Background
CFSP was started in 1950 by the Seed Division
of Agriculture Canada
The project arranged for the contract
production, conditioning, warehousing and sale
of Foundation seed of forage varieties
developed by the Research Branch of AAFC
In 1988 CSTA and AAFC entered into an
agreement tp tender the production and
management of the Foundation Seed of the
remaining varieties to private companies

At that time, CSTA retained a small role as the
allocator of Foundation seed when varieties
were in short supply
CSTA’s role nowadays is to survey the trade
and growers (through CSGA) to determine
needs for Foundation seed of CFSP varieties
and provide that information to the Managing
Companies.
CSTA also surveys Managing Companies to
determine the supplies, production plans and
prices Foundation Seed of CFSP varieties.

Companies would be the preferred maintainer
of CFSP Breeder Seed
One company has begun the process to take
over maintenance and others have expressed
interest
Managing Companies would still be bound by a
contract with CSTA

Breeder Seed Maintenance
AAFC’s ability to maintain Breeder Seed is
becoming an issue for certain varieties
The CSTA-AAFC contract allows for the
maintenance of Breeder Seed to be transferred to
a 3rd party.
Managing Companies could maintain their own
Breeder Seed
AAFC is open to transferring the maintenance of
Breeder Seed to private companies

Breeder Seed Maintenance 2
Process:
Managing Company submits a written request to
CSTA. CSTA would then forward to AAFC and CSGA.
AAFC submits request to CSGA to revise the
declaration for a given variety from AAFC to the
Managing Company.
Managing Company would employ/contract a CSGA
recognized plant breeder. Plant breeder would apply
for a breeder crop certificate from CSGA.
