2011 HIGHLIGHTS Our Population
SantaCruzCounty’spopulationwasapproximately263,000individualsasof2010,withaconsistentlyincreasinggrowthtrendoverthepastdecade.
Theaveragefamilysizewas3.2in2010,withmarried‐couplehouseholdsmakingupabout45%ofcountyfamilyhouseholdtypes.
In2010,60%ofresidentswerewhite,32%wereHispanic,4%wereAsian,2%weremulti‐racial,1%wereAfrican‐American,andAmericanIndiansandPacificIslandersmadeuplessthan1%.Almost70%ofthepopulation5yearsandolderspokeonlyEnglishathome,andoverone‐fourthofthecountypopulationspokeSpanishathome.
Our Economy Economic Well-Being
31%ofCAPsurveyrespondentsfelttheywerebetterofffinanciallyin2011,upfrom20%ofrespondentsin2009.Ofthosewhodidnotfeelbetterofffinancially,thetopfivereasonswere:costoflivingincreased,lessincome,unemployed,onafixedincome/retired,andtheoveralleconomyhasdropped/recession.
Nearlyhalf(47%)ofLatinohouseholdsinthecountywerelivingbelowself‐sufficiencyincomestandards(basedontheamountofincomeneededforafamilytomeetitsbasicneeds)in2007.
Jobs and Earnings
Theunemploymentratewas11%forthecountyduringthemonthofAugust2011,lowerthanthestateoverall(12%).ThejurisdictionwiththehighestunemploymentratewasinWatsonvilleat22%forAugust2011.
Medianfamilyincomewas$85,800inSantaCruzCountyin2011,higherthaninCalifornia($70,400)andthenationoverall($64,200).
Housing
ThemediansalepriceofahomeintheSantaCruz‐Watsonvilleareadecreasedto$376,000in2011,downfrom$430,000in2010,andahighof$655,000in2007.Thelowestmedianhomesalepricesoverthepastdecadewerein2009and2011.
Rentcontinuestoincreaseinthecounty.Averagerentforaonebedroomwasabout$1,400in2011comparedtoabout$1,000in2003.
Therewere1,264noticesofdefault,thefirststepintheforeclosureprocess,in2010.

Our Education Early Education/Child Care
Only3outof10children(31%)withworkingparentsinSantaCruzCountyhadtheoptionoflicensedchildcareavailabletothem.
InSantaCruzCounty,3,901childrenreceivedsubsidizedchildcarein2009.Inordertoqualifyforsubsidizedcare,afamilyofthreeneededtomakelessthan$34,000ayear.1Itisestimatedthatsubsidizedchildcareonlycovers60%ofthoseinneed2andin2010therewere1,252childreninSantaCruzonawaitlistforsubsidizedcare.3
School Enrollment
Therewereabout39,000studentsenrolledinpublicschoolsinSantaCruzCountyin2010/11.Abouthalf(53%)ofenrolledstudentswereHispanic/Latinoandnearly40%wereCaucasian.
29%ofstudentswereEnglishLearnerStudentsinthecountyin2009/2010,comparedto24%ofstudentsinthestateoverall.PajaroValleyUnifiedSchoolDistricthadthehighestpercentat47%,nearlyhalfthestudentbody.
Test Scores
83%ofSantaCruzCounty10thgradehighschoolstudentspassedthemathportionoftheCaliforniaHighSchoolExitExamin2010/11,and82%passedtheEnglishLanguageArtsportion,similartothestateoverall.
Thepercentof12thgradestudentswhotooktheSAThasbeendecreasingsince2005/06,withaboutone‐third(32%)ofseniorstakingthetestin2009/10.
High School Dropout Rates
Theadjustedfour‐yearderiveddropoutrateforSantaCruzCountywas18%in2009/10.ForPajaroValleyUnifiedSchoolDistrict,thepercentagedecreasedfrom19%in2008/09to14%in2009/10.
Satisfaction with Schools
86%ofCAPsurveyrespondentsweresatisfiedwiththelocalsystemofeducationin2011,thehighestratingofsatisfactionseensince2000.
