Highway 1 ImprovementsGuadalupe, California

Cannon provided construction management and inspection services for the City of Guadalupe on its Highway 1 Federal Demonstration High Priority Project. This project consisted of removal and replacement of raised and broken concrete sidewalk on Guadalupe Street (SR 1) and installation of more than 1050 ft. of large diameter RCP storm drains, catch basins, and utility relocations. The work also consisted of drainage improvements to eliminate stormwater surcharges and ponding within existing roadway infrastructure including reconstruction of cross gutters, curbs, driveways and storm drain inlets, and manholes.

Transit Hub and Parking ImprovementsGrover Beach, California

The Grover Beach Transit Hub serves the regional transportation needs for ve surrounding cities and transit vehicle capacity needed upgrading. Transit upgrades included the addition of ve “sawtooth” bus parking turn-ins; two bus stop shelters; 50 additional on-street parking spaces; curb, gutter, sidewalk, storm drain, roadway, and ADA improvements; and nal signage and pavement delineation. Cannon’s scope of work included preparation of plans, speci cations, and estimates, bidding assistance, construction management and engineering support, and public outreach from project inception to project close out.

Theatre Drive Realignment Paso Robles, California

The Highway 101/Highway 46 (West) Interchange faced signi cant traf c congestion and a deteriorating level of service. Modi cations to geometrics and signalization were necessary to improve transportation circulation. This project included realignment of Theatre Drive from its original location to approximately 900-feet west along Highway 46; widening of Highway 46 to include new dual turn lanes; a signalized intersection; a changeable message sign; storm drain and waterline upgrades; and new curb, gutter, sidewalk, and landscape improvements. Funded through ARRA, additional coordination with the City, State, and Local Agencies was necessary to ensure all aspects of funding compliance were met.

Highway 46 East Dual LeftsPaso Robles, California

To mitigate increased traf c demands along Highway 101 and Highway 46 East interchange, the City of Paso Robles partnered with Caltrans to construct improvements to the interchange, complementing the Caltrans 46 East Corridor improvements. Cannon provided all aspects of construction management for the project including construction engineering, construction inspection, contract management, and of ce engineering services.

Funded through a grant from the State Transportation Improvement Program, the project entailed: construction of dual left turn lanes ; widening to incorporate an additional acceleration lane; three signalized intersections; installation of truss type overhead sign structures and concrete pile foundations, permanent concrete barriers, metal beam guard rails, terminal ends, anchor blocks, storm drains, and culverts; ornamental fencing; landscape improvements; lighting; video monitoring; and installation of the County’s rst ramp meter.

21st Street Green/Complete Street and Stormwater ImprovementsPaso Robles, California

21st Street was built on land that was once a tributary of the Salinas River; this along with development of the surrounding urban areas over time caused frequent ooding. The roadway’s facilities could not handle storm water ows and constantly exceeded storm water capacity. Due to the roadway’s poor surface condition and a desire to promote both bike and pedestrian use, the City of Paso Robles set out to develop the rst Green/Complete street and stormwater enhancement project within the Central Coast.

Stormwater and street improvements include: stormwater bio-retention areas; median creek channels; storm drain pipes/culverts; energy dissipation feature; replacement of sewer mains and laterals; water main and service reconstruction; and repaving with conventional and pervious pavement/paver systems; and engineered soil mixes and drought tolerant plantings.

Water Main ReplacementSanta Monica, California

To ensure that Santa Monica residents continued to receive a dependable supply of safe, quality water, the City of Santa Monica replaced and upgraded existing cast-iron pipe water mains with ductile-iron pipe. Cannon was selected to provide engineering and construction management services for the abandonment and removal of 12,500 linear feet of deteriorated 6-, 8-, and 12-inch diameter cast-iron and asbestos cement pipe, and the installation of 12,500 linear feet of ductile-iron pipe. The project required the reconnection of water services, re lines, and re hydrants, as well as installation of new re hydrants. An extensive utility research and eld veri cation was performed due to the congestion of existing utilities.

