1.0 Kilifi County
Kilifi County covers a total surface area of 12,610 km2 and accounts for 2.17 per cent of Kenya’s
total surface area. It borders Tana River county to the North, Taita Taveta county to the
West, county and Kwale County to the South and the Indian Ocean to the East. The topography of

the county is dominated by low-range sand-stone hills, and a terrain that generally slopes towards
the sea.
The community within Kilifi County is a mix of the native people of Kilifi County and
settlers from other parts of the country. The settlers have had an influx in recent years and
own most of the small and medium size enterprises (SMEs) in the area. Kilifi County is
among the counties with the highest income inequality in Kenya, with the expenditure ratio
between the wealthiest and the poorest being 20 to1 while the national ratio is 9 to 1
(KNBS & SID, 2013). This is determined by a host of factors including: education level,
access to clean water, and good housing among others. The residents, adults and youths,
most of which have not had post-secondary education, engage in menial activities for
livelihood. According to the report by Kenya National Bureau of Statistics and Society for
International Development (2013), youth between 15 and 24 make approximately 20% of
the population in Kilifi County. Mtwapa being a town it has diverse cultures as it has
attracted people from different parts of Kenya as it is a tourist destination. Almost all tribes
are represented in this town.
2.0 CAP Youth Empowerment Institute
CAP Youth Empowerment Institute has over the past six years demonstrated a solution to the
challenge of youth unemployment that not only works, but offers high potential for scale and
sustainability. CAP YEI is a Kenyan NGO started in 2010, as a signature program funded by the

MasterCard Foundation to bridge the existing gap between learning and earning in the Kenyan
youths (see www.capyei.org). The CAPYEI mandate is addressing youth unemployment by offering
skills training and support through its Basic Employability Skills Training (BEST) model.
BEST is a demand led model that works by closely linking employers, youth, mentors and other
stakeholders to delivers skills and support optimized to train youth with the right skills and
attitudes to perform at work and that employers will hire. The model plays equal emphasis on
providing technical skills as well as life skills. Every course offered by CAP YEI is based on a market
assessment that estimates employability potential for trained youth. Potential employers are
engaged at all levels, including curriculum delivery, mentorship, practical training and work
readiness. A post training support program and alumni network contribute to supporting youth as
they transition from training to the world of work.
Using the BEST model, CAP YEI has trained over 34,261 youth in Kenya directly and attained a
successful transition (from learning to earning) that averages 78%, one of the highest rates in
Kenya. In 2014, CAP YEI embarked on a Capacity building program target Vocational Training
Centers (VTC’s) with the goal of teaching them to adapt some of the most important principles and
processes of the BEST to their programs. This program has now reached 96 VTC’s across Kenya and
indirectly helped to reach over 6000 youth. As part of the strategy, the BEST model program has
now been enhanced to include skills training and support in the Government mandate Competency
Based Education and Training Framework (CBET) which gives beneficiary VTC’s and youth an
important advantage as this program has only recently started. Sixty CAP YEI staff have been

trained in the Competency Based Education and Training (CBET) approach, which has subsequently
become an important part of BEST model delivery
CAP YEI’s has developed 18 courses under the BEST model, 6 of which have been accredited by
CDACC. CAP WDI and CAP YEI have existing staff complement of 154 representing most of the skills
and program carried out.
To properly handle the monitoring and evaluation of the programs and/or projects, CAP YEI/CAP
WDI developed an in-house Management Information System that is used to generate regular and
accurate data for project monitoring and management. In 2016 CAP YEI embarked on a process of
ISO certification primarily as a strategy for ensuring quality and standards across all the domains.
CAP YEI expects to be ISO certified by July 2018.
2.1 Eligibility to CAP YEI Training
The youth applying to join CAPYEI are not discriminated against on the basis of tribe, color,
gender, religion, socio-economic status, disability. CAPYEI is open to young Kenyans who
meet the following criteria but not in order of importance:
Unemployed: Our first call is to all unemployed youth between 18-25 years to train
them and then place them into employment or support them to venture into
entrepreneurship. These youth are vulnerable because with lack of a source of
income, and our intervention brings change by assisting them access employment
that translates to money in the bank. We help steer them from effects of systemic