College and University Attendance
AlthoughCabrilloCollegeenrollmentfellfrom16,467in2009to15,732in2010,thenumberofCabrilloCollegegraduatesrose26%between2008/09and2009/10,with1,452graduatesin2009/10.
StudentenrollmentatUniversityofCalifornia,SantaCruzcontinuestoincreasewithapproximately17,200studentsinthefallof2010.
Educational Attainment
84%ofSantaCruzCountyresidentshadatleastahighschooldegreein2010,downfrom87%in2002.

Our Health Overall Health
Almost1in3(30%)LatinoCAPsurveyrespondentsin2011indicatedthatingeneraltheiroverallhealthwas“fair”or“poor”comparedto14%ofCaucasianrespondents,astatisticallysignificantdifference.
Forthosewhoseincomewaslessthan$35,000peryear,30%ofCAPsurveyrespondentsindicatedtheirhealthwas“fair”or“poor”,comparedtoonly6%ofsurveyrespondentsearning$65,500ormoreperyear,astatisticallysignificantdifference.
Regular Source of Care
TherewasastatisticallysignificantdifferencebetweenthepercentofCaucasian(91%)andLatino(68%)CAPsurveyrespondentswhohadaregularsourceofhealthcarein2011.
Approximately1in4CAPsurveyrespondentswereusingtheemergencyroomasoneoftheirregularsourcesofcare.
Health Insurance
TherewasastatisticallysignificantdifferencebetweenthepercentofCaucasian(90%)andLatino(51%)CAPsurveyrespondentswhocurrentlyhadhealthinsurancein2011.Overall,thecountyhasseenadecreaseinhealthcoveragesince2007.
Thepercentofcountychildren0‐17withhealthinsurancecoveragedroppedto92%in2009from98%in2007.
57%ofCAPsurveyrespondentshaddentalcoveragein2010,a15%decreasesince2003.
Children’s Health
ChildreninSantaCruzCountyhavelowerratesofimmunizationthanchildreninCaliforniaoverall.Eighty‐threepercent(83%)ofcountykindergartenersand81%ofchildcarecenterentrantshadalloftheirrequiredimmunizations,comparedto91%ofCaliforniansineachagegroupin2010.
Teens
Teenbirthratesdecreasedto30birthsper1,000teensages15‐19in2010,downfrom32birthsper1,000teensthepreviousyear.Oftotalbirthsinthecounty,almost1in10(8%)wereteenbirths,andoftotalteenbirths,87%ofbirthsweretoLatinateenmothers.
Therewasgreateralcoholandmarijuanauseby11thgradecountyteensthanstateteensinthemostrecentCaliforniaHealthyKidsSurvey.Forty‐onepercent(41%)ofcounty11thgradershadusedalcoholinthe30dayspriortothesurveycomparedto34%ofstate11thgraders.Thirtypercent(30%)ofSantaCruzCounty11thgradershadusedmarijuanacomparedto20%ofCalifornia11thgraders.
Obesity
Almost1in4lowincomechildrenages5‐19wereobeseinSantaCruzCountyin2009.
TherewasastatisticallysignificantdifferenceintheoverweightorobeseLatino(70%)andCaucasian(54%)adultCAPsurveyrespondents.

Methamphetamine Use
46%ofSanLorenzoValleyCAPsurveyrespondentsfeltmethamphetamineusehada“big”or“somewhatbig”impact,comparedto35%overallin2011.
Therewasadropinsubstanceabusetreatmentadmissionsforthoseindividualswhousedmethamphetamineasaprimarydrugfrom775admissionsin2006/2007to363in2009/2010.
Breast Cancer Deaths
Thefemalebreastcancerdeathrate(25.8per100,000)inthecountywashigherthanthestate(21.2per100,000)andHealthyPeople2020objectives(20.6per100,000).Accordingtothecommunityhealthguide,SantaCruzCountyisanareaforconcernincomparisontotheUSandsimilardemographic(peer)counties’deathrates.
Our Public Safety Adult Crime
TheSantaCruzCountycrimeratewas39.6per1,000residents,higherthanthatoftheStateofCaliforniaat32.2in2009.
Totalcrimesinthecountyhadbeendecreasingfrom11,459in2005to9,201in2008,butsawarecentincreaseto10,341in2009.