Wastewater Treatment Plant UpgradeGuadalupe, California

The City’s aging wastewater treatment plant (WWTP) was unable to meet the revised discharge standards of the California Regional Water Quality Control Board (RWQCB). Due to funding source requirements, the project was on a compressed schedule and very tight budget. Cannon’s role included construction management and inspection services of the WWTP upgrades, and preparation of a meticulous planning and management process to maintain continual operation of the plant throughout the course of construction.

Misty Glen Waterline ExtensionNipomo, California

Construction of this waterline served two important functions. The rst was to provide a convenient (and less disruptive) tie-in point in advance of San Luis Obispo County’s extensive Willow Road Extension project, while the second was to provide a pressure reducing and metering station between Nipomo and the adjacent Blacklake water system. The Nipomo Community Services District selected Cannon to provide construction management of a waterline that would increase hydraulic capacity for future needs while capitalizing on cost savings by timing the installation during the extension of Willow Road.

Safe Routes to School, San Gabriel RoadAtascadero, California

Traf c control and pedestrian safety were a concern in the vicinity of San Gabriel Road Elementary School. Funding secured through the State Safe Routes to School Program permitted the City to address these issues. The project included the construction of a multi-use pathway, curb and gutter, handicap ramps, crosswalk with in-ground lighting, driveway approaches, storm drain facilities, roadway signage, striping, and a retaining wall.

Cannon provided the funding acquisition and administration services, and engineering of the project. Scope included the preparation of the topographic and boundary survey, utility research, and completion of plans, speci cations, and a cost estimate.

Hollister Bridge RenovationCuesta College, California

The Historic Hollister Bridge, which helps connect Northern San Luis Obispo to the Cuesta College Campus, was in serious need of renovation. The $2 million project was funded through the Federal Highway Bridge Program and the California Emergency Management Agency.

Cannon was contracted to provide funding administration services, which included assuring compliance with funding requirements, inter-agency coordination, consultant/contractor coordination, funding documents and reimbursement requests, management of fund balances and deadlines, and comprehensive project close-out.

Pismo Promenade IVPismo Beach, California

A popular tourist destination, the Pismo Pier received a major facelift with the addition of the “Promenade.” As an elevated boardwalk, the promenade travels along the easterly edge of the world renowned Pismo Beach in California. The fourth and nal phase of a multi-year project, this phase included lighting, seating, striping and parking changes, pavers, a precast concrete railing system, storm drain improvements, underground detention storage, and relocating a staircase to the sandy beach.

Funding sources for this regionally signi cant project included ARRA, STIP-TE (Fed), STIP-TE (State Match), Federal Demonstration, and local funding. Cannon provided funding acquisition, administration services, and construction management for this $1.4 million project.

Beachcomber Stairs Funding AdministrationPismo Beach, California

The Beachcomber Stairs in Pismo Beach provide access from the upper cliffs, down to the shore. Regularly used by tourists and locals, this stairway boasts heavy foot traf c.

Cannon provided funding acquisition and administration services to the City. Funding came from the Land and Water Conservation Funds program (California State Grant). Furthermore, Cannon acted as liaison between the City and the State Department of Parks and Recreation, prepared Grant Authorizing Resolution and City Council Staff Reports, and coordinated execution of the funding contract and records management. As the project developed, Cannon prepared funding reimbursement requests, maintained the project budget and schedule, prepared grant status reports, and submitted the Final Grant Completion Package to the State Department of Parks and Recreation.

Pismo Beach Bluff StabilizationShell Beach, California

As part of a $2.3 million effort, the City of Pismo Beach undertook emergency actions to stabilize eroding bluffs in Shell Beach and prevent future bluff failures. The stabilization efforts effectively protected a sewage pumping station, failure of which would have caused approximately 500 to 600 homes to be without sanitary sewer services. Cannon provided on-site observation and construction management services of a process that used tiebacks to secure and stabilize the bluff. To enhance aesthetic appeal, and maintain visual continuity, the new seawall was sculpted and stained to blend with the natural bluffs.

