1. Introduction and Purpose

The Candidate Affidavit is a portal used for online submission of Candidate’s Affidavit. Candidate can go online to ECI website (eci.nic.in) and can submit their affidavit online through any of the services of (NIC or NSDL). Candidate need to take print out of the affidavit submitted online and then get it notarized and submit it to Returning officer (RO). RO need to verify the printed copy with the submission done by the candidate online.

Guidelines to RO (PC/AC)

1. Returning officer can login (as an officer) and verify the affidavit submitted by the candidate online

with the printed copy submitted to him/her by the candidate.

2. If candidate has submitted the affidavit online and taken printouts for submitting it to RO. The

printed copy must be having a unique report number on the top of each page of the affidavit (e.g.

of report no.: S1- S01/001/1 or S2- S01/001/1 )

3. When RO login with their credentials, they will be able to see the candidate details who are

submitting their affidavit online. RO will get to see the details like ( AC/PC name, Candidate name ,

Party, Age, finalized by candidate, Report no., View report etc)

4. By clicking on the link “View Report” RO can see all the details of candidate affidavit.

5. Then after the verification of (Report number and the details of affidavit), RO can click on the Verify

button to verify the affidavit submitted.

6. Username and passwords are same as RO’s are using in the genesys application to enter

nomination details. (e.g. DLSEPC001)

Note: As Candidate has been given an option to file online though (NIC and NSDL services), RO needs to do the above process both on NIC and NSDL service.

3. Login Page: The first page is a Login page where the user enters the credentials. If the user is the valid user, then only it allows the user to navigate the application.

Process: Authentication Description: In this login screen, first select user type i.e., Officer Login or User Login.

Enter your Username and Password. For User Login: For Example- User Name: 8882598916

4. Registration Page: Only for Users Candidate can first register by clicking “Click to Register” button.

Steps 1: Enter valid mobile number and Email-ID as One Time Password (OTP) will be sent to registered mobile number and E-Mail ID and click Proceed Step 2: Enter the OTP and click Proceed

Step 3: Enter the details:

5. Initial Detail Page: Only for Users After a successful login, you will have to enter the following details:

1. Select Language: English or Hindi (Note: You will have to file the affidavit in the selected language

and language cannot be changed after selection.)

2. Select the Election for which the affidavit is to be filed.

3. Enter name of the contesting candidate.

4. Select State

5. District and

6. Name of the Constituency from which the candidate is nominated and then click “Fill Affidavit”

button.

6. Candidate Details When you click on Fill Affidavit link, you can see the following page:

I. Candidate Details: Here you need to fill the personal (like personal detail, family detail etc.)

and PAN details of Candidate

II. Personal Details: Please tick the box against Click to edit Details for submitting/updating. This

form has the following fields:

a. For Election to (Name of the House), For State, From (Name of the Constituency): These

fields are already filled when you select the candidate from previous page.

b. Name of the candidate: This is already filled.

c. Son of/Daughter of/Wife of: Choose any one relationship any specify the name in the

textbox.

d. Date of Birth/ Age: There are two choices for this field (I remember my date of birth

and I don’t remember my date of birth).

a. If you know the candidate’s date of birth, then fill it otherwise you can just fill

e. his/her age.

f. Address (mention full postal address): Fill the candidate’s full postal address in this text

box.

g. My name is enrolled in: In this section find the state, District, Constituency in which

candidate’s name is enrolled and fill the Part number and serial number.

h. My Contact: Here you need to fill the candidate’s contact details like Mobile no.,

Landline No. and email address (if any).

i. Self/Spouse/Dependent(s) Details: Here you will see a grid which has 3 columns (Relation Type, Relation and Name). First of all, you should fill the detail of Relation Type Self from the dropdown and then in the same way you can fill the detail of spouse and his/her dependents.

j. Social Media Accounts: If candidate has any social media account like facebook, gmail

or any other, he/she must fill details in this section. After filling all above fields, you can just click on update button to save the candidate’s details.

iii. PAN Details: Here you need to fill the PAN details of candidate and his/her spouse/Dependents. If he/she has not PAN card you can skip this step.

