EXECUTIVE SUMMARY
The Chief Nurse and Midwifery Officer (CNMO) position is your opportunity to put your credible high level
strategic leadership and extensive and successful experience in leading nursing and midwifery policy into
meeting the challenges of delivering contemporary, evidence based best practice across the Australian Capital
Territory (ACT), whilst also forming strong partnerships with your colleagues nationally.
Your role is a pivotal territory-wide leadership and influencing role for the professions. It provides important,
strategic advice to inform ACT Health policy and is instrumental in developing, implementing and evaluating
nursing and midwifery specific policy. As a leader within the Health Systems, Policy and Research Group you
will be contributing to ACT Health’s, vision and strategic direction.
Significantly, you will be leading the professions quality initiatives, and have an indirect role in planning and
delivery of health systems and services through influencing management and practices. Your personal
leadership style in fostering inter-professional collaboration will contribute to a positive culture through the
Office of Professional Leadership and Education along with the Chief Medical Officer, the Chief Psychiatrist
and the Chief Allied Health Officer.
To be the successful candidate you will demonstrate: exemplary interpersonal, communication and
influencing skills; the ability to form strong and constructive strategic working partnerships; senior strategic
leadership of major reform; senior management experience at executive level within the professions;
experienced leadership to a complex multidisciplinary organisation; significant experience in leading service

Registration with the Nursing and Midwifery Registration Board Australia is essential and relevant post

THE OFFICE OF PROFESSIONAL LEADERSHIP AND EDUCATION
The Office of Professional Leadership and Education has a critical role in fostering a high-performance culture
by creating an environment for consistent, high clinical standards and multi-disciplinary collaboration.
The Office plays a key role in:
• Identifying trends in the delivery of health services and workforce across the ACT
• Showing leadership and setting the strategic direction for the nursing and midwifery workforce

CHIEF NURSING AND MIDWIFERY OFFICER
POSITION PURPOSE
The Chief Nurse and Midwifery Officer (CNMO) is responsible for the provision of professional and strategic
leadership for the nursing and midwifery professions across the ACT health system, and for collaborating and
providing advice to the ACT Government regarding nursing and midwifery related matters. The position is
responsible for assisting in the delivery of workforce reforms, workforce planning and for strengthening and
developing nursing and midwifery services through innovative models of care and service delivery.
KEY DUTIES AND RESPONSIBILITIES
The CNMO is expected to:
• Provide professional leadership and strategic direction for the nursing and midwifery workforce in the
ACT in consultation with relevant stakeholders and informed by an expert awareness of emerging
trends, clinical reform issues and strategic workforce development at local and national levels.
• Provide strategic evidence-based policy advice to the ACT Government and key stakeholders in
relation to nursing and midwifery.
• Contribute to the creation and maintenance of effective clinical governance policy in relation to
nursing and midwifery in accordance with professional standards and codes of conduct, legislative
requirements and cultural security principles.
• Lead and participate in strategic continuous improvement of nursing and midwifery practice to
improve clinical and health system outcomes and drive system wide improvements.

Major challenges currently associated with the role include:
• The recent structural review of ACT Health requires this role to re-establish relationships with the
hospital systems (public and private) and with key service managers and professional leads.
• A requirement to deliver on long running projects critical to government, ACT Health and the nursing
workforce.
• The requirement to develop and influence implementation of contemporary policy in relation to
workforce, models of care and quality and safety to ensure ACT Health is seen as a leader in the
provision of exemplary patient care and staff wellbeing outcomes.
• As the CNMO influence the nursing workforce and the system at large to work collaboratively towards
developing multi-disciplinary patient centred models of care.
REPORTING & KEY RELATIONSHIPS Reporting to the Deputy Director-General, Health Systems, Policy and Research, the CNMO is responsible for
the strategic and professional leadership, innovation and governance for nursing and midwifery at all levels in
the ACT health system.
Reporting into the CNMO are a team of 15 staff members from the Nursing & Midwifery, Research, Projects
and Clinical Placement Offices.

DUTIES / RESPONSIBILTIES
To be successful in the role, the incumbent will provide outstanding leadership, communicate professionally and work collaboratively, with flexibility, efficiency, and diplomacy both individually and as part of a complex high level team.
Reporting to the Deputy Director General, Health Systems, Policy and Research, the CNMO is responsible for the strategic and professional leadership, innovation and governance for nursing and midwifery at all levels in the ACT health system. The key duties of the CNMO are to:
• Provide advice and direction on a broad range of issues in the area of nursing and midwifery, issues including workforce planning and reform, nursing recruitment and retention; regulation, quality and best practice; education, training and scholarships; and research as well as nursing related policy across the health and community care system.
• Provide leadership for Nurses and Midwives across the ACT health system in public, private and non-government providers, in clinical practice and models of care, professional development, education, teaching, and quality improvement activities.
• Oversee and drive the following functions in relation to the Nursing and Midwifery workforce:
o territory wide strategic workforce planning, research and analysis, o university liaison and health professional education reform, o professional workforce advisory networks, o national workforce planning advice, and o new workforce models.
• Work in partnership with the Chief Medical Officer and Chief Allied Health Officer to ensure that there is a consistent and a whole of system approach to patient centred health care.
• Provide advice to inform government policy, including coordinating, developing, implementing and evaluating nursing and midwifery policy within the ACT health system.
• Develop and maintain strong partnerships with the national and state Chief Nurses and Midwives and other Nursing and Midwifery leaders to ensure ACT Health is contemporary with national and international evidence based and best practice trends.
• Proactively engage with the Office for Research within ACT Health to support inter-disciplinary research and translate outcomes into new practices and improved patient outcomes.
• Contribute to the creation and maintenance of clinical governance policy in relation to nursing and midwifery in accordance with professional standards and codes of conduct, legislative requirements and cultural security principles.
• Lead and participate in strategic continuous improvement of nursing and midwifery practice to improve clinical outcomes and drive improvement.
• Lead improvement in the save provision of care.
• Proactively identify and pursue approaches and opportunities to engage health service stakeholders/clients, resolve issues and facilitate improved service delivery outcomes.
• Oversee the development and implementation of a knowledge management infrastructure to ensure that management of organisational knowledge is seen as a strategic asset to further ACT Health’s goals.
