1:introduction

Canoe Lake Nursery offers a unique, rich and stimu-lating experience for up to 40 two and three year olds and 3-6 babies.

With a huge outdoor area where children can learn through exploring our own nature trail, growing vegetables and possibly the largest sandpit in Portsmouth. These facili-ties will aid both physical and social development and promote mathemati-cal concepts in addition to our regular indoor ac-tivities.

As a new ‘start-up’ and with many years experi-ence, we are ideally placed to create a setting capable of achieving an Ofsted ’Outstanding’ rat-ing.

Our intention is to em-ploy the very best staff available by paying pre-mium rates. Great em-phasis will be placed on parental interaction with one staff member dedi-cated to liaising with par-ents.

The current building will be refurbished and oper-ated for 3-5 years at which stage a purpose built nursery is proposed on the same plot subject to support and planning permission from Ports-mouth Council.

Initial studies indicate that a profitable and sus-tainable service can be established on this ex-ceptional site with a great opportunity to build a lasting reputa-tion.

2:staff

Samia McMinn has successfully owned and managed Dysart Nursery in Drayton for 12 years - latest Ofsted rating ‘Good’. Samia is qualified with a Foundation De-gree in Early Years Care & Education. Samia will continue to ‘oversee’ both nurseries

Isla McMinn will manage Canoe Lake Nursery on a day-to-day basis with sup-port from Samia McMinn and a Deputy Manager (to be appointed). Isla graduated from Bristol University in ‘International Business’ and has recently completed ‘Early Years Teacher’ status.

Deputy Manager—TBA A suitably qualified (ideally degree level) Deputy Manager will be appointed with a specific focus on childcare and learning development. Duties to include staff train-ing and management.

Staff Pool - Up to ten full-time and part-time staff will be recruited with a minimum requirement of NVQ3 and will be paid in ex-cess of minimum wage requirements. The staff pool will offer flexible staffing options between two nurseries. Additionally 2-3 ap-prentices will be trained at Canoe Lake set-ting.

3:standards Our immediate objective is to achieve an Ofsted rating of ‘Outstanding’ for Canoe Lake Nursery...

Throughout the planning stages and design of this set-ting, the ‘Outstanding’ rating will be the primary and overriding goal. Our ‘Action Plan’ is currently being de-veloped based on Ofsted ‘Outstanding’ criteria.

Our action plan will offer consistent strategies to im-plement best practice in all areas and with particular focus on parental interaction. Introduction of a ‘Toy & Book Library’ coupled with ‘Home learning Sacks’ will be introduced as a new initiative for Canoe Lake Nurs-ery. Parents will be encouraged to participate in certain activities and to offer and receive feedback based on their child’s development. We plan to include a ‘Parent’s Board’ where parents can view activities in-volving their particular children and be encouraged to act in tandem with the nursery setting in developing learning outcomes.

Naturally the huge outdoor space available to Canoe Lake Nursery will be used to maximum effect. Our landscape plan shows dedicated areas for play equip-ment, sand-pit, wet play area, story/classroom ‘circle and growing areas for fruit and vegetables. A full pe-rimeter track is planned and planting of trees, shrubs and plants over time will develop a ‘woodland’ feel to the grounds allowing introduction of a ‘Forest School’ style setting. Appropriate clothing for ‘messy play’ will be introduced and scavenger/treasure hunts will be or-ganised in both setting grounds and on the nearby beach.

The unique position and plot size of Canoe Lake Nurs-ery offers a huge opportunity to provide a ‘one-of-a-kind’ setting capable of raising the standards of child-care in Portsmouth.

4:building & refurbishment Canoe Lake Nursery has appointed a local firm of Architects to design a refur-bishment of the existing ‘Bowls Pavillion’ suitable for use as a nursery setting.

The above Architects are also working on the adjacent ‘Tennis Court Project’ and should offer an acceptable ‘uniform’ presentation of several buildings for refurbishment in the Canoe Lake vicinity. It is expected that this uniform ap-proach will assist in granting of planning permission (Portsmouth Council) and reduce any objections from local residents.

The setting is currently working with our Architects to maximise available space within the current ‘footprint’ as guided by Portsmouth Council.

Our longer term objective (3-5years) will be to build a purpose-built nursery on the same plot and returning the current building to ‘green space’. Ports-mouth Council have generally accepted that the existing building has a limited ‘shelf-life’ and have indicated a likely, favourable response to proposals for a new building.

PLC Architects will submit a planning application shortly to Portsmouth Coun-cil although costings on the final design have been delayed by limited access to the site further aggravated by unavailability of key council staff due to holi-day leave.

5:plans Latest working drawings are ‘work in progress’ and likely to change as discussions continue to maxi-mise available floor space within the permitted footprint.

Our focus is to create three dis-tinct ‘rooms’ and an additional baby’s ‘sleeping room’.

6:landscaping Although final design areas are to be agreed and final costings confirmed on some elements of the landscaping design, basic concepts are in place and final pricing can be completed in a few days.

Features include a perimeter ‘track’ for bicycles/tricycles with crossings and signage to raise awareness of road safety. Fixed play apparatus, sand pit, vegetable garden and wet play area are included with a ‘story circle’/outdoor classroom set within a circle of trees.

7:Indoor spaces Planning, design and costing is in final stages for three separate activity areas and an additional ‘baby’s sleeping area’. It is anticipated that full capacity will accommo-date up to 40 x 2-3 years old and 3-6 babies.

Specifications are for high quality equipment which will be amortised over three to five years.

Planning of activity spaces is intended to offer maximum flexibility allowing room sizes to adapt based on specific numbers and age groups. Children will al-ternate between activities in both (main) rooms and outdoor areas. Meals will be served in ‘sittings’ in the room adjacent to the kitchen and bathroom area for maximum efficiency and ease of washing/cleaning.

10:transport & access ON FOOT: Canoe Lake is accessible on foot to a large percentage of potential clients in Mil-ton, Eastney & Craneswater and some parts of Central Southsea.

BY CAR: Whilst free ‘on road’ parking is available to the north of the setting (Eastern Pa-rade), both safety considerations and possible summer congestion would dic-tate that provision of ‘drop-off/collection spaces should (ideally be made avail-able at the ‘pay & display’ car park to the south of the setting (seafront). Initial discussions with Portsmouth Council have indicated that a special rate for 10mins parking may provide a workable solution.

BY BUS: There are three bus sops in the immediate vicinity served by eight buses linking th setting with local areas—Southsea, Eastney, Milton & Old Portsmouth as well as local towns including Fareham, Havant, Bedhampton & Cosham. All bus routes (First and Stagecoach) operate within nursery opening hours (07:30-18:00). Buses include 1C,5A,6A,6,16A,3,43,23.

FERRIES, HOVERCRAFT, CATAMARAN: Commuters from Isle of Wight, Gosprt and Hayling Island will have easy access to Canoe Lake en-route to most city centre destinations by bus or car. Buses 6, 6A and 16A link ‘The Hard’ with Canoe Lake area.

TRAINS: Both Portsmouth Harbour and Portsmouth & Southsea stations are well con-nected with a regular bus service.