Violentcrimessawa3%decreasefrom2008to2009whilepropertycrimesexperiencedanincreaseof16%.
HalfofallbookingsinSantaCruzCountywererelatedtoalcoholin2010,an18%increasesince2005.
Juvenile Crime
Juvenilearrestratesdecreasedbetween2008and2009,from72.4to69.2per1,000inthepopulation.
ThejuvenilemisdemeanorDUIarrestratewas31per10,000youthinSantaCruzCountyin2009,anincreasefrom25per10,000youthin2008.
Gangs
ThepercentofSouthCounty(22%)CAPsurveyrespondentswhofeltgangshavehadabigimpactintheirneighborhoodwassignificantlyhigherthanNorthCounty(11%)andSanLorenzoValley(3%)respondentsin2011.
Drug Arrests
Drugarrestsamongadultsincreasedbynearly30%between2000and2009.Marijuanaaccountedformorethan20%ofalladultdrugarrestsin2009.

Child Abuse
Thenumberofsubstantiatedcasesofchildabuse4inSantaCruzCountydecreasedby50%overthepasttenyears,from872in2000to435in2010.In2010,childabuseratesinSantaCruzCountydroppedbelowthoseofthestateforthefirsttimeinadecade.
Domestic Violence
Onein10CAPrespondentsin2011reportedthatafamilymemberorfriendinSantaCruzCountyhadexperienceddomesticviolenceinthelastyear.
Elder Abuse
Elderabuse(forresidentsages65andolder)hasrangedwidelyfrom10.4casesper1,000eldersin2000toahighof23.8casesper1,000in2007.Mostrecently,itwas16.1per1,000eldersin2010.
Our Social Environment Basic Needs and Food Insecurity
14%ofCAPsurveyrespondentsreportedhavingtogowithoutbasicneeds,especiallyhealthcare,food,andchildcare.Inaddition,thereweremorerespondentsin2011whowentwithoutfoodorhadlimitedtheirfoodchoicessince2009.
Latinorespondents(26%)hadtogowithoutbasicneedssignificantlymorethanCaucasianrespondents(10%).
OverhalfthestudentsinSantaCruzCounty(51%)receivedfreeorreducedcostmealsin2009/10.
Homelessness
Therewasa22%increaseinthenumberofhomelesspersonscountedinthebiennialpoint‐in‐timecountfrom2,265individualsin2009to2,771individualsin2011.In2011,21%ofthehomelesspopulationwasundertheageof25.
Volunteerism / Charitable Giving
Thepercentofsurveyrespondentswhoregularlycontributemoneytocharitableorganizationswas65%in2011,downfrom74%in2007.Thepercentofrespondentswhoreportedvolunteeringdroppedto41%afteradecadehighof46%in2009.
Public Participation
Registeredvoterturnoutduringallelectionshasbeenconsistentlyhigherinthecountythanthestate.Almost66%ofregisteredvotersturnedoutduringtheNovember2010generalelection,thehighestofallpreviousnon‐PresidentialelectionyearssinceNovember2000.

71%of2011CAPsurveyrespondentshadsignedapetitioninthepast12months,54%hadmetwith,emailed,called,orsentalettertoanylocalpolitician;46%hadattendedatownmeeting,publichearingorpublicaffair;and29%hadjoinedanon‐linepoliticaladvocacygroup.
Quality of Life
Overthree‐quarters(79.5%)ofCaucasianrespondentsreportedenjoyingtheirlife“toagreatextent,”ascomparedtolessthanhalfofLatinorespondents(47.5%),astatisticallysignificantdifference.
Overall,98%ofCAPsurveyrespondentswere“very”or“somewhat”satisfiedwiththeirqualityoflifein2011.Since2000,the#1factorcontributingtoqualityoflifewasscenery,geography,andclimate.
Our Natural Environment Water
Waterpollutionwasthe#1concernforthecounty’snaturalenvironmentaccordingtoCAPsurveyrespondentsin2011.
Thehealthofourcountywaterwaysisimpaired.Ofthe18SantaCruzCountywaterwaysincludedintheCaliforniaEPAreportfor2010,8waterwayswere100%impaired.
