1 Introduction Capital Management Engineering Limited (CMEL) was retained by Marie Cairns of the Sport and Recreation Branch, Community Services, Yukon Government to complete an update to the Recreation Inventory for the unincorporated community of Old Crow.

2 Purpose The Vuntut Gwich’in First Nation owns, and maintains the majority of the recreational facilities within the community of Old Crow. The Yukon Government has initiated a comprehensive review of the Recreation Inventory within the community of Old Crow and has initiated an update of the 2005 Lorimer & Associates reports.

3 Methodology

3.1 Project Approach

The project was broken down into the following phases:

Phase I – Data Collection & Site Assessment To start the assessments, background information was collected for the community. The information included, when available, floor plan drawings and past reports, Following the collection of background data, a site assessment was scheduled and completed. The site assessment was carried out to update the current Recreation Inventory, document recreational inventory constructed since 2005 and any major changes or upgrades since 2005.

The current facilities in the community were documented in order to facilitate the creation of the updated Recreation Inventory. During the site assessment, additional information was gathered from the site contact and site personnel, where possible, to further support the determination of updates and changes since 2005.

Phase II – Community Recreation Inventory The existing Recreation Inventory has been used as the base template in updating the new Recreation Inventory for the Government of Yukon. CMEL developed an updated Recreation Inventory based on collected data and the site assessment findings. The new infrastructure and major changes are documented as well as photos taken to be included as an Appendix.

3.2 General Methodology

The analysis for the building(s) consisted of the following:

On-site assessments of the community with a representative designated by the Yukon Government;

Updating of the 2005 Lorimer & Associates report; and

Responses to a review of a draft report by Yukon Government.

4 Community Recreation Inventory The unincorporated community of Old Crow is the most northerly community in the Yukon. The community is situated on the banks of the Porcupine River and is a fly-in only community. It was reported to have a population of 262 people. The Vuntut Gwich’in First Nation is the current active recreation society within the community. All facilities were reported to be on land owned by the Vuntut Gwich’in First Nation. The following facilities were observed and are summarized further below:

Arena Youth Centre Community Hall Playground Ball Diamond Ski Chalet Fitness Centre

4.1 Arena

The Arena is located at the east end of the community to the north of the river and to the west of the new Coop store. The building is a prefabricated open span aluminum structure fabricated by Sprung Instant Structures Limited. The aluminum building frame, which is mounted on concrete footings, supports the vinyl building membrane. The rink itself is reported to be on a gravel base. Dasherboards are aluminum framed topped with a chain link fence in the place of glass. The building is accessed by a set of double man doors on the north side and a large sliding door on the west side. Lighting for the building is provided by a number of perimeter mounted metal halide fixtures. Ventilation is provided by three ridge mounted exhaust fans. There is no heating or cooling system provided to the building. There is a current problem with snow accumulation on the arena structure that in the past has led to partial collapse of the building. The west end of the structure was replaced in 2004 and then another small section on the north end was replaced in 2014. The community has developed a number of temporary solutions to try and deal with the snow accumulation issue. Updates reported and observed since the last report include new aluminum dasherboards and fencing and the replacement of the collapsed panels. There have been no other reported changes.

4.2 Youth Centre

The Youth Centre contains the open youth centre hall, kitchen, male and female washrooms and the mechanical room on the main floor. There is a small mezzanine on the north side of the building that contains some storage, an office and a small studio room. The mezzanine is accessed by internal stairs. It appears that the mezzanine was added after the original construction but this could not be confirmed.

The building is founded on timber cribbing with a wood post and beam superstructure. Exterior walls are constructed of wood logs and the roof is a sloped metal system. The floors were reported to be wood framed structure. Floor finishes within the building consist of carpet, wood, vinyl composite tile (VCT) and sheet vinyl. Ceiling and walls finishes consist of wood panelling, laminate panelling, painted plywood and tongue and groove wood. Heating is provided by oil monitors and electric baseboards. Exterior windows are triple glazed insulated vinyl framed glazing units. Exterior doors are metal in metal frames. The building was reported to have been constructed in 1997. Updates reported and observed since the last report include new sheet vinyl flooring in 2006 for the kitchen, two new oil monitor heaters and associated oil tank in 2013 and a new domestic water holding tank in 2015.

