(BakerRisk) has extensive experience in facilitating Stage Gate Reviews at the end of key project stages (see figure below). The overall objectives of these reviews are to assure management that: • Safety (process safety & occupational safety), Health, and Environmental (SHE) risks have been identified, and • Appropriate engineering and operational measures have been or can be developed to control the identified risks. These “cold eyes” reviews are conducted by a multi-disciplinary team that is independent of the project. They may be performed for any new process plant, manufacturing installation, pipelines and associated facilities, a major modification that cannot be satisfactorily reviewed using the site’s management of change (MOC) procedures, decommissioning, restart after mothball, or even a major turnaround. The intent of the process is to develop sufficient strategic information on risk management so that senior executives and other decision makers can approve advancement to the next stage of the project and commit resources to maximize potential project success. While the focus is mainly upon Process Safety risks, BakerRisk’s experienced engineers can tailor the scope of the review to address other SHE and security risks. CAPITAL PROJECT STAGE GATE REVIEWS

Assurance is provided by reviewing project proposals at various key stages in their development. The results of stage gate reviews are an important element of decision support packages required for key decisions including funding the next stage of a capital project. Each project stage gate has well-defined milestones to ensure that adequate and reliable information is developed. The major milestones are:

FEL - 1 StageSignificant SHE issues that could affect the viability of the potential project have been identified and information required to assess risks, liabilities, regulatory compliance and adverse impacts is available or measures are in place to obtain it.

FEL - 2 StageAll SHE concerns relating to the project lifecycle, novel technology, location and relevant regulations/corporate standards have been identified, and an adequate SHE Plan (including hazard evaluation and risk management) developed.

FEL - 3 StageSHE studies have been satisfactorily addressed and followed up, SHE aspects of engineering designs meet regulatory requirements, project codes/standards (RAGAGEP) have been identified, design philosophies have been established, and change control (MOC) and documentation procedures implemented.

Detailed Design StageSHE and specialist studies (including HAZOP) complete and actions being satisfactorily resolved, detailed engineering adequately addresses SHE aspects, and engineering controls, change controls and SHE Plan being implemented.

Construction StageIntegrity/quality management is sufficient to deliver plant integrity, change controls and construction SHE Plan are being implemented, and plans for pre-commissioning, commissioning, and pre-startup are adequate.

Pre-Startup StageDesign integrity maintained and SHE not compromised, pre-commissioning completed, plant ready for commissioning, operations personnel adequately trained, equipped and competent, and essential procedures including emergency response are available.