PAN Details has a grid in which Name and Relation are already present from Candidate

Details just filled above. There are other columns as below:

a. Permanent Account Number (PAN): If candidate/spouse/dependent has PAN then fill the PAN

in this field.

b. The financial year for which the last income-tax return has been filled: Mention the

year when income-tax return has been filled.

c. Total income shown in Income Tax Return (in rupees): Mention the total income shown in

income tax return.

7. Details of Court Cases If candidate has any cases in the court, then please fill all the details in these steps:

Step1: Cases pending against me in which charges have been framed by the court for an

offence punishable with imprisonment for two years or more.

When you click the Click to Add New Case, a form will appear with the following fields:

i. FIR No. : Fill the FIR No. in the text box.

ii. State: Choose the state from the dropdown where FIR is lodged. iii. District: Choose the district of corresponding state you have selected

above. Police Station: Specify the name of the police station where FIR is lodged. Act: Fill the Act(s) under which the FIR is lodged.

iv. Sections: Specify the sections of FIR.

v. Short Description of the offence: fill the short description of the offence against which the

FIR is lodged. vi. Has the case been sent to the court? (Yes/ No/don’t know): Choose any one of

these options. If you choose yes, following text boxes are enabled automatically:

Name of the court: Mention the name of the court, where case has been sent.

Case Number: Mention the case number in this textbox.

Date of order taking Cognizance: When you click on this text box a calendar will

appear, choose the date of cognizance from the calendar.

vii. Has court framed the charge? (Yes/No): Choose any one of the option from these. If you choose yes, following textboxes will appear:

Name of court: Mention the name of court.

Date: Choose the date from the appeared calendar.

viii. Whether stay has been taken for the above case? (Yes/No): Choose yes or no accordingly.

When all of the above fields have been filled, you must save the data.

Step 2: Cases pending against me in which cognizance has been taken by the court (other

than the cases mentioned in item (i) above) When you click on this link, a form will appear with the following fields:

i. Name of the Court: Fill the name of the court here.

ii. Case Number: Fill the case number. iii. Date of order taking cognizance: Choose the date from calendar shown here. iv. Act(s): Fill the Act(s) under which the cognizance has been taken. v. Section(s): Fill the section(s) under which the cognizance has been taken.

vi. Description of the offence for which cognizance has been taken: Give a short description of the offence for which cognizance has been taken.

vii. Whether appeal has been filled against any case? (Yes/No): Choose

any one option from these. If you choose yes, following text box will

enable:

Details: Fill the details of the appeal that has been filled against any case. When you fill all of the above fields, you can save the data by

clicking save button.

Step 3: Cases, I have been convicted and sentenced to imprisonment by a court of law i. Act(s): Fill the act(s)

ii. Section(s): Fill the section(s) iii. Description of the offence for which convicted: Fill the short description of the

offence. iv. Name of court: Fill the name of court. v. Case Number: Fill the case number.

vi. Date of order: Choose the date of order. vii. Whether punishment imposed? (Yes/No): Choose any one option from these.

viii. Whether appeal has been filled against the convicted order? (Yes/No): Choose any one option from these. If you choose yes, following box will appear:

Details and present status of appeal: Here you can mention the

short details and present status of the appeal.

8. Details of Movable Assets

Step 1: Cash in hand

When you click on the link Cash in hand, a grid-view is seen (as shown in the

image). Here you can edit the Cash in Hand of the

candidate/spouse/dependent(s) as follows: Click on the Edit link against the

name and then update the value of Cash in Hand.