Since2009therehasbeenadecreaseinCAPsurveyrespondentswhohavetakenstepstoreducetheirwaterconsumption,butoverallnearly89%havetakenstepstodosoin2011.
Beach Postings
Therewere142beachpostingsin2010,downfrom220in2009.CowellBeachhad132daysofpostingsandCapitolaBeachhad9daysofpostingsin2010.
Land
Therewere112organicbusinessesinthecountyin2010,a42%increasesince2002.
Countyuseofpesticidesperpoundsdecreased14%between2007and2009toabout1,586,000poundsintheyear2009.
Waste
ScottsValleyshowedthelowestwastedisposalrateperpersonperday,withjust0.4lbs;thiswascomparedtoCapitolawithanaveragedisposalof1.8lbsperpersonperdayin2008.

COMMUNITY ASSESSMENT PROJECT OVERVIEW TheSantaCruzCountyCommunityAssessmentProject(CAP)isoneoftheoldestprojectsofitskind,with2011markingthe17thanniversaryoftheCAP.TheCAPprojectbeganin1994andwasspearheadedbytheUnitedWay of Santa Cruz County and Dominican Hospital, with Applied Survey Research (ASR) as its researchpartner. The Santa Cruz County CAP evaluates quality of life in six subject areas: the economy, education,health,public safety, the social environment, and thenatural environment.Asof2011, therewereover110indicatorsintheCAPincludingprimarydatafromatelephonesurveyofarepresentativesampleofSantaCruzCounty residents, and secondary data from a variety of national, state and local sources. The CAP isaccomplished througha tenstepcommunity improvementcycledesignedbyASR, togetherwith communitystakeholders. One of the ten steps of the community improvement cycle involves setting community‐widegoals,whileanotherstepfocusesoncommunityactiontoachievethegoals.
TheSantaCruzCountyCAPwaschosenasanexampleofoneofthebestcommunityindicatorprojectsintheUnitedStates; theprojectwon firstplace in the2007Community IndicatorsConsortium InnovationAwardssponsoredbytheBrookingsInstitutioninWashingtonD.C.
TheSantaCruzCountyCAPisprofiledin,CommunityQualityofLifeIndicators,BestPracticesIII,abookaboutbestpracticesincommunityindicatorprojectsthroughouttheworld5andintheOrganizationforEconomicCo‐operation and Development’s (OECD) “Statistics, Knowledge and Policy 2007:Measuring and Fostering theProgressofSocieties.”6In2009,ASRworkedwiththeOECDandtheCouncilofEuropetowriteaninternationalhandbookaboutcommunityindicatorprojects.TheUnitedStatesGeneralAccountingOffice(GAO)determinedthattheSantaCruzCountyCAPprojectisabestpracticemethodologyforindicatorreports.In2010,theSantaCruz County CAP project was featured in an article titled “Connecting Data to Action: How the Santa CruzCountyCommunityAssessmentProjectContributestoBetterOutcomesforYouth”intheAppliedResearchinQualityofLifeJournal(ARIQ)focusedoncommunityindicatorsthatareusedastoolsforsocialchange.
Model Summary TheCAPcommunityassessmentmodel,nowimplementedforitsseventeenthyear,providesacomprehensiveviewofthequalityoflifeinSantaCruzCounty. Itisbasedoncredibleprimarydataandsecondarydatathatare gathered for a series of indicators in six areas: Economy, Education, Health, Public Safety, the NaturalEnvironment,andtheSocialEnvironment.
The CAP has nurtured and encouraged the community’s focus by establishing Community Goals forimprovement.Thereareseveralgoalsforeachofthesixtopicalareas.TheCommunityGoalsfortheyear2015werecreatedwithmorethan1,000communitymembers,stakeholdergroups,andorganizations.GroupsandorganizationsareaskedtobecomechampionstohelpachievetheCommunityGoals.Thefollowinggroupsledthe community goal‐setting process: Santa Cruz Community Credit Union, Santa Cruz County Office ofEducation, Ecology Action, The Health Improvement Partnership Council, the Santa Cruz County ProbationDepartment,andCOPA(CommunitiesOrganized forRelationalPower inAction).At thebeginningofeachofthe subject chapters in this report is a list of community goals and community heroes who are helping toachieve those goals.
