BPS Commitments on Modernization

BPS has committed to conduct a fundamental, comprehensive, and cross-sectoral change and reform program since 2008.

As one of government agency, BPS has also commited to follow National Bureaucratic Reform Program.

STATCAP-CERDAS (Statistical Capacity Building-Change and Reform of The Development of Statistics) and Bureaucratic Reform Program is one concept of change and reform agenda, whereas the main goal of Bureaucratic Reform Program is to achieve Good Governance, while Statcap-Cerdas is the boosters for Bureaucratic Reform Program.

STATCAP-CERDAS integrate :

1. Internal : employees, subject matters

2. External : stakeholder and data users towards ‘One Data’ and ‘Big Data’.

Eight Key Principles of BPS Transformation

National Accounts and Macro Statistics are the primary beneficiaries of statistical integration

Each survey serves the needs of multiple Subject Matter Areas (SMAs)

Registrations and administrations as primary sources of data

Integrated survey operations from identify needs to dissemination and evaluation

Statistical Business Register / Large Business Unit

Build an integrated IT landscape

Use technology based/paperless collection (e.q: CAPI, Satellite Imagery)

Use continuous surveying to spread the workload over the year

pilot SA & ISBR as a preliminary study to measure data quality)

Quality Declare Quality Monitoring for Census

(Population and Agriculture Census)

PDCA: Plan Do Check Act

MANAGING STATISTICAL OUTPUTS

*) Indepth Study Beban Responden (ISBR)/Respondent burden **) Self Assessment (SA)

Dissemination

Publicity prior to Census and Survey ( 3 Censuses and several major surveys)

Report for President, Vice President, related Ministers

Press Releases (Monthly, Quarterly, Annually, Ad-hoc)

Workshop and FGD with stakeholders

Statistical Capacity Building for Media, Line Ministries, Key Users

Data produced by BPS would be meaningless without data users/stakeholder. However, data could not be used directly as the base of policy. Therefore, it is important for BPS to socialize data utilization to the stakeholder.

12

Independency on Producing and Disseminating Statistics

Chief Statistician release data in the press conference independently in front more than 100 reporters from electronic and non electronic media.

Diseminate/send all data to line ministries.

More Actions for 2030 Agenda

Towards SDGs replacing MDGs by conducting discussion with :

Ministry of Planning

Ministry of Health

Ministry of Education

Ministry of Social Affair

Actions :

To conduct collaboration with in line ministries

To consider collaboration with unconnected ministries (easy)

To consider collaboration with not inline ministries (difficult)

17

Standard-based Modernization

To support GSBPM implementation in national and regional level

To gain more support from government (example: Economic Census 2016, National Socio-Economic Survey, Labor Force Survey, Agriculture Production Survey)

Dissemination : by providing metadata for data consumer, received national TOP 35 Innovation Award for BPS website enhancement, to conduct annual Customer Satisfaction Survey

To support partnership by providing training center, trainer, and skills to reach equal improvement on statistical modernization especially within Asia Pacific region.