Step 2: Details of deposit in Bank accounts, Financial Institutions, Non-Banking Financial

companies and Cooperative societies

When you click on this link, you will find the separate grids for self, spouse and dependents. You

can save the Details of movable of assets of each person accordingly. Following fields will appear in

each grid:

i. Bank/Company Name: Fill the bank/company name where the cash is deposited.

ii. Branch Address: Fill the branch address of the bank/company.

iii. Deposit Type: Choose the deposit type from the list (e.g. RD/FD/Saving etc.).

iv. If there is no choice of deposit type in the list you can select other. When you select other, a textbox will appear, you can specify the other deposit type here.

v. Account Type: Choose the account type from list (e.g. Individual/Joint).

Note : Asset in joint name indicating the extent of joint ownership will also have to be given.

vi. Date of Deposit: Fill the date of deposit in the bank/company.

vii. Amount: Fill the amount deposited in bank/company. After filling all above data, you can save the data.

Note: If you want to edit the saved data, you can also edit the required field.

Step 3: Details of investment in Bonds, debentures/shares and units in companies/Mutual

funds and others

When you click on this link, you will find the separate grids for self, spouse and dependents. You can save the Details of investment in bonds, debentures/shares/ and unit in companies/mutual funds and others for each person accordingly. Following fields will appear in each grid:

Company Name: Fill the company Name in which investment is made.

Security/Investment Type: Fill the security/investment type (e.g.

Bonds/Debentures/Mutual Funds). If there is no security/investment type in the list, you

can select the other option, when you select

Other option, a textbox will appear. No. of units (If applicable): Specify the no. of units (if applicable) Account Type: Choose the account type from list (e.g. Individual/Joint). Note : Asset in joint name indicating the extent of joint ownership will also have to be given. Amount (in Rs.): Fill the invested amount.

Step 4: Details of investment in NSS, Postal Saving, Insurance policies and investment in any financial instruments in Post office or Insurance Company

When you click on this link, you will find the separate grids for self, spouse and dependents. You can save the Details of investment in NSS, Postal Saving, Insurance policies and investment in any financial instruments in Post office or Insurance Company for each person accordingly. Following fields will appear in each grid:

i. Company Name: Fill the company name in which investment is made. ii. Saving Type: Select the saving type (NSC/ Postal saving/ Insurance Polices etc.).

If there is no saving type in the list, you can select the other option, when you

select other option, a textbox will appear, where you can specify the other

saving types.

iii. Account Type: Choose the account type from list (e.g. Individual/Joint). Note : Asset in joint name indicating the extent of joint ownership will also have to be given.

iv. Amount (in Rs.) : Fill the Amount.

Step 5: Personal loans/advance given to any person or entity including firm, company,

trust etc., and other receivables from debtors

When you click on this link, you will find the separate grids for self, spouse and

dependents. You can save Personal loans/advance given to any person or entity

including firm, company, trust etc., and other receivables from debtors for each

person accordingly. Following fields will appear in each grid:

i. Loan Type: Select the loan type (Short Term/Long Term). ii. Loan Account Type: Choose the account type from list (e.g. Individual/Joint).

Note: Asset in joint name indicating the extent of joint ownership will also have to be given. iii. Loan To: Specify the name of the receiver of loan. iv. Nature of Loan: Fill the nature of loan. v. Outstanding Amount: Fill the outstanding amount of loan.

Step6: Motor Vehicles/Aircrafts/Yachts/ Ships

When you click on this link, you will find the separate grids for self, spouse and

dependents. You can save the details of Motor Vehicles/Aircrafts/Yachts/ Ships

for each person accordingly. Following fields will appear in each grid:

i. Vehicle Type: Select the vehicle type (two wheeler, three wheeler, car, bus, etc.) If there is no vehicle type in the list, you can select the other option, when you select other option, a textbox will appear, where you can specify the other vehicle type.

ii. Make: Fill the company name of the vehicle. Registration No.: Fill the registration no. of the vehicle.

iii. Year of purchase: Fill the year of purchase.

iv. Amount (in Rs.): Fill the Cost of vehicle.