Elevated BoardwalkPismo Beach, California

As part of the Pismo Beach Promenade Improvement project, the City installed an elevated boardwalk of pressure treated timber pile and bent cap construction north of the existing pier. The 14” piles were driven to a tip elevation of 20 feet below the mean lower low water level to provide stability and to protect the boardwalk from changes in tide. Boardwalk construction also included new framing, decking, and two staircases to allow for pedestrian access to the beach below. Helical anchors were installed in the foundation of a new section of seawall that closed off the old beach access stairwell through the existing seawall at the entrance of the pier.

Cannon provided all aspects of construction management for the boardwalk construction including construction engineering, construction and special inspections, of ce engineering services, and funding administration.

Municipal Auditorium RenovationRiverside, California

The City of Riverside selected Cannon as part of the Design-Build Team for design and construction services for the renovation, seismic retro t, and re-roo ng of the Riverside Municipal Auditorium (RMA). The RMA, built in the 1920s, is a six-story plus basement approximately 53,000 square feet reinforced concrete structure. The building was added to the National Register of Historic Places in March 1978. Cannon was responsible for the design of a complete structural seismic exterior and interior retro t and provided structural observation and inspection.

13th Street Bridge Widening Paso Robles, California

Cannon provided construction management and was the acting structures inspector for the widening of the 13th Street Bridge in Paso Robles which spans over Highway 101. The project included construction of new and reconstruction of existing return walls, a new Type 26 concrete bridge barrier with stamped brick façade, and ornamental railing and lighting. This project was designed to complement the Caltrans 46 East Corridor Improvements.

Nacimiento Water DeliverySan Luis Obispo County, California

The County of San Luis Obispo selected Cannon to provide professional surveying services for the Nacimiento Water Project. This water-delivery project centered on a 45-mile pipeline, two 15,000-acre-foot-per-year pump stations, one 9,000-acre-foot-per-year pump station, two 2-MG storage tanks, and four 1-MG storage tanks. Ultimately, the project helped deliver 15,750 acre-feet per year of raw water from Nacimiento Reservoir to turnouts serving six growing communities from Paso Robles to San Luis Obispo. Scope of work included topographic surveys and legal descriptions for the 45-mile pipeline, which crosses creeks and rivers and passes through both urban and rural areas.

Line 300 Relocation Construction StakingNipomo, California

The County of San Luis Obispo constructed the extension of Willow Road to connect it with Highway 101 in Nipomo. The project included the extension and realignment of Willow Road, construction of a frontage road, and construction of a new interchange, and related cross street and drainage improvements. The road extension required the relocation of Conoco Phillips Line 300 pipeline, which also needed to cross the new section of road. Cannon provided construction management and land surveying for construction survey staking and as-built certi cations for this pipeline relocation project. The project required Cannon to closely coordinate all eld operations with Caltrans and the County of Santa Barbara.

Center for Science and Mathmatics Construction SurveysSan Luis Obispo, California

The new Center for Science and Mathematics and the adjacent Centennial Park are one of California Polytechnic State University’s de ning landmarks. The 200,000 square-foot building is located in the heart of campus and is part of the future Centennial Park—a focal point on campus. Cannon’s scope of work for this project includes construction staking; horizontal and vertical control; rough grade; utilities including main and alternate light poles, sewer, water lines, and storm drains; building layout; masonry walls and enclosures; nal grades for curb, gutter, and cross-gutter; utility certi cation; and foundation bolt certi cation.

13th Street Bridge Widening Paso Robles, California

South Vine Street serves as a commuter route connecting Paso Robles residents to a major shopping center and is an alternate, non-freeway route to neighboring cities. Project improvements included widening the existing two traf c lanes; adding two, 5-foot wide striped and colored Class II bike lanes; installing curbs, gutters, drainage improvements and traf c calming measures along the route; and creating a visual buffer landscaping between the street and Highway 101. Scope of work included preparation of plans, speci cations and opinions of probable costs for 9400 lineal feet of South Vine Street. Cannon handled coordination of meetings, construction inspection and surveying. Surveying services included utility and topographic mapping and construction staking, which included over 9,000 feet of general roadway and utility improvements.
