PROJECT MANAGEMENT – The application and Integration of project management processes for initiating, planning, executing, monitoring, controlling, and closing a project on time and within budget.

L&A Capability

L&A has over 20 years of experience in working with DOE, and our associates have extensive first-hand, direct and diverse experience in the management of DOE programs, projects, application of requirements (Orders, Guides, procedures, systems, etc.), and a unique insight into fundamental DOE organizational operations. We have seen both what has been done right and what has and can go wrong with complex projects and programs. L&A is uniquely qualified in dealing with diverse requirements for both government and private sector organizations. STARTUP AND OPERATIONAL READINESS REVIEWS

L&A successfully assists organizations with preparation and planning for startup and commissioning of systems and facilities, both nuclear and non-nuclear, and mentors them through the process from planning through completion of commissioning, to full operations.

CAPABILITIES L&A has senior personnel who have extensive experience with DOE, the U.S. Navy, and the commercial nuclear power industry in developing plans for startup and commissioning, and preparing the organization for reviews, including operational readiness reviews, that are a prerequisite for startup and commissioning. Working with the client, L&A can: Begin by reviewing the requirements for startup and commissioning Develop the startup and commissioning plan and procedures Assist in executing those procedures Periodically assess the client’s progress Perform an operational readiness review

In the event that startup requires formal reviews by independent entities, L&A will prepare the client for those reviews by conducting pre-reviews and interviews with client personnel. During those reviews, L&A will be available to assist the client in correcting any deficiencies, and will provide advice and expertise as required.

PROJECT EXPERIENCE L&A associates have extensive experience with startup on conventional and nuclear facilities, both in the United States and around the world. Recently, L&A personnel have prepared a detailed startup and staffing plan for the first-of-a-kind Hanford Waste Treatment Plant for DOE. This plan lays out DOE roles and responsibilities, staffing, and training and qualifications for the federal oversight function during startup of the Low-Activity Waste Facility, Analytical Laboratory, and Balance of Facilities, as well as the overall oversight program and prerequisites for startup activities. L&A also successfully supported the Critical Decision-4 Operational Readiness Review of the LLNL National Ignition Facility. Other experience includes startup of U.S. Navy ships and their systems, as well as nuclear power plants, commercial nuclear facilities, and DOE facilities. L&A associates have experience testing U.S. Navy ship components and systems, including startup and commissioning, for both shipboard and prototype land-based test sites.

L&A is a recognized expert provider of Quality Assurance (QA) services and products to commercial and government clients. Our focus is to find and resolve quality problems before they become significant and costly, and assist in instilling the proper quality culture in every level of the organization. With over 1300 man-years of nuclear experience, our team of over 40 quality professionals are ready to support any QA need. Several members of our team currently serve or have served on the ASME NQA-1 Standards Committee, and we have trained hundreds of personnel on lead auditing, commercial grade dedication (CGD), and software QA. Our support covers the entire spectrum of QA needs including program development, program implementation and execution, evaluation services and specific deliverable products for our customers’ use – whether it be 10 CFR 50 Appendix B, ANSI or ASME NQA-1 standards, DOE Orders, or ISO 9000. L&A utilizes its superior experience base in regulatory and licensing services to help industry achieve success for both existing reactors and new reactor deployment in the U.S. and around the world.

PROJECT EXPERIENCE L&A supported restart projects for existing reactors as well as license renewal and power uprates for current reactors. SAFETY CONSCIOUS WORK ENVIRONMENT/SAFETY CULTURE

L&A provides highly specialized and experienced-based management support to assist our clients in evaluating and addressing safety culture challenges.

