Our RegionOur Region…The Municipal Environment

The municipality of Glamorgan Spring Bay is situated amongst some of the most beautiful coastal scenery in Tasmania. It has an area of 2,522 square kilometres and is bounded by the Denison River in the North and the base of Bust Me Gall Hill in the South. The western boundary essentially follows the ridgeline of the Eastern Tiers. It is 160 kilometres from end to end and contains two significant National Parks, Freycinet and Maria Island.

Glamorgan Spring Bay Council provides a wide range of services including roads and bridges, medical centres, planning and building services, street lighting, recreational facilities and programs, visitor centres, parks, public toilets, street cleaning, waste management, boat ramps and marinas.

Demography and Main Townships

The main townships are Bicheno, Coles Bay, Swansea, Triabunna, Orford and Buckland. Bicheno has the largest population (943), followed closely by Triabunna (874). The population of the Glamorgan Spring Bay local government area is 4,400 people. Between the 2011 and 2016 Census, the population increased by 5%.

Average Income is generally lower in this municipality than in the broader Tasmanian and Australian context.

Economic Drivers

Agriculture, forestry and fishing are the largest employers with 19% of people working in these sectors. This is followed by accommodation & food services (15%) and construction (13%). In 2011, accommodation & food services were the largest employment sectors at 17.5% in total.

The Municipality has a strong visitor economy to

build upon. Of the total number of interstate and international visitors coming to Tasmania, 30% come to Glamorgan Spring Bay. Intrastate visitation is also strong, with 53% of dwellings across the municipality being holiday homes. During holiday periods the overall population more than doubles and this has implications for infrastructure and service provision. The highest numbers of holiday homes are in Coles Bay and Orford.

Schools and Childcare

Each of the main townships is serviced by a state owned primary school (Kindergarten to Grade 6). Triabunna has a district school years 7-10. In the State system, Swansea and Triabunna primary schools feed to Triabunna District for years 7-10, Bicheno primary school feeds to St Mary’s District for years 7-10. The closest catholic and independent schools for both primary and secondary are located in Hobart, as is a variety of state based Colleges for years 11 and 12.

Travel to Hobart from Swansea and Orford for schooling is available by bus daily. Many families in the municipality choose to board in Hobart for schooling in the later years.

There are childcare facilities available in Bicheno, Swansea and Triabunna. These services are operated by various reputable service providers.

Health Services

Bicheno, Swansea and Triabunna have pharmacies and are serviced by general practitioners, with all townships having access to visiting allied health professionals. Coles Bay has a visiting doctor fortnightly.

Tasmanian Ambulance has stations located at Bicheno, Swansea, and Triabunna with paramedics based at Bicheno and Triabunna.

May Shaw which is in Swansea. The General Practitioners in Swansea are based at May Shaw. The May Shaw also has a small Accident and Emergency service for triage and referral to Hobart or elsewhere if required.

Animal health is provided by a visiting veterinarian who is based at Sorell, 50 minutes from Orford.

Housing

The municipality offers a range of living options beyond the hustle and bustle of a city metropolitan life. As a Tasmanian region it has some of the best choices and variety.

There are opportunities to live on a 900m2 block with plenty of space to garden, have backyard toys, or entertain. Alternatively, you might choose to look for a larger parcel of land to have a hobby farm, keep a horse or just have your own space without a neighbour in sight. It would be remiss not to mention the homes with picturesque views of the mountains, or homes where you can fall asleep listening to the waves roll in.

Housing prices vary greatly depending on the home you are after and its location.

Rental accommodation varies greatly. Whilst there is a large proportion allocated to holiday accommodation, opportunity exists with most operators to consider negotiations for longer term stays.

Shopping and Other Services

Each of the municipality’s main townships is serviced by an IGA supermarket and has an Australia Post outlet. A variety of cafes, restaurants, boutiques are throughout the municipality. Wineries also feature strongly along the coastal drive.

Hobart is approximately one hour from Orford, providing a reasonable commute to allow access to all the services and shops you can expect of a capital city. Hobart airport is easily accessible within an hour’s drive.

