PLAN 180 is a community development plan consolidating the resources of innovative thought-leaders and best-practice organizations to focus them on a single geographic area for the purpose of lifting that community out of post-conflict poverty and into global-class revitalization. 

The strength of PLAN 180 is in its ability to catalyze people and organizations into massive collaboration. PLAN 180 builds partnerships with local and international organizations to work interdependently to rapidly and holistically address the needs in a community. This partnership creates sustainable growth that balances the community's economic vitality with the well-being of its citizens.

PLAN 180 selects a region to work in based on the following criteria:

The criteria for a PLAN 180 program is:1. The region is a post-conflict area.2. The region is undergoing or desiring to undergo reconstruction.3. The local and national leadership support the development of

programs to enhance the quality of life for its citizens and communities.

PLAN 180 has chosen Grand Cape Mount County, Liberia to work in because it meets the criteria and because it has established, visionary leadership in its expatriate association NACA – The National Association of Cape Mountainians in the Americas.

Plan 180 is organized as an alliance amongst equal partners all contributing valuable core competencies to the overall vision and mission of Plan 180.

The alliance operates as an ecosystem, with all the interdependent strengths and delicacies inherent in the complex dynamics of an ecosystem.

Plan 180 is not owned by any one organization, but it is operated by a Governing Board. The Plan 180 Governing Board provides leadership, coordination, governance and oversight to the strategic implementation of its goals.

The priority role of the Governing Board is to keep the ecosystem in balance.

Education Goals: 1. PLAN 180 envisions a county in which 100% of the youth are in high-quality primary,

secondary, and tertiary schools.

2. PLAN 180 will focus its work on free public schools.

3. PLAN 180 envisions a county with an 80% high school diploma achievement rate.

4. PLAN 180 envisions an adult education school that teaches core competencies.

5. PLAN 180 envisions high quality international teachers being attracted and retained to work in Grand Cape Mount.

6. PLAN 180 envisions a vocational college that operates in collaboration with local industry.

7. PLAN 180 envisions the Polytechnic Institute being a world-class design, engineering and technology college.

CHALLENGES:Mass ignorance, mis-education, illiteracy, and a shattered educational system and programs which translate into a 75% functionally illiterate population. Liberia’s illiteracy rate is over 70%. About 50% of the teachers are not trained. Over 50% of children of school age are not in school. Education gets only 11.4% of the annual national budget allocation. These statistics were recently confirmed by the Liberian Needs Assessment Report (2004) presented to the United Nations. No doubt, the current situation in Grand Cape Mount County exactly mirrors the magnitude and extent of that national problem and the challenges it poses for this generation of stake holders.

VISION: We envision that, predicated upon a conscious strategic plan, in the context of TIME (Teach, Inspire, Motivate, and Empower), Grand Cape Mount County will be recognized as model and leader of Liberia’s educational reconstruction agenda, thus reclaiming her rightful place as the torch bearer of Liberia’s onceacclaimed educational enterprise.

CHALLENGES:Limited Imaging of SUCCESS, challenging environment that can stifle SUCCESS. Limited Socio-economic Mobility and Support, Lack of Capital. Absence of Economic Strategy and under-developed Agricultural Sector.

VISION: A culture and environment of socio-economic entrepreneurship amongst our people; creating role models and raising the expectation of what is achievable. Supportive mechanisms, incentives, policies and private investments to encourage entrepreneurship. Sustainable economic development that leverages natural and human resources. Support for institutional and human resource development programs that provide for greater participation by farmers in the development process, including policy, planning, to build popular support and acceptance of policies, procedures and programs necessary for self-sustaining growth.