CAPABILITIES Our highly experienced staff works with our clients to address issues that can plague the establishment and nurturing of a resilient safety culture. A robust safety culture is fundamental to the delivery of successful projects that meet DOE, other Federal agencies, or private sector objectives. It has been shown over and over again that a strong safety culture is essential for positive employee morale and enhanced productivity over the long term. Our comprehensive approach includes: Conducting assessments using established L&A methods, lines of inquiry and checklists Identifying deficiencies and opportunities for improvement to a site / project safety

conscious work environment (SCWE) that result in specific, actionable and measureable corrective action recommendations to improve the SCWE and overall safety culture

Advising and setting up and managing tools tailored to the situation to help support and reinforce the safety culture such as an ombudsman program or a Differing Professional Opinion program

Performing follow-up visits to assess corrective action effectiveness and SCWE improvement Mentoring senior managers and provide on-site assistance with continuous improvement of performance

We are experienced in assessing issues and obstacles in establishing and nurturing an enduring safety culture. We can conduct root cause analyses of the current safety program, and determine the pathways to correct any identified deficiencies. We can teach senior managers and executives proven techniques on how to nurture a strong safety culture and, equally important, how to avoid common missteps that can result in major setbacks to projects. We have performed external independent reviews under DOE Order 450.2 (Integrated Safety Management), as well as other related guidance such as DOE’s nuclear facility safety policy (DOE Order 420.1) and similar guidance and requirements by the NRC, INPO, and IAEA. We have developed and utilized project tools, systems, and procedures directed at safety culture and SCWE. Our clients rely on L&A to assist them in meeting performance expectations in these vital areas.

PROJECT EXPERIENCE L&A personnel have participated in SCWE and safety culture reviews at several sites across the DOE complex and in the commercial nuclear arena. L&A personnel have served on a similar team for the Depleted Uranium Hexafluoride Projects at Paducah, Kentucky and Portsmouth, Ohio, and on the safety culture task team chartered by EFCOG and the DOE-Headquarters Health, Safety, and Security Director. Contractor/Performance Assurance is a valuable management tool that when utilized properly, can increase a contractor’s fee earning potential and reduce the life cycle costs for the client. This type of assurance involves management identifying the critical few challenges to mission success and then implementing an assessment program that is tailored to identify problems in these areas and propose solutions.

Contractor assurance systems are intended to provide a high degree of confidence that existing management systems and processes are adequate and effective for the work being performed. Adequate and effective management systems, when properly implemented, ensure that the public, workers, the environment, and national assets are adequately protected, and that business operations are performed effectively.

Contractor assurance encompasses environment, safety, and health programs, safeguards and security, cyber security, emergency management, and business operations. Experience Related to Contractor Assurance

L&A assisted the Lawrence Livermore National Laboratory National Ignition Facility (NIF) – a first of a kind complex laser facility supporting national security and practical fusion energy development – in developing and implementing contractor assurance integrated processes and tools designed to assist line managers in assuring and improving performance. L&A personnel filled key NIF leadership positions, conducted the CD-4 readiness assessment, and verified that integrated safety management programs were in place to ensure safe operations. L&A personnel revised the LLNL Supply Chain procurement system – the result: the total number of nuclear grade procurements was reduced by nearly 90%, resulting in significant savings both in Supply Chain and NIF personnel time and supplier costs. L&A is supporting the Nevada National Security Site contractor that provides high-caliber protective force, security engineering, technical, and support services to safeguard and secure special nuclear material, personnel, property, and information in support of the DOE, the NNSA, and the Nevada Site Office operations. L&A provides oversight of the contractor’s contractor assurance system function, mentors the management team, and performs a quarterly assessment to monitor progress in contractor assurance system implementation. L&A developed and implemented a pilot program for the environment, safety, and health portions of the contractor assurance system function for the DOE National Renewal Energy Laboratory. L&A has also completed performance-improving assessments for Lawrence Berkeley National Laboratory, benchmarked performance metrics for the Hanford tank farms project with recommendations for improvement, and developed/implemented corrective action systems for Ontario Hydro Nuclear and LANL. L&A has provided mentors and advisors to the United States Enrichment Corporation Gaseous Diffusion Plants, and also implemented a new issues management procedure and tracking software system at LANL to help improve their management of needed corrective actions leading to better performance as an M&O contractor.