poverty that may lead them to being radicalized or into unlawful means of income
generation.
Family Focus: We take only one youth per household for maximum reach out in the
community. This is because CAPYEI believes that reaching one youth per household
will translate to as many families reached.
Gender: The current gender ratio of male to female in CAPYEI programs is 40:60 in
percentage. The program targets to reach a minimum of 35% young women and
CAPYEI currently has reached 612 female students that constitute of 60% of the
youth in the program in Kilifi. The Coastal region experiences a unique cultural,
religious, geographical and historical condition that makes it even harder for young
women to take part in CAPYEI.
School Dropouts: These youth could have dropped out of primary school or
secondary school because of various issues like they might have had no money to
support schooling, pregnancy and giving birth, radicalization, some might have
become caregivers, or were expelled due to drugs, or other misbehavior in school.
CAPYEI seeks to empower these youth through training and linking them to
opportunities to earn income.
Geographical scope: CAPYEI reaches the youth from the most geographically
disadvantaged areas in the Kilifi communities.
Working with administration officials: CAPYEI works with administration
officials like chiefs as opposed to the Political leaders. This is because working with

chiefs has proven recruitment and retention and follow-up results. They know the
trainees families, homes and are respectable members of the society.
Orphanages: CAPYEI centers provide safe, family-style environment for orphans
and vulnerable youth that are targeted from orphanages. These could be due to loss
of parents or abandonment leaving them nowhere else to go.
3.0 CAP YEI Presence in Kilifi County
CAP YEI has 5 centers in Kilifi County, Mtwapa center, muyeye center kilifi center, mtwapa
portable center and mkwanjuni center. These are under the The EU-GIZ Youth Empowerment and
Employment Project. This is a component of the “Conflict prevention, peace, and economic
opportunities for the youth initiative being implemented by Deutsche Gesellschaft für
Internationale Zusammenarbeit (GIZ) and financed by the European Union (EU) Emergency Trust
Fund for Stability and Addressing the Root causes of Irregular Migration and Displaced Persons in
Africa. The project contributes to increased peace, stability and inclusive economic opportunities
for youth in marginalised areas in Kenya. The project has been established in order to provide
youth with skills which can be used to improve employment and their livelihoods.
The project works closely with the county governments in the coastal region, private sector
(industry) and local training providers to respond to the existing gap between the skills of young
people and those businesses require. Thus, a particular focus is placed upon the nexus and
interdependency between the private sector, vocational education institutions, and the coastal
region's youth. Central is the short and long term potential of the interventions to address the
negative condition of youth. Key is a strong commitment to maximize developmental benefits,

both by providing those most at risk and vulnerable with short term skills training, linkages and
support that will enable them to embark on the path of positive economic engagement, by securing
jobs or by starting small businesses. And for the long term by providing capacity building for
Vocational Training Centers to provide the same skills and support through a market based,
demand driven employability.
3.1 Project Objectives
The main objective of the project is to provide youth with skills which can be used to improve
employment and livelihoods prospects and contribute to the intended outcome of providing a total
of 3,160 young people in marginalised areas with opportunities to acquire vocational skills that
better enable them to access economic opportunities. Improving the access to jobs and economic
opportunities for youth in Kilifi County. This is achieved through demand and practically oriented
trainings in selected technical and vocational areas, awareness and orientation in career guidance
and counselling. Support will be provided for self-employment opportunities by integrating
enterprise development in the training context
3.2 Approaches Used
3.2.1 Direct Training through a Demonstration Center
Direct training, support and placement through demo center set up by CAP YEI. This provides a
platform for controlled application of the BEST model, serving in turn as practical demonstration
the concept designed by CAP YEI. The concept is a soul responsibility of CAP YEI.in kilifi county we
have3 demonstration center that is; Mtwapa centre and kilifi center

3.2.2 Direct Training through Replication Centers
Replication centers are training centers where CAP YEI shall provide youth training in a host public
or private institutions that offers vocational skills. The partnering institutions provide training
facilities ie classes, office, IT infrastructure. The aim is to demonstrate to the partnering institution
on how to conduct short term skills training, activities involved, the process and the benefits that
comes with it.in Kilifi County we have 1 replication center that is Muyeye center and mkwanjuni
center in Malindi.
3.2.3 Direct Training through Portable Training
Portable training delivery mechanistic will support youth in remote rural areas and in places that
would not set up a permanents training centers, who normally would not be able to come for
training. Teams will travel to remote parts of the Coast region to train youth and link them to
livelihood opportunities largely available in the major towns. This will enable the project to reach
youth, supporting them to move to where economic opportunities are. We shall provide an avenue
for safe and positive migration where they can be useful to themselves and their families back
home.in Kilifi County we have 1 portable center that is mtwapa portable center
4.0 Kilifi County CAPYEI Centers
Kilifi County has 3 operating centers that is Mtwapa center, Muyeye center and Kilifi center. Also
there are upcoming centers that will be in Mtwapa portable center and Mkwajuni center which will
enroll 110 and 105 trainees respectively. The courses offered are, Hospitality, hairdressing,
automobile, building and construction, electrical and electronics.
