices; reform a political system.  We would also like to offer a background so that everyone in this round will fully understand the plan of the Affirmative team. Background:  A new technoligy has been developed. Once the CO2 has been captured, it is compressed into a liquid ready to be transported to an offshore location. CO2 can be transported by on and offshore pipeline, by ship, or by a combination of both. Now that we have all the definitions we need to fully understand this round present the harms. Many people would like you judge to believe that co2 is not an imminent harm. But on the contrary inthis harm we will show you how co2 is a harm that we should not ignore!Lets first look atsub-point A. Weather changing

Ecosystems will be stressed, although some managed agricultural and forestry systems will benefit, at least in the early decades of warming. Thousands of icebergs float off the coast of the Antarctic Peninsula after 1,250 square miles(3,240 square kilometers) of the Larsen B ice shelf disintegrated in 2002. The area of theice was larger than the state of Rhode Island or the nation of Luxembourg. Antarctic iceshelves have been shrinking since the early 1970's because of climate warming in theregion.B.) Plan:Mandate I: Companies capture.

CO2 emitting Companies will be required to capture the CO2 they emit. They will be required to confinethis CO2 in underground containers. until federal resources come and transport the CO2 to company'sthat use co2 to make their products. If a company emits co2 while making the product that uses co2 they 

 will be required to capture and confine it.

Funding:Each company confining co2 will be given a one time subsidy, that they will be required to use to buildconfinement containers. The subsidies will come from President Obama's stimulus plan.

Professor Haszeldine [a Professor of Geology at the University of Edinburgh] estimates that if a new power plant costs $1.5 billion to build, it'll cost an extra $700,000 to fit the capture equipment on the firstexperimental plants.

So that estimates to an average of 700,00 dollars per company emitting co2. But this is not a definite cost because all companies are different and the cost will very from one plant to the other.

Incentive: The Net benefits......from buying and selling CO2. These Companies will have an incentive from buying and selling co2.

Carbon capture and storage is an essential technology to tackle the dual problems of climate change and

security of supply. Coal and gas have an important role in a balanced energy portfolio, but to meet the UK Government's tough carbon reduction targets, CCS will have to become a reality by 2014.