Sport and Entertainment

There is a range of sporting facilities located across the municipality run by community groups, including netball, football, tennis and bowls. There are also some coastal golf courses. For those who enjoy bush or seaside walking, this is in abundance, as is mountain hiking. Mountain biking is fast growing within Tasmania, with some recently developed tracks a little further north of the municipality. Fishing, water sports or cruising are at your doorstep for those keen on the water.

The East Coast region is renowned for its open air music, food and wine festivals, some which are major drawcards for the municipality. Performers are more readily including Tasmania’s East Coast as a preferred destination on their program.

Position Description

Key Purpose

The General Manager is the most senior executive position in the organisation. The General Manager’s task is to work with the elected Council to provide the best possible outcomes for the Glamorgan Spring Bay community, and to manage and direct the human and financial resources of the organisation to achieve optimal use of public monies and the most effective use of the organisation’s assets.

The General Manager will maintain a high degree of professionalism within the organisation, and at the same time, be responsive to the community and its concerns.

Organisation Relationships

Reports to: Glamorgan Spring Bay Council.

Supervises: Management and staff through the organisational structure.

Extent of Authority

The General Manager will coordinate and control all Council activities through the relevant Department Managers, to ensure that all resolutions of Council are promptly carried into effect and that all operations and activities are conducted in accordance with established polices, by-laws, State and Commonwealth statutes, including Government Regulations.

Key responsibilities

The General Manager is to fulfil the statutory requirements of the position of General Manager as established in the Local Government Act 1993 and relevant by-laws as amended from time to time.

1. Governance

• Ensure all legislated obligations are met within statutory timeframes.

• Act as chief adviser to the Mayor and Councillors in all council matters.

• Provide the Elected Members of Council with quality information and recommendations to enable them to properly discharge their responsibilities.

• Assist Council to develop necessary policies and procedures, supported by advice provided in accordance with section 65 of the Local Government Act 1993.

• Ensure the Councillors of Glamorgan Spring Bay have access to adequate professional development opportunities to enable them to properly discharge their responsibilities.

• Provide Council with a monthly report between council meetings, providing up to date information on the progress of resolutions passed, the achievement of the goals set in the Annual Plan, and items of correspondence relevant to the elected members. The timing of this report is to allow Councillors to provide questions on notice or notices of motion in time for the next monthly council meeting.

• Ensure Meetings are conducted in accordance with the Local Government Act 1993 and in a manner that promotes informed decision making.

• Ensure that those Committees deemed necessary to meet the needs and activities of the Council are established, and that appropriate resources are provided for their efficient and effective operation.

• Ensure risk management practices exist to minimise Council’s exposure to loss or disruption, including appropriate insurance coverage and legal counsel.

• Ensure all financial activities are undertaken in accordance with appropriate accounting standards and relevant Statues.

• Ensure that all human resources and staff issues are managed in accordance with the Council’s Human Resource Policies and relevant Statues.

2. Strategic/Advocacy

• Assist the Council to develop and implement a Strategic Plan with both short and long term objectives, supported by relevant information and reliable data.

• Facilitate the development of strategic direction for the Council and Committees.

• Advocate in the best interests of the municipality.

• Review the progress of legislation affecting Glamorgan Spring Bay Council and report the perceived outcomes to the Council.

• Develop and maintain a wide network of contacts relevant to the position

3. People Management

• Attend to personnel and industrial matters including the supervision and decision making in relation to the following areas:

(a) Provision of advice to the Council on personnel, industrial, and staff development policies and decisions adopted;

(b) Appointment, promotion, suspension or dismissal of any officer or servant of the Council.While recognising the authority of the General Manager in the appointment of all employees in accordance with section 63 of the Local Government Act 1993, Council has a reasonable expectation that the General Manager will confer with the Mayor and Deputy Mayor before commencing the process to appoint senior managers;

(c) The classification and grading of officers within the salary range prescribed for the relevant position and provided for in the annual estimates;

(d) Appointment of an acting officer to perform all or any portion of the duties and powers of an officer who may be temporarily absent, suspended, or incapacitated.

• Maintain frequent contact with personnel reporting directly to the General Manager and furnish guidance and assistance as required.

• Manage, co-ordinate, and supervise the activities of the staff of the Council.