Step 7: Jewellery, bullion and valuable thing(s)

When you click on this link, you will find the separate grids for self, spouse and dependents. You can save the details of Motor Vehicles/Aircrafts/Yachts/ Ships for each person accordingly. Following fields will appear in each grid:

i. Valuable Things Type: Select the valuable things type

(Gold/Silver/Platinum/Diamond). If there is no valuable thing type in the list, you

can select the other option, when you select other option, a textbox will appear,

where you can specify the other valuable thing type.

ii. Weight: Specify the weight of the jewellery type. Note: There is a drop down just in front of the text box which has a list of units of weights. Select the appropriate unit from this list.

iii. Amount: Fill the cost of the valuable things.

Step 8: Any other assets When you click on this link, you will find the separate grids for self, spouse and dependents. You can

save the details of any other assets for each person accordingly. Following fields will appear in

i. Asset Type: Fill the other asset type.

ii. Brief Detail: Fill the brief detail of the asset. iii. Amount: Fill the amount of other assets.

When you click on this link, following page will appear:

Step 1: Agricultural Land

When you click on this link, you will find the separate grids for self, spouse and dependents. You can save the details of agricultural land for each person accordingly. Following fields will appear in each grid:

i. Location: Fill the location of the agricultural land. ii. Survey No.: Fill the survey number of land.

iii. Area (Total measurement in acres): Fill the area of the land. iv. Property Type: Choose the property type from list (e.g. Individual/Joint).

Note: Asset in joint name indicating the extent of joint ownership will also have to be given.

viii. Any investment on the land by the way of development, construction etc.: if any

investment were made on the land then it must be filled here.

ix. Approximate current market value (in Rs.): Fill the approximate current market value of the land.

When you click on this link, you will find the separate grids for self, spouse and dependents. You can save the details of non-agricultural land for each person accordingly. Following fields will appear in each grid:

i. Location: Fill the location of the no-agricultural land.

ii. Survey No.: Fill the survey number of land. iii. Area (Total measurement in sq. ft.): Fill the area of the land. iv. Property Type: Choose the property type from list (e.g. Individual/Joint).

i. Location: Fill the location of the commercial building. ii. Survey No.: Fill the survey number of building.

iii. Area (Total measurement in sq. ft.): Fill the area of building. iv. Built-up Area (Total measurement in sq.ft.): Fill the area in sq. ft. in which the

commercial building is built. v. Property Type: Choose the property type from list (e.g. Individual/Joint).

Note: Asset in joint name indicating the extent of joint ownership will also have to be given. vi. Whether inherited property? : choose the option yes/no from the list.

You can save the details of Residential Buildings (including apartments) for each person

accordingly. Following fields will appear in each grid:

i. Location: Fill the location of the residential building. ii. Survey No.: Fill the survey number of building.

iii. Area (Total measurement in sq. ft.): Fill the area of building. iv. Built-up Area (Total measurement in sq.ft.): Fill the area in sq. ft. in which the

commercial building is built.

v. Property Type: Choose the property type from list (e.g. Individual/Joint). Note: Asset in joint name indicating the extent of joint ownership will also have to be given.

vi. Whether inherited property? : choose the option yes/no from the list. vii. Date of purchase in case of self-acquired property: Fill the date of purchase of the property.

institution from where the loan is taken.

ii. Nature of loan: Choose the nature of loan from the list. iii. Loan account type: Choose the Loan account type from list (e.g. Individual/Joint)

iv. Amount outstanding: Fill the outstanding amount of loan.

i. Name of Individual Entity: Fill the name of individual entity from where the loan is taken. ii. Nature of loan: Choose the nature of loan from the list.

13. Finalize and Submit After filling all above forms, you can finalize the candidate’s detail. Note: After clicking the finalize button, you will not be able to further edit the

candidate details. So, please first download and print the affidavit by clicking

“Download Part-A” and “Download Part-B” button and if all details are correct then

only finalize the data.

14. Change Password: For Users User can change password by first entering old password and then new password as well as code shown in the image and the click button “Change Password”. After clicking change password user will be redirected to candidate details page. If user doesn’t want to change password simply click “Cancel” button.

15. Logout: The user can click on the logout button for security and privacy purpose.