4.3 Community Hall

The Community Hall is located to the north of the Porcupine River and is bordered by a playground to the east, the old Renewable Council Office which now contains the fitness centre to the north, and the old grocery store to the west. The building contains the open Community Hall, kitchen, male and female washrooms and the mechanical rooms. The washrooms, kitchen, and one of the mechanical rooms were reported to have been added in 1997 with the original structure constructed in 1995. A vestibule was also added over the main entrance around 2002. The octagonal shaped building is founded on timber cribbing with a wood post and beam superstructure. Exterior walls are constructed of wood logs and the roof is a sloped metal system. The floors were reported to be wood framed structure. Floor finishes within the building consist of strip wood, sheet vinyl, and wood laminate. Ceiling and walls finishes consist of wood panelling, painted plywood and tongue and groove wood. Heating is provided by three oil fired forced air furnaces with two separate oil tanks. Exterior windows are triple glazed insulated vinyl framed glazing units. Exterior doors are metal in metal frames. The building was reported to have been constructed in 1995. Updates reported and observed since the last report include new kitchen interior finishes in 2015, refinishing of the community hall wood floors in 2015, a new water heater and new domestic water holding tank in 2015.

4.4 Playground

The community has two playgrounds with the second having been constructed since the last report. The original playground is located next to the Ball Diamond and south of the airport. It contains swings, teeter totter, and a slide. It appears some equipment has been removed since the last report. The second playground is located to the east of the Community Hall. It contains a play structure complete with slides, a four person teeter totter and a standard teeter totter. The equipment is of much newer vintage than the other playground; however, it was not known when it was constructed.

4.5 Ball Diamond

The ball diamond is located to the south of the airport and to the east of the original playground. It has a chain link backstop and is reported to be surrounded by chain link fencing however snow cover made this hard to confirm. It was reported to have a grass base. There are player dugouts constructed of painted wood and plywood structures. There were no reported changes since the last report.

4.6 Ski Chalet

The ski chalet is located to the north of the airport. The building contains the cross country ski equipment, an open lounge area, kitchen and a washroom. There is a private residence attached to the chalet. The ski chalet is constructed on a timber cribbing foundation with a wood floor and log exterior wall construction. The roof consists of a metal roof system. Windows were observed to be triple pane vinyl framed glazing units. Exterior doors were observed to be metal doors in wood frames. The building is heated with oil fired monitor heaters and a wood fired stove. Interior finishes consist of residential style sheet laminate floors, wood panelled and drywall wall finishes and a laminate panel ceiling finish. Domestic hot water is supplied by an electric water heater. Updates reported and observed since the last report include a new water heater and domestic water storage tank in 2015. There have been no other reported changes since the last report.

4.7 Fitness Centre

The new fitness centre is located to the north of the community hall and to the west of the youth centre in the old Renewable Resources Building. The building is founded on a timber cribbing foundation with log exterior walls and a wood framed floor and roof construction. The roof is covered with a metal roof system. The building contains some cardio equipment, weights, and a punching bag. There is also a male and female washroom. Interior finishes consist of painted plywood and rubber athletic flooring, wood panel and drywall wall finishes and spline tile ceiling finish. The building is heated with a Laser 73 oil monitor heater. Domestic hot water is provided by an electric water heater. There is no cooling provided to the building. The building wasn’t included in the last report.

4.8 Summary of Changes

Facility Changes since 2005 Arena Aluminum dasherboards and the

two new oil monitor heaters and associated oil tank in 2013 and a new domestic water holding tank in 2015.