• Promote teamwork and communication through the provision of leadership, management, and support for staff.

• Ensure appropriate Human Resources policies and practices exist and are communicated to all staff.

• Implement performance management systems to ensure appropriate skills development, performance review processes and remuneration systems.

4. Resource Management

• Approve all budgets, estimates, appropriation reports and studies prepared by Officers for adoption of Council, and ensure that all council operations are carried out within approved budgets, or within delegated budget variances.

• Provide day to day management of the resources and activities of the organisation.

• Develop strategies that ensure the financial sustainability of the organisation.

• Ensure quality financial management plans are developed and implemented.

• Request special internal studies on selected areas of operations to evaluate conditions highlighted by an operations report, costs, or statistical information.

• Authorise any additional prosecutions or proceedings under statues or by-laws in the name of the Council. Authorise the commencement of legal proceedings in the name of the Council for contravention of the Council Planning Schemes, provided that the Council is informed of such a decision within fourteen days.

• Promote continuous improvement in the activities and operations of the Council.

• Approve works under Section 35 of the Local Government (Highways) Act 1982 on the recommendation of the Manager Works and Services.

• Identify opportunities and develop sources of funding and grants for the organisation.

5. Community and Communication

• Develop, implement and review strategies that improve communication between Council and the Community.

• Actively promote and maintain good relationships with ratepayers, residents, within the broader local government sector, and with Ministers of the Crown and their advisers.

• Ensure a high-quality customer service focus exists within the organisation and that members of the community receive a responsive and professional service.

• Assist the Mayor with the media profile for the Council including briefing notes, press releases and comments.

Knowledge and Experience

1. Experience in local government in a leadership role is essential, together with a sound understanding of the social, political, legal and financial frameworks and models of government.

2. Ability to forward plan with the experience to consult, develop, implement and monitor effective planning strategies.

3. Experience dealing appropriately with budgets, reporting systems, asset management, human resources, safety and risk management.

4. Demonstrated knowledge of Tasmanian planning legislation and the role Council has in administering this will be highly regarded.

5. Understanding of Local Government legislation including the capacity to research, implement and comply with the Local Government Act (TAS) 1993 together with other legislation and regulations that underpin prudent financial and human resource practices.

6. Understanding of the challenges which face small communities outside metropolitan areas.

The General Manager’s role will be offered on a fixed contract of up to five years maximum. The term will form part of negotiations. The total all inclusive remuneration package will be commencing from $190,000. Inclusive means base salary, superannuation, car allowance. In addition there will be a mobile phone and laptop provided.

The General Manager is also provided with additional annual leave beyond the standard twenty days as part of their contract.

In some instances relocation assistance may be offered to a successful applicant. The inclusions and amount of relocation will be by negotiation with the successful applicant.

Glamorgan Spring Bay Council is committed to employment via merit selection which is based on ensuring the best person for the job will be hired. Discriminatory attributes such as gender, age, religion, political beliefs and so forth as covered by Tasmanian anti-discrimination legislation will not be considered or influence recruitment and selection decisions.

After applications are received they will normally be shortlisted against the selection criteria as outlined in the last section of the position description. Assessment of these criteria is carried out by reviewing all information provided by the applicant in their application.

An interview process will typically involve a panel of people that may include people outside of Council. Depending on the content to be covered interviews can range from twenty minutes to two hours and conducted face to face, via video links or over the phone. Applicants will be tested against the same criteria and the interviewee may be asked to elaborate further on information provided in their application.

A process may involve more than one interview with the same or different people, aptitude testing, psychometric analysis and referee checking. Preferred applicants may also be required to undertake a medical as per the risks identified for the position, their health disclosure and general compliance with Council’s safety requirements.

Successful applicants will be advised verbally in the first instance of Council’s offer and subsequently provided with a contract of employment for consideration. Generally people have up to fourteen days to consider an offer made.

Recruitment processes can take anywhere between two to twelve weeks to carry out depending on the components involved, applicant availability and location. During this time questions on progress should be directed to Ms Kristy Scott.

Glamorgan Spring Bay Council does not provide for an appeal process with respect of recruitment and selection decisions.
