    OftenI amasked about the value of a securitycameras. Although“old fashion” police work is stillimportant today (e.g. aneye witnessaccount,interviewing a suspect, obtaining a latent print, etc.),video footage of a suspect’sactionsis making thedifference betweencapturing and not capturing asuspect.

    I have many examplesof this, but one that comestomind thisweek isof a bicycle theft whichoccurred at510 BushStreetonMay 2nd. There wasa great imageof the suspect stealing the bicycle. Asa result, a bulletinwasdeveloped and anemail wasdeveloped forofficers. Withindays, Central StationOfficersZacharyMcAuliffeandGeorgeTano captured the suspect.Excellent police work!The image made all thedifference in this case.

    GreatArrests

    OfficersMatthew Ortega andChristian Etei made a great arrest the other day. They observed a personriding hisbicycle onthe sidewalkonMay 15th. Thiswas2:20 a.m. and he was riding without proper lighting equipment. They noticed thesuspect had a flashlight and a screwdriver wassticking out of hisback pocket. Asaresult of their investigation, they recovered plyers, a folding knife, a crowbar and

    narcoticsparaphernalia. I amcertainthey prevented a burglary intheneighborhood that morning.

    TrafficEnforcement

     Thanksto SergeantPanina andOfficerCourtney, 17 citationswere writtenforfailing to yield to a pedestriansthisweek at Sansome and Green. Pedestrianshit ina crosswalk iswhat we are trying to avoid, inline withour City’s VisionZero Plantoeliminate pedestrianfatalitiesby 2024.

    IRSScam

    OftenI speak withthe community about the variousscams. Most often, people willtell me that a personattempted to scamthemby calling themand telling themtheyare fromthe IRS. The suspect will proceed to tell a personthat they owe the IRSand if they do notpay, there will be a warrant for their arrest. The majority of thepeople I speak withknowit’sa scamand are frustrated by the call. I have evenreceived this call while I was working.

    OnMay 13th, a 70 year old resident of TelegraphHill received thisvery same call. The suspect told thevictim“I amOfficer Jacksonwiththe US Treasury.” The suspect said the victimowed $6,000 inback taxesand was subject to immediate arrest. The suspect instructed the victimto purchase $2,000 in pre-paid gift

    cards and immediately call the suspect back. The victimdid this and called the suspect back. The suspectasked the victimto scratchthe back of the card and read himthe numbers. Soonafter, the suspect called herback attempting to get the victimto do it again. It wasat thistime, the victimrealized thiswasa scam. Pleaselet everyone youknowabout thisscamso it doesnot happento them, especially our elderly.

    A week ago, I received the following email froma young student:

    “Dear CaptainDavid Lazar, Thank youfor all youdo to keep our Central area of the city safe. My teacherdropped me off after a late night at school (around 10pm-my walking buddieshad already gone home)and received a citationonthe way. The officer wasvery kind and working to keep ussafe. My teacher was

    also helping me get home safely inthe same spirit asthe officer, so asyoumight be able to empathize, I feltso bad he wasaffected negatively along the way.

    I wanted to request if there might be anything we could do to make thiscitationlessfor my teacher.

     Your Statement of Purpose says, “we will provide service withunderstanding.” I know these request canbetricky, but if there isanything youor someone else may be able/ willing to do to make thiscitationlessorgone away, it would meana lot. Any guidance would be muchappreciated. Thanksagainfor all your teamdoes.”

    I very muchenjoyed thisemail because I liked the fact that the student cared that muchfor histeacher andwanted to help himinexchange for getting a ride home. I sent the young personanemail inreturnexplaining that the only possible way the ticket could be dismissed would be by protesting intraffic court.

    While I had his attention, I asked if he wouldn’t mind receiving thisweekly newsletter whichhe happilyagreed. I amglad to have made a new friend.

    Vacation

    Daryl wasraised inthe L.A. area and attended UCLA and thenUCSF where shegraduated witha Degree inNursing. She went onto become a Pediatric NursePractitioner and worked inArcata and Eureka for about 20 years. She moved to SanFrancisco onTelegraphHill 11 yearsago and retired fromnursing about 8 yearsago.Since thenshe have volunteered withthe SPCA and SAFEand organized the

    Neighborhood Watchgroup 3 years ago, encompassing Union, Montgomery, and smallerstreetsand stepsclose by. Throughthe years, the membership hasgrownto about 75households. For the past 2 months, she have represented TelegraphHill at the monthlymeetingsof the Community Police Advisory Board led by Captain Lazar.

    She appreciate the feeling of belonging to a neighborhood where boththe people wholive here or visit and the surroundingsare cared for and respected. Throughthe meetingsand social gatherings, most of the residentsrecognize their neighbors. Any issueson"thehill" and especially concernsabout safety are emailed to over 200 people. CentralStationisalwaysincluded inthese emailsand respond asneeded. Now there are officers

    walking up and downthe Filbert and Greenwichsteps, sometimestwice a day!

    Inthe last five years, she have noticed more of a police presence inCentral District andmore participationincommunity eventsinanattempt to gaintrust and reduce fear. Therehasalso beenmuchmore participationand creativity by police and othersto look forwaysto decrease the problemsand crime inevery neighborhood.

    Central Police Distr ict. This month we 

    interviewed Daryl Babbit. Daryl is on the 

    Community Police Advisory Board.

    This month, we interviewed Of f icer Catherine Daly,

    a 24-year member of Central Police Station.

    Officer Catherine Daly wasbornand raised inSanFrancisco. She attended and

    graduated fromSaint PaulsHighSchool. After highschool, she started working.

    Before becoming a Police Officer, she wasa Parking Control Officer. She joined the San

    Francisco Police Academy inFebruary 1991. After graduating fromthe Police Academy,

    she wasassigned to MissionStationfor her field training. She wasthenassigned to

    NorthernStationfor her probationstation. She wasthenassigned to Central Stationasher

    permanent stationin1992 and hasworked at Central Stationsince.

    Officer Daly isthe HomelessResource Officer for over 12 yearsat Central Station. She

    waspart of the Returnto Residence programwhere she helped over 2,000 homeless

    people inSanFrancisco returnto their familiesand friendsand out of homelessness.

    Officer Daly enjoyed working withthe community, merchants, tourists, SanFrancisco Park

    and Recreation, SanFrancisco Fire Department, Paramedicsand Department of Human

    Resources.

    Officer Daly hasworked at Central Stationfor 24 yearsand will be retiring onJune 15,2016 fromCentral Station!
